Abstract

Pujon Kidul Village has succeeded in tourism village, that improving the economy and social life and women's participation was seen in the technical sphere. It is interesting to analyze how women have played a role in a tourism village. This study aims to identify internal and external factors that support women's participation, identify the level participation, and analyze contributions to household income. We establish operational definitions in the form of internal and external factors and analyzed using cross tabulation and then Rank Spearman non-parametric statistical tests to provide an overview of study boundaries and data retrieval procedures. There are 56.7% of women who are graduating from high school/university and 173.33% have been in the tourism business for more than 5 years. Internal factors that have a significantly weak relationship are the level of women's education. Meanwhile, the aspect of the relationship between women's education level and women's participation as business actors in tourism villages was 100 percent in the low and medium categories, and 90 percent are in the high category. The influence of community actors to women participation is very high (100%). There are 53.57% of women had a high level of participation and contribution to household income.Keywords: Involvement, Pujon Kidul, Village tourism, Women.

Abstract

Red Islands Beach in Banyuwangi is included in the Provincial Tourism Strategic Area (KSPP). It is an example of the application on tourism management by the community, due to the existence of the community group (POKMAS). Increasing the number of tourists each year causes the need for a sustainable tourism development strategy that also involves the surrounding community to maintain environmental conditions that continue to be sustainable. So, this study aims to formulate a policy of developing sustainable marine tourism on Red Islands Beach in the Banyuwangi Regency. Data was obtained by conducting FGDs and distributing questionnaires to 10 key informants consisting of the Chairperson of Pokmas, the Homestay Manager, the Chairperson of BUMDES in Sumberagung Village, Academics, Ecoranger, Restaurant Managers, and the Management of Waste Banks. The data was analyzed using a SWOT analysis strategy to describe internal factors (IFAS) and external factors (EFAS). The results of the scoring IFAS showed the value of the Strengths (3.337) and weaknesses (2.979), while external factors showed value of opportunity (3.135) and threats (3.224). The strategy that can be applied based on this analysis is Concentric Diversification Strategies. These strategies focus on adding products and services related to the tourism destination, which uses Weakness and Threat (W-T) components. This strategy will overcome weaknesses and minimize threats on Red Islands Beach. Some points that can be carried out in this strategy are increasing human resources, providing education to the community, and negotiating with other interested parties in the Marine Tourism Region of Red Islands Beach. Abstract

Pulau Merah Beach must have sustainable tourism management that involves many institutions in the regional area as decision-makers and controls the regional plan. This research aims to analyze the institutional sector for tourism management on Pulau Merah Beach to support sustainability. Data were obtained through interviews with the Head of BAPPEDA, the Head of the Culture and Tourism Office, Spatial Planning Practitioners, Environmental Experts, and Local Communities. Data then analyzed with Interpretive Structural Modeling (ISM). There are four elements used to measure the institutional tourism management in Pulau Merah Beach, i.e. (1) elements of institutional (20 sub-elements); (2) elements of institutional problems (12 sub-elements); (3) elements of expected goals (11 sub-elements); (4) elements of the required program (11 sub-elements). The results of the analysis conducted show that DISBUDPAR is an institution with a role and authority in regulating tourism on Pulau Merah Beach, but it requires cooperation with other agencies to achieve sustainable management. The expected goals of tourism management in Pulau Merah Beach are sustainable, integrated, synergy, efficient, and sufficient, and firm law enforcement. However, there is no clear SOP between institutions. So, it can lead to a lack of integration between institutions and the emergence of unclear standards and measuring instruments. To achieve goals and resolve existing problems, designing several programs is required, such as forming a specific institution that handles the tourism management of Pulau Merah Beach, evaluating policies, and integrating tourism management's technical guidelines in the Pulau Merah Beach Area. If each key point can be optimized, it will be possible to realize sustainable tourism management on Pulau Merah Beach Banyuwangi.Keywords: DISBUDPAR, institution, interpretive structural modelling, sustainable tourism.

Abstract

Before Covid-19 happened, the tourism industry had been faced overtourism problems as the effect of mass tourism growth. Tourism environment quality reduction and the social problem happened to the local people become a problem behind all glitters of tourism growth. Since the Covid-19 outbreak, the overtourism problem changes into nontourism. The spread of Covid-19 in tourism can change the tourism development's paradigm from the visit quantity to the visit quality. Policy about the limitation on the number of visitors applied as the requirement for reopening the tourism sector. This policy is related to the tourism carrying capacity about the maximum amount contained in one tourism area without causing any damages to the environment. This visitor's limitation indirectly solved two problems at once, concerns about the spread of Covid-19 and overtourism repeats. The research was done in Pulau Merah Beach as the destination with the highest visitors in Banyuwangi regency, which has 574 visitors each day and did the tourism opening simulation in a new normal era with visitors' limitation. The tourism manager has determined that 750 people are the maximum number of visitors per day. This research aimed to evaluate the consistency of the number of maximum visitors with Covid-19 policy about visitors limitation using the tourism carrying capacity concept Mix methods were used in this study to deepen data and analysis. Thus, complete and clearer research was gained. Based on the analysis, the physical carrying capacity value of 1.074 people per day, the real carrying capacity value, and effectiveness of 468 people per day. It means the limitation of visitors in new normal tourism in Red Island is safe and by the Covid-19 protocol because it decreased about 30% from the tourism physical carrying capacity. However, if it was evaluated from the real carrying capacity value and effectiveness, those amounts are still exceeding the capacity of the tourism carrying capacity.
