Abstract

The purpose of this study was to analyze the linkages between the agricultural sector and other sectors in North Maluku and the linkages between the North Maluku agricultural sector and other economic sectors in 33 provinces in Indonesia. The data used is the 2016 Indonesia Interregional Input-Output (IRIO) Table data. Linkage analysis, forward linkages effect ratio (IDP) and backward linkages effect ratio (IDK) analysis in the IRIO approach were used to answer the research objectives. The results of the analysis show the forward and backward linkages of the agricultural sector in North Maluku with the highest rank in the food crops and livestock subsector. The IDP and IDK results show that food crops and fisheries are stronger in encouraging the development of downstream industries, while livestock is stronger in encouraging the development of upstream industries in North Maluku. The North Maluku agricultural sector that has the highest total forward linkages between regions is the plantation subsector with North Sumatra Province. The highest total backward linkage is the crop subsector with East Kalimantan. The results of this study should have implications for the evaluation process, and policy formulation of the North Maluku Regional Government. Especially the development of the agricultural sector as an input and output provider aspect. The government is expected to focus on cooperation policies between regions related to trade and market expansion in the agricultural sector. Keywords: sectoral linkages, regional linkages, agricultural sector, Interregional Input-Output (IRIO)

Abstract

Kejajar District is the largest carica producer in Wonosobo Regency. With the average yield obtained, it is considered not very profitable because farmers get low prices, even though prices at the consumer level are considered expensive. So the authors conducted research with the aim of analyzing the supply chain of carica and analyzing the added value of carica into sweets. The results of the value chain analysis show that there are 5 actors, namely farmers, village collectors, district collectors, outside retailers and processing industries. In improving the value chain, for the processing industry it can be improved through processing that prioritizes quality, service and marketing is more attractive. The results of the added value analysis show that processing carica into sweets provides benefits. In confectionery production, part of the margin received by the industry is distributed by the contribution of other inputs, namely 65 percent, processing profit by 41 percent and labor income by 16 percent. The total margin for Candied Carica is IDR 10,630.00. Keywords : Carica, Hayami, Supply Chain, Value Added

Abstract

Abstract

The purpose of this study is to identify and analyze the pattern of budget absorption quarter, analyze the causes of non-optimal budget absorption and formulate alternative strategies in optimizing budget absorption at the Depok City Regional Secretariat. Respondents were determined by purposive sampling by including elements of planners, activity/financial managers, supervisors and representatives of the scope of the Regional Secretariat as well as experts in the formulation of alternative optimization strategies. Analysis method with gap analysis to identify patterns of budget absorption per quarter, to analyze the causes of budget absorption delays with likert scale analysis and AHP (Analitycal Hierarchy Process) in the formulation of alternative strategies. The pattern of budget absorption at the Regional Secretariat of Depok City in the research period from 2015 to 2021 tends to be the same, namely high at the end of the year / quarter IV and low at the beginning of the year / quarter I. With the average budget absorption in the fourth quarter is 40.30%, while in the first, second, third quarters respectively are: 7.33%, 18.39%, 21.35%. This is inversely proportional to the average cash plan prepared which is high at the beginning of the year and low at the end of the year. Meanwhile, the average absorption of the direct expenditure budget of the Depok City Regional Secretariat is 87.37%. From the results of primary data processing, it was found that the main cause of not optimal budget absorption at the Regional Secretariat was coordination of cash budget preparation that had not been effective / only carried out by financial managers / operators causing budget absorption not in accordance with the cash budget plan. From hasil AHP using Expert Choice 11 shows that the main factor that has not been optimal budget absorption is the Internal Control System with a value of 0.453, then the Actor with the greatest priority is the Head of Section as the Budget User Power (KPA) (0.297). The main obstacle obtained is that Control and Supervision is not optimal (0.395). Meanwhile, the main alternative strategy is the optimization of internal monev in a tiered and periodic manner.

Abstract

The objectives of this research are: 1) to analyze and evaluate the management of official vehicle fixed assets in Riau Islands Provincial Government; 2) to examine the internal and external factors influencing the management of these assets; and 3) to develop strategies for improving the management of official vehicle fixed assets in Riau Islands Provincial Government. The selected respondents were the user goods managers or assistant goods managers in regional apparatuses responsible for carrying out the administrative functions of regional property management (BMD) at the goods management level. In addition, policymakers in the Inspectorate and the Regional Financial and Asset Management Agency (BPKAD) of Riau Islands Province were the respondents to formulate policy strategies. The gap analysis results were divided into planning, implementation, as well as supervision and control. The highest gap in planning was presented in the Regional Government Budget Proposal (RKMBD), the availability of regional property in the user environment, and the preparation of proposals for the disposal of regional property, with a gap score of 0,11-0,15. Furthermore, the highest gap in implementation is in the range of 0,59-1,63. The issues with the highest gap are shown in the variables of using official vehicles for non-official purposes, ownership of official vehicles that do not comply with regulations, and the administration of borrowing official vehicles. The supervision and control section variables show gaps in user monitoring with a gap score of 0,07. Identifying critical external and internal factors is the initial step in formulating alternative strategies to address the existing issues in the SWOT analysis input process. In the internal factor analysis, policies supporting the management of official vehicles by Riau Islands Provincial Government received the highest score. In contrast, the weakness factor, namely the lack of a sustainable official vehicle monitoring system, received the lowest score. According to the analysis, the external factor (opportunities) received the highest score, followed by the increased accessibility of vehicle monitoring technology and the sanctions imposed by BPKAD on regional apparatuses that fail to reconcile assets. The external factor (threats) received the highest score, followed by the low compliance of regional apparatuses with applicable regulations.
