Abstract

This comprehensive research provides a thorough analysis of tuberculosis (TB) incidence trends and sanitation challenges within the ASEAN region spanning from 2005 to 2021. It underscores the critical need for robust defense strategies against TB, particularly in light of setbacks exacerbated by the COVID-19 pandemic. The research, conducted in Jakarta, Indonesia, from June to July 2023, delved into biosecurity challenges of tuberculosis in ASEAN countries, using a quantitative approach and cross-sectional design. Data from 2005 to 2021, sourced from the ASEAN database, underwent descriptive statistics and trend analysis to explore TB incidence rates, ensuring a comprehensive investigation scope. The study places emphasis on the imperative of implementing comprehensive measures encompassing prevention, screening, swift diagnosis, utilization of advanced treatment regimens, and ensuring robust patient support systems. Moreover, it highlights the pivotal role of addressing sanitation challenges, as substandard conditions significantly heighten the risks of TB transmission. The study's scope encompasses an array of critical subjects, with a central focus on TB incidence rates, as well as the crucial aspects of access to improved sanitation facilities and sanitation services. The conclusion is the ASEAN region, especially the Philippines, faces a notable tuberculosis burden, coupled with uneven access to sanitation. Effective interventions and collaboration are vital for improving public health and sanitation standards in ASEAN countries.

Abstract

This paper discusses how pillars in Indonesia’s vision of Global Maritime Fulcrum (GMF) are interrelated, particularly maritime culture and maritime diplomacy. These two pillars need to be implemented as an entity concept. Previous literatures have mainly discussed how each of the pillars contribute to the realization of GMF vision. Based on the perspectives of International Relations theory, this paper explains how maritime culture can influence the formulation of strategy and implementation of Indonesia’s maritime diplomacy. The authors argue that the pillars of maritime culture and maritime diplomacy are reflection of the national interests supporting the GMF vision. Additionally, the embedded maritime culture in Indonesian society can have positive implications for the inputs, processes, outputs, and outcomes of maritime diplomacy. If maritime culture can be managed, it would serve as an instrument of soft power, it would construct the national identity and it would drive the creation of regional security governance, maritime norms and regime that could serve as facilitating factors for the achievement of national interests through Indonesia’s maritime diplomacy. The pillar of maritime culture is the root of maritime diplomacy for achieving national interests.

Abstract

This study investigates the role of defense diplomacy in strengthening defense industries in developing countries, focusing on Indonesia and the Philippines. Defense diplomacy, defined as the use of diplomatic measures to achieve national security objectives, has become a strategic tool for developing countries to enhance their defense capabilities. Through a comparative case study, this research examines the defense diplomacy strategies of Indonesia and the Philippines, exploring their initiatives, partnerships, and outcomes in defense industry development. The results show that both countries have effectively utilized defense diplomacy to advance their defense industries, though with differing strategic focuses. Indonesia's regional security approach and defense manufacturing efforts contrast with the Philippines' targeted maritime security enhancements and joint training initiatives. The study underscores the importance of defense diplomacy in developing national defense capabilities and its potential to significantly contribute to defense industry development in developing countries, offering valuable insights for policymakers and scholars in international relations and defense policy
