Abstract

Abstract

This study aims to analyze the implementation of contribution receivables collection management based on the POAC management functions (Planning, Organizing, Actuating, and Controlling) at BPJS Ketenagakerjaan Denpasar Bali Branch Office and to identify the obstacles encountered in its implementation. This research employed a descriptive qualitative approach. Data were collected through in-depth interviews with three informants (two supervision and inspection officers and one workforce expert), field observations, and documentation. The data were analyzed through data reduction, triangulation, data presentation, and conclusion drawing. The findings indicate that: (1) the planning function was implemented through the preparation of supervision and inspection work plans, identification of companies with contribution arrears, risk mapping, determination of collection targets, and formulation of collection strategies tailored to company conditions; (2) the organizing function was carried out through clear task allocation among Account Representatives (ARs), receivables administration officers, and inspection officers, supported by effective inter-unit coordination; (3) the actuating function was implemented through systematic collection activities utilizing information systems, reminder services, multi-channel communication, and follow-up actions in accordance with established collection procedures; and (4) the controlling function was conducted through periodic monitoring, weekly and monthly evaluations, compliance inspections, and the issuance of Supervision Reports and Inspection Findings Reports. The obstacles encountered include internal factors, such as delays in updating company Person in Charge (PIC) data that hinder communication, and external factors, including unstable company financial conditions, difficulties in contacting participants, and low company responsiveness to collection efforts. Although the contribution receivables collection management has generally been implemented in accordance with the POAC management functions, its effectiveness can be further enhanced through regular participant data updates, strengthened inter-unit coordination, and more personalized and adaptive collection strategies.

Abstract

This research evaluates the effectiveness of food and beverage cost control and formulates strategies to optimize gross profit at Ely’s Kitchen Bali. Applying a mixed-methods case study approach, the investigator analyzed financial data from September 2024 to January 2026, supported by observations and interviews. Initial findings revealed poor cost efficiency, evidenced by an accumulated unfavorable variance of IDR 68.3 million caused by inaccurate purchasing forecasts and inconsistent portion controls. The management subsequently executed corrective actions by enforcing Standard Recipe compliance via digital scales, FIFO stock rotation, and weekly variance evaluations. These interventions successfully compressed actual costs to an ideal 33%–35% and boosted the gross profit margin beyond 64%. The success of this profit optimization fundamentally relies on disciplined inter-departmental collaboration and the utilization of historical data for management decisions.

Abstract

Periodic HS Code reclassifications within the Indonesian Customs Tariff Book can create regulatory and administrative challenges for export-oriented MSMEs, particularly those with limited technical, financial, and organizational resources. This study examines how Indonesian export-oriented MSMEs adapt to periodic HS Code reclassifications within the BTKI. A qualitative phenomenological design was employed through meta-analysis, phenomenological interviews, and policy review, with Interpretative Phenomenological Analysis (IPA) applied to interviews with ten export-oriented MSMEs across diverse sectors. The findings identify nine major themes and thirteen sub-themes mapped onto the Theory of Planned Behavior (TPB). Adaptation is constrained by limited regulatory literacy, classification ambiguity, institutional fragmentation, digital-system reliability, and dependence on intermediaries, while buyer expectations, financial exposure, and geopolitical pressures further shape responses. Attitudes range from psychological shock after unexpected HS Code rejection to proactive compliance and positive views of precise classification. The study concludes that MSME adaptation depends not only on willingness to comply but also on perceived control and institutional support. The proposed Adaptive Trade Compliance Framework (ATCF) emphasizes regulatory literacy, predictive early warning, cross-agency synchronization, and financial-risk transition mechanisms to support more adaptive and sustainable compliance.
