Abstract

Jak-lingko is a program established bye the DKI Jakarta Provincial Goverment through PT,Transjakarta as thye executor of the Jak-lingko program. As regulated in Pergub Number 110 of 2003 and Pergub Number 96 of 2018 concerning the new transportation system. To identity policy implementation using success variables to achieve the objectives of policy implementation or program implementation (Communication, Resources, Disposition, Bureaucratic Structure) are indicators of policy implementation proposed by George Edward III. This study discusses the Implementation of Jak-Lingko Program Policies in Efforts to Improve Public Transportation in Pinang Ranti East Jakarta in 2018. The type of research used is qualitative research, data collection techniques, namely observation, interviews and documentation related to research. The results of this study explain that from the beginning the implementation of the jak-lingko enviroment program has been quite effective but it is indeed necessary to realize or deliver more about the jak-lingko environment program to the people of Jakarta

Abstract

The Covid-19 pandemic has created new problems for various countries hit by this pandemic, especially regarding how the country’s efforts are to pre- vent and stop the spread of the COVID-19 pandemic so that it does not become wider and cause more victims. The covid-19 vaccine is one of the policies taken by many countries in response to the covid-19 pandemic. The purpose of this study was to find out how successful the vaccination policy was in handling the Covid-19 pandemic in Indonesia. The research method used in this study is Literature Review, the data used is to collect several research papers related to the covid-19 vaccination policy. The results of the research related to the success of the vaccination policy as a response to the Covid-19 pandemic in Indonesia can be said to be successful, because the level of attainment of vaccine doses continues to increase, then positive cases of COVID-19 continue to sag, although there are still pros and cons in the community, and there are also cases of the public’s distrust of the covid-19 vaccine, the biggest obstacle due to the lack of clarity of information regarding the corona vaccination, these obstacles can be input for the government to further accelerate the vaccination program. The government itself has targeted vaccination to reach 2 million doses a day, and also the occurrence of public distrust with the covid-19 vaccine.

Abstract

The Hydrometeorology disaster and geology disaster, tendency of several disaster incidents in total for both types of relative group were continue to increase. Based on The World Risk Report of 2023 Indonesia was ranked as second of 193 countries. Local wisdom in general was understood as local ideas which is wise, full of wisdom, good value, inveterate and followed by community. Local wisdom could be understood as human endeavour for using their mind (cognitive) to act and behave to something, object or incident. Meanwhile in BMKG Knowledge Management, the system of local wisdom is not yet documented massively as source of knowledge and information for community, especially to the nation's young generation. The method used participant observation is a type of active participation, interviews, and documentations. These are who are targets gladian scouts in squad leader of Kwarran Kadupandak subdistrict, Cianjur district. With results, the participant can understand local wisdom as mitigation efforts and also being ressilience for the future generations.

Abstract

This research aims to determine the substance of the differences in the Land and Building Taxes (LBT) tax administration system during the Dutch colonial period, after independence, and after-tax reform until now. This study questions why local governments have only been able to be autonomous now, even though the potential for LBT is very high. This research uses a qualitative methodology with a comparative descriptive approach that compares two or more conditions and events through literature related to the socio-economic polemic paradigm. The research results reveal, first, the long history of the Dutch being in power, which shows that they introduced Landrente (LBT) on the island of Java, and then the British changed it to a land rental system. When the Dutch returned to power, they reapplied Landrente by force. Second: Administratively and legally, history shows that this tax belongs to the region and must be used for regional development. However, the central government is only willing to hand over a few tax objects because the potential for LBT is broad and has political elements. The conclusion shows that historical evidence validly proves that LBT is a tax intended for local governments to achieve regional autonomy. The local government needs to convince the central government to accelerate regional autonomy; the central government should hand over the management of all LBT objects to the local government with guidance from the central government.

Abstract

Stunting is a condition of failure to thrive in children under five due to chronic malnutrition, especially in the first 1,000 days of life. According to the results of the Indonesian Toddler Nutrition Status Survey, the stunting rate in 2021 has again decreased to 24.4%, which is higher than the WHO standard of 20%. The prevalence of stunting in Waru Jaya Village in 2019 was 30.5%. The purpose of this research was to analyze the implementation of policies to accelerate the reduction of stunting in Waru Jaya Village, Bogor Regency, West Java. The research method used is descriptive qualitative method. Data was obtained through interviews with related parties and also from several official government websites. The data were analyzed using the policy implementation theory of Merilee S. Grindle. The results show that there is a Regional Government policy in the form of a Regent's Instruction related to accelerating the reduction of integrated stunting in Waru Jaya Village and it has been implemented properly as evidenced by a reduction in the stunting rate to 2.9% in 2021. The Regent's Instruction should be updated so that it is in line with Presidential Regulations. The implementation of the policy to accelerate the reduction of integrated stunting in Waru Jaya Village is going well because it is based on an integrated prevention and treatment policy even though there are a number of things that need to be improved.

Abstract

Skema Kerjasama Pemerintah Swasta (Public Private Partnership) merupakan kebijakan publik strategis yang dianut oleh para aktor kebijakan lingkungan di Rukun Tetangga (RT) 05 RW 05, Kelurahan Malaka Sari, Perumnas Klender, Kecamatan Duren Sawit, Jakarta Timur, dalam hal Penerimaan Peserta Didik Baru (PPDB) untuk Sekolah Menengah Kejuruan (SMK) Swasta jalur domisili. Sebagai bentuk apresiasi terhadap PPDB, pengurus Rukun Tetangga 05 RW 05 Desa Malaka Sari - Kecamatan Duren Sawit - Perumnas Klender Jakarta Timur menjadwalkan agenda pengaturan kebijakan PPDB untuk SMK Swasta Jalur Domisili dengan Sekolah Menengah Kejuruan Swasta melalui skema Kerjasama Pemerintah Swasta. Kerjasama Pemerintah Swasta pada PPDB Pendidikan Kejuruan untuk SMK Swasta jalur domisili dilakukan melalui pengumpulan data dan informasi dengan menggunakan metode penelitian kualitatif dengan studi fenomenologis mengenai kesadaran tentang pengalaman manusia dan interaksi sosial, dan untuk mengetahui bagaimana motif, tindakan, dan makna teori fenomenologi Alfred Schutz,  dengan menganalisis hasil wawancara langsung dengan informan sejumlah 10 orang dengan 6 orang dari SMK Swasta dan 1 orang siswa SMK Nurul Islam, 1 alumni SMK Malaka, 1 orang orang tua/wali SMK Tadika Puri, 1 orang kepala RT 05 RW 05 Kelurahan Malaka Sari, Jakarta Timur. Dari hasil wawancara tersebut, dilakukan agenda pengaturan kebijakan untuk membuat kebijakan dengan ukuran plot persoalan swasta menjadi masalah publik sebagai tujuan kebijakan. Penelitian ini mengajukan pertanyaan "sejauh mana peran aktor kebijakan lembaga Rukun Tetangga dalam pendidikan kejuruan dengan agenda pengaturan kebijakan skema Kerjasama Pemerintah Swasta PPDB SMK Swasta dengan Jalur Domisili di Perumnas Klender, Jakarta Timur untuk memberikan efektifitas demokrasi dalam masyarakat untuk mendidik anak bangsa dengan mencapai nilai tujuan kebijakan nilai?"

Abstract

The purpose of this study is (1) to describe the climate change mitigation and adaptation agenda in formulating national development policies. (2) To describe the climate change mitigation and adaptation agenda that is integrated into national development planning. The research method used is qualitative research with literature studies to collect data. The results of the study indicate that: (1) Indonesia has considered the climate change adaptation agenda in formulating national development policies, with the consideration that the adaptation agenda is more suitable and more feasible to be implemented in developing countries. to address the impacts of climate change at the national level.The Indonesian government has taken various measures to address the impacts of climate change. Many public policy documents have been published at the Central Level, through related Ministries/Institutions and Regional Governments.(2) The climate change adaptation agenda has been outlined in the APBN posture in the form of (a) a climate change budget in state revenues, (b) a climate change budget in central government transactions, (c) a climate change budget in distribution to regions and village funds, and (d) a climate change budget in financing

Abstract

ABSTRACTZoning Strategies for Motorized Vehicle Use with A Progressive Parking Zone and Low Emission Zones Approach for Green City Development: The high use of motorized vehicles in the Jabodetabek area is stated by an annual growth rate of 2.9% starting from 2016 – 2020. This fact can lead to traffic congestion and environmental problem. The DKI Jakarta area, as the core city/center of the Jabodetabek urban agglomeration area, has urban air quality indicators such as PM10 increasing by 20%, CO2 increasing by 70%, and NO2 increasing almost four times in 2008-2013. Sustainable development is mandated by government policy, as stated in Presidential Regulation Number 18 of 2020 and Presidential Regulation Number 55 of 2018. As a result, a push-and-pull policy is required. The zoning strategy for motorized vehicle use (implementation of progressive parking zones and low emission zones) in DKI Jakarta (as a pilot project) can be implemented for the solution. The GIS software tools are used to determine progressive parking zones and low-emission zones. This method is divided into three stages: zoning criteria formulation, map overlay analysis (GIS) for zoning, and determining policy implementation zones. Determining progressive parking zones and low carbon emission zones in DKI Jakarta takes eight parameters into account: walking distance, passing public transport network, green open space, population density, area activity density, type of land use, parking space, and road performance. These parameter maps should then be overlaid to determine progressive parking zones and/or low-emission zones. According to the findings of the analysis, 109 Urban villages (34 sub-Districts and 5 Cities) are among the potential locations for implementing Progressive Parking Zones and Low Emission Zones. This policy is expected to realize an environmentally friendly city by supporting sustainable transportation.Keywords: Sustainable Transportation, Progressive Parking, Low Emission, Geographic Information SystemABSTRAKTingginya penggunaan kendaraan bermotor di wilayah Jabodetabek ditandai dengan laju pertumbuhan yang meningkat sebesar 2,9% setiap tahunnya mulai tahun 2016 – 2020, dapat menyebabkan permasalahan kemacetan dan lingkungan. Wilayah DKI Jakarta, sebagai kota inti/ pusat wilayah aglomerasi perkotaan Jabodetabek, memiliki indikator kualitas udara perkotaan seperti PM10 meningkat 20%, CO2 meningkat 70%, dan NO2 meningkat hampir 4 kali lipat tahun 2008-2013. Kebijakan pemerintah mengamanatkan pembangunan berkelanjutan dimana tertuang dalam Perpres Nomor 18 Tahun 2020 dan Perpres Nomor 55 Tahun 2018. Oleh karena itu, dibutuhkan push & pull policy salah satunya melalui strategi zonasi penggunaan kendaraan bermotor (implementasi zona parkir progresif dan zona rendah emisi) di DKI Jakarta (pilot project). Tujuan penelitian ini adalah menentukan Zonasi Penggunaan Kendaraan Bermotor dan Implementasi Kebijakan Zona Parkir Progresif dan Zona Rendah Emisi. Metode penentuan zona parkir progresif dan zona rendah emisi dilakukan dengan menggunakan alat bantu software GIS. Metode ini terdiri dari tiga tahap yaitu merumuskan kriteria zonasi, analisis overlay peta (GIS) untuk penentuan zona, dan penentuan zona pengimplementasian kebijakan. Penentuan zona parkir progresif dan zona emisi rendah karbon di DKI Jakarta mempertimbangkan delapan parameter yaitu jangkauan berjalan kaki, jaringan angkutan umum yang melintas, ruang terbuka hijau, kepadatan penduduk, kepadatan aktivitas kawasan, jenis peruntukan lahan, ruang parkir, dan kinerja jalan. Kemudian dilakukan overlay peta-peta parameter tersebut guna menentukan zona parkir progresif dan zona rendah emisi. Berdasarkan hasil analisis, terdapat 109 Kelurahan (34 Kecamatan dan 5 Kota) yang termasuk dalam lokasi potensial pengimplementasian Zona Parkir Progresif dan Zona Rendah Emisi. Dapat disimpulkan bahwa zonasi penggunaan kendaraan bermotor dapat mendukung transportasi berkelanjutan. Harapannya dengan penerapan kebijakan ini dapat mewujudkan kota ramah lingkungan.Kata Kunci: Transportasi Berkelanjutan, Parkir Progresif, Rendah Emisi, Geographic Information System

Abstract

This research aimed at understanding the implementation concerning the Denpasar Municipality government policy which is called “Kube". Kube is a form of community joint business group program that aims to empower village communities in the form of cash assistance. This research used a qualitative approach and explores the opinions of key informants. The results of the analysis showed that various problems in the field caused the “Kube” program to be ineffective due to limited facilities and infrastructure, small development capital and the absence of final marketing of home industry products. Eventually, it became one of the causes of high poverty rates in villages. To overcome this problem, the government is expected to provide greater capital, create a marketing network for home industry products, and train community groups and provide technical assistants in the field

Abstract

The Regional People's Representative Council (DPRD) is part of the local government in a decentralized system. The responsibilities of the DPRD include three main things: development supervision, budgeting, and legislation. All three functions are carried out within the framework of community representation. The implementation of these three functions is supported by the DPRD secretariat device, whose duties/functions and authorities have been regulated in Government Regulation Number 18/2016 concerning Regional Devices. The duties and responsibility of the DPRD secretariat are to provide services to members of the DPRD. This study aims to analyze the quality of services from a new public service (NPS) perspective. For this reason, the study develops ten new public service indicators. The sampling technique was carried out using purposive/judgment sampling. Purposive/judgment sampling is a technique based on the researcher's consideration of several suitable characteristics relating to the sample members needed to answer the research objectives. All indicators are tested using Importance Performance Analysis, one of the statistical techniques to test the degree of importance of an aspect. To answer the formulation of the problem, this study provided a questionnaire (Likert scale) to fifty DPRD members. As a result, out of the ten NPS indicators, the courtesy indicator is included as the top priority that the DPRD secretariat of the Tangerang Selatan Municipality must complete. In addition, tangible indicators, competence, communication, and customer understanding are included in the low priority. Further elaboration of these results is presented in this paper
