Abstract

This study aims to analyze the role of public communication in improving the quality of public services in Damar Sari Village, Tebing Tinggi City. Public communication is a crucial aspect of public service delivery because it influences information delivery, transparency, and the relationship between the government and the public. Effective public services require clear, open, and responsive communication so that the public can understand service procedures and effectively express their needs and complaints.The research method used in this study was a qualitative method with a descriptive approach. Data collection techniques were conducted through observation, interviews, and documentation of village officials and the community as service users. Data analysis was conducted by collecting, reducing, presenting data, and drawing conclusions from the research results obtained in the field.The research results indicate that public communication in Damar Sari Village plays a crucial role in improving the quality of public services. This is evident in the delivery of service information through various media, direct interaction between village officials and the public, and efforts to ensure transparency in the service process. However, several obstacles remain, such as limited communication facilities, inadequate use of digital media, and a lack of understanding of service procedures among the public.Based on these research results, it can be concluded that effective public communication can support the improvement of the quality of public services in Damar Sari Village. Therefore, improvements in the use of communication media, the provision of clearer and more accessible information, and improvements in the communication skills of officials are needed to optimize public services.

Abstract

Electronic-based public services are a government innovation aimed at improving service quality to be faster, more efficient, transparent, and easily accessible. The Department of Population and Civil Registration of Serdang Bedagai Regency has implemented this system in birth certificate services. This study aims to analyze the implementation of the policy and the factors influencing it. This research uses a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation, then analyzed using data reduction, data display, and conclusion drawing techniques.The results show that the implementation of electronic-based public service policies has generally run quite well and has improved service efficiency. Based on George C. Edwards III’s theory, the success of implementation is influenced by communication, resources, disposition, and bureaucratic structure. However, there are still obstacles such as limited infrastructure and low digital literacy among the community. In conclusion, the implementation of this policy is fairly effective, but improvements are needed in socialization, human resource capacity, and access to technology to optimize public services.

Abstract

Community participation is a crucial factor in the success of village development. Community involvement is necessary not only in the development implementation phase but also in the planning and decision-making process. This study aims to analyze community participation in development planning and implementation and to identify factors influencing community participation in Hilifaondrato Village, Lolomatua District, South Nias Regency. This study used a qualitative approach, with data collection techniques through interviews, observation, and documentation. Data analysis was conducted through the stages of data reduction, data presentation, and conclusion drawing (Miles & Huberman, 2014). The results indicate that community participation in the planning phase was carried out through village deliberation forums, but this participation remained consultative in nature. Meanwhile, community participation in the development implementation phase demonstrated a higher level of involvement through mutual cooperation activities, material contributions, and social support for village development activities. Factors influencing community participation include social awareness, community economic conditions, village government communication, and transparency in development implementation.

Abstract

Advances in information technology have prompted the government to undertake a digital transformation of public services to improve efficiency, transparency and public participation. This study aims to analyze the role of social media in increasing public participation in the oversight of public services at the Population and Civil Registration Office (Disdukcapil) of Gunungsitoli City. This study employs a qualitative research design using a case study approach through interviews, observations and documentation.The findings of this study indicate that social media is utilized as a means of disseminating information, facilitating two-way communication and serving as a platform for public complaints through channels such as Facebook, WhatsApp, email and SP4N-LAPOR. The use of social media has a positive impact on transparency, accountability and the quality of public services. However, there are still challenges such as limited internet access, low digital literacy among the public, a lack of updated information and insufficient responses from government agencies.Thus, social media plays a crucial role in increasing public participation in the oversight of public services; therefore, it needs to be managed more effectively to improve the quality of services at the Gunungsitoli City Population and Civil Registration Office.

Abstract

The development of information technology encourages governments to transform public services through the implementation of digital-based services as an effort to realize good governance. The digitalization of public services at the sub-district level is expected to enhance transparency, accountability, and provide wider opportunities for public participation. However, the utilization of digital-based public services in Medan Timur Sub-district has not been fully optimal, as some members of the community still prefer face-to-face services rather than using the digital platforms that have been provided. This study aims to analyze the forms of community participation in utilizing digital-based public services in Medan Timur Sub-district and to identify the supporting and inhibiting factors of such participation in realizing good governance. This research employs a qualitative method with a descriptive approach. Data were collected through interviews with key informants, main informants, and additional informants, supported by documentation studies. The data analysis was conducted through the stages of data reduction, data presentation, and conclusion drawing based on the Miles and Huberman model. The results of the study indicate that community participation in digital-based public services in Medan Timur Sub-district is still at a consultative level, which is reflected through the utilization of services such as complaint platforms, access to administrative information, and the Digital Population Identity (IKD) service. Digital services have also supported transparency through information openness and strengthened accountability through digital recording systems and documented complaint mechanisms. The supporting factors of community participation include the availability of digital platforms, the responsiveness of government officials, and documented service systems. Meanwhile, the inhibiting factors include low levels of digital literacy among some members of the community, limited access to devices and internet connectivity, and the community’s preference for direct face-to-face services.

Abstract

Forest resource management in Indonesia is an important part of sustainable development policy aimed at balancing economic growth, environmental sustainability, and community welfare. One form of forest utilization is through the Industrial Plantation Forest (HTI) scheme. However, in practice, HTI activities often generate various environmental and social impacts on communities living around forest areas. PT Toba Pulp Lestari is one of the companies managing Industrial Plantation Forests in Humbang Hasundutan Regency, including within the customary territory of the Pargamanan Bintang Maria Indigenous community in Parlilitan District. This study aims to analyze the environmental impacts of the company’s operations and to understand community perceptions of the environmental changes that have occurred. This study employs a qualitative method with a descriptive approach. Data were collected through interviews with key informants, including the leader of the indigenous community, community members directly affected by the company’s activities, and additional informants such as village government representatives and the company. Documentation studies were also used to support the data. Data analysis was conducted using the Miles and Huberman model, which includes data reduction, data presentation, and conclusion drawing. The results of the study indicate that the operations of PT Toba Pulp Lestari have caused various environmental changes, including a reduction in natural forest cover, decreased water availability, and disruption of ecosystem balance, which has affected the productivity of benzoin forests as the main livelihood source of the community. In addition, the community has experienced social and economic changes, such as shifts in livelihood patterns, reduced agricultural and forest yields, and differing views within the community regarding the presence of the company. Although the company provides employment opportunities for some community members, the economic benefits remain limited. The conclusion of this study shows that the operational activities of PT Toba Pulp Lestari have significant impacts on the environment and the livelihoods of the Pargamanan Bintang Maria Indigenous community. Therefore, more sustainable forest management is required by considering environmental conservation, protection of indigenous peoples’ rights, and stronger government supervision to create a balance between economic development and environmental sustainability

Abstract

Penelitian ini bertujuan untuk menganalisis bentuk dan tingkat partisipasi masyarakat serta efektivitas upaya pemerintah dalam mengatasi pendangkalan saluran drainase di Kelurahan Besar, Kecamatan Medan Labuhan, Kota Medan. Metode yang digunakan adalah kualitatif dengan pendekatan deskriptif melalui wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa pendangkalan drainase disebabkan oleh perilaku masyarakat dan faktor alam seperti sedimentasi. Upaya pemerintah meliputi pembentukan tim pengorekan, gotong royong rutin, dan koordinasi lintas pihak. Partisipasi masyarakat tergolong cukup baik, namun belum konsisten dan cenderung meningkat saat terjadi dampak langsung seperti banjir. Disimpulkan bahwa efektivitas penanganan sangat bergantung pada kesadaran dan konsistensi partisipasi masyarakat. Oleh karena itu, diperlukan peningkatan edukasi lingkungan dan kerja sama berkelanjutan antara pemerintah dan masyarakat.

Abstract

The primary objective of this work is to comprehensively analyze public administration strategies in optimizing the quality of Green Open Space (GOS) as a central pillar of the sustainable development framework in Medan Barat District, Medan City. The urgency of this study is rooted in the persistent performance gap phenomenon, where the current GOS coverage remains stagnant at 7-9%, a figure systematically far below the 30% mandatory threshold mandated by national regulations. This discrepancy is driven by irreversible spatial constraints in the urban core resulting from massive commercial land conversion. The approach employed in this study is descriptive qualitative, relying on data collection techniques such as in-depth interviews with key informants, participatory field observations, and documentation studies of local policy reports. The data analysis process was conducted interactively, ranging from data reduction to conclusion drawing, to ensure the validity of the findings. The data presented in the discussion reveals that the Medan Barat District Government has undergone a paradigm shift from high-cost land acquisition policies to an inward-looking strategy focusing on functional asset optimization. This innovation is realized through the adoption of green infrastructure based on Low Impact Development (LID), such as the "Sponge Infrastructure" concept for flood mitigation and the development of "Green Alleys" in high-density residential areas like Glugur Kota and Karang Berombak. Furthermore, a strong manifestation of Collaborative Governance was found through the mobilization of CSR funds from the private sector in the Jalan Putri Hijau business corridor, alongside Public-Social Co-production practices involving active local community participation. Regulatory enforcement through the Building Construction Permit (PBG) instrument also serves as a crucial tool in forcing the internalization of negative externalities from commercial building developments. This analysis ultimately concludes that the integration of adaptive management, micro-scale ecological decentralization, and regulatory legal certainty represents the most rational administrative solution to achieve urban resilience, thermal comfort, and distributive justice in environmental services for the entire community of Medan Barat District to ensure intergenerational sustainability.

Abstract

Penelitian ini bertujuan untuk menganalisis Implementasi Peraturan Daerah Kabupaten Toba Nomor 1 Tahun 2020 tentang pengakuan dan perlindungan Masyarakat Hukum Adat dalam penyelesaian konflik antara PT Toba Pulp Lestari dengan Masyarakat Adat Natumingka. Konflik tersebut berkaitan dengan klaim kepemilikan wilayah adat yang oleh masyarakat Natumingka dianggap sebagai tanah warisan leluhur yang telah dikelola secara turun-temurun, sementara wilayah tersebut termasuk dalam area konsesi perusahaan yang memperoleh izin dari pemerintah. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi dengan informan yang terdiri dari pemerintah daerah, masyarakat adat Natumingka, serta organisasi masyarakat adat. Analisis penelitian ini menggunakan teori Implementasi Kebijakan dari George C. Edward III yang menekankan empat faktor utama, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa pelaksanaan Peraturan Daerah Kabupaten Toba Nomor 1 Tahun 2020 belum terlaksana secara maksimal. Kondisi ini dipengaruhi oleh masih kurangnya komitmen pemerintah daerah dalam menjalankan proses pengakuan terhadap masyarakat hukum adat sebagaimana yang telah diatur dalam Peraturan Daerah tersebut. Selain itu, implementasi kebijakan juga terhambat oleh beberapa faktor lain, seperti minimnya sosialisasi kebijakan kepada masyarakat, keterbatasan sumber daya yang dimiliki oleh pemerintah daerah, serta prosedur birokrasi yang cukup panjang dalam proses pengakuan masyarakat hukum adat.

Abstract

This study examined the influence of the supervisory strategy and socialization strategy of the Election Supervisory Body of Medan City on community participation in the 2024 election. The problem addressed was the declining voter participation rate and the gap between implemented electoral supervision efforts and actual public involvement. A quantitative approach was employed using survey data collected from community respondents. The supervisory strategy was measured through preventive actions, law enforcement, and participatory monitoring, while the socialization strategy was assessed through information dissemination, public education, and communication media utilization. The findings indicated that both supervisory and socialization strategies significantly affected community participation. The socialization strategy showed a stronger influence because effective dissemination of electoral information improved public awareness and motivation to vote. The study concluded that strengthening communication-based outreach and community-based monitoring enhanced democratic participation and supported the realization of fair and credible elections.
