Abstract

Abstract—This study aims to design and develop a quadcopter drone capable of carrying a rescue float, equipped with a GPS-based position monitoring system, to enhance the effectiveness of drowning victim rescue operations. The research background is based on the high number of drowning-related deaths—over 236,000 annually according to WHO—and the limitations of conventional rescue methods. The research methodology included a literature review, mechanical and electronic design of the drone, integration of components such as a Pixhawk flight controller, GPS, telemetry, and a float release mechanism using a servo, as well as the development of a position monitoring application. Testing phases covered manual flight trials, battery endurance, payload capacity, drop accuracy, and GPS system performance. The results showed that the drone could stably carry a swim board-type float weighing up to 400 grams and accurately release it on target. The average flight time was approximately 15 minutes without payload and around 10 minutes with the float attached. The GPS system and monitoring application successfully displayed the drone’s position in real-time with adequate accuracy. Overall, the system operated as intended, supporting Search and Rescue (SAR) operations in aquatic environments, and has the potential for further development to improve payload capacity, flight range, and navigation automation. Abstrak—Penelitian ini bertujuan merancang dan membangun drone quadcopter pengangkut pelampung penyelamat dengan sistem monitoring posisi berbasis GPS untuk meningkatkan efektivitas operasi penyelamatan korban tenggelam. Latar belakang penelitian didasari tingginya angka kematian akibat tenggelam, yang menurut WHO melebihi 236.000 jiwa per tahun, serta keterbatasan metode penyelamatan konvensional. Metode penelitian meliputi studi literatur, perancangan mekanik dan elektronik drone, integrasi komponen seperti flight controller Pixhawk, GPS, telemetri, dan mekanisme pelepasan pelampung menggunakan servo, serta pembuatan aplikasi monitoring posisi. Tahap uji coba mencakup pengujian terbang manual, daya tahan baterai, kemampuan angkut pelampung, akurasi pelepasan, serta kinerja sistem GPS. Hasil pengujian menunjukkan drone mampu mengangkut pelampung tipe swim board berbobot hingga 400 gram dengan stabil, serta dapat melakukan pelepasan secara tepat sasaran. Waktu terbang rata-rata tanpa beban mencapai ±15 menit, sedangkan dengan beban pelampung ±10 menit. Sistem GPS dan aplikasi monitoring berhasil menampilkan posisi drone secara real-time dengan akurasi yang memadai. Keseluruhan sistem bekerja sesuai rancangan, mendukung operasi SAR (Search and Rescue) di perairan, dan berpotensi dikembangkan lebih lanjut untuk peningkatan kapasitas angkut, jangkauan terbang, dan otomatisasi navigasi. Abstract

Keamanan nasional dalam era digital menghadapi tantangan baru yang muncul dari ancaman perang siber sebagai bentuk peperangan asimetris. Penelitian ini mengkaji bagaimana aktor non-negara dan negara dengan sumber daya terbatas memanfaatkan teknologi untuk menyerang infrastruktur kritis, seperti sistem keuangan dan komunikasi, tanpa keterlibatan fisik langsung. Menggunakan teori keamanan nasional dan peperangan asimetris, penelitian ini menjelaskan dinamika dan kompleksitas perang siber dalam mengancam stabilitas negara. Studi ini berfokus pada penerapan NIST Cybersecurity Framework, yang terdiri dari lima fungsi utama: Identify, Protect, Detect, Respond, dan Recover, sebagai model untuk memperkuat pertahanan siber nasional. Melalui analisis kasus serangan terhadap Pusat Data Nasional dan Bank Syariah Indonesia, penelitian ini menyoroti pentingnya kolaborasi lintas sektor antara pemerintah, sektor swasta, dan masyarakat dalam membangun sistem keamanan digital yang tangguh dan inklusif. Penelitian ini juga merumuskan strategi untuk mempertahankan integritas negara, yang mencakup penguatan regulasi siber, peningkatan kapasitas teknologi dan sumber daya manusia (SDM), serta kesadaran masyarakat terkait keamanan digital. Hasil penelitian ini diharapkan memberikan rekomendasi strategis bagi pengambil kebijakan dalam merespons ancaman perang siber yang terus berkembang dan menjaga keseimbangan antara keamanan nasional dan hak asasi manusia.

Abstract

Dalam era kehidupan modern yang dipenuhi teknologi komunikasi, akses dan pertukaran informasi di masyarakat semakin mudah. Namun, kemudahan tersebut juga membawa dampak negatif, seperti peluang untuk tindakan anti sosial dan kejahatan siber yang semakin kompleks seiring peningkatan intelektual masyarakat, keamanan internetpun menjadi sangat penting. Di Indonesia, kekhawatiran terhadap kejahatan siber meningkat. Meskipun telah berlakunya Undang-Undang ITE kasus kejahatan dunia maya masih terus meningkat setiap tahun, menunjukkan perlunya kewaspadaan masyarakat dalam menghadapi perkembangan teknologi. Studi ini menyoroti kasus pembobolan internet banking pada tahun 2001 dan mendiskusikan urgensi keamanan siber di tengah sisi gelap internet. Penelitian ini fokus pada upaya meningkatkan pertahanan negara dari ancaman siber melalui strategi pengembangan senjata siber di Indonesia. Dengan pendekatan deskriptif kualitatif, penelitian ini mengeksplorasi literatur dengan kata kunci Cybercrime, Pertahanan Negara, dan Senjata. Temuan penelitian menunjukkan bahwa penggunaan framework DFEL dapat meningkatkan akurasi dan mengurangi waktu deteksi serangan siber. Peran Satsiber TNI dan Cyber Police POLRI menjadi krusial dalam upaya pencegahan dan penanganan kejahatan siber, dengan pembentukan satuan khusus sebagai langkah proaktif. Kesimpulannya, keamanan dan ketahanan siber memerlukan kerjasama antara sipil dan militer, dengan pengembangan senjata siber sebagai langkah strategis untuk menghadapi ancaman siber di Indonesia.

Abstract

This study examines the use of commercial drones by the Indonesian National Armed Forces (TNI) in countering the Armed Criminal Group (KKB) insurgency in Papua, which poses a serious challenge to national security. The deteriorating security situation in the region, demonstrated by more than 100 violent incidents in 2022, has prompted the need for innovative approaches to defense strategy. Qualitative research methods were used to explore the effectiveness and strategies for utilizing commercial drones, with data collected through literature review and thematic analysis. The results indicate that the use of commercial drones can increase intelligence accuracy by up to 30% and reduce risks to TNI personnel, despite challenges related to range and infrastructure. The study recommends the development of supporting infrastructure, ongoing training, and collaboration with technology institutions to optimize drone use. These findings provide a strategic contribution to the TNI in maintaining the sovereignty of the Unitary State of the Republic of Indonesia (NKRI) and creating stability in Papua.

Abstract

Unmanned Aerial Vehicles (UAVs) are currently experiencing rapid development for both general and military applications. Among the various types of UAVs, the quadcopter stands out as a multirotor aircraft capable of vertical take-off and landing (VTOL). The primary factors affecting the imbalance of a quadcopter typically include payload weight and wind disturbances. The payload carried by the quadcopter can lead to instability during flight, while wind, as an external factor, significantly affects the aircraft’s stability. Irregular wind direction and speed can shake the quadcopter's body, resulting in unstable flight conditions. Developing a quadcopter that remains stable during flight, selecting an appropriate control method is crucial to achieve the desired balance. One effective approach for controlling brushless motor speed is the Proportional-Integral-Derivative (PID) control method. Among various PID tuning methods, the Ziegler-Nichols method is considered effective for this application.Based on this study, the control of the roll (ɸ) and pitch (θ) angles of the quadcopter yielded the following PID parameters: Kp = 15, Ki = 0.55, and Kd = 0.13. The results indicate that the quadcopter has not yet achieved perfect stability in flight. This research represents an initial stage in designing a quadcopter balance control system using the Ziegler-Nichols PID tuning method.

Abstract

As Indonesia accelerates its digital transformation under the "Making Indonesia 4.0" initiative, the national cyber threat landscape is evolving from opportunistic attacks to sophisticated, targeted campaigns. This study presents a predictive analysis of cyber attack trends in Indonesia for the period of 2025-2026. By leveraging historical incident data from the National Cyber and Crypto Agency (BSSN) and global threat intelligence, we map projected adversary behaviors onto the MITRE ATT&CK Framework. The analysis indicates a significant surge in Supply Chain Compromises (T1195), Ransomware-as-a-Service (T1486), and Cloud Infrastructure Exploitation. The findings suggest that Indonesian critical infrastructure, particularly in the financial and e-government sectors, will face heightened risks from Advanced Persistent Threat (APT) groups. This paper proposes a proactive defense strategy centered on Threat Hunting and Zero Trust Architecture to mitigate these forecasted risks.
