Abstract

Peningkatan mobilitas global mendorong perlunya sistem keimigrasian yang efisien dan adaptif, terutama dalam mengelola izin tinggal warga negara asing (WNA). Salah satu tantangan utama yang dihadapi Direktorat Jenderal Imigrasi adalah rendahnya tingkat kepatuhan terhadap ketentuan izin tinggal, seperti kasus overstay atau penyalahgunaan izin. Penelitian ini bertujuan untuk menganalisis peran sistem informasi keimigrasian termasuk SIMKIM, e-Visa, dan sistem peringatan otomatis dalam meningkatkan kepatuhan izin tinggal WNA di Indonesia. Dengan menggunakan pendekatan deskriptif kualitatif melalui studi literatur dan analisis dokumentasi, penelitian ini menemukan bahwa sistem informasi keimigrasian memiliki kontribusi signifikan dalam meningkatkan transparansi, efisiensi, dan akurasi pengawasan izin tinggal. Selain itu, digitalisasi layanan memberikan kemudahan akses bagi WNA dalam memperbarui dan memantau status izin mereka. Namun, beberapa kendala seperti integrasi antar sistem yang belum optimal serta keterbatasan literasi digital pada pengguna masih menjadi hambatan dalam penerapan teknologi secara menyeluruh. Penelitian ini merekomendasikan penguatan infrastruktur teknologi, pelatihan bagi petugas, serta peningkatan edukasi kepada WNA sebagai langkah strategis untuk memaksimalkan peran sistem informasi dalam mendukung kepatuhan keimigrasian.

Abstract

Chatbot berbasis kecerdasan buatan telah mengalami perkembangan pesat di berbagai sektor, termasuk layanan pelanggan, pendidikan, dan e-commerce. Namun, masih terdapat berbagai tantangan dalam penerapan chatbot, seperti pemahaman bahasa alami, personalisasi layanan, serta efisiensi dalam memberikan respons yang relevan. Penelitian ini bertujuan untuk mengidentifikasi pendekatan utama dalam pengembangan chatbot serta mengevaluasi efektivitasnya dalam berbagai konteks penggunaan. Penelitian ini menggunakan metode PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analysis), yang terdiri dari lima tahap utama: menentukan kriteria kelayakan, menentukan sumber informasi, seleksi literatur, pengumpulan data, dan pemilihan item data. Data diperoleh dari berbagai basis data akademik seperti ACM Digital Library, IEEE Xplore, dan Google Scholar. Dari 47.271 artikel yang diidentifikasi, sebanyak 85 artikel memenuhi kriteria inklusi, dan 32 artikel terpilih sebagai referensi utama. Hasil penelitian menunjukkan bahwa chatbot berbasis Natural Language Processing (NLP), Retrieval-Augmented Generation (RAG), dan Machine Learning menjadi pendekatan yang paling umum digunakan. Sektor e-commerce merupakan sektor dengan implementasi chatbot terbanyak, diikuti oleh layanan pelanggan dan pendidikan. Dengan adanya studi ini, diharapkan dapat memberikan wawasan lebih mendalam terkait optimasi chatbot dalam berbagai bidang serta tantangan yang dihadapi dalam proses integrasinya.

Abstract

Teknologi antrian digital telah menjadi bagian penting dalam peningkatan efisiensi layanan di berbagai sektor, termasuk pemerintahan, kesehatan, dan bisnis. Implementasi sistem ini bertujuan untuk mengurangi waktu tunggu, meningkatkan transparansi, serta memberikan pengalaman layanan yang lebih baik bagi pengguna. Namun, masih terdapat tantangan dalam penerapan teknologi ini, seperti keterbatasan aksesibilitas, kendala teknis, serta tingkat penerimaan pengguna yang bervariasi. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi kepuasan pengguna dalam pemanfaatan teknologi antrian digital serta mengevaluasi efektivitas implementasinya. Metode yang digunakan dalam penelitian ini adalah tinjauan pustaka sistematis dengan pendekatan Preferred Reporting Items for Systematic Review and Meta-Analysis (PRISMA). Data dikumpulkan dari berbagai sumber jurnal akademik yang relevan, kemudian dianalisis menggunakan model End User Computing Satisfaction (EUCS), Technology Acceptance Model (TAM), dan Unified Theory of Acceptance and Use of Technology (UTAUT) untuk mengidentifikasi faktor-faktor utama kepuasan pengguna. Hasil penelitian menunjukkan bahwa kepuasan pengguna terhadap teknologi antrian digital sangat dipengaruhi oleh kemudahan penggunaan, keandalan sistem, efisiensi waktu, serta aksesibilitas teknologi. Selain itu, ditemukan bahwa tingkat kepuasan dapat meningkat secara signifikan jika sistem dilengkapi dengan fitur yang responsif terhadap kebutuhan pengguna. Penelitian ini diharapkan dapat memberikan wawasan bagi pengembang sistem dan pembuat kebijakan dalam mengoptimalkan layanan berbasis teknologi antrian digital di masa depan.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas sistem Visa on Arrival (VoA) dan Izin Tinggal Terbatas (ITAS) dalam menarik wisatawan dan investor asing ke Indonesia. Dengan perkembangan globalisasi dan persaingan antarnegara dalam sektor pariwisata dan investasi, kemudahan akses menjadi faktor krusial. Penelitian menggunakan metode studi literatur dengan menganalisis berbagai sumber primer dan sekunder terkait pelaksanaan kedua sistem visa tersebut. Hasil penelitian menunjukkan bahwa sistem VoA dan ITAS memiliki potensi besar untuk meningkatkan jumlah wisatawan dan investor asing, namun masih terdapat kendala berupa birokrasi yang kompleks, regulasi yang kurang harmonis, keterbatasan teknologi, dan pelayanan yang belum optimal. Faktor-faktor tersebut berpengaruh terhadap persepsi dan kenyamanan pengguna dalam mengurus visa dan izin tinggal. Oleh karena itu, diperlukan upaya perbaikan berupa digitalisasi layanan, penyederhanaan prosedur, peningkatan koordinasi antar lembaga, serta sosialisasi yang lebih intensif. Penelitian ini diharapkan dapat memberikan kontribusi dalam pengembangan kebijakan imigrasi yang lebih responsif dan adaptif, sekaligus mendukung pertumbuhan pariwisata dan investasi di Indonesia.

Abstract

Indonesia's public service digital transformation has seen continuous development over the last five years, from 2020 to 2024. Digitalization is being applied across various sectors, including health, immigration, public service malls (MPP), local government, and the energy and financial sectors. This research aims to analyze the development of technology utilization in public services, identify the most frequently used analytical methods in studies related to public service applications over the past five years, and determine the factors influencing user satisfaction with public service applications. This study employs a Systematic Literature Review (SLR), guided by the PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) approach. It gathered and analyzed various research works related to technology implementation in public services to identify development patterns, dominant analytical methods, and key factors in assessing user satisfaction with applications. The research findings indicate that the Technology Acceptance Model (TAM) has remained the most dominant method over the past five years (2020-2024). The most influential factors affecting user satisfaction with applications are system quality, information quality, perceived ease of use, and service quality. The main challenges in digital transformation implementation include lack of information dissemination, the digital divide, infrastructure limitations, and resistance to change. With the increasing adoption of technology, research on public services is now shifting from user acceptance analysis towards the evaluation of implementation success and the impact of digitalization policies.

Abstract

This study explores the enforcement of administrative immigration measures in response to residence permit violations committed by foreign nationals. Using a qualitative case study approach, it examines how such violations are managed by immigration authorities, focusing on enforcement patterns, operational challenges, and the effectiveness of administrative responses. Data were gathered through document analysis, field observations, and interviews with key personnel, supported by legal and policy reviews. The findings highlight a range of violations, including overstaying, misuse of residence permits, and lack of valid documentation. Administrative actions such as deportation, revocation of permits, and blacklisting were commonly applied. However, the enforcement process was found to be constrained by inconsistent interpretations of legal provisions, limited technological and human resources, and inadequate coordination among relevant institutions. Enforcement practices tended to be reactive, triggered by referrals or specific incidents, rather than part of a continuous monitoring system.Comparative legal and policy analyses across jurisdictions indicate that immigration enforcement regimes grounded in preventive, integrated, and rights-respecting frameworks tend to produce higher levels of voluntary compliance and systemic legitimacy. The study recommends key improvements, including clearer operational guidelines, the deployment of interoperable digital surveillance, inter-institutional coordination, and increased public engagement. By addressing these challenges, immigration authorities can enhance the consistency, efficiency, and accountability of their enforcement systems, contributing to improved migration governance and public order.

Abstract

This study explores the implementation of the SIAP RAMAH (Sistem Aplikasi Paspor Ramah HAM) application, a human rights-based passport service management system developed by the Blitar Immigration Office in Indonesia. The objective was to assess user acceptance of this digital innovation using the Technology Acceptance Model (TAM), focusing specifically on vulnerable groups, including elderly individuals, persons with disabilities, infants, and pregnant women. The methodology employed a qualitative descriptive approach through participant observations and structured interviews with purposely selected system administrators, operators, and users. Findings revealed that SIAP RAMAH was generally well-received by vulnerable users due to its intuitive interface, reduced processing times, and streamlined application procedures. The study identified a strong relationship between TAM constructs-Perceived Usefulness and Perceived Ease of Use-and system adoption, with ease of use emerging as particularly critical for elderly users with limited technological familiarity. While the application successfully improved service efficiency and reduced physical visits to immigration offices, challenges persisted, including limited public awareness and internet connectivity issues in rural areas. The research concludes that human-cantered design principles are essential for inclusive public service technologies and suggests enhancing outreach campaigns through community channels, integrating voice-assisted navigation features, establishing mobile assistance units for first-time users, and developing collaborative partnerships with healthcare providers and disability advocacy groups to further optimize system effectiveness.

Abstract

Purpose: This study aims to examine how digitalization influences and is influenced by organizational structures and human resource management in the Indonesian education industry. Research Methodology: This study employs a qualitative approach using semi-structured interviews and focused group discussions to explore how digital technology is implemented in human resource management within the Indonesian education sector. Participants include education leaders, HR officials, policymakers, and edutech developers, selected through purposive and snowball sampling methods to ensure relevant and in-depth insights. Data were collected through individual interviews and thematic workshops, allowing researchers to capture both personal experiences and group dynamics related to digital transformation challenges and strategies. Results: The results show that the success of digital transformation in HR management in Indonesia's education sector depends on the balance between human, technological and organizational aspects. Key challenges include a lack of training, uneven infrastructure, and an organizational culture that is not adaptive to change. Therefore, a holistic strategy is needed that includes digital competency development, visionary leadership, and policies that support technological innovation and transparency. Conclusions: Digital transformation in HRM within Indonesia's education sector is hindered by gaps in human skills, technology access, and rigid organizational structures. Weak digital leadership and ethical concerns around AI further slow progress. A holistic approach developing digital competencies, promoting innovation, and ensuring transparent AI is essential for effective and sustainable transformation. Limitations: The study’s qualitative scope limits generalizability. It also reflects a specific time frame and may include selection bias from purposive sampling. Contribution: This study offers insights into aligning HR and digital strategies using the HTO framework and promotes ethical, inclusive digital transformation in education.

Abstract

The rapid digital transformation in Indonesia requires public agencies to align human resource (HR) capabilities with e-government reforms. This study aims to develop a conceptual HR management model for the public sector to support effective e-government implementation. An exploratory qualitative approach was used, and a multi-level case study was conducted on the State Civil Service Agency (SAPK) and the Ministry of Law (SIMPEG). Data were obtained through in-depth interviews, document analysis, and field observations, then thematically analyzed using NVivo. The results highlight HR’s role as an enabler, integrator, and catalyst for change. SAPK and SIMPEG have improved efficiency, but challenges remain, including low digital literacy, resistance to change, fragmented policies, and limited regional budgets, which hinder interoperability and sustainability of public digital services. The proposed integrative HR management model comprises five pillars: digital competence, adaptive structure, digital governance, supporting infrastructure, and digital organizational culture. Policy recommendations include targeted digital training, integrated personnel systems, dedicated budget allocations, and HR regulatory reform. This model provides a strategic roadmap for national and regional agencies to develop a capable, efficient, transparent, and service-oriented bureaucracy in the digital era.

Abstract

Artificial Intelligence (AI) has experienced rapid development in recent years. In the current era of globalization, research on the use of AI to support the implementation of tasks has urgency to be raised in the scientific realm. This article aims to explore the study of the utilization of AI in the field of organizational performance. This study uses bibliometric analysis to review all articles related to the theme in the leading Scopus database. The search was carried out on Wednesday, March 13, 2024, at 16.50 WIB, and resulted in 13 documents related to "artificial intelligence" and "organizational performance" in 5 years (2019-2024). The results of this study show that the highest percentage of document types is in the form of articles, which reached 10 documents (76.9%), followed by conference papers as many as 2 documents (15.45%), and books as much as 1 document (7.7%). And the most frequently used languages in Artificial Intelligence and performance publications are English, Spanish, French, and Spanish. The research is based on a study conducted by T. Panichayakorn and K. Jermsittiparsert with the title "Mobilizing organizational performance through robotic and artificial intelligence awareness in mediating role of supply chain agility", 2019, Volume 8, Issue 5, Pages 757-768.
