Abstract

Effective leadership in the context of immigration management is an important element in achieving the country's goals of optimizing Non-Tax State Revenue (PNBP) and increasing progress in the immigration sector. This study explores the leadership role of Silmy Karim, a private figure who has responsibilities in the Directorate General of Immigration, by focusing on the influence of integrity and the spirit of defending the country in his leadership. The concept of learning by doing and the corporate management approach are also the focus in analyzing the strategies and principles applied by Silmy Karim. Through a qualitative approach, data was collected through interviews, observations and study of related documents. The research results show that Silmy Karim's leadership significantly influenced the increase in PNBP and progress in immigration management. Integrating the values of integrity and the spirit of defending the country in the performance of the Directorate General of Immigration is the key to achieving significant results. The implications of private leadership in the management of government agencies are also highlighted in the closing.

Abstract

This research aims to provide a deeper understanding of the urgency of the concept of National Defense in strengthening national identity and increasing the feeling of love for the country among the community. Apart from that, this research also aims to analyze the role and implementation of the National Defense program in the context of national integration, by identifying factors that support or hinder its success. This research uses a qualitative descriptive approach to explore the concepts of National Defense, the spirit of nationalism, and national integration and to identify the relationship between the three. The concept of National Defense has high urgency in the context of national development in Indonesia. Through active community participation in National Defense programs, a collective awareness of the importance of loyalty, solidarity and national unity is created. Defending the Nation has a significant impact on increasing the spirit of nationalism among society. Through participation in National Defense activities, society can strengthen feelings of love and loyalty towards the homeland and foster solidarity and unity among citizens. Implementation of National Defense programs also has a positive impact in strengthening national integration. Through collaboration between citizens from various backgrounds, an inclusive and harmonious environment is created amidst cultural and ethnic diversity.

Abstract

National defense is a crucial aspect in maintaining the sovereignty, integrity and security of a country. This discussion reviews various aspects related to national defense, from concept to implementation in law and policy in Indonesia. The research method used is normative analysis of various legal documents and expert views related to national defense. The results of the discussion highlight the importance of integrating military and non-military defense in facing various developing threats. Inter-agency coordination, including through the National Defense Council, is considered crucial in formulating effective defense policies and strategies. In a political context, national defense is seen as the result of the political process and public policy. However, there is also the concept of legal politics which is the basis for determining the laws that apply in a country. In conclusion, national defense requires clear and structured regulations and the involvement of all elements of society to maintain stability and sustainability of defense. Continuous evaluation of the country's defense system is necessary to face the dynamics of ever-growing threats. National defense is an implementation of social contract theory which involves an agreement between citizens in society to protect their rights and obligations and ensure the harmony of interests. Every citizen has the right and obligation to participate in efforts to defend the country, both physically and non-physically, in accordance with the provisions of applicable law. Awareness of the importance of national defense, especially among the younger generation, needs to be increased to ensure their role in advancing the nation is optimal

Abstract

This research emphasizes the importance of digital literacy in strengthening national resilience and maintaining the nation's sovereignty in the digital era. Using qualitative analysis of secondary data, this research reveals that digital literacy involves effectively using technology and critically understanding and analyzing information. The method used in this research is a qualitative analysis of secondary data that includes regulations, policies, and initiatives related to digital literacy. The results show that digital literacy is essential in improving people's ability to use information and communication technology effectively and in understanding, analyzing, and using information critically to counter propaganda and fake news. The research also emphasizes the importance of integrating digital literacy education in the curriculum, learning programs, development of educational digital content, and related regulations. The study concludes that developing digital literacy programs that are inclusive and accessible to all levels of society is essential to strengthening national resilience.

Abstract

This research aims to examine the urgency of national defense education in the Society 5.0 era, with a focus on the challenges and opportunities faced. The research background reflects the importance of maintaining state sovereignty and building awareness of state defense in the midst of increasingly complex globalization. The research method used is a qualitative approach with document analysis and interviews as data collection techniques. The research results show that national defense education which is integrated into the citizenship education curriculum has an important role in shaping students' character and fostering a spirit of love for the country. The main challenge in its implementation is overcoming the influence of globalization which can damage national values. However, there are opportunities to optimize national defense education by utilizing developments in information and communication technology. In conclusion, state defense education is a vital aspect in maintaining state sovereignty and preparing the young generation as agents of change in the Society 5.0 era.

Abstract

Generasi muda merupakan penerus bangsa yang memiliki peran penting dalam menjaga keutuhan dan kelangsungan hidup bangsa. Oleh karena itu, penting untuk membangun generasi muda yang tangguh dan berkarakter, dengan dilandasi oleh nilai-nilai bela negara dan integritas. Penelitian ini bertujuan untuk menganalisis hubungan antara bela negara dan integritas dalam membangun generasi muda yang tangguh dan berkarakter. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Data dikumpulkan melalui wawancara dan observasi terhadap 10 orang Taruna di Politeknik Imigrasi. Hasil penelitian menunjukkan bahwa terdapat hubungan yang positif antara bela negara dan integritas dalam membangun generasi muda yang tangguh dan berkarakter. Bela negara dapat menumbuhkan rasa cinta tanah air, nasionalisme, dan semangat juang yang tinggi pada generasi muda. Sedangkan integritas dapat membangun karakter yang kuat dan bermoral pada generasi muda. Penelitian ini merekomendasikan agar perlu adanya upaya untuk meningkatkan kesadaran dan pemahaman generasi muda tentang bela negara dan integritas. Upaya ini dapat dilakukan melalui berbagai program pendidikan dan pelatihan, seperti seminar, workshop, dan kegiatan ekstrakurikuler.

Inovasi PAPUMA adalah salah satu inovasi yang ada di Kantor Imigrasi Jember.Inovasi PAPUMA juga merupakan inovasi yang diperuntukkan kepada pemohon paspor yang sedang sakit, Ibu hamil, balita, lanjut usia yang tidak bisa datang ke Kantor Imigrasi. Dalam pelaksanaan pelayanan PAPUMA tidak lepas dari permasalah yang terjadi dilapangan. Tujuan penelitian ini adalah untuk mengetahui pelaksanaan inovasi PAPUMA dalam meningkatkan pelayanan serta upaya strategi meminimalisir masalah yang terjadi pada pelaksanaan inovasi PAPUMA di Kantor Imigrasi Jember. Dengan penelitian tersebut untuk mengetahui upaya yang dilakukan Kantor Imigrasi Jember terhadap pelaksanaan pelayanan PAPUMA. Metode penelitian yang digunakan adalah metode kualitatif deskriptif, dengan melakukan wawancara terhadap enam orang narasumber. Adapun hasil analisa dari penelitian pelaksanaan inovasi PAPUMA dalam meningkatkan pelayanan publik di Kantor Imigrasi Jember berjalan dengan baik. Pimpinan di Kantor Imigrasi Jember sangat mendukung pelayanan PAPUMA. mulai dari sarana dan prasarana, sumber daya manusia, pelatihan,kerjasama internal dan eksternal, penyebaran informasi PAPUMA, serta penambahan jenis layanan PAPUMA. Selanjutnya strategi yang digunakan Kantor Imigrasi Jember dalam meminimalisir masalah yang terjadi dalam pelaksanaan pelayanan PAPUMA yaitu mulai dari pimpinan yang aktif memanajemen resiko terhadap pelaksanaan pelayanan PAPUMA, peningkatan kemampuan sumber daya manusia, perawatan peralatan yang digunakan dalam pelayanan PAPUMA serta pimpinan senantiasa memberikan arahan dan evaluasi sebelum dan sesudah pelaksanaan pelayanan PAPUMA

Abstract

This study examines the trends in passport issuance in Indonesia for the year 2024, focusing on the transition from traditional non-e-passports to e-passports. The research aims to analyze the impact of e-passport adoption on immigration management and public service delivery. Given the increasing demand for digital transformation in public services, understanding the role of e-passports in improving service efficiency and enhancing public trust is critical. The study utilizes empirical data, including monthly passport issuance statistics from January to October 2024, comprising both e-passport and non-e-passport categories. By employing descriptive and trend analysis, the study identifies shifts in passport issuance patterns and evaluates the factors contributing to the rise in e-passport adoption. Key findings suggest a clear increase in e-passport issuance, highlighting its growing popularity and the positive effects on service efficiency, such as faster processing times and reduced administrative burdens. The study discusses the implications of e-passports on public trust in the Indonesian immigration system, suggesting that the digital shift has led to improved perceptions of service reliability and transparency.

Abstract

Dalam era digital yang berkembang pesat, analisis aplikasi menjadi aspek penting dalam mengevaluasi kinerja, fungsionalitas, dan keamanan, terutama dalam konteks layanan publik. Penelitian ini menyajikan tinjauan literatur sistematis dengan pendekatan PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) untuk mengkaji metode-metode analisis aplikasi yang digunakan dalam layanan publik. Sebanyak 31 artikel relevan dipilih dari basis data akademik seperti Google Scholar, CrossRef, dan Semantic Scholar. Hasil tinjauan menunjukkan bahwa Technology Acceptance Model (TAM) merupakan pendekatan yang paling banyak digunakan, khususnya dalam menilai penerimaan pengguna dan efektivitas layanan digital publik.
