Abstract

This research is a descriptive qualitative research. Aims to describe and explain the Public Perception of the Nomination Process of the Head of the Seith Village Government, Leihitu District, Central Maluku Regency. The informants of this research amounted to 10 people. The data needed in this study were collected through observation, interview, and documentation techniques. The data was successfully collected, processed and analyzed with the help of descriptive qualitative analysis techniques. The results of this study show that most of the Seith village community has high support for the nomination process for the head of the Seith village government, but there is not yet a full understanding. This was influenced by supporting factors, namely, the participation of the majority of the community and approval of the nomination of the king based on lineage, despite not having an education equivalent to high school. The process of determining the mata rumah parentah by saniri involves community representatives or community leaders who receive a delegation from saniri, and they agree that there is only one mata rumah parentah to become king, namely the mata rumah parentah Nukuhehe. While the obstacles are, Some people who do not understand the rules governing the process of nominating or appointing the head of government / king, lack of awareness and evaluation, Some people do not agree that the king is based on descent and the influence of the community on issues of interest.

Abstract

This study aims to examine the implementation of 'sasi' (traditional ecological management) in the management of natural resources in current indigenous territories, particularly the government policy in Negeri Morella, Leihitu District, Central Maluku Regency, in organising the management of nutmeg plant resources. The enforcement of 'sasi' by the indigenous community for natural resource management represents a form of responsibility and manifestation of good governance in implementing natural resource management policies in Negeri Morella. The research approach used is qualitative, with a case study design. The research results indicate that the implementation of 'sasi' in indigenous territories in Maluku, especially in Central Maluku, has significantly reduced and, in some cases, is not implemented at all. Negeri Morella itself only enforces 'sasi pala' (nutmeg prohibition) with the main objective of supporting the economic resilience of the community households. The active involvement of the Negeri Morella Government in natural resource management through the enforcement of 'sasi' has had a positive impact on the community, ensuring the sustainability of the available resources for future generations.

Abstract

The development of the village is basically the entire process of organizing a series of planned and systematic activities carried out by the village government together with the entire community in various aspects of life, including social, cultural, economic, and political fields, to improve the village's quality of life from an unfavorable state to a perceived better one in the future. The methods used in this Community Service activity include discussions, question-and-answer sessions, and opinions sharing. The results of this Community Service activity are activities dedicated to the community, with discussions about the three development elements present in the Negeri Rumah Tiga Kota Ambon. This provides an overview of how the development of the capabilities of the local population/community and the preparation of mechanisms as the main actors in development are nurtured, ensuring that development proceeds by the established programs.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana kualitas pelayanan administrasi di Rumah Sakit Khusus Daerah (RSKD) Provinsi Maluku.Penelitian ini adalah penelitian deskriptif kualitatif, yaitu penelitian yang bertujuan untuk menggambarkan dan mendeskripsikan peristiwa maupun fenomena yang terjadi di lapangan dan menyajikan data secara sistematis, faktual dan akurat mengenai fakta-fakta atau fenomena yang terjadi di lapangan. Teknik pengumpulan data dilakukan dengan teknik observasi, wawancara dan dokumentasi. Adapun informan penelitian dalam penelitian ini adalah 10 orang pasien/keluarga pasien sebagai informan kunci, 2 orang petugas pendaftaran dan 1 orang petugas kasir sebagai informan pendukung. Analisis data dalam penelitian ini menggunakan tiga komponen yang terdiri dari reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa terdapat empat dimensi yang sudah diterapkan sesuai dengan standar pelayanan, yaitu dimensi Bukti Fisik, Keandalan, Jaminan, dan Empati. Adapun dimensi yang belum sepenuhnya memenuhi standar pelayanan yaitu dimensi Responsif. Hal ini disebabkan karena mayoritas pasien mengalami waktu tunggu yang sangat lama sebelum bertemu dengan dokter.

Abstract

Salah satu Kota Ambon yang melaksanakan Program Rehabilitas Rumah Tidak Layak Huni adalah Kota Ambon Pemerintah Kota Ambon meluncurkan Program Rehabilitas Rumah Tidak Layak Huni berdasarkan Peraturan WaliKota Nomor: 12 Tahun 2018` Tentang Petunjuk Teknis Rehabilitasi Rumah Tidak Layak Huni dan Alasan Kota Ambon melaksanakan Program Rehabilitas Rumah Tidak Layak Huni adalah sebagai upaya untuk mengurangi tingkat kekumuhan, menanggulangi dan menurunkan angka kemiskinan. Penelitian ini bertujuan untuk mengetahui tingkat kesusaian dan standar Implementasi Rumah tidak Layak Huni di Negeri Rumah 3 .adapun teknik pengumpulan data yang dilakukan adalah obesrvasi dan wawancara. Hasil penelitian ini menunjukkan bahwa penerimaan bantuan program rumah tidak layak huni ini bermanfaat bagi masyarakat miskin untuk memenuhi kebutuhan tempat tingal yang layak untuk dihuni serta memberikan kesan semangat bagi masyarakat kurang mampu dalam kehidupan dan fungsi sosial.

Abstract

Tercapainya tujuan organisasi ditentukan oleh kinerja dari anggota organisasi atau pegawainya, dan kinerja pegawai sangat dipengaruhi oleh bagaimana penempatan pegawai di tempat yang tepat dan pekerjaan yang sesuai dengan latar belakaang pengetahuan, ketrampilan, kemampuan serta kompetensi yang dimilikinya. Tulisan ini bertujuan untuk mendiskripsikan seberapa besar pengaruh penempatan kerja terhadap kinerja pegawai pada kantor Komisi Pemilihan Umum Kota Ambon dengan menggunakan indikator Prosedur Penempatan, Pengetahuan, Ketrampilan, Kemampuan dan Sikap sebagai veriabel bebasnya serta Indikator kualitas kerja, ketepatan waktu, inisiatif, kemampuan dan komunikasi sebagai variable terikat, dengan menggunakan metode penelitian kuantitatif deskriptif. Dari hasil dan pembahasan yang dalam dapat disimpulkan bahwa penempatan pegawai seharusnya memperhatikan kesesuaian antara kebutuhan organisasi berupa pengetahuan, ketrampilan dan kemampuan serta menunjukan sikap toleran dari pegawai dalam melaksanakan tugas, demikian pula dengan kinerja organisasi sangat ditentukan oleh capaian-capaian yang dihasilkan melalui kualitas kerja, ketepatan waktu, insiatif, kemampuan dan komunikasi yang dimiliki oleh pegawai. Pekerjaan yang dilakukan harus sesuai target yang sudah ditentukan terutama berkaitan dengan waktu penyelesaiannya, sebab di Lembaga ini seluruh tahapan pelaksanaan telah diatur sedemikian rupa dan sangat tegas dan jelas agar semua dapat diselesaikan sesuai waktu yang telah ditetapkan.

Abstract

This research was conducted in Negeri Morella Village, Leihitu District, Central Maluku Regency, with the aim of identifying and describing community participation in the implementation of development in the area. The main focus of the research is to determine the extent of community participation in the development process and to identify the factors that support and hinder such participation. Data collection was carried out using a natural setting approach, utilizing primary data sources. The methods used included observation, interviews, and documentation. The results of the study indicate that community participation in development in Negeri Morella Village is still relatively low, particularly in the planning stages of development programs and activities. Nevertheless, the local government continues to involve the community in the implementation process. Interviews revealed that some community members are less active in participating, due to personal interests and social conditions. However, there are also community members who are quite active in contributing, especially in terms of labor. Despite this, some community members are less informed about the procedures for overseeing development. The factors influencing community participation include age, gender, education level, occupation, income, and environmental conditions. This research provides important insights into community participation in development in Negeri Morella Village, as well as the factors that influence it.

Abstract

Saniri is part of the state government which has the duties, functions, and authorities which are listed and stipulated in the Regional Regulation of Central Maluku Regency Number 04 of 2006. Saniri is formed to support the administration of state government, nd and is domiciled as a supporting element for the administration of the state government and partners of the head of state government. Thus, in the state government, Saniri has a big role and occupies an important position, because it can determine the direction of development to be achieved by the community through the State Government. As part of the state government as well as the representation of the people of the country, the state Saniri must be able to synergize with the state government in carrying out its duties and responsibilities. Saniri must understand their duties, authorities, and responsibilities, with good performance. Because performance is success in carrying out tasks or work results that can be achieved by a person or group in an organization in accordance with their respective authorities and responsibilities or about how a person is expected to function and behave in accordance with the tasks assigned to him and the quantity, quality and time spent on the task. Indeed, achieving good performance is strongly influenced by various factors, both internal and external factors. This study uses a qualitative method that aims to examine and analyze the factors that influence the performance of the saniri in carrying out their duties, functions, and responsibilities in the country's government.

Abstract

This study explores the role of traditional village governments in integrating local wisdom with modern policies through the implementation of sasi, a customary natural resource management system in Negeri Lima, Leihitu District, Maluku. Using a qualitative approach, data were collected through observation and in-depth interviews with local stakeholders, including customary leaders and government representatives. The findings reveal that traditional institutions, particularly the kewang, function as critical intermediaries that align indigenous practices with contemporary governance frameworks. The implementation of sasi has become more adaptive and structured due to this synergy, resulting in improved management of local resources such as nutmeg and coconut, while maintaining ecological sustainability and economic relevance. The study highlights that traditional village governments are not merely preservers of custom, but also agents of innovation who mediate change without sacrificing cultural identity. The novelty of this research lies in its focus on the evolving role of adat-based governance in responding to modern challenges, offering a new perspective on how traditional systems can collaborate with formal policies to produce sustainable, locally rooted solutions. This integration model not only reinforces the relevance of local wisdom in contemporary contexts but also presents a replicable framework for similar communities confronting ecological and developmental pressures. The study contributes to social sciences and humanities by providing empirical evidence of how tradition and modernity can co-create responsive, innovative models for natural resource governance.

Abstract

This research was conducted in October 2023 with the aim of analyzing the performance of the village government in managing natural resources in the coastal area of East Olilit Village, South Tanimbar District, Tanimbar Islands Regency. The results of this study were obtained using a qualitative descriptive method, in which the author assessed the performance indicators of the village government in managing natural resources in the coastal area through observation techniques, interview techniques, and documentation techniques. Based on the results of this study, it can be concluded that the performance of the village government in managing natural resources in the coastal area of East Olilit Village is quite good, and the East Olilit Village government has undertaken replanting of trees around the coastal area affected by abrasion.
