Abstract

This research aims to understand the Policy Evaluation of the Community-Based Integrated Child Protection (PATBM) program by considering geographical variations in Maros Regency. This research uses a descriptive qualitative approach, with data collection techniques through observation, interviews and documentation studies. The validity of the data was checked through diligent observation and triangulation of sources. Data analysis is carried out through the stages of data collection, data condensation, data presentation, and drawing conclusions or verification. The results of this research indicate that the Evaluation of the Community-Based Integrated Child Protection Program (PATBM) takes into account geographical variations in Maros Regency, based on six William N. Dunn Policy Indicators (2003), namely: 1) Effectiveness, 2) Efficiency, 3) Coverage, 4 ) Alignment, 5) Responsiveness, 6) Accuracy, Quite optimal level of effectiveness in mountainous and coastal areas. With a minimal budget, the program still achieved its goals, showing good efficiency. The eligibility criteria are also met, with PATBM becoming an alternative solution to the problem of child violence. In terms of alignment, this program has been evenly distributed. Apart from that, the PATBM program is considered quite responsive to community needs and meets the responsiveness criteria and this program is also appropriate, but needs improvement in the monitoring and evaluation (monev) process

Abstract

This research aims to determine the implementation of the Irrigation Development Program in Mallinrung Village, Libureng District, Bone Regency. This research uses a qualitative approach and produces descriptive data. Data collection was carried out using observation, interview and documentation techniques. The data analysis technique used consists of data condensation, data presentation, and drawing conclusions. The results of the research show that, the implementation of the irrigation network system development policy in Mallinrung Village has not run optimally due to the lack of adequate resources to support the implementation of the policy. The theory used in this research is George C. Edward III's theory of public policy implementation with indicators. Communication, Resources, Disposition, and Bureaucratic Structure. Good cooperation to overcome irrigation management obstacles between water-using communities still allows policy implementation to proceed. The disposition is quite good where policy implementers carry out maintenance, upkeep of infrastructure and supervision to the maximum. Limitations in implementing technical instructions for farmers so that participation in following the specified tasks and functions still needs to be improved. The bureaucratic structure has been clearly defined, the main challenge lies in the understanding and participation of farmers in implementing the policy

This is proven based on the results of interviews that have been conducted. Suggestions: 1) in terms of additional computer facilities to improve online services so that it can facilitate public access in applying for permits online. 2) staff have responded well in providing services to the public who use permit requests so a consistent attitude is needed in this dimension so that Service quality can be well maintained. 3) Timeliness is a problematic factor in this dimension, so a level of discipline is needed, especially in time management.

Abstract

This study investigates the implementation of the Merdeka Belajar Kampus Merdeka (MBKM) curriculum at Makassar State University and evaluates its effectiveness in enhancing students’ career readiness. Employing a qualitative descriptive exploratory approach within a case study framework, data were collected through interviews, observations, and document analysis. The analysis followed the interactive model of Miles, Huberman, and Saldana. Findings demonstrate that the eight MBKM programs—Student Exchange, Internship, Teaching Practice, Research, Humanitarian Project, Entrepreneurship, Independent Study, and Thematic Community Service—have significantly bridged the gap between academic learning and real-world professional demands. The MBKM initiatives have enhanced the relevance of academic content and contributed to the development of essential 21st-century soft skills, including adaptability, communication, collaboration, critical thinking, leadership, and empathy. Collaborative engagement with external partners such as industries, schools, and civil society organizations has further enriched student learning experiences. Overall, the MBKM curriculum plays a pivotal role in producing graduates who are creative, innovative, adaptive, and competitive in the global workforce. However, the study also identifies several implementation challenges, including curriculum integration, coordination with external partners, assessment mechanisms, and resource constraints. Based on these findings, the study recommends strengthening the evaluation of student learning outcomes, expanding institutional networks, improving the development of soft skills, and optimizing lecturer and mentor support to ensure the program's sustainability and long-term impact.

Abstract

This study analyzes the policy learning processes underlying poverty alleviation policy changes in Jeneponto Regency, South Sulawesi Province. With a poverty rate of 13.06%—representing approximately 49,700 individuals in 2023—Jeneponto requires a policy framework that moves beyond charitable interventions toward strategies grounded in empowerment and institutional learning. Employing a qualitative case study design, data were collected through in-depth interviews, observation, and document analysis, and were processed using the Miles and Huberman interactive model, encompassing data reduction, data display, and conclusion drawing. The findings indicate that poverty alleviation policy changes in Jeneponto are not limited to technical or administrative adjustments but emerge from an iterative policy learning process. This approach has contributed to a modest reduction in the poverty rate from 13.26% in 2022 to 13.06% in 2023. While the decrease is incremental, it signifies a shift toward more reflective, responsive, and adaptive policymaking tailored to community needs. The study concludes that policy learning—through institutional reflexivity and stakeholder engagement—is central to enhancing the effectiveness and sustainability of regional poverty alleviation efforts. The Jeneponto government’s evolving capacity for institutional and social adaptation underscores the importance of continuous learning in advancing public policy governance.
