Abstract

Anggaran belanja merupakan pengeluaran yang dilakukan pemerintah untuk mendanai seluruh program dan kegiatan yang berdampak langsung maupun tidak langsung terhadap pelayanan dasar publik. Besarnya anggaran belanja langsung yang dikelola oleh DPUPR Kabupaten Bogor tidak sejalan dengan besarnya persentase realisasi anggaran belanja langsung. Berdasarkan Laporan Realisasi Anggaran (LRA) Satuan Kerja Perangkat Daerah (SKPD) di lingkungan Kabupaten Bogor, selama kurun waktu lima tahun (2014-2018) memperoleh rata-rata realisasi anggaran sebesar 90,73%. Sedangkan Dinas Pekerjaan Umum dan Penataan Ruang (DPUPR) Kabupaten Bogor merupakan SKPD yang mempunyai angka realisasi anggaran terendah yaitu 75,01%. Berdasarkan kondisi tersebut, maka tujuan dilaksanakannya penelitian ini adalah untuk merumuskan strategi optimalisasi penyerapan anggaran belanja langsung pada DPUPR Kabupaten Bogor dengan menggunakan metode AHP (Analytical Hierarchy Process). Tahap awal dari penelitian ini yaitu mengetahui gambaran penyerapan anggaran belanja Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Bogor dengan menggunakan analisis deskriptif. Hasil penelitian menunjukkan bahwa persentase penyerapan anggaran belanja langsung pada Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Bogor merupakan persentase penyerapan anggaran terendah diantara SKPD dilingkungan pemerintah Kabupaten Bogor. Strategi untuk mengoptimalkan penyerapan anggaran belanja langsung pada DPUPR Kabupaten adalah pembuatan regulasi yang sangat mengikat bagi penyedia jasa agar tertib administrasi (Peraturan Bupati).

Abstract

ABSTRAK Persaingan antar daerah yang semakin tinggi menyebabkan pentingnya promosi dalam meningkatkan investasi swasta. Wilayah Kabupaten Bogor yang tersebar luas mengakibatkan perlunya sarana yang tepat dalam memperkenalkan Kabupaten Bogor. Tujuan penelitian dari penulisan tesis ini yaitu membangun strategi pengembangan promosi agar dapat meningkatkan investasi swasta di Kabupaten Bogor. Metode yang digunakan dalam penelitian ini yaitu Analytic Network Process (ANP). Hasil metode ANP menunjukkan bahwa alternatif strategi yang menjadi prioritas pertama yaitu pengaturan program promosi yang lebih fokus dan terarah dengan nilai 0,549, prioritas kedua yaitu strategi pengembangan produk promosi sesuai potensi investasi dengan nilai 0,324, dan strategi peningkatan kualitas SDM dalam marketing komunikasi merupakan strategi dengan prioritas berikutnya dengan nilai 0,128. Abstract

This research is conducted based on the challenges faced by the agricultural sector in Bogor Regency, namely the conversion of rice fields. This conversion occurs due to population growth and economic development in the Bogor Regency, which serves as a buffer zone for the Special Capital Region of Jakarta. The aim of this research is to formulate alternative strategies as efforts for sustainable protection of agricultural land in Bogor Regency using the Analytical Hierarchy Process (AHP) method. Based on the results of the AHP vertical analysis, at the priority factor level is Community Empowerment. At the stakeholder level, private sector prioritizes Community Empowerment. The constraint level prioritizes Lack of Collaboration with Local Government. At the alternative strategy level, the priority is the Establishment of a Sustainable Agricultural Land Control Team with academic support. Abstract

The objectives of this research are: 1) to analyze and evaluate the management of official vehicle fixed assets in Riau Islands Provincial Government; 2) to examine the internal and external factors influencing the management of these assets; and 3) to develop strategies for improving the management of official vehicle fixed assets in Riau Islands Provincial Government. The selected respondents were the user goods managers or assistant goods managers in regional apparatuses responsible for carrying out the administrative functions of regional property management (BMD) at the goods management level. In addition, policymakers in the Inspectorate and the Regional Financial and Asset Management Agency (BPKAD) of Riau Islands Province were the respondents to formulate policy strategies. The gap analysis results were divided into planning, implementation, as well as supervision and control. The highest gap in planning was presented in the Regional Government Budget Proposal (RKMBD), the availability of regional property in the user environment, and the preparation of proposals for the disposal of regional property, with a gap score of 0,11-0,15. Furthermore, the highest gap in implementation is in the range of 0,59-1,63. The issues with the highest gap are shown in the variables of using official vehicles for non-official purposes, ownership of official vehicles that do not comply with regulations, and the administration of borrowing official vehicles. The supervision and control section variables show gaps in user monitoring with a gap score of 0,07. Identifying critical external and internal factors is the initial step in formulating alternative strategies to address the existing issues in the SWOT analysis input process. In the internal factor analysis, policies supporting the management of official vehicles by Riau Islands Provincial Government received the highest score. In contrast, the weakness factor, namely the lack of a sustainable official vehicle monitoring system, received the lowest score. According to the analysis, the external factor (opportunities) received the highest score, followed by the increased accessibility of vehicle monitoring technology and the sanctions imposed by BPKAD on regional apparatuses that fail to reconcile assets. The external factor (threats) received the highest score, followed by the low compliance of regional apparatuses with applicable regulations.

Abstract

Development is a physical reality as well as a mental state (state of mind) of a society that has gone through a certain combination of socio-economic processes and institutions, has a way to create a better life. The development of toll roads is carried out to facilitate traffic in the regions, increase the efficiency and effectiveness of business especially on the distribution of goods and services. The purpose of this study is to review previous research related to the impact of toll road development on the socio-economic based on the SLR (Systematic Literature Review) method. Based on the results of the analysis obtained from 146 scientific journals that are relevant to the topic under study, previous studies stated that the toll road development impacted to the macro economic growth but in microlevel reduce the income of the business of the local community. The construction of the Toll Road in Lampung Province can contribute to the increase of macro-economic growth but in other hand decrease of the profit of the local business on the existing national road.

Abstract

Sektor transportasi merupakan salah satu penyumbang utama emisi gas rumah kaca (GRK) di Kota Bogor, yang berdampak pada penurunan kualitas udara dan perubahan iklim. Penelitian ini bertujuan untuk mengidentifikasi strategi mitigasi dan adaptasi yang paling relevan untuk menurunkan emisi GRK dari sektor transportasi di Kota Bogor. Berdasarkan analisis, peremajaan armada angkutan umum muncul sebagai strategi mitigasi paling efektif, dengan bobot prioritas tertinggi. Kebijakan ini melibatkan penggantian kendaraan lama dengan teknologi ramah lingkungan, seperti bus listrik atau berbahan bakar gas. Selain itu, reformasi sistem transit dan penerapan manajemen parkir mendukung pengurangan emisi melalui peningkatan aksesibilitas transportasi umum dan pengendalian penggunaan kendaraan pribadi. Di sisi lain, strategi adaptasi seperti pembatasan jumlah kendaraan dan peningkatan ruang terbuka hijau juga dinilai penting untuk mengurangi kepadatan lalu lintas dan meningkatkan kualitas lingkungan. Rekomendasi kebijakan mencakup integrasi berbagai strategi ini melalui insentif finansial, pembaruan regulasi, dan edukasi publik untuk menciptakan sistem transportasi yang berkelanjutan dan rendah emisi. Penelitian ini memberikan panduan strategis bagi pemerintah daerah dalam merumuskan kebijakan transportasi ramah lingkungan yang efektif di Kota Bogor.

Abstract

ABSTRAK Sektor pertambangan merupakan sektor unggulan yang menopang pertumbuhan perekonomian di wilayah Kalimantan Timur. Akan tetapi sejak melemahnya harga batubara, mengakibatkan perekonomian di Kalimantan Timur mengalami kelesuan, padahal struktur ekonomi Kalimantan Timur masih mengandalkan sektor pertambangan. Kondisi tersebut mengakibatkan menurunnya kemampuan pembiayaan Pemerintah daerah, sedangkan penyelenggaraan kegiatan Pemerintahan Daerah terus meningkat. Ukuran kinerja keuangan daerah dalam melaksanakan otonomi daerah adalah dengan melihat kemampuan daerah membiayai pemabngunan melalui Pendapatan Asli Daerah sehingga tidak bergantung lagi dari dana pemerintah pusat berupa Dana Perimbangan. Tujuan umum dari penelitian ini adalah untuk merumuskan strategi peningkatan Kinerja Keuangan Pemerintah Provinsi Kalimantan Timur. Tujuan penelitian ini adalah untuk menyusun langkah-langkah strategis untuk meningkatkan kinerja keuangan Pemerintah Provinsi Kalimantan Timur dengan menggunakan Analysis Hierarchy Process (AHP). Strategi yang diperoleh dari penelitian ini adalah dengan melakukan inovasi pelayanan untuk meningkatkan PAD. Inovasi menjadi sesuatu yang mutlak dalam pelayanan publik, sebab apapun kebutuhan masyarakat, Pemerintah Provinsi Kalimantan Timur harus merespon dengan cepat dan tepat. Abstract

This aquascape training is a training held by Lecturers Serving Innovation at the Bogor Agricultural Institute. This training is the second training from the Lecturer Serving Innovation at the Bogor Agricultural Institute which contains information about aquascape maintenance and maintenance. The aim of this training is to strengthen the position of aquascape craftsmen in their business. The training was attended by 15 people and was held at the Food Security and Fisheries Service Office. Participants were asked to participate in practicing caring for and maintaining aquascape. One of the benefits of this training is the gathering of aquascape craftsmen, so that after this training it is hoped that they will be able to create an institution to strengthen the position of aquascape craftsmen, especially in the local government in Cirebon Regency.

Abstract

Human development emphasizes on enlarging people’s choices and improving their well-being. Education is a key to meet the goals of human development. It could be seen through Mean Years Schooling (MYS) as an indicator indicating education achievement of community. Bogor regency has a potential human resource dominated by productive age. However, their Mean Years Schooling is still under the Mean Years Schooling achievement of West Java Province and national level. The purpose of this research was to formulate a strategy in improving Mean Years Schooling in Bogor regency. This study used SWOT (Strengths, Weaknesses, Opportunities, Threats) and QSPM (Quantitative Strategic Planning Matrix) as analisis methods. There were seven alternative strategies formulated by SWOT analysis that then were prioritized using QSPM in order to obtain a priority strategy. It was finally determined that implementing a productive budget allocation on education development was the priority strategy for increasing Mean Years Schooling in Bogor Regency.
