Abstract

The Regulation of Pasaman number 2 Year 2013 set about free education in Pasaman. However, in the time after the implementation of the free education in Pasaman found several problems that do not comply with the policy direction of free education, such as the discovery of some schools are asking for charges to parents/students  for salary of contract teachers. This research was to evaluate the implementation of free education regulations  in Pasaman  and to evaluate the results of the implementation of free education regulation in Pasaman. The determination of sample is  using  purposive sampling technique . Research conducted at the Department of education and culture of Pasaman, SMAN 1 of Lubuk Sikaping, SMAN 1 Panti, SMPN of 1 Panti and SDN 09 Petok. This  Research using qualitative approach and descriptive method. The results showed that the implementation of regulation of free education in Pasaman is not good enough, it can be seen from the communication is less effective to  policy target, available resources are already quite optimal for carrying out the policy, although there are still deficiencies in budgetary resources for the development of schools and students, the tance of implementor is quite well, however, there are schools that asked for the charges, and in the bureaucratic structure is quite simple but does not have a clear SOP . the result of the implementation of  free education regulation  objectives already achieved with optimal use of funds and human resources for the implementation of the policy, the policy of free education enough to satisfy the community’s needs in education, the implementation of the free education already evenly, the community of Pasaman supports the implementation of free education regulation , the implementation of the free education is right  to implemented in Pasaman.

Abstract

This research is motivated by the still existing problems in Nagari Tuo Pariangan tourism objects in the form of development that has not been maximized. This study aims to find out and describe (1) the development of Nagari Tuo Pariangan tourism objects by the Youth and Sports Tourism Office of Tanah Datar Regency; (2) Factors that become obstacles and supporters in the development of Nagari Tuo Pariangan tourism objects. This type of research is qualitative research with descriptive methods. The informants in this study were determined by purposive sampling technique. The data of this study are  primary and secondary data. These data are collected by conducting interviews, observation, and documentation studies. Techniques for testing the validity of data by source triangulation. While the data analysis techniques used are data collection, data reduction, data presentation and verification of conclusions. The results showed that the development carried out by the Tourism Office was limited to maintaining and repairing damaged tourism objects, providing assistance in the form of strawberry seeds and promoting tourism. Tourist attractions held are Pacu Jawi. The broken and damaged road has been repaired and some facilities and infrastructure have been added such as toilets and Mushallah. The souvenir center and souvenirs were just finished. HR development in the form of pokdarwis formation. The Tourism Office also empowers two residents as tour guides. The supporting factors in this development: 1) One of the most beautiful villages in the World. 2) Tourism infrastructure is very adequate. 3) The gift center has just been completed and there is a reading corner. 4) Damaged and hollow roads have been repaired 5) There is a tour group called Pokdarwis and Tourguide. Inhibiting factors in this regard: 1) Brousur about partially abandoned tourist objects and some damaged tourist objects that have not been repaired as well as tourist attraction is only pacu jawi. 2) Parking space is still inadequate. 3). Not yet complete gift shop.4) Pokdarwis is still not maximal in managing tourist attractions. 5) The cleanliness of tourist objects is still lacking and the janitor is only two people.

Abstract

The purpose of this research is to know the implementation of e-Puskesmas service at Ambacang Community Health Center of Kuranji Subdistrict, Padang City, to know the supporting and inhibiting factors in the implementation of e-Puskesmas service at Ambacang Community Health Center. This research is a qualitative research with descriptive method. This research was conducted at Puskesmas Ambacang Kecamatan Kuranji Kota Padang. The research by purposive sampling. The data collected are secondary data and primary data through interview, observation and documentation study. Test data validity is done with trianggulasi then data analyzed by reducing data, display data the results of this study indicate that the implementation of e-Puskesmas service has not been implemented properly so that the implementation of the service becomes not effective. Supporting factors were found to be sufficient budget in applying e-Puskesmas, a change of paradigm of staff at Ambacang Community Health Center. Inhibiting factors are lack of adequate infrastructure availability, internet connectivity level is not appropriate, lack of socialization about e-Puskesmas service.

Abstract

The purpose of this study was to find out the Role of Local Wisdom Values in the application of the Development of Nagari Kamang Mudiak, Agam Regency. The role of the community and institutions in nagari development is not only limited to benefit owners, but also actively involved in development programs. The condition of local customary institutions will influence their role in the development of the nagari. Data collection techniques in the form of field research by means of interviews, Focus Group Discussion (FGD), and study documentation with primary and secondary sources. The research findings show that the result of government interference with the Nagari government from time to time indirectly makes the role of indigenous local institutions diminish in the development of the Nagari. The role of indigenous local institutions in the development of nagari still exists in every step of rural development, where the dominance of roles is in fact the planning and coordination stage.

Abstract

The purpose of this study was to determine the inhibiting factors in the management government finance of Nagari in 2018, especially in the Nagari Government Budget (APB Nagari) in Kamang Magek District, Agam Regency, West Sumatra Province, namely Nagari Kamang Hilir. This study uses qualitative methods with descriptive analysis. The technique of collecting data using the interview approach consisted of 8 informants (Section of Financial Development and Wealth of Nagari DPMN, Financial and Development Management Section of Nagari DPMN, Secretary of Sub-District Head, Guardian of Nagari, Secretary, Treasurer, Head of Planning, Head of Government, and Bamus Nagari), focus group discussion (FGD) consisted of 5 informants (Wali Nagari, Secretary, Bamus, KAN, Youth, and Wali Jorong), and documentation studies. The results showed that the inhibited factors in management government finance of Nagari are still not following Permendagri Number 113 of 2014. There are inhibited factors in management government finance of Nagari including less supportive human resources, low community self-help, public oversight is still lacking, community participation is still low, and there is a change in the budget for reporting accountability.

Abstract

Penelitian ini didasari oleh jumlah partisipasi pemilih pemula pada pemilihan kepala daerah Kota Padang pada tahun 2018 yakni 64,05%, dimana angka ini berada dibawah target dari Komisi Pemiliham Umum Kota Padang atau persentase Komisi Pemilihan Umum nasional yakni 70% pada pilkada serentak yang dilaksanakan pada tahun 2018. Kota Padang juga berada pada tingkat terendah diantara kota/ kabupaten di Provinsi Sumatera Barat yang melaksanakan pilkada serentak. Alasan peneliti menjadikan pemilih pemula sebagai objek penelitian ini dikarenkan pemilih pemula rentan dimobilisasi dan pemilih pemula juga belum terlalu memahami bagaimana peran mereka saat pilkada selain memberikan hak suara pada pilkada Kota Padang tahun 2018. Komisi Pemilihan Umum sendiri telah memberikan sosialisasi politik bak kepada masyarakat umum ataupun pemilih pemula. Penelitian ini bertujuan melihat apa pengaruh sosialisasi politik Komisi Pemilihan Umum Kota Padang terhadap partisipasi pemilih pemula saat pilkada Kota Padang pada tahun 2018. Metode penelitian yang digunakan adalah metode asosiatif dengan pendekatan kuantitatif. Responden dalam penelitian ini adalah pemilih pemula dengan rentan um 17-23 tahun yang ada di kota padang yang diambil menggunakan tekhnik stratified random sampling. Hasil dari penelitian ini menjelaskan bahwa sosialisasi politik yang dilakukan oleh Komisi Pemilihan Umum Kota Padang terhadap partisipasi pemilih pemula memiliki pengaruh yang siginifikan (58%).

Abstract

Penelitian ini dilatarbelakangi dari angka golput yang cukup tinggi terjadi pada pemilihan walikota dan wakil walikota Padang tahun 2008 mencapai 43 %, 2013 46%. Pada umumnya masyarakat kota padang lebih suka menggunakan smartphoonenya dalam mencari informasi. Berdasarkan hal tersebut KPU kota padang menciptakan aplikasi SiPadlih untuk mempermudah sosialisasi. Penelitian ini menggunakan teknik kualitatif deskriptif. Informan dipilih menggunakan teknik purposive sampling dan incidental sampling. Teknik pengumpulan data dengan wawancara dan dokumentasi. Uji keabsahan data dengan cara trianggulasi dan member check. Kesimpulan penelitian ini, bahwa pelaksanaan aplikasi SiPadlih belum efektif. Hal ini terbukti masih banyak masyarakat kota Padang yang belum mengetahui dengan adanya aplikasi SiPadlih. Jumlah warga yang telah mendownload aplikasi SiPadlih hanya sekitar 100 orang. Hal ini dikarenakan tidak dilakukan sosialisasi secara tidak langsung mengenai aplikasi SiPadlih, disebabkan tidak adanya anggaran khusus untuk mensosialisasikan aplikasi SiPadlih. Selanjutnya terdapat informasi yang tidak bisa dipahami dalam aplikasi SiPadlih.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana pengembangan pantai muaro lasak Kota padang sebagai salah satu ikon parawisata .  Jenis penelitian ini adalah kualitatif dengan metode deskriptif kualitatif.  Informan dalam penelitian ini ditentukan dengan purposive sampling yaitu Dinas Pariwisata dan Kebudayaan Kota Padang, Dinas Pekerjaan Umum dan Perumahan Rakyat Kota Padang, wisatawan, pedagang, dan petugas parkir di pantai Muaro Lasak.  Penelitian ini menggunakan data primer dan sekunder yang diperoleh dari observasi, wawancara, dan studi dokumentasi.  Uji validitas data menggunakan teknik triangulasi sumber, kemudian data dianalisis dengan teknik data kualitatif.  Hasil penelitian menunjukkan bahwa perlu peningkatan pengawasan, pengamanan dan pembangunan dalam pengembangan pantai muaro lasak Kota padang sebagai salah satu ikon parawisata.  Selain itu, ada faktor pendukung dan faktor penghambat dalam hal ini.

Abstract

This study aims to see the extent to which the impact of the development of oyster beach tourism objects on the economy of the Tapakis village community carried out by the tourism and sports office of Padang Pariaman district and to find out what are the obstacles that occur when developing oyster beach tourism. This research is based on the existence of problems in the tourism object of the Tapakis oyster beach such as development that has not been maximized and tourist facilities that are not well managed. This research uses qualitative research using descriptive methods. The informants in this study in this study, namely the Tourism Development Sector, the Promotion and Creative Economy Sector, the Wali Nagari Tapakis, the Tourism Awareness Group and Community Figures.The data of this research are primary data and secondary data. Data collection techniques are carried out by means of interviews and documentation studies, as well as testing the validity of the data by using triangulation techniques and using reference materials. The data analysis technique in this study was carried out by summarizing the records that were found in the field and assisted by data collection tools such as cellphone recorders with informants while in the field, after which a conclusion was obtained. The results of this study indicate that the impact of the development of oyster beach tourism objects on the economy the community of Tapakis village, Padang Pariaman district. The youth tourism and sports office as well as Pokdarwis members have carried out promotions such as placing advertisements, billboards, magazines, newspapers, browsers, Facebook and Instagram. Currently, the facilities at Oyster Beach are adequate, but these facilities have not been well managed at this time and from an environmental perspective it is still not clean enough. the level of visits to tourist objects has started to increase now compared to previous years as well as the economic income of the people around oyster beach tourism has started to improve as well today.

Abstract

Artikel ini berdasarkan evaluasi pelaksanaan rekrutmen penyelenggara Pemilu 2019 tingkat KPPS di Kecamatan Lubuak Kilangan, Kota Padang. Tujuan penelitian ini adalah untuk menjelaskan pelaksanaan rekrutmen Kelompok Penyelenggara Pemungutan Suara (KPPS) di Kecamatan Lubuak Kilangan Kota Padang dan faktor-faktor yang mempengaruhi proses rekrutmen kelompok Penyelenggara Pemungutan Suara (KPPS) di Kecamatan Lubuak Kilangan, Kota Padang. Studi ini dianalisis dengan menggunakan prinsip utama penyelenggara pemilu dalam menyelenggarakan pemilu.Penelitian ini dilakukan melalui pendekatan kualitatif jenis studi kasus.Teknik pemilihan informan adalah purposive sampling.Dalam memperoleh data penelitian diperoleh dari hasil observasi, wawancara dan studi dokumentasi.Penelitian ini menggunakan teknik analisis data kualitatif.Hasil penelitian menunjukkan bahwa pelaksanaan rekrutmen penyelenggara pemilu 2019 tingkat KPPS di Kecamatan Lubuak Kilangan Kota Padang belum berjalan dengan optimal. Hal ini terlihat dalam dua pembahasan: 1) Pelaksanaan Rekrutmen Kelompok Penyelenggara Pemungutan Suara (KPPS) Pemilu  di Kecamatan Lubuak Kilangan; dan 2) Faktor-faktor yang mempengaruhi pelaksanaan rekrutmen KPPS di Kecamatan Lubuk Kilangan Kota Padang.
