Abstract

The Reban Batu irrigation area located in West Sumbawa Regency has experienced a decline in the performance of its irrigation system. Therefore, it is necessary to make efforts to improve the performance of the irrigation system by carrying out maintenance and rehabilitation, which is based on the results of the irrigation performance index assessment. The purpose of this study is to determine the irrigation system performance index in the Reban Batu irrigation area and the variables that affect irrigation performance. As for the irrigation system performance assessment, it can be based on the decree of PUPR No. 12/PRT/M/2015 and the MASSCOTE Method. The irrigation system performance assessment was carried out by direct surveys of the location and interviews with Water User Association (WUA) Farmers as beneficiaries and operational and maintenance (OM) officers as managers, resulting in a performance index based on the decree of PUPR 68.26% which was included in the category of underperforming and requiring attention. Meanwhile, based on the MASSCOTE method, the score is 2.69 or the level of service is in the poor category. Based on path analysis, the indicator variables of Irrigation Service (X1), WUA (X2), Human Resources of OM Officers  (X3), and the Modernization of OM (X4)together have a significant effect on the irrigation performance variable (Y) of 0.931 or 93.1%.

Abstract

The Industrial Revolution 4.0 and digital transformation have brought significant changes in various aspects of life, including the business and administrative world. This revolution, driven by digital technologies such as the Internet of Things (IoT), artificial intelligence (AI), big data, and cloud computing, enables automation in various industrial sectors and increases efficiency and productivity. This study aims to analyze the process of collecting, processing, and using personal data in using electronic signatures in Indonesia and knowing the compliance and legal consequences of personal data protection violations in using electronic signatures in Indonesia. This research approach is juridical normative. The research found that although the use of electronic signatures has increased rapidly during the COVID-19 pandemic, many challenges are still faced. Electronic signatures are often considered prestigious and challenging, although they have been widely used in signings by notaries. The author realizes that although much progress has been made, there is still room for improvement in adopting and understanding electronic signatures in Indonesia.

Abstract

Peningkatan ketergantungan pada internet dalam era globalisasi dan kemajuan teknologi informasi membawa dampak signifikan terhadap pengelolaan sumber daya jaringan, khususnya bandwidth. Permasalahan yang timbul, seperti lambatnya koneksi, gangguan, dan ketidakstabilan jaringan, dapat menghambat produktivitas pengguna dan kinerja organisasi. Banyak organisasi dan lembaga mengalami kendala dalam mengelola bandwidth secara efisien, terutama karena kurangnya pemahaman tentang teknologi manajemen bandwidth yang tepat. Oleh karena itu, penelitian ini bertujuan untuk meningkatkan efisiensi penggunaan bandwidth dan kualitas layanan internet di lingkungan jaringan Pusat Penelitian dan Pengembangan Teknologi Ketenagalistrikan, Energi Baru, Terbarukan, dan Konservasi Energi (P3TEK EBTKE). Metode yang diterapkan adalah manajemen bandwidth menggunakan metode Queue Tree tipe PCQ melalui perangkat simulasi GNS3. Konfigurasi dilakukan dengan mengatur batas bandwidth download sebesar 192k dan upload sebesar 64k. Pengujian dilakukan pada tiga perangkat klien (PC Kepala Bidang, PC Staf 1, dan PC Staf 2) untuk mengevaluasi kinerja jaringan. Hasil pengujian, melalui PING test dan indikator winbox, menunjukkan bahwa setelah konfigurasi, semua perangkat klien dapat mengakses internet dengan lancar dan stabil. Implementasi metode Queue Tree tipe PCQ berhasil mengatasi masalah kelambatan akses internet di ruang bidang penyelenggara dan sarana litbang di P3TEK EBTKE, yang pada akhirnya meningkatkan produktivitas dalam melakukan tugas dan pekerjaan di lingkungan tersebut.

Abstract

Penelitian ini mengkaji penggunaan algoritma pohon keputusan, khususnya C4.5, dalam klasifikasi kelayakan distribusi dana bantuan sosial di Kelurahan Bangka Belitung Laut, Kecamatan Pontianak Tenggara. Ketidaktepatan distribusi yang terjadi disebabkan oleh penyeleksian penerima berdasarkan rekomendasi perangkat desa yang hanya mempertimbangkan jenis pekerjaan. Untuk mengatasi masalah ini, penelitian ini mengembangkan sistem berbasis algoritma C4.5 yang mengolah data sensus ekonomi penduduk. Penelitian ini menggunakan metode kuantitatif dengan pendekatan deskriptif analitis, mengumpulkan data melalui studi pustaka dan sensus ekonomi, dan mengolah data menggunakan a plikasi Rapid Miner. Model klasifikasi yang dihasilkan dievaluasi menggunakan metode 10-fold cross-validation untuk memastikan akurasi yang tinggi. Hasil penelitian menunjukkan bahwa algoritma C4.5 mencapai akurasi, precision, dan recall sebesar 100%. Model pohon keputusan yang dihasilkan menunjukkan bahwa atribut utama yang menentukan kelayakan adalah jenis pekerjaan dan pendapatan. Beberapa aturan yang dihasilkan dari model ini, seperti penduduk yang belum bekerja dengan pendapatan di bawah Rp29.500 layak menerima bantuan, memberikan panduan yang jelas bagi pengambil kebijakan. Implementasi algoritma ini diharapkan dapat meningkatkan keadilan dan efektivitas distribusi dana bantuan sosial di Kelurahan Bangka Belitung Laut, mengurangi ketidakpuasan masyarakat, dan mencegah potensi konflik sosial. Penelitian ini merekomendasikan adopsi model di wilayah lain dengan penyesuaian terhadap data lokal untuk meningkatkan keadilan distribusi bantuan secara lebih luas.

Abstract

Pembelajaran interaktif memiliki peran penting dalam pendidikan anak usia dini, khususnya dalam pengenalan pengetahuan dasar seperti identifikasi hewan. Penelitian ini mengembangkan aplikasi berbasis Augmented Reality (AR) untuk pembelajaran hewan interaktif yang dirancang khusus untuk anak-anak. Tujuan utama dari studi ini adalah meningkatkan keterlibatan dan pemahaman anak dengan mengintegrasikan visualisasi 3D, elemen interaktif, dan fitur suara dalam lingkungan pembelajaran digital. Aplikasi ini dikembangkan menggunakan Unity 3D dan Vuforia SDK, yang memungkinkan pelacakan gambar secara real-time serta interaksi objek. Metodologi penelitian mencakup pengembangan sistem menggunakan pemodelan UML serta pengujian black-box untuk mengevaluasi fungsionalitas sistem. Hasil penelitian menunjukkan bahwa teknologi AR secara signifikan meningkatkan motivasi, retensi, dan keterlibatan anak-anak dalam proses belajar. Melalui interaksi real-time, anak-anak dapat mengamati, mendengarkan, dan mengeksplorasi hewan virtual dengan lebih efektif dibandingkan metode konvensional. Studi ini menyimpulkan bahwa pembelajaran interaktif berbasis AR merupakan alternatif efektif dalam pengenalan hewan secara tradisional, mendorong rasa ingin tahu, serta meningkatkan pengalaman belajar bagi anak usia dini. Peningkatan lebih lanjut dapat mencakup elemen berbasis permainan dan integrasi kecerdasan buatan (AI) guna mempersonalisasi pengalaman belajar.

Abstract

Intelligent systems are one application of artificial intelligence technology that can assist in automatic decision-making based on a knowledge base. In this study, a smart system based on the Forward Chaining method was designed and implemented to detect damage to petrol-powered car engines. This system employs the Forward Chaining method, which systematically matches the user-inputted symptoms with the rules in the knowledge base to determine the most likely cause of the damage. The knowledge base was developed through in-depth interviews with three expert technicians from official repair shops and validated by a head supervisor, resulting in 28 specific diagnostic rules. Diagnostic data, including symptoms and corresponding damage, was collected from service records of 50 cases involving Toyota Avanza and Honda cars manufactured between 2019 and 2022. This system is capable of detecting various symptoms, such as sudden engine failure, difficulty starting, excessive vibration, abnormal exhaust smoke colour, and unusual engine noise. The system development process used a waterfall approach that included needs analysis, knowledge base design, interface creation, and system testing. The test results showed that the system was able to detect 94% of damage types with high accuracy based on the combination of symptoms provided by the user. Thus, this system can be an effective tool in engine maintenance activities and improve production process efficiency in industrial environments.

Abstract

The Design and Build (D&B) model is recognized for its potential to enhance efficiency by integrating planning and execution within a single contract. However, its implementation in Indonesia is hampered by the absence of a clear legal framework for managing design changes, leading to legal uncertainty and frequent disputes in strategic projects. This research aims to develop a clear and structured legal concept for a design change mechanism within Indonesian D&B contracts, grounded in the principles of legal certainty and fair risk allocation. The study employs a normative-juridical approach, analyzing Indonesian regulations (Law No. 2/2017, Presidential Regulation No. 16/2018) and comparing them with established international standards such as FIDIC and NEC4. The findings reveal that while Indonesian regulations generally permit contract modifications, they lack detailed procedures specifically for design changes in the D&B scheme. This regulatory gap results in ad hoc negotiations, imbalanced risk sharing, and weak documentation, weakening contractors' legal position. In contrast, international contracts provide structured procedures involving formal notification, impact assessment, and written instructions to ensure transparency. Based on these findings, the study concludes that the formulation of a standardized, procedural mechanism—covering application, evaluation, approval, adjustment, and documentation stages—is essential to ensure legal certainty. The research implies the need for amendments to national regulations or the development of ministerial guidelines that incorporate these principles, which would provide better legal protection, reduce project delays, and foster more equitable and efficient D&B project implementation in Indonesia

Abstract

The rapid advancement of information technology in this era has driven people's need for information, which is increasingly diverse. In this context, Indonesia requires that every change take into account the social aspects of society. As explained by Soejono Soekanto, changes in the legal realm do not always occur simultaneously or simultaneously. This also indicates a gap that needs to be addressed in technology. The use of social media is not limited to activities but has also penetrated the business world, including the auction process. The increasingly easy access to online auctions through social media has also impacted issues related to information and communication technology, necessitating a method that can resolve and provide solutions to these issues. This research uses a normative juridical approach by examining laws and regulations, legal doctrine, and contract standards to address legal issues in the auction implementation system, specifically regulated in Minister of Finance Regulation No. 213/PMK.06/2020 concerning Auction Implementation Guidelines, one of the main regulations. These regulations relate to the legal basis and procedures, rights and obligations of the parties in the auction process.
