Abstract

This study is a Qualitative Descriptive research aimed at analyzing the performance of the village government in providing public services in Latdalam Village, South Tanimbar District, Tanimbar Islands Regency, and analyzing the quality of public services in Latdalam Village, South Tanimbar District, Tanimbar Islands Regency. The research was conducted in Latdalam Village, South Tanimbar District, Tanimbar Islands Regency. Primary data collection was done through interviews with several informants including the village chief, village staff of Latdalam Village, South Tanimbar District, Tanimbar Islands Regency, and the local community. The research findings indicate that the services provided by the officials of Latdalam Village are still considered inadequate. Therefore, the Latdalam Village government needs to improve work discipline to ensure that future services provided to the community are better and more satisfactory.

Abstract

Tujuan penelitian ini adalah untuk mengetahui dan mengevaluasi partisipasi masyarakat dalam pegambilan keputusan di tingkat Desa, jenis penelitian yang digunakan studi kasus dengan pendekatan kualitatif, penelitian ini berlokasi di Desa Suli Kecamatan Salahutu, Kabupaten Maluku Tengah, khususnya di kantor Desa. Sumber daya primer dari penelitian ini adalah data yang didapati dari observasi langsung, data tentang informan, wawancara kepada staff kantor Desa dan beberapa masyarakat Desa Suli Hasil penelitian ini menunjukan bahwa partisipasi masyarakat dalam pengambilan keputusan sudah cukup baik, namun ada beberapa hal yang perlu diperhatikan seperti pemerintah harus terus melibatkan masyarakat dalam proses pengambilan keputusan dan masyarakat juga harus memiliki keinginan yang tinggi untuk berpartisipasi dalam proses pengambilan keputusan.

Abstract

Sasi, sebagai sistem pengelolaan sumberdaya alam, telah menjadi praktik yang diterapkan sejak zaman dahulu dan tetap relevan hingga saat ini. Praktik ini dijalankan melalui kebiasaan turun temurun yang terintegrasi dalam institusi lokal di setiap negeri. Dalam konteks ini, institusi lokal dan pemerintahan negeri adat memegang tanggung jawab terhadap keberlanjutan sumber daya alam, menunjukkan hubungan erat antara keberlangsungan hidup masyarakat adat dan institusi mereka. Pengelolaan sasi dilakukan melalui berbagai bentuk, yang diatur oleh aturan dan ritual khusus. Peran pemerintah negeri sebagai pemimpin pemerintahan lokal sangat signifikan dalam mengorganisir pengelolaan sumber daya alam dengan memberdayakan institusi lokal dan memberlakukan aturan yang berlaku. Penelitian ini, sesuai dengan roadmap yang telah ditetapkan, fokus pada model atau mekanisme pelaksanaan sasi di negeri adat, khususnya di Kecamatan Leihitu, Kabupaten Maluku Tengah. Metode pengumpulan data melibatkan observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa pemerintah memainkan peran kunci dalam pengelolaan sasi, mengintegrasikannya sebagai bagian dari warisan budaya. Kebijakan yang dibuat pemerintah, seperti peraturan pengelolaan sumberdaya alam, terbukti menjadi langkah yang signifikan dalam mendukung keberlanjutan ekosistem dan kehidupan masyarakat adat.

Abstract

Purpose: This study aims to explore and analyze the quality of public services provided by Perusahaan Umum Daerah Air Minum (PERUMDAM) Tirta Yapono in Ambon City. Research Methodology: A qualitative descriptive approach was employed, with 10 customers serving as key informants, along with 2 customer relations staff and 1 general affairs head. Data collection focused on understanding service quality based on five key dimensions. Results: The research identified five dimensions of service quality: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. Across these dimensions, several issues were observed, revealing that the services provided have not fully met the quality standards. Many customers perceive the services as suboptimal, highlighting areas that require significant improvement to better meet customer needs. Limitations: The study focuses solely on PERUMDAM Tirta Yapono, which may limit the generalizability of the findings to other regions or sectors. Contribution: This research underscores the need for improvements in the quality of public services within PERUMDAM Tirta Yapono, providing a foundation for developing strategies to enhance customer satisfaction and service delivery standards.

Abstract

This article aims to evaluate the utilization of Village Funds in the implementation of development programs in Poka Village, Teluk Ambon District, as part of the broader dynamics of decentralization and grassroots development in Eastern Indonesia. The study focuses on local participation and administrative efficiency in managing Village Funds. A qualitative descriptive approach was employed, with data collected through observation, in-depth interviews, and documentation. Ten purposively selected informants represented various key stakeholders within the village. Data analysis followed Miles and Huberman’s interactive model, involving data reduction, data display, and conclusion drawing. The findings indicate that the use of Village Funds in Poka Village has been effective, as evidenced by the high realization rate of development programs and adherence to plans formulated through participatory village planning forums. Community involvement throughout planning and implementation reflects a relatively strong participatory model, although challenges remain in terms of administrative capacity and consistent reporting. The novelty of this study lies in its emphasis on the relationship between fiscal decentralization structures and local participation dynamics in Eastern Indonesia—a region often overlooked in rural development literature. The study recommends strengthening village governance capacity and promoting more systematic community involvement to improve fund management effectiveness.

Abstract

Penelitian ini bertujuan untuk mendapatkan gambaran mengenai tingkat partisipasi masyarakat dan faktor-faktor apa saja yang mempengaruhi partisipasi masyarakat dalam pembangunan di Negeri Rumahtiga, Kecamatan Teluk Ambon. Metode yang di gunakan dalam penelitian ini adalah pendekatan deskriptif kuantitatif. Populasi dalam penelitian ini adalah masyarakat Negeri Rumah tiga dengan total jiwa sebanyak 11.493 jiwa. Teknik pengambilan sampel dalam penelitian ini menggunakan Judgement Sampling dengan jumlah sampel sebanyak 77 sampel. Data yang digunakan dalam penelitian ini adalah data primer dan sekunder yang diperoleh dari secara langsung melalui kuesioner dan wawancara. Hasil penelitian ini menunjukan bahwa, (1) tingkat partisipasi masyarakat dalam pembangunan di Negeri Rumahtiga, Kecamatan Teluk Ambon pada tahap perencanaan memiliki tingkat partisipasi sedang, pada tahap pelaksanaan memiliki tingkat partisipasi tinggi, pada tahap pemanfaatan hasil memiliki tingkat partisipasi tinggi dan pada tahap evaluasi/monitoring memiliki tingkat partisipasi sedang, (2) faktor-faktor yang mempengaruhi partisipasi masyarakat dalam pembangunan di Negeri Rumahtiga, Kecamatan Teluk Ambon yaitu faktor internal meliputi kesadaran diri dan pendidikan, serta faktor eksternal meliputi kepemimpinan dan fasilitas. Saran dalam penelitian ini adalah partisipasi masyarakat perlu ditingkatkan dalam pembangunan di Negeri Rumahtiga

Abstract

This study aims to analyze the quality of public services at the Marusu Sub-district Office in Maros Regency. The research uses a qualitative method with data collection through interviews and observations. The informants consisted of the Sub-district Head and staff members at the sub-district office. The results show that, overall, the quality of service at the Marusu Sub-district Office demonstrates a strong commitment to meeting community needs. The services provided are perceived as good, particularly in terms of responsiveness and professionalism of the officers. However, there are several areas that need improvement, such as inadequate facilities, suboptimal infrastructure, and the need to strengthen human resources to deliver more efficient and effective services. Overall, despite some shortcomings, the quality of service at the Marusu Sub-district Office meets the service standards expected by the public, with potential for further improvement.

Abstract

This study aims to examine the accountability of public services in Kildor Administrative Village, Kesuy Watubela District, East Seram Regency. The research uses a qualitative approach, with a total of 10 informants selected through purposive sampling. Data collection techniques include observation, interviews, and documentation. The findings indicate that public service accountability in Kildor Administrative Village has been implemented effectively, analyzing and describing the service process as well as the supporting and inhibiting factors. The supporting factors include the enthusiasm and mutual encouragement among employees, conducting coordination meetings or evaluations, and fostering awareness of serving the community with sincerity and integrity. On the other hand, the inhibiting factors involve the lack of human resources and inadequate infrastructure and facilities.

Abstract

This study aims to analyze the implementation of public service principles at the Saparua Timur Sub-District Office in Central Maluku Regency. The main focus of this research is four public service principles: transparency, conditionality, participation, and equality of rights. The research used a descriptive qualitative approach, involving data collection through direct observation, interviews, and documentation. The findings show that the transparency principle is well implemented through clear communication of procedures and service fees to the public. However, challenges remain in improving service efficiency, particularly regarding service time. The conditional principle is applied through training programs for staff, but public understanding of procedures still needs improvement. The participation principle is reflected in efforts to involve the public in service processes, although their understanding of the procedures is limited. Finally, the equality principle is implemented by providing non-discriminatory services, although further socialization is needed to ensure the public understands their rights and obligations. Overall, while these principles have been well applied, improvements are needed in aspects such as service efficiency and public understanding. This study is expected to contribute to enhancing the quality of public services at the sub-district level.

Abstract

This study examines the influence of motivation and job satisfaction on employee performance at the Ministry of Religious Affairs in Maluku Province. Motivation and job satisfaction are critical factors that drive employee productivity and create a conducive work environment. Using quantitative methods, data were analyzed through regression tests, including T-test, F-test, and determination coefficient analysis, to explore the relationships between these variables. The results indicate that motivation has a strong and significant positive effect on employee performance, supported by a regression coefficient of 0.661 and a significance level of p < 0.001. Similarly, job satisfaction also significantly impacts performance, with a coefficient of 0.325 and p < 0.001, although its influence is comparatively lower than motivation. The simultaneous effect of motivation and job satisfaction was confirmed by an F-value of 396.748 and an R² of 0.922, indicating that 92.2% of the variation in employee performance can be explained by these two factors. The findings emphasize the importance of fostering both motivation and job satisfaction to improve employee performance effectively. Therefore, organizations should develop policies that enhance motivation through rewards and career development opportunities, as well as improve job satisfaction by ensuring supportive working conditions and recognizing employee contributions.
