Abstract

Dairy cattle farming contributes significantly to global food security, yet research on urban dairy operations remains limited, particularly in metropolitan areas of developing countries where land scarcity and high operational costs present unique challenges. This study quantifies the profitability of smallholder dairy operations in Jakarta by examining production costs, revenue streams, return-cost ratios, and net profit margins under urban resource constraints. A survey conducted from October to November 2024 involving 56 active farmers used structured questionnaires and field observations. A Cobb-Douglas production framework analyzed through ordinary least squares regression identified determinants of milk output, complemented by descriptive examination of producer demographics, resource utilization, and economic indicators. Farmers averaged 49 years old with 13 years of formal education and 24 years of farming experience. Input allocation was found to be unbalanced, with forage and concentrates below recommended levels while tofu pulp and labor were excessive. Regression analysis indicated that lactating cow numbers and concentrate use significantly influenced milk production, while other inputs showed no significant effect. Feed, particularly tofu pulp, dominated the cost structure, with average annual production cost of IDR 280.2 million. Total annual revenue reached IDR 384.6 million, yielding net income of IDR 104.4 million. Urban dairy farming in Jakarta proved economically feasible with an R/C ratio of 1.37 and profitability of 37.27%. Metropolitan dairy production remains economically viable for small-scale operators through optimized feeding protocols, proactive animal healthcare, strategic policy support including input price stabilization and urban agricultural zoning, alongside revenue diversification for enhanced operational resilience.

Abstract

This study is motivated by the low utilization of electronic catalog–based e-purchasing in government goods and services procurement in Musi Rawas Utara Regency. This condition indicates the need for strengthening strategies to optimize the implementation of electronic catalog e-purchasing policies. The aims of this study are to analyze the implementation of electronic catalog e-purchasing policies, examine the roles of the stakeholders involved, and formulate optimization strategies for electronic catalog e-purchasing in Musi Rawas Utara Regency. This research employed a qualitative descriptive approach, with data collected through questionnaires and interviews with procurement officials and local business actors. The analysis was conducted using a policy implementation model, internal and external factor analysis, SWOT, and QSPM. The findings show that the implementation of electronic catalog e-purchasing in Musi Rawas Utara Regency has been carried out effectively, with respondents showing generally positive perceptions. However, several areas for improvement were identified, including the need for more equitable policy dissemination, strengthened digital infrastructure, enhanced implementer motivation, enforcement of fairness for business actors, an increased number of local suppliers in the electronic catalog, and improved oversight and information services. The study further reveals that the success of optimization is influenced by the commitment of regional leadership, the readiness of human resources, and coordination among stakeholders. The resulting priority strategies include strengthening regional commitment and policy frameworks, advancing procurement-related public communication and outreach, improving human resource capacity and digital literacy, and empowering local business actors through digital-based initiatives.

Abstract

Volatility in Indonesia’s bulk cooking oil market has increased since the COVID-19 pandemic, disrupting household consumption and threatening national food security. This study analyzes structural breaks in the price dynamics of Fresh Fruit Bunches (FFB), Crude Palm Oil (CPO), and bulk cooking oil, as well as asymmetric price transmission before and after key government interventions. Weekly data from 2020–2024 were examined using the Additive Outlier test, the NARDL model, the Hatemi-J asymmetric causality test, and the Wald test. The results reveal a significant structural break in April 2022, associated with the CPO export ban, DMO/DPO policies, and the implementation of a retail price ceiling (HET). Before the break, short-run price transmission was asymmetric but became symmetric in the long run. After the intervention, short-run transmission was symmetric, while long-run asymmetry persisted, indicating downward price rigidity and reduced market efficiency. These findings suggest that government intervention effectively stabilized short-term prices but created long-term structural distortions. Strengthening distribution efficiency, improving price transparency, and adopting more adaptive policies are essential to enhance market efficiency and economic food resilience.

Abstract

Bontang City’s economy is dominated by non-renewable extractive industries, which contribute over 70% of regional GDP and create structural vulnerability and fiscal dependence on revenue-sharing funds. This study aims to identify alternative leading potentials and determine development priorities beyond extractive sectors to support sustainable, renewable-based economic resilience. The novelty lies in integrating sectoral analysis using Location Quotient (LQ) with product-level prioritization through the Rank Order Centroid (ROC) method, supported by regional industrial planning documents. A mixed-methods approach is applied, using secondary data on GRDP at constant prices (2015–2024) and industrial plans, combined with primary data from questionnaires administered to 41 triple helix stakeholders. The findings indicate that the Manufacturing Industry (LQ 2.193) and Corporate Services (LQ 1.492) are the leading sectors based on the LQ analysis. Within the manufacturing industry, eleven alternative superior potentials based on renewable resources have been identified, and based on the ROC analysis, processed fishery and marine products (preference value: 136.871) emerged as a top development priority. These findings provide an evidence-based framework for reducing dependence on the extractive sector and strengthening sustainable regional economic resilience.

Abstract

Beberapa langkah dalam upaya penerapan jasa perdagangan karbon mangrove: (1) Pemetaan dan inventarisasi wilayah mangrove; (2) penilaian karbon dilakukan untuk mengukur stok karbon yang disimpan dalam ekosistem mangrove; (3) mengidentifikasi langkah-langkah konkret yang akan diambil untuk melindungi dan memulihkan ekosistem mangrove; (4) proyek konservasi mangrove dapat didaftarkan pada program perdagangan karbon di tingkat nasional atau internasional; (5) pengukuran karbon harus dilakukan untuk memantau efektivitas proyek konservasi mangrove secara berkala, (6) konservasi mangrove yang berkelanjutan memerlukan partisipasi aktif masyarakat lokal (7) penerapan jasa perdagangan karbon dalam konservasi mangrove juga harus disertai dengan upaya edukasi dan kesadaran untuk menginformasikan masyarakat tentang pentingnya ekosistem mangrove dalam mitigasi perubahan iklim.

Rice price stability is central to Indonesian food security because rice remains a major component of household expenditure and consumer price sensitivity. Although Indonesia is a major rice producer, domestic prices remain linked to international markets through imports, particularly from Thailand. This study examines whether the COVID-19 crisis disrupted Indonesia-Thailand rice market integration or temporarily weakened short-run price transmission through domestic stabilization policies. Using weekly data from January 2018 to December 2024 (N = 336), we apply Johansen cointegration, a Vector Error Correction Model with regime-shift dummies, Granger causality tests, and GARCH modeling. The Johansen test confirmed one stable long-run cointegrating relationship, estimated as PTH = 0.7976PID + 0.2336. VECM results showed gradual equilibrium adjustment, with an estimated half-life of approximately 25-26 weeks. Under normal conditions, Thai FOB prices were strongly transmitted to Indonesian domestic prices, with a coefficient of 1.0370. During the COVID-19 period, the interaction coefficient of -1.0189 reduced net short-run transmission to 0.0181, indicating near-zero pass-through during the crisis. Granger causality tests showed weak predictive influence from Thailand to Indonesia (p = 0.0798) and stronger predictive influence from Indonesia to Thailand (p = 0.0013). GARCH results showed divergent volatility responses, with Indonesian volatility slightly declining from 1.1164% to 1.0982%, while Thai volatility increased from 1.2617% to 1.8470. These findings indicate that COVID-19 weakened short-run price transmission but did not break long-run market integration. The results are consistent with the buffering role of Indonesian stabilization policies, although causal interpretation remains limited by the observational design.

Abstract

The integrated crop-livestock farming system has great potential in creating synergy between agricultural production, food security, and environmental sustainability. However, the implementation of integrated agricultural waste management in Gadingkulon Village, Dau Subdistrict, Malang Regency still faces various challenges, particularly in aspects of technology adoption and coordination among stakeholders. This research aims to identify key success factors in integrated crop-livestock agricultural waste management to provide strategic recommendations for sustainable farming system development. The method is used MICMAC (Matrix of Cross-Impact Multiplications Applied to Classification) to analyze the influence strength and dependency of 10 variables divided into three aspects: ecological, social, and economic. The research results show that government regulations and policies are the main driving variables (key drivers), while land use efficiency and environmental quality are positioned as relay variables. The presence of farmer groups, waste management technology, operational costs, community participation, and community income are identified as outcome variables that are highly sensitive to changes in driving variables. The system shows dominance of direct influence with a simple and stable structure, providing strategic clarity that interventions can be focused on the main driving variables.

Abstract

Land and building tax (PBB) is a significant source of regional revenue, yet its realization in Karawang Regency remains low with declining taxpayer compliance. This research aims to describe PBB revenue, determine the level of taxpayer compliance, analyze the influence of the number of taxpayers, compliance rate, PBB receivables, population, and population density on PBB revenue, and formulate alternative strategies for optimizing PBB revenue in Karawang Regency. Primary data were obtained through interviews and questionnaires, while secondary data were derived from documents at relevant agencies. The analytical approaches used include descriptive analysis, panel data regression analysis, and multicriteria policy analysis (MULTIPOL). The results show that the majority of sub-districts in Karawang Regency have very low PBB revenue realization achievement with an average below 50% and tending to decline until 2024, with the compliance ratio decreasing from 38.00% in 2020 to 29.54% in 2024. The panel data regression analysis results indicate that simultaneously the variables of number of taxpayers, compliance rate, PBB receivables, population, and population density have a significant influence on PBB revenue realization, but only the number of taxpayers, compliance rate, and PBB receivables have a significant partial influence. Based on the MULTIPOL analysis with two scenarios, the results show that technology enhancement is the priority policy that must be implemented to optimize PBB revenue, followed by apparatus human resource development, database updating, regulatory availability, and increasing taxpayer awareness.

Abstract

Masalah kerawanan pangan adalah isu yang menjadi salah satu perhatian utama secara global. Kondisi laju pertumbuhan penduduk serta konversi lahan pertanian menyebabkan sulitnya upaya meningkatkan produksi pangan dalam mengatasi permintaan pangan yang terus meningkat, dan akan semakin sulit jika tidak diikuti dengan upaya pengurangan pemborosan pangan. Salah satu sektor yang memiliki pengaruh besar terhadap pemborosan pangan adalah sektor Food service industry. Hal ini menjadi tantangan untuk mengurangi pemborosan pangan dan menjadi tantangan dalam tercapainya ketahananan pangan. Oleh karena itu tujuan dari penelitian ini adalah untuk merekomendasikan alternatif strategi yang dapat diterapkan pada food service industry khususnya Kecamatan Bogor Barat, Kota Bogor dalam rangka meminimalisir pemborosan pangan. Perhitungan timbulan pemborosan oangan mengacu pada rumus yang dikeluarkan oleh SNI 19-3964-1994 dan pengambilan keputusan dengan MADM menggunakan TOPSIS. Berdasarkan hasil penelitian, dalam satu tahun, sebuah rumah makan di Kecamatan Bogor Barat dapat melakukan pemborosan pangan hingga 582,9,3 kg/RM/tahun dengan jumlah kerugian mencapai Rp 4.189.759/RM/tahun. Adapun strategi yang terbaik untuk dalam minimisasi pemborosan pangan pada food service industry adalah 1) mendonasikan sisa makanan kepada orang yang membutuhkan; (2) membuat perencanaan takaran makanan yang akan dibuat dan perencanaan dalam membeli bahan baku; (3) manajemen inventaris dan update teknologi yang sesuai; (4) memanfaatkan sisa makanan sebagai pakan ternak; (5) melakukan pengemasan yang baik dan pemberian label; (6) mengolah sisa makanan menjadi kompos dan biogas; dan (7) melakukan pengolahan kembali dan penambahan nilai akhir produk.

Abstract

The shrimp commodity significantly contributes to the total export value of the fisheries sub-sector in Indonesia. In 2021 Indonesia will be ranked fourth as the largest frozen shrimp exporting country in the world market. However, the value of Indonesia's frozen shrimp exports still fluctuates every year. Indonesia's frozen shrimp exports also face various challenges, from non-tariff measures (NTM) policies, incredibly sanitary and phytosanitary (SPS), and technical barriers to trade (TBT) imposed by importing countries. This study aims to analyze the performance of the Indonesian frozen shrimp trade in destination markets, the application of NTM policies by importing countries to Indonesian frozen shrimp exports, and the impact of NTM policies and other factors on Indonesian shrimp exports in destination markets. This study uses regression panel data models. The results of the study show that the performance of Indonesia's frozen shrimp export trade has a positive trend. The United States, Japan, China, the Netherlands, and France have implemented SPS and TBT policies for Indonesian frozen shrimp. The estimation results using panel data regarding the impact of NTM policies and other factors that affect the volume of Indonesian shrimp exports show that the price of frozen shrimp in the destination country has a negative effect on the volume of Indonesian frozen shrimp exports. The exchange rate and population positively affect the export volume of Indonesian frozen shrimp. Meanwhile, the SPS policy variable of the importing country has no significant effect. The TBT variable negatively and significantly impacts the export volume of Indonesian shrimp.
