Abstract

Peran strategis Indonesia di kawasan diperebutkan dengan munculnya kemampuan China untuk meningkatkan kapabilitas materialnya dan munculnya AUKUS. Langkah Amerika Serikat untuk mempertahankan status hegemoniknya ditantang oleh kapabilitas China yang semakin berkembang yang akan terus berkembang dan mencapai tujuannya dalam memenuhi Impian China. Pergeseran struktur sistem internasional dan tren penurunan ASEAN dalam mencapai konsensus menyebabkan munculnya AUKUS dan instabilitas di kawasan. Abstract

Kesyahbandaran Utama Makassar memainkan peran kunci dalam mengkoordinir 15 unit Pelaksana Teknis Kabupaten/Kota di Provinsi Sulawesi Selatan. Artikel ini bertujuan untuk memberikan informasi terkait peran Kesyahbandaran Utama Makassar dalam menjaga keamanan maritim dan memberikan kontribusi untuk pertahanan nasional. Metode kualitatif dengan Focused Group Discussion (FGD) digunakan untuk menganalisis peran dan tantangan yang dihadapi oleh Kantor Kesyahbandaran Utama Makassar dalam mendukung pertahanan maritim nasional. Hasil penelitian menggambarkan upaya Kesyahbandaran Utama Makassar dalam menghadapi Ancaman Maritim melalui Manajemen Keselamatan, dan Keamanan. Kata Kunci: Kesyahbandaran Utama Makassar, Ancaman Maritim, Manajemen Keselamatan, Manajemen Keamanan.

Abstract

Kerjasama pertahanan antara Indonesia dan Singapura telah mengalami perkembangan yang dinamis sejak awal hubungan antar kedua negara hingga saat ini. Penelitian ini bertujuan untuk menganalisis pengaruh Defense Cooperation Agreement (DCA) Indonesia dan Singapura terhadap lingkungan strategis di Asia Tenggara dalam perspektif manajemen pertahanan. Metode penelitian yang digunakan adalah kualitatif melalui studi literatur serta analisis kebijakan dan dokumen resmi terkait. Hasil penelitian menunjukkan bahwa DCA memperkuat kemampuan kedua negara dalam menghadapi ancaman bersama dan membangun kepercayaan.  Kerjasama pertahanan ini memberikan dampak positif dalam meningkatkan keamanan regional, stabilitas politik, dan hubungan bilateral dengan negara-negara tetangga. DCA juga membuka peluang untuk memperkuat hubungan diplomatik dan keamanan di wilayah Asia Tenggara. Simpulannya, DCA berperan sebagai instrumen efektif dalam menghadapi tantangan keamanan regional. Saran untuk pengambilan kebijakan adalah terus memperkuat kerjasama pertahanan dan melibatkan negara-negara lain di wilayah Asia Tenggara untuk menjaga stabilitas kawasan.

Abstract

Ketidakpastian situasi global mendorong semua negara menyusun strategi untuk survive dalam memperjuangkan keberlanjutan kepentingan nasionalnya. Hal ini memicu beberapa negara, terutama major power untuk berupaya meluaskan pengaruh dan kekuasaan demi membangun hegemoni di berbagai belahan dunia sehingga terjadi rivalitas. Munculnya China sebagai hegemoni baru dengan konsep BRI memancing AS sebagai negara super power untuk menghadang kepentingan China, khususnya di Indo-Pasifik dengan menggandeng beberapa negara di kawasan dalam kerja sama pertahanan, seperti QUAD, AUKUS, dan lain-lain. Rivalitas ini menyebabkan konstelasi geopolitik di kawasan meningkat yang berimbas kepada negara-negara di sekitar, termasuk ASEAN. Untuk menetralisir rivalitas major power dan menjaga stabilitas kawasan, ASEAN mengeluarkan konsep AOIP sebagai strategi dan diplomasi guna menjembatani semua kepentingan di kawasan. Dengan menggunakan metode penelitian kualitatif, dapat membantu menjelaskan dan menganalisis topik penelitian sekaligus menjawab rumusan masalah penelitian, yakni bagaimana efektivitas strategi ASEAN Outlook on Indo-Pacific (AOIP) dalam menjembatani kepentingan semua negara di kawasan dan dampaknya terhadap pertahanan Indonesia. Hasil penelitian membuktikan bahwa konsep AOIP efektif digunakan sebagai “bridging” bagi kepentingann negara-negara ASEAN bahkan negara major power di kawasan Indo-Pasifik. Penelitian ini juga menunjukan bahwa konsep pertahanan Indonesia yang menganut prinsip defensif aktif dihadapkan dengan situasi di kawasan dan global masih sangat relevan.

Abstract

As the president of G-20 in 2022, Indonesia held the Summit of 19 countries plus one region, representing 80% of the world's GDP, 75% of global exports, and 60% of the global population. Indonesia's interests in G-20 Bali were on strategic and direct appeal. The strategic benefits were (a) taking G 20 as a strategic forum to discuss global issues: global health, financial stability, and climate change, (b) showcasing Indonesia's economic recovery efforts during the Covid-19 pandemic, and (c) showcasing Indonesia's role as a meeting leader that will support the formation of global policies. The immediate benefits were (a) an increase in foreign exchange from delegation visits to Indonesia, (b) a revival of the hospitality sector, (c) support for the increase in domestic consumption, (d) optimising the role of MSMEs, and (e) increase employment absorption. Using the defence diplomacy lens instrument, the research found that the Summit has reached a profound performance, as the total commission is reaching 3,89 from 4.00. The economic interest of the nation has been delivered at the score of 3.66, which means the level of defence diplomacy has almost reached the 4th level –the regulator—which puts Indonesia as a very high-impact country. The political interest was delivered at the score of 2.00, which means the performance level was facilitator, the ow impact country. The general interest was shown at a 3.00 score, which means the negotiator, which means that Indonesia might have been a high-impact country.

Abstract

Abstrak Praktik Illegal, Unreported, and Unregulated (IUU) Fishing ditemukan di semua jenis dan dimensi perikanan, baik di laut lepas maupun di wilayah yurisdiksi nasional. Praktik IUU Fishing dapat dikaitkan dengan kejahatan di sepanjang rantai perikanan, sehingga perlu diketahui strategi diplomasi maritim Indonesia dalam negeri dan dalam RPOA-IUU. Metode penelitian yang digunakan adalah metode penelitian kualitatif, dengan desain penelitian studi kasus. Pembangunan kekuatan diplomasi pertahanan maritim dalam negeri dilakukan dengan membentuk Satgas 115, Forum Penanganan Tindak Pidana Perikanan dan Tim Integrasi Data Tindak Pidana Kelautan dan Perikanan. Strategi diplomasi maritim Indonesia dalam RPOA-IUU untuk menyelesaikan masalah Illegal, Unreported and Unregulated (IUU) Fishing di Indonesia dilakukan dengan membesarkan RPOA-IUU menjadi kerjasama regional strategis, dan melaksanakan core element yang ada di dalam RPOA-IUU secara maksimal. Indonesia di dalam kanal-kanal diskusi MCS Working Group juga terus aktif untuk membentuk kerjasama bilateral dan regional untuk memperkuat upaya-upaya pemberantasan IUU Fishing. Abstract

This paper discusses how pillars in Indonesia’s vision of Global Maritime Fulcrum (GMF) are interrelated, particularly maritime culture and maritime diplomacy. These two pillars need to be implemented as an entity concept. Previous literatures have mainly discussed how each of the pillars contribute to the realization of GMF vision. Based on the perspectives of International Relations theory, this paper explains how maritime culture can influence the formulation of strategy and implementation of Indonesia’s maritime diplomacy. The authors argue that the pillars of maritime culture and maritime diplomacy are reflection of the national interests supporting the GMF vision. Additionally, the embedded maritime culture in Indonesian society can have positive implications for the inputs, processes, outputs, and outcomes of maritime diplomacy. If maritime culture can be managed, it would serve as an instrument of soft power, it would construct the national identity and it would drive the creation of regional security governance, maritime norms and regime that could serve as facilitating factors for the achievement of national interests through Indonesia’s maritime diplomacy. The pillar of maritime culture is the root of maritime diplomacy for achieving national interests.

Abstract

Terrorism has become the utmost concern of many countries in the world including Indonesia and Australia. Indonesia and Australia have signed a security agreement on 13 November 2006, which was known as Lombok Treaty to promote security relations between the two countries. This article aimed to discuss the security cooperation between Indonesia and Australia especially between Indonesian National Police and Australian Federal Police cooperation in addressing terrorism threat in Indonesia. By using descriptive qualitative method, this article scrutinizes the implementation of security cooperation especially cooperation between Indonesian National Police (POLRI) and Australian Federal Police (AFP) during 2012-2017. It was found that the type and the nature of cooperation between the two police institution could be divided into several dimension. It covered to further build cybercrime investigation satellite office (CCISO), increase personnel capacity building, and promote intelligence exchange to address terrorism threat.

Abstract

Natural disasters tend to be vulnerable to attack the Fiji Islands as a Pacific country which is geographically composed of large and small islands. On the other hand, this condition also occurs in Indonesia, which is also an archipelago country that is prone to natural disasters. Seeing the shared conditions experienced by Fiji, Indonesia often provides humanitarian assistance to Fiji when it is hit by natural disasters. This research explores disaster diplomacy, in which we will analyze diplomatic efforts in a state relationship, through disaster-based assistance between Indonesia and Fiji. Further disaster diplomacy can be defined as how and why disaster-related activities can or cannot cause the emergence of cooperation between parties or can reduce the occurrence of conflict. The purpose of this study is to analyze how Indonesia's defense diplomacy with Fiji is through disaster relief. The results of this study explain how disaster relief can be a means of Indonesia's defense diplomacy to provide a positive image and gain support in Pacific countries. This can be seen from Fiji who wants to expand cooperation by signing an MoU on defense with Indonesia after the assistance provided by Indonesia in 2017. After the establishment of this cooperation in the defense sector, a positive attitude was also shown by Fiji by providing support to Indonesia at the Melanesian Spearhead Group (MSG) meeting. In this study, the method used is literature review by collecting credible data from various sources such as journals, website articles, news, and even official documents from the government.

Abstract

This article investigates Indonesia's defense policy in addressing space threats, driven by the research objectives of analyzing the policy, assessing its effectiveness, and providing recommendations for improvement. Employing a qualitative research method with an analytical descriptive design, the study explores Indonesia's approach to space security through an extensive review of legal and strategic documents. The research highlights key components, including foundational laws emphasizing the protection of sovereignty and the recognition of the Fourth Industrial Revolution's impact on defense, leading to the expansion of the defense domain into cyberspace and space. Strategies involve modernization, resilience, and the nurturing of domestic space capabilities. The analysis reveals challenges, such as the rapid evolution of space technology, resource allocation, coordination, international partnerships, human capital development, and managing the dual-use nature of space technology. Indonesia's defense policy aligns with broader defense and security objectives, emphasizing the importance of space in safeguarding national sovereignty and promoting economic growth. The study concludes that continuous adaptation, coordination, and international collaboration are vital to effectively mitigate space threats and secure the nation's interests in the 21st century. The utilization of space has expanded in the modern age. Indonesia is looking to space to overcome its geographical challenges. However, Indonesia must formulate defense policy to address emerging threats. This research problems are comprehending Indonesia's defense policy in addressing space threats and evaluating the effectiveness of the existing policy. The objectives are to analyze the policy and assess its effectiveness. Employing a qualitative literature research method with analytical descriptive design, the research subject is Indonesian Defense Ministry. The object is Indonesia's defense policy in addressing space threats. The research result highlights laws emphasizing the protection of sovereignty and the recognition of the Fourth Industrial Revolution's impact on defense, leading to the expansion of the domain into cyberspace and space.
