Abstract

Perumusan kebijakan dengan pendekatan jaringan penting dalam menyelesaikan problem sosial yang bersifat kompleks dan merancang kebijakan berbasis pemberdayaan sehingga melalui tim perumus kebijakan masyarakat adat ammatoa kajang sebagai wadah jaringan, pihak yang berkepentingan dapat mengakses proses perumusan kebijakan tersebut untuk mempengaruhi keputusan yang dibuat oleh pemerintah daerah Kabupaten Bulukumba. Penelitian ini bertujuan mengetahui dan menganalisis proses jaringan perumusan kebijakan masyarakat adat ammatoa kajang di Kabupaten Bulukumba. Metode penelitian yang digunakan adalah metode kualitatif. Pengumpulan data ditempuh melalui  pengamatan, wawancara dan dokumentasi terhadap informan yang terlibat langsung dalam pelaksanaan kegiatan tersebut. Proses analisis data meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa : (1) aktor pada tim perumus kebijakan terutama pemerintah daerah dan LSM memiliki posisi yang seimbang. (2) fungsi jaringan kebijakan belum berjalan dengan semestinya. (3) struktur jaringan bersifat konsultatif, namun overlapping membership tidak membawa dampak positif pada efektifitas jaringan. (4) pelembagaan pada jaringan kebijakan berjalan dengan baik. (5) pola interaksi atau kebiasaan yang mengatur pertukaran sumber daya bersifat konsultatif. (6) distribusi kekuasaan terjadi cukup signifikan ditandai adanya kegiatan riset partisipatif yang dilakukan oleh LSM. (7) strategi riset menjadi kunci LSM mampu merubah perspektif pemerintah daerah dalam menetapkan luas wilayah dan hutan adat. Terdapat kelemahan  pada jaringan perumusan kebijakan masyarakat adat ammatoa kajang dimana pemerintah daerah mendominasi jumlah aktor pada tim perumus. Meskipun demikian, LSM nampak berhasil menjembatani kepentingan masyarakat adat namun penempatan Labbiriyah (Camat Kajang) sebagai satu-satunya pemangku adat pada tim perumus kurang tepat karena Labbiriyah cenderung merepresentasikan kepentingan pemerintah daerah dari pada kepentingan masyarakat adat pada proses perumusan kebijakan

Abstract

Penelitian ini bertujuan untuk mengkaji tentang Manajemen Konflik Dalam Pelaksanaan Program Gerakan Mamuju Mapaccing di Kabupaten Mamuju dengan menggunakan Teori Konflik yang dikemukakan oleh Robbins (1998). Penelitian ini bersifat kualitatif. Pengumpulan data dilakukan melalui observasi, wawancara dan kepustakaan. Data dari hasil observasi dan wawancara disajikan dalam bentuk dokumentasi terhadap objek penelitian. Data dari hasil kepustakaan disajikan dalam bentuk kutipan-kutipan untuk memperkuat temuan penelitian. Data yang diperoleh dianalisis dan diolah dengan menggunakan teknik analisis data yang dimulai dari reduksi data, penyajian data, kemudian pengambilan kesimpulan/verifikasi. Hasil penelitian menunjukkan bahwa sumber konflik berasal dari adanya kesalingtergantungan pekerjaan antara Dinas Lingkungan Hidup dan Kebersihan dengan Kelurahan, adanya ketergantungan pekerjaan satu arah, adanya dideferensiasi horisontal yang tinggi antar Kelurahan, serta perbedaan dalam kriteria evaluasi dan sistem pemberian imbalan dalam pelaksanaan Program Gerakan Mamuju Mapaccing.

Abstract

Trust that is well built in the policy-making process in network organizations gives birth to an effective policy outcome in the form of decreased assumption levels. This research method uses a qualitative approach and a case study strategy to explain trust in the implementation of food diversification policies. The data was collected through in-depth interviews and observations. Data processing and analysis techniques are carried out in three stages, namely: data reduction, presentation and conclusion drawing. The informants in this study were as follows: a) Chair of the Women Farmers Group b). sub-district extension team; d) District extension team.The results showed that the trust that occurred in the interaction of actors, in this case the Food Security Service, Extension Officers and the Women Farmers Group in the implementation of food diversification policies in Bone Regency was not effective. This can be shown that there is no mutual agreement that can be used as a rule of the game for the actors involved in implementing this policy. Opportunistic behavior is a sub-concept that assesses the presence and absence of trust, which is not identified in this study, because there is no mutually agreed upon rule of the game. Then, the actors' good will trust does not emerge because they are still designing and running their respective programs. Therefore, the implementation of the diversification policy requires trust between them so that the performance of this policy can be realized.

Abstract

The concept of Public Private Partnership (PPP) provides efficiency and Effectiveness in providing public services to the community, as well as helping the government sector deal with limited budget and resources in developing the tourism sector. This study aims to determine how the implementation of the Public Private Partnership (PPP) in tourism development in North Toraja Regency. This research uses a qualitative approach. Data collection was carried out by interview, observation and documentation study. Data processing techniques and data analysis were carried out in three stages, namely: data reduction, presentation and conclusion drawing. The informants in this study were: (a) the Culture and Tourism Office of North Toraja Regency; (b) Owner / Manager of Ke'te Kesu 'and Lempe Negeri Diatas Awan Tourism Object; (c) Visitors / Community. The results showed: (1) Equity shows the existence of a win-win solution in the distribution of cooperation which has an impact on receiving fees and tourism services; (2) The Effectiveness of this MoU (cooperation agreement) is seen to be effective in receiving revenue (retribution) and providing services to visitors or tourists; (3) The efficiency in this public-private collaboration shows that the use of resources in the development of tourist objects is proven to be more efficient with the involvement of the private sector; (4) Exportability shows the government gets a high risk of demand to meet the needs of tourist objects and compensation to communities affected by the construction of tourist attraction facilities and infrastructure.

Abstract

The tourism sector is a strategic and superior sector that is the focus of development in supporting the regional economy of Merauke Regency. The tourist attractions of Merauke Regency include natural tourism, cultural tourism and artificial tourism. The wealth of tourism owned can be the main capital in the economic development of Merauke Regency. In addition, its tourism wealth also places Merauke Regency in a strategic position in the tourism constellation of the Unitary State of the Republic of Indonesia. For this reason, the development of local community-based tourism is important to do so as to increase community participation and improve the economy. This study aims to explain the network of local community-based tourism development policies in Merauke Regency based on three institutional pillars (regulative, normative and cultural-cognitive). This study uses a qualitative approach. Data was collected through interviews, observation and documentation studies. Data processing and analysis techniques were carried out with data reduction, data display, and conclusion drawing/verification. Determination of informants using purvosive sampling technique. The results of the study show that there is a regulatory synergy, namely the synergy of rules issued by the Merauke district government with the system of rules used in the life of indigenous peoples. Normative shows mentoring and community involvement around tourist sites for the development of skills and knowledge in tourism management, and cultural-cognitive shows the existence of shared knowledge and understanding related to developing economic aspects by creating production centers for the development of the potential of local communities in collaboration with the customs of indigenous peoples in producing their cultural products
