Abstract

This study aims to analyze the development of e-government as a step towards creating smart government in the city of Padang Panjang. E-government development is useful for realizing maximum public services and effective and efficient performance management through the use of information and communication technology. According to Harvard JFK School of Government, e-government development takes into account three important elements, namely: support, capacity, and value. The research method used is qualitative with observation data collection techniques, interviews, and documentation. The results showed that various forms of innovation e-government as a step towards creating smart government in the city of Padang Panjang through the Padang Panjang Communication and Information Office in collaboration with several related OPD. However, in the implementation process there are still obstacles in the form of information and communication technology infrastructure, namely servers that sometimes have problems, this is part of the capacity element. Therefore, in the future the Municipal Government of Padang Panjang needs to be improved the quality of information and communication technology infrastructure procurement, especially about servers.

Abstract

Public services of activities aimed at meeting the service needs of every citizen. One effort to support the creation of quality public services is through digital-based innovation by making maximum use of developments in information technology. The West Pasaman Regency Population and Civil Registration Service initiated the PANDAWA innovation, which is a form of digital-based innovation as a form of application of the e-Government concept. The theory used by researchers is the Logic Model by Wholey. A logic model is a systematic model to describe the changes that occur, and describes the logical causal relationship (cause-effect). There are four components of this theory, namely evaluation of input, activities, output, and results. The research method used is descriptive qualitative. To collect data, researchers used three methods, namely interviews, documentation and observation. Research informants were selected using purposive sampling. The results research are that the evaluation of the PANDAWA program from the input components to the output components is quite good. However, in the input component, service facilities need to be added, clarifying the partnership system established with the parent village; In the activity component, it is necessary to increase socialization activities related to PANDAWA both directly and through mass media. So that the output of this program has increased and the entire West Pasaman community can experience the ease of PANDAWA services evenly and the realization of excellent service at the West Pasaman Regency Population and Civil Registration Service.

Abstract

Puskesmas Sei Langkai Kota Batam merupakan Puskesmas yang memiliki sasaran kesehatan tertinggi dibandingkan dengan puskesmas lainnya yang ada di Kota Batam. Hal tersebut didukung dengan kondisi yang tidak sesuai dengan rasio yang seharusnya pada setiap puskesmas. Sehingga hal tersebut menjadi pengaruh besar bagi Puskesmas Sei Langkai Kota Batam dalam memberikan pelayanan kesehatan kepada masyarakat. Oleh karena itu, untuk menciptakan pelayanan yang diharapkan masyarakat dibutuhkannya kinerja yang berkualitas dari Puskesmas Sei Langkai Kota Batam dalam memberikan pelayanan kepada masyarakat. Tujuan dari penelitian ini adalah untuk mengelaborasikan pola kinerja Puskesmas Sei Langkai Kota Batam dalam penyelenggaraan pelayanan kesehatan. Dengan mengacu kepada teori kinerja dari Wibowo yang menjelaskan bahwa optimalnya sebuha kinerja pada organisasi dan lembaga dipengaruhi oleh empat variabel yaitu masukan, proses, luaran dan manfaat yang terkandung dari kinerja tersebut. Peneliti menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil dari penelitian menjelaskan bahwa kinerja Puskesmas Sei Langkai Kota Batam dalam menyelenggarakan pelayanan kesehatan sudah cukup baik, namun belum berjalan secara optimal. Hal tersebut dapat dilihat bahwa Puskesmas Sei Langkai Kota Batam yang belum melakukan pengembangan sumber daya manusia secara maksimal, proses perencanaan yang belum terlaksana dengan baik, dan tidak meratanya manfaat yang dirasakan oleh masyarakat dari Kinerja Puskesmas Sei Langkai Kota Batam dalam Penyelenggaraan Pelayanan Kesehatan.

Abstract

The creative industry is the main pillar in developing the creative economic sector which has a positive impact on Indonesia. It is possible that the government has hopes for the Indonesian economy to rise, compete and achieve excellence in the global economy. For this reason, in order to achieve this goal, intervention from various actors is needed, as stated in the Sound Governance perspective, namely the state, civil society, business and international powers. These four important actors will later be analyzed for their interventions in the development of creative industries in Indonesia. This aims to find out how these 4 important actors have an impact on the development of the creative industry in Indonesia. This research was conducted using qualitative research methods. Meanwhile, the type of research used is library research or literature study, where researchers rely on various literature to obtain research data. The conclusion obtained is that of the 4 important actors from the Sound Governance perspective, each has a role and sustainable impact on the development and progress of the creative industry in Indonesia. For this reason, the Government in the concept of Sound Governance must be able to identify the 4 stakeholders who will later be able to develop relationships between the parties involved to obtain the intended results. So that later there will be effective coordination and there will be no disagreements in any political relations written from the SG perspective.

Abstract

The purpose of this study is to test and analyze how the influence of work discipline, compensation and motivation on employee productivity at SMKN 4 Padang both partially and simultaneously. This research is a form of associative research that has a form of variable relationship, namely causal relationships. While the approach used in this study is a quantitative approach. Collection techniques using questionnaires and data analysis using multiple linear regression and data processing using SPSS Version 25. The results of this study concluded that when viewed in the partial test of work discipline on work productivity gave a significant value of 0.000<0.05 with a B value of 0.289 which means that Ha was accepted and Ho was rejected. In the compensation variable, a significant value of 0.075>0.05 with a B value of 0.046, a significant value greater than 0.05 means that there is no compensation relationship to work productivity and it is concluded that Ha is rejected and Ho is accepted. Motivation significant value 0.000<0.05 with a contribution magnitude of 0.661 which means Ha is termed and Ho is rejected. If simultaneously tested, the significant value of the effect of work discipline, compensation and motivation on work pruductivity is 0.000 < 0.05 with a B value of 0.505, which means that there is a significant influence with Ho rejected and Ha received with a contribution value of 50.5%.

Abstract

The purpose of this study is to determine the Implementation of the Regional Revenue and Expenditure Budget preparation policy of Sawahlunto City in Fiscal Year 2023. The method used is a descriptive method with a qualitative approach. Information obtained through observation techniques and interviews to the Sawahlunto City Government Budget Team and the Regional People's Representative Council Budget Agency. The study used the Merilee S. Grindle policy implementation model. The results obtained that the need for increased resources and the selection of appropriate programs and activities to improve the economy in the future.   Abstrak Tujuan penelitian ini adalah untuk mengetahui implementasi kebijakan penyusunan Anggaran Pendapatan dan Belanja Daerah Kota Sawahlunto Tahun Anggaran 2023. Metode yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Informasi diperoleh melalui teknik observasi dan wawancara, kepada Tim Anggaran Pemerintah Kota Sawahlunto dan Badan Anggaran Dewan Perwakilan Rakyat Daerah. Penelitian menggunakan model implementasi kebijakan Merilee S. Grindle. Hasil diperoleh bahwa perlunya peningkatan sumber daya dan pemilihan program dan kegiatan yang tepat untuk peningkatan perekonomian di masa yang akan datang.

Abstract

The PANDAWA program is a public service policy innovation at the West Pasaman Regency Population and Civil Registry Service. This program was created as a solution to limited access and the long distance people travel to get public services to the Disdukcapil office. This research aims to evaluate the implementation process of the PANDAWA Program at the West Pasaman Regency Dukcapil Office. This research uses qualitative methods by prioritizing primary data from interviews with informants, with the application of George C. Edward III's theory. Data collection techniques use interviews and observation. The research results show (1) communication: transition, clarity of information and consistency is implemented effectively. (2) disposition shows an attitude of commitment and meets expectations (3) The bureaucratic structure has clear SOPs and fragmentation. (4) Resources include staff who still need personnel who have an IT or computer educational background that is linear with the program, for facilities such as computers, additional procurement of better quality is necessary. Lastly, for network facilities disdukcapil must apply for addtional network capacity to the west West Pasaman Communication and Information Services as an institution that facilitates internet networks for all West Pasaman Regency local government organization. So that with this innovation we can create excellent services for the community.

Abstract

Inovasi berbasis mobile cegah stunting Ayo Ceting di Puskesmas Andalas meraih prestasi berupa Top 99 Nasional SINOVIK Inovasi Pelayanan Publik Tahun 2020 dan direplikasi di seluruh Puskesmas di Kota Padang. Puskesmas Andalas menciptakan inovasi pelayanan kesehatan untuk meningkatkan kualitas pelayanan dan mengurangi kasus stunting di wilayah kerja Puskesmas Andalas melalui inovasi cegah stunting (Ayo Ceting) yang dikelola oleh Puskesmas Andalas. Adapun tujuan dari penelitian ini adalah untuk menganalisis bagaimana faktor-faktor yang mempengaruhi proses pelaksanaan inovasi Ayo Ceting di Puskesmas Andalas. Metode penelitian yang digunakan yaitu kualitatif dengan tipe deskriptif. Teknik penelitian yang dilakukan melalui wawancara dan studi dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan inovasi pelayanan kesehatan berbasis mobile cegah stunting secara umum belum optimal. Faktor-faktor yang mempengaruhi inovasi menurut Arundel dkk cukup terpenuhi namun belum optimal, hal ini dikarenakan masih terdapat kendala dalam pelaksanaan nya yaitu berkaitan dengan sosialisasi yang masih belum maksimal, alokasi dana yang tidak cukup, penurunan stunting yang tidak signifikan dan aplikasi yang kadang mengalami error. Dan untuk memaksimalkan pelaksanaan inovasi, Puskesmas Andalas perlu bekerja sama dengan Dinas Kesehatan Kota Padang dan pemerintah untuk mengalokasikan dana khusus guna pelaksanaan inovasi demi adanya penurunan stunting yang signifikan serta aktif melakukan sosialisasi kepada masyarakat yang dapat melalui media lainnya.

Abstract

Pelayanan Publik merupakan aspek penting dalam menjalankan tugas pemerintahan yang berkaitan langsung dengan kebutuhan masyarakat. Salah satu lembaga pemerintah yang memiliki peran strategis dalam pelayanan publik adalah Dinas Kependudukan dan Pencatatan Sipil. Penelitian ini bertujuan untuk menganalisis pelayanan publik yang diberikan oleh Dinas Kependudukan dan Pencatatan Sipil dengan fokus pada efektivitas, efisiensi, dan kepuasan masyarakat. Metode penelitian yang digunakan adalah studi kasus dengan pengumpulan data melalui observasi langsung, wawancara, dan analisis dokumen. Hasil penelitian menunjukkan bahwa pelayanan publik yang diberikan oleh Dinas Kependudukan dan Pencatatan Sipil telah mengalami kemajuan dalam beberapa tahun terakhir. Terdapat perbaikan dalam prosedur administrasi dan penerapan teknologi informasi yang mempermudah proses pelayanan.

Abstract

Pelayanan publik pada Dinas Kependudukan dan Pencatatan Sipil Kota Padang. Penelitian ini bertujuan untuk mengetahui efektivitas proses pelayanan serta untuk mengetahui tingkat kepuasan masyarakat dalam pelayanan administrasi di Dinas Kependudukan dan Pencatatan Sipil Kota Padang dengan menggunakan metode penelitian kualitatif dengan menggunakan kuisioner. Hasil penelitian menunjukkan bahwa adanya hubungan yang signifikan antara Standar Operasional Prosedur (SOP) terhadap pelayanan kepada masyarakat. Maka dari itu Aparatur Sipil Negara harus mengetahui bahwa pentingnya mengacu Standar Operasionl Prosedur (SOP) dalam bekerja agar lebih efektivitas proses pelayanannya dan dapat diberikan secara maksimal sesuai dengan harapan masyarakat yang menerima pelayanan tersebut
