Abstract

Poverty is the problem in the economic development, the problem that to be the center of governments attention like in Kulon Progo Regency, the regency with the highest poverty rate at Special Region of Yogyakarta Province. The reducing poverty rate achievement in Kulon Progo Regency is under from the target listed in the 2017th to 2022nd Regional Medium-Term Development Plan (RPJMD). The social aid budget is a budget that directly related with the poverty reducing programs. Previous studies has shown that the social aid program is affecting the poverty reduction. This research aims to analyze the poverty spreads and the social aid budgets implementation, and this is for formulating the strategy of social aid budget allocations to reduce the poverty in Kulon Progo Regency. The results showed that the northern part of the regency where are dominated by highland, it has a higher poverty rate than the southern part of the district which is a coastal area. Wates and Pengasih subdistricts receive the largest allocations for social aid budget. The strategy is formulated by using IE matrix, SWOT matrix, and QSPM matrix which generate several alternatives priority strategies, that are encouraging the active role of stakeholders, and it is providing an accurate and specific integrated data on the social welfare of social aid recipients.

Abstract

Kecamatan Kejajar merupakan penghasil carica terbesar di Kabupaten Wonosobo. Petani menanam carica secara tumpangsari karena fluktuasi harga yang sering terjadi. Petani mendapatkan harga yang rendah tetapi harga pada konsumen akhir dinilai masih terlalu tinggi dan tidak sebanding dengan margin pemasaran yang diterima oleh pedagang pengumpul. Tujuan dari penelitian ini yaitu : 1) menganalisis pendapatan petani dengan pola tumpangsari dan monokultur permusim tanam, 2) menganalisis efisiensi saluran pemasaran carica. Hasil analisis menunjukan pendapatan atas biaya total untuk tumpangsari sebesar Rp 24.626.094,48 dan untuk monokultur sebesar Rp 82.808.343,22. R/C ratio atas biaya total untuk pola tumpangsari sebesar 1,39, untuk pola monokultur sebesar 4,63. Hasil penelitian menunjukan terdapat 6 pola saluran pemasaran dan saluran 1 merupakan saluran yang paling efisien untuk dilakukan karena memiliki marjin paling rendah dan farmer’s share paling tinggi.

Abstract

Bogor is one of the cities with a very rapid development rate, so the need for sand for construction is very high. There are plenty of sand sources in Bogor, feeding by 2 major rivers and 7 tributaries, including the Ciapus River. This river is a job opportunity for sand miners. Based on the study results, the traditional sand mining model is applied. The income from the sand miners is IDR100,000/m3, while the income from the collectors who also distribute the sand to the users is IDR150,000/delivery. The positive impact of this activity is that it can reduce sedimentation in the Ciapus River, while the negative impact is that it caused a change in the shape and function of the river and the road damage around the mining due to the sand transportation, but not on the road within the housing area. In the long term, this activity needs more attention because until now, the Bogor Kota Government still needs to have a regulation regarding type C mining. Abstract

The shrimp commodity greatly contributes to the total export value of the fisheries sub-sector in Indonesia. In 2021 Indonesia was ranked 4th as the world's largest frozen shrimp exporting country. However, the export value of this commodity still fluctuates every year, and there are still various obstacles to the NTM policy. This study aims to analyze the performance of Indonesian frozen shrimp trade in destination markets, the application of NTM policies to trade in Indonesian frozen shrimp commodities in destination markets, and the impact of NTM policies and other factors on Indonesian shrimp exports in destination markets. This study uses an inventory approach and a gravity model. The results of the study show that the performance of Indonesia's frozen shrimp export trade has a positive trend in the 2007-2021 period. The highest growth in Indonesia's frozen shrimp exports occurred in 2014, 29.59 per cent. China has the highest implementation of NTM policies in the form of SPS and TBT, with a total of 69 policies that have an impact on Indonesian shrimp exports. The results of the estimation of the impact of NTM and other influencing factors using the gravity model show that the exchange rate and population positively affect the export volume of Indonesian frozen shrimp. In contrast, the NTM policy imposed by the importing country does not significantly affect the export volume of Indonesian frozen shrimp.

Abstract

One of Padang City's sources of local revenue is hotel taxes. This study aims to analyze the potential of hotel tax revenue and the factors that influence hotel tax revenue, as well as to formulate strategies to increasing hotel tax revenue in the city of Padang. The primary data collection used a purposive sampling technique, while the Slovin method was used to determine the 60 hotel samples to reveal the average hotel rates. The analytical method used is the analysis of potential tax calculations, multiple linear regression, the SWOT and the QSPM matrix. The results show the potential for hotel taxes that can be optimized in the amount of Rp 17,6 billion to Rp 35,9 billion. Factors that affect hotel tax revenues in Padang City are occupancy rates and the number of hotel rooms. One of the strategies that can be implemented to increasing hotel taxes is to socialize information about the importance of tax obligations to regionally registered and unregistered hotel taxpayers and service providers.

Abstract

Some problems often faced by local governments in financing development are the gaps between regional needs that are not balanced with the fiscal capacity of the region so that a fiscal gap arises. Efforts are needed to carry out risk management through fiscal risks monitoring. This study was aimed to analyze and evaluate indicators of risks in regions that can affect local goverment fiscal. This study used various sub-indicators derived from five fiscal risk indicators, namely economic, financial, institutional, social and environmental indicators. Of the several indicators, the variables that pose a risk in Bogor District are water connection problem from water company (PDAM) that are still low (social indicators), budget allocation for the environment and unemployment issue, while in Merauke District, some problem that need to be considered are Infrastructure expenditure (economic indicators), local own-source revenue (PAD), fluctuated unemployment issue (economic indicators), regional independence ratios (financial indicators), social indicators particularly for water connection problems and budget allocation for the living environment.

Abstract

ABSTRACTOne of plantation commodities that has potential to become a source of foreign exchange for Indonesia is cloves (Syzigium aromaticum L. Marr. and Perr.). National cloves production fluctuates, so that in cloves production it is known as the big, medium, and small harvest. The clove cigarette industry is the main consumer because it absorbs 95% of the national clove production which is used as the main raw material in producing. This causes the volume of cloves to exported reduced. Apart from being a clove exporting country, Indonesia also imports. Cloves used in this study are cloves with the (HS) code 0907 (Whole fruit, cloves, and stems). Indonesia imports cloves to meet domestic demand, especially from the cigarette industry. Appropriate government policies related to cloves import are important, so that supply of cloves in both domestic and world markets is met. Therefore, this study aims to analyze the development of Indonesia's clove and trade policy and its implications for volume and value of clove imports. Key words: Cloves import, cloves import policy, Cochrane-Orcutt method, Ordinary Least Squares (OLS). ABSTRAKSalah satu komoditas perkebunan yang berpotensi menjadi sumber devisa Indonesia adalah cengkih (Syzigium aromaticum L. Marr. and Perr.). Produksi cengkih nasional sering mengalami fluktuasi, sehingga dikenal panen raya, panen sedang, dan panen kecil. Industri rokok kretek merupakan konsumen utama cengkih karena menyerap 95% produksi cengkih nasional yang digunakan sebagai bahan baku utama dalam berproduksi. Selain sebagai negara pengekspor cengkih, Indonesia juga melakukan impor cengkih. Cengkih dalam penelitian ini menggunakan cengkih dengan kode (HS) 0907(Whole fruit, cloves, and stems). Indonesia melakukan impor cengkih untuk memenuhi permintaan domestik. Kebijakan pemerintah yang tepat terkait impor cengkih sangat penting agar persediaan cengkih baik di pasar domestik maupun pasar dunia terpenuhi. Oleh karena itu, penelitian ini bertujuan untuk menganalisis perkembangan cengkih dan kebijakan impor cengkih Indonesia dan implikasinya terhadap volume dan nilai impor cengkih. Kata kunci: Impor cengkih, kebijakan impor cengkih, metode Cochrane-Orcutt, Ordinary Least Squares (OLS).

Abstract

This study aims to analyze the performance of the agricultural sector on the structure of the regional economy in Indonesia. The data used is secondary data in the form of the 2016 Indonesian Inter-Regional Input-Output Table, classified for 52 sectors and 34 provinces. Contribution analysis in the IRIO approach is used to answer research objectives. The research results show that the agricultural sector in producing output, allocating input to other sectors, providing final demand, absorbing the output of other sectors, and forming primary input in each region in Indonesia has different contributions. These different contributions are adjusted to the resource potential of each region. In particular, the agricultural sector in North Maluku Province has a significant role in the economic structure of North Maluku. The North Maluku agricultural sector has a contribution in producing output, providing final demand, absorbing intermediate inputs, and forming primary inputs that are higher than the average contribution of other provinces in Indonesia.

Abstract

Fashion business is increasing concern on the circular economy implementation. This leads micro, small, and medium enterprises (MSMEs) to reflect on the economy, environmental, and social aspects that affect such implementation. This study aims to determine the implementation of circular economy principles in the fashion MSMEs located in Bandung City. Specifically, three objectives were investigated, i.e., identifying the categories of fashion MSMEs that adopt circular economy principles, estimating the remanufacturing sustainability indicator (RSI) value for fashion MSMEs that apply circular economy principles, and analyzing the factors that influence fashion MSMEs in applying circular economy principles. This study employed structural surveys of fashion MSMEs in Bandung City. The data were analyzed using descriptive analysis, remanufacturing sustainability indicator (RSI), and logistic regression. The results show that all types of MSMEs, based on their products, and based on PERMEN 11/Per/M.KUKM/XII/2015, have implemented circular economy principles. The RSIvalues range from 0.045 to 486,050,181 with an average of 48,605,102.81, indicating that the economic, social, and environmental remanufacturing indicators for fashion MSMEs exceed the national average. The influence factor for fashion MSMEs to implement circular economy principles only includes revenue variables. The output of this research provides a foundation for escalating government targets concerning the circular economy by 2030 and what needs to be prioritized, the level of sustainability remanufacturing in fashion MSMEs, the importance of the role of stakeholders in the initiation of a circular economy, and the implications of sustainability implementation regarding fashion MSME waste.
