Abstract

The Public Works and Spatial Planning Agency of Agam Regency has the main task in accordance with the Regulation of the Regent of Agam Number 51 of 2016 concerning the Position, Organizational Structure, Duties, Functions and Work Procedures of the Public Works and Spatial Planning Agency to assist the Regent in carrying out government management affairs that are the authority of the Region and assistance tasks in the Field of Public Works and Spatial Planning. This study aims to determine the Influence of the Environment, Workload and Work Conflict on the Performance of Employees of the Public Works and Spatial Planning Agency of Agam Regency. Quantitative research method. The sample in this study was all employees of the Public Works and Spatial Planning Agency of Agam Regency totaling 116 people. The results of the study showed a positive and significant influence of the environment on the performance of employees of the Public Works and Spatial Planning Agency of Agam Regency. There is a positive and significant influence of workload on the performance of employees of the Public Works and Spatial Planning Agency of Agam Regency. There is a positive and significant influence of work conflict on the performance of employees of the Public Works and Spatial Planning Agency of Agam Regency.

Abstract

(Title: Humanity Values in Minangkabau Children's Story). This article describes human values in oral stories for children from Minangkabau. This issue was raised because many traditional stories are neglected and underappreciated. The stories analyzed were 30 stories by considering the message of the story. The oral story data was obtained by recording and transcribing. Analyzing the story is done by reading it many times so that the news is received. The study results found that the story's message was to respect parents, especially mothers, the value of honesty was carried out under any conditions, to maintain a friendship in all forms of activity, and to restrain emotions in all actions. Keywords: humanitarian values, oral stories, Minangkabau children's stories, and huma­nita­rian values.

Abstract

This study aims to analyze the digital transformation in police call center services in Indonesia, by emphasizing the main aspects of public trust, user satisfaction, and institutional reputation. The rapid development of information and communication technology, the Indonesian National Police (Polri), continues to strive to digitalize public services to improve the effectiveness and quality of services. Polri's 110 call center service serves as a vanguard in public communication and response to security events, making it a strategic area in digital transformation. Research that has been done before to systematically examine the relationship between digitization and these three variables is still very limited. Most existing studies focus more on the technical aspects of information systems or procedural evaluation, without considering the social and institutional perspectives of digital change. Using a systematic literature review (SLR) approach based on the PRISMA protocol, this study aims to map the relevant literature and explore the linkages between digital transformation and these dimensions. PRISMA-based SLR method was chosen to provide a comprehensive overview of the dynamics of digitization in the National Police call center services. This research analyzes various studies, both from international and local contexts, to develop a more integrative conceptual framework regarding the influence of digitalization on people's perception of police institutions. This study will uncover the aspects that affect the success and challenges faced in the digitization of call center services as well as their impact on the relationship between the public and the National Police. Research shows that digitization of police call center services has significant potential in strengthening public trust, increasing user satisfaction, and improving the reputation of institutions. However, the success of this digital transformation is highly dependent on the ability of the National Police to ensure that the system implemented is responsive, transparent, and easily accessible to the public. This study also emphasizes the importance of a governance-based trust-based approach in building trust in institutions, which is relevant in the era of rapid digital interaction. It is expected that the results of this study can provide strategic recommendations for the National Police in designing a more effective digital transformation policy, as well as strengthening the legitimacy of institutions in the eyes of the public.

Abstract

Public services of activities aimed at meeting the service needs of every citizen. One effort to support the creation of quality public services is through digital-based innovation by making maximum use of developments in information technology. The West Pasaman Regency Population and Civil Registration Service initiated the PANDAWA innovation, which is a form of digital-based innovation as a form of application of the e-Government concept. The theory used by researchers is the Logic Model by Wholey. A logic model is a systematic model to describe the changes that occur, and describes the logical causal relationship (cause-effect). There are four components of this theory, namely evaluation of input, activities, output, and results. The research method used is descriptive qualitative. To collect data, researchers used three methods, namely interviews, documentation and observation. Research informants were selected using purposive sampling. The results research are that the evaluation of the PANDAWA program from the input components to the output components is quite good. However, in the input component, service facilities need to be added, clarifying the partnership system established with the parent village; In the activity component, it is necessary to increase socialization activities related to PANDAWA both directly and through mass media. So that the output of this program has increased and the entire West Pasaman community can experience the ease of PANDAWA services evenly and the realization of excellent service at the West Pasaman Regency Population and Civil Registration Service.

Abstract

Sebuah organisasi mempunyai modal terpenting: orang-orangnya. Apa pun tujuannya, organisasi ada demi kepentingan masyarakat, dan misi mereka dicapai melalui upaya manusia. Sumber daya manusia memainkan peran penting dalam mempromosikan dan memastikan keberhasilan suatu organisasi. Penelitian ini bertujuan untuk mengetahui pengaruh budaya organisasi, komunikasi internal, dan lingkungan kerja terhadap kinerja pegawai Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sorok. Dalam penelitian ini analisis deskriptif dengan statistik inferensial dilakukan dengan menggunakan data yang dikumpulkan melalui kuesioner yang dikirimkan kepada 30 personel pelayanan ASN (Aparatur Sipil Negara). Penelitian ini meliputi uji F, uji t, analisis korelasi parsial, analisis jalur, serta pengujian instrumen dengan analisis faktor untuk memeriksa validitas, uji reliabilitas untuk konsistensi, dan uji normalitas untuk sebaran data. Hasil penelitian menunjukkan bahwa budaya organisasi, komunikasi internal, dan lingkungan kerja mempunyai pengaruh yang signifikan terhadap kinerja pegawai, meskipun masing-masing variabel kurang penting. Tingkat signifikansi budaya perusahaan sebesar 0,095 > 0,05 menunjukkan hubungan yang lemah terhadap kinerja karyawan. Tingkat signifikansi komunikasi internal sebesar 0,289 > 0,05 yang menunjukkan pengaruh yang rendah, sedangkan tingkat signifikansi lingkungan kerja sebesar 0,388 > 0,05 yang menunjukkan adanya pengaruh yang sama. Penelitian ini menyimpulkan bahwa budaya organisasi, komunikasi internal, dan lingkungan kerja memiliki pengaruh yang relatif rendah terhadap kinerja pegawai Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sorok. Abstract

The high number of elderly people, namely 7.01%, is the basis for the Dharmasraya Regency Government to make the elderly one of the regional problems that must be resolved. Based on the guidelines issued by the Central Government through the Ministry of Social Affairs, Dharmasraya Regency issued an Elderly Area Policy through the 2020-2024 Regional Medium Term Development Plan. This research aims to describe and analyze the Implementation of the Elderly Dharmasraya Regency Policy. This research uses Edward III's theory 4 variables to determine the success of implementing a policy: communication, resources, disposition, and bureaucratic structure. The research results show that characteristics within agencies, a clear division of tasks and responsibilities, and good coordination between agencies are key factors for success. Despite the government's commitment to providing adequate funding, there are still potential problems in allocating and using funds that are not on target due to a lack of supervision and monitoring. So, concrete steps need to be taken to improve coordination and ensure that all parties involved have effective communication channels. Tingginya jumlah angka penduduk lanjut usia di Kabupaten Dharmasraya yakni sebesar 7,01%,   menjadi dasar bagi pemerintah untuk menjadikan persoalan lansia sebagai salah satu permasalahan daerah yang harus di prioritaskan. Berdasarkan pedoman yang dikeluarkan oleh pemerintah pusat melalui kementerian sosial, Pemerintah Kabupaten Dharmasraya kemudian mengeluarkan Kebijakan mengenai Kawasan Ramah lansia melalui Rencana Pembangunan Jangka Menangah Daerah pada Tahun 2020-2024. Tujuan penelitian ini untuk mendeskripsikan dan menganalisis Implementasi Kebijakan Kabupaten Dharmasraya terkait kebijakan Kawasan Ramah Lansia tersebut. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan berlandaskan teori Edward III. Terdapat 4 variabel yang menentukan keberhasilan implementasi suatu kebijakan, yaitu komunikasi, sumberdaya, disposisi dan struktur birokrasi. Hasil penelitian kemudian menunjukkan bahwa karakteristik dalam badan-badan, pembagian tugas dan tanggung jawab yang jelas, serta koordinasi yang baik antar badan-badan menjadi faktor kunci untuk mencapai keberhasilan implementasi kebijakan. Meskipun ada komitmen pemerintah untuk menyediakan pendanaan yang mencukupi, masih terdapat potensi masalah dalam alokasi dan penggunaan dana yang tidak tepat sasaran karena kurangnya pengawasan dan monitoring. Maka perlu ada langkah-langkah konkret untuk memperbaiki koordinasi dan memastikan bahwa semua pihak terlibat memiliki saluran komunikasi yang efektif.

Abstract

Effective city solid waste management has become a critical issue for communities globally due to the rapid pace of urbanization and increasing environmental concerns. The convergence of economic development and environmental preservation in Batam City, Indonesia, has underscored the necessity for inventive waste management approaches. This study examines the impact of dynamic governance and community empowerment in addressing the intricate waste issue in Batam City. The research uses a qualitative approach to investigate the underlying reasons for waste management difficulties. It investigates how adaptive governance might improve stakeholder cooperation and decision-making based on facts. Effective policy implementation relies on public interaction, yet meaningful participation remains difficult. Prior research suggests that individuals are more inclined to engage in matters that directly impact them, and ambiguous implementation protocols and a lack of confidence in political establishments frequently hinder community engagement in environmental policy. The waste management techniques in Batam City are conventional and inefficient due to limited government resources, highlighting the necessity for a more comprehensive strategy. The study’s results indicate that implementing dynamic governance, which involves the flexibility to adapt and collaborate with stakeholders, can enhance waste management procedures. In addition, applying social capital theory can facilitate community empowerment, leading to a heightened sense of ownership and active engagement in waste management initiatives. Communities can enhance the effectiveness and durability of waste management systems by utilizing social networks, trust, and shared standards. This study emphasizes the significance of integrating inventive governance approaches with community-led efforts to tackle urban trash issues and advance sustainable development in Batam City.

Abstract

The use of the e-retribution system in Bukittinggi since the beginning of 2020 has an effect on the local revenue (PAD) from the retribution sector. This study aims to find out and analyze the implementation of the Bukittinggi Mayor Regulation Number 39 of 2020 regarding the payment, deposit and payment procedures for wholesale and/or shop levies electronically analyzed using Edward III's theory. This research is a descriptive research with a qualitative approach. The types of data used in this study are primary data and secondary data. The data collection technique used was obtained by field research and library research. Data analysis was carried out by qualitative analysis and using purposive sampling technique in determining the sources. Testing the validity of the data is done by triangulation method. The results showed that the implementation of the electronic retribution collection policy at the Department of Small And Medium Business Cooperatives And Trade when viewed from the Eward III theory had not been implemented optimally. In terms of resources, there is a shortage of personnel in managing user fees electronically. In addition, the absence of specialized personnel in the field of information and technology has resulted in the slow development of the electronic levy receipt application system. The absence of a Standard Operating Procedure (SOP) made by the Department of Small And Medium Business Cooperatives And Trade is also an obstacle in implementing the policy. The e-retribution has not yet been implemented as a whole because the collection of retribution before 2019 is still collected manually.

Abstract

The movement of the realization of the reduction in uncollectible accounts in Bukittinggi did not change significantly, because the execution only started processing in 2020 after BPK finds it. The process of eliminating uncollectible accounts that have expired is where data rearrangement or updating is carried out first, but in fact the Bukittinggi City Government does not do it due to a shortage of human resources. It can indirectly provide a negative picture of the performance of Bukittinggi City Government. This research is a descriptive research with a qualitative approach. The types of data used in this study are primary data and secondary data. The data collection technique used was obtained by field research and library research. Data analysis was carried out by qualitative analysis and using purposive sampling technique in determining the sources. Testing the validity of the data is done by triangulation method. The results showed that the implementation of the policy for the write-off of PBB-P2 receivables that had expired at the Bukittinggi City Finance Agency when viewed from the Eward III theory had not been implemented optimally. In terms of communication, there are still shortcomings and in terms of resources there are deficiencies both in terms of quantity and quality.The focus of attention is the implementation of the Mayor of Bukittinggi Regulation Number 11 of 2014 so that it can be successfully implemented to overcome the problem of expired land and building tax receivables in rural and urban areas.

Abstract

Inovasi berbasis mobile cegah stunting Ayo Ceting di Puskesmas Andalas meraih prestasi berupa Top 99 Nasional SINOVIK Inovasi Pelayanan Publik Tahun 2020 dan direplikasi di seluruh Puskesmas di Kota Padang. Puskesmas Andalas menciptakan inovasi pelayanan kesehatan untuk meningkatkan kualitas pelayanan dan mengurangi kasus stunting di wilayah kerja Puskesmas Andalas melalui inovasi cegah stunting (Ayo Ceting) yang dikelola oleh Puskesmas Andalas. Adapun tujuan dari penelitian ini adalah untuk menganalisis bagaimana faktor-faktor yang mempengaruhi proses pelaksanaan inovasi Ayo Ceting di Puskesmas Andalas. Metode penelitian yang digunakan yaitu kualitatif dengan tipe deskriptif. Teknik penelitian yang dilakukan melalui wawancara dan studi dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan inovasi pelayanan kesehatan berbasis mobile cegah stunting secara umum belum optimal. Faktor-faktor yang mempengaruhi inovasi menurut Arundel dkk cukup terpenuhi namun belum optimal, hal ini dikarenakan masih terdapat kendala dalam pelaksanaan nya yaitu berkaitan dengan sosialisasi yang masih belum maksimal, alokasi dana yang tidak cukup, penurunan stunting yang tidak signifikan dan aplikasi yang kadang mengalami error. Dan untuk memaksimalkan pelaksanaan inovasi, Puskesmas Andalas perlu bekerja sama dengan Dinas Kesehatan Kota Padang dan pemerintah untuk mengalokasikan dana khusus guna pelaksanaan inovasi demi adanya penurunan stunting yang signifikan serta aktif melakukan sosialisasi kepada masyarakat yang dapat melalui media lainnya.
