Abstract

Pengamatan awal menunjukkan bahwa kualitas pelayanan di Puskesmas Pauh kota padang kurang dari optimal. Sebagai sarana penyelenggara pelayanan kesehatan masyarakat, puskesmas harus mempraktekkan mutu layanan yang didasarkan pada konsep ServQual. Tujuan dari penelitian ini adalah untuk mengetahui dan mendeskripsikan tentang kualitas pelayanan publik di Puskesmas Pauh kota padang. Metode analisis data yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif. Hasil penelitian menunjukkan bahwa kualitas pelayanan publik di Puskesmas Pauh belum maksimal keseluruhan. Hal ini karena adanya lima unsur mutu pelayanan publik di Puskesmas Peneleh, dari kelima unsur masih kurang maksimal yaitu tangibels (bukti lansung/fisik), kehandalan (realiability), daya tanggap (responsiveness), jaminan (assurance), empati (empathy) dan bukti fisik (tangibles). pelayanan public di puskesmas pauh belum sepenuhnya memberikan pelayanan yang berkualitas kepada masyarakat. Disebabkan karena kurangnya sarana dan prasarana baik di bidang medis dan non medis,  serta masih kurangnya budaya pelayanan yang prima dari petugas puskesmas pauh.

Abstract

Tourist attraction development is an activity to build, maintain, and preserve parks, facilities, and infrastructure, as well as other facilities. The legal basis for tourism development, which is in accordance with development principles, is Republic of Indonesia Law Number 10 of 2009 concerning tourism. The aim of this research is to determine the development of the Bandar Mutiara Beach tourist attraction by the Agam Regency government. The method used is a descriptive method with a qualitative approach. The theory used is the opinion of George R. Terry which consists of four indicators of good management, namely Planning, Organizing, Actuacting, and Controlling. Informants used observation, interview and survey techniques to the Head of the Youth and Sports Tourism Department, Head of the Tourism Promotion Division, Head of the Tourism Destination Division, Tourist Attraction Officers, the community regarding the development of the Bandar Mutiara tourist attraction. The results obtained are that based on the results of the evaluation and monitoring, strong leadership and a long-term perspective from the local government and other stakeholders have a crucial role in providing direction, motivation and support needed to achieve the goals of developing the pearl bandar tourist attraction, improvements or adjustments can be made. future development strategies that are fair to local communities. The active role of local communities is an important aspect that can strengthen the sense of ownership in the development of the Bandar Pearl tourist attraction.

Abstract

The results of the study show that the sipaduko application does not fully fulfill all of the five pillars of e-government maturity as a whole. the research aims to evaluate the maturity of e-government through descriptive qualitative methods with the theory by Fietkiwitz et.al (2017) through five pillars namely information dissemination (catalogue), communication, transaction, interoperability (integration) and participation. Especially on the pillars of information dissemination (catalogue), communication and participation. In the information dissemination (catalogue) pillar, it shows that the appearance of the application does not fit all age groups, then there are no information features in using the application or the latest information related to administrative services. In the communication pillar, there is not link or separate social media account for the sipaduko application, but it is incorporated in one social media service for Civil Registry Service Jambi City. On the participation pillar, the sipaduko application does not present features to involve the communication in application development. This can certainly be used as material for evaluation by Civil Registry Service in the process of developing the sipaduko application for the better, so that people’s enthusiasm for using online service is increasing.

Abstract

Quality public services are the hope of every society. Therefor, the West Pasaman Regency Population and Civil Registration Service strives to provide the best service through various service innovations, one of which is PANDAWA. PANDAWA is a digital innovation in providing population administration service via whatsapp so that people can access service online by sending massage to the PANDAWA whatsapp number. The research aims to analyze the attributes of PANDAWA innovation in providing public services. This research was elaborated using Evereet Rogers theory about innovation atributes . This research uses descriptive qualitative research methods. Meanwhile for data collection, researchers used three methods namely interviews, documentation, and observation. The research results obtained are that PANDAWA innovation provides benefits both in term of time and cost for community. This innovation is also relevant to the vision and mission of West Pasaman Regency and is ini accordance with previous innovations, namely DPM. As an innovation PANDAWA is generally not complicated to access, but there several types of service that require downloading a form as a requirement. Than, PANDAWA has also gone through a trial process and is easy information PANDAWA related to can be seen on the West Pasaman Disdukcapil Disdukcapil’s instagram, facebook, but teh available information is not update.

Abstract

Demokrasi deliberatif berusaha mengubah kebijakan pemerintah melalui diskusi yang argumentatif. Lembaga Kerapatan Adat Alam Minangkabau (LKAAM) Kota Solok merupakan intitusi yang berusaha aktif membantu pemerintah Kota Solok dalam merumuskan kebijakan publik melalui diskusi yang argumentatif. Penelitian ini mendesripsikan bagaimana pelaksanaan prinsip demokrasi deliberatif masyarakat Minangkabau. Penelitian ini menggunakan pendekatan kualitatif untuk melihat proses pelaksanaan prinsip demokrasi deliberatif. Proses pelaksanaan prinsip demokrasi deliberatif LKAAM Kota Solok merupakan kehendak dari masyarakat adat yang memberikan kewenangan kepada pemimpin adat untuk menjembatani kepentingan masyarakat dengan pemeritah dan sebaliknya. Informasi dari masyarakat diproses dalam kesepekatan bersama (musyawarah rutin) dan kemudian disampaikan kepada pemerintah. LKAAM Kota Solok juga berperan dalam mengkritisi kebijakan yang dikeluarkan oleh Pemerintah Kota Solok.

Abstract

This research is due to the many criticisms submitted by the public to hospitals regarding the health care provided to them at unsatisfactory rates, many things complained of the public such as in the case of administrative affairs of very long and cumbersome treatment, the implementation of the provision of unresponsive and responsive care services, the attitude of doctors and nurses unprofessional and unfriendly to the patient, facilities and facilities provided by hospitals are still inadequate, and various other things. The problems that arose then became a matter of consideration for the authorities of the Regional General Hospital Padang Pariaman to promptly carry out improvements and evaluation of service performance in order to regain the trust of the public based on the principle of good corporate governance. The principles of good corporate governance are transparency, accountability, responsibility, independence and justice. Researchers conduct research using descriptive qualitative research methods to describe the implementation of problems in more detail, key research data obtained through the process of interviews with relevant informants and document data as additional data reinforcing research arguments. The results of the research then showed that the Padang Pariaman Regional General Hospital has implemented the overall principle of good corporate governance well in terms of openness of information to the principles of transparency and disqualification of the management of the agency to the principles of accountability. However, the implementation of other principles, especially the principles of responsibility, independence and justice, has not been properly implementedPenelitian ini dilatarbelakangi banyaknya kritikan yang disampaikan masyarakat kepada pihak rumah sakit terkait pelayanan kesehatan yang diberikan kepada mereka di nilai belum memuaskan, banyak hal yang dikeluhkan masyarakat seperti dalam hal urusan administrasi pengobatan ytang sangat lama dan berbelit, pelaksanaan pemberian pelayanan perawatan yang tidak tanggap dan responsif, sikap dokter dan tenaga perawat yang tidak profesional dan tidak ramah kepada pasien, fasilitas sarana dan prasrana yang disediakan rumah sakit masih kurang memadai, dan berbagai hal lainnya. Permasalahan yang timbul kemudian menjadi bahan pertimbangan bagi instansi Rumah Sakit Umum Daerah Padang Pariaman untuk segera melakukan perbaikan dan evaluasi kinerja pelayanan agar kembali mendapatkan kepercayaan dari masyarakat berlandaskan prinsip good corporate governance. Prinsip dari good corporate governance ini terdiri atas transparansi, akuntabilitas, responsibilitas, independen dan keadilan. Peneliti melaksanakan penelitian dengan menggunakan metode penelitian kualitatif deskriptif agar dapat menggambarkan pelaksanaan permasalahan lebih rinci, data penelitian utama didapatkan melalui proses wawancara dengan informan terkait dan data dokumen sebagai data tambahan memperkuat argumen penelitian. Hasil penelitian kemudian menunjukkan bahwa Rumah Sakit Umum Daerah Padang Pariaman telah melaksanakan keseluruhan prinsip good corporate governance dengan baik dalam hal keterbukaan informasi untuk prinsip transparansi dan pengelolan manajemen instansi untuk prinsip akuntabilitas. Namun pelaksanaan untuk prinsip lainnya terutama untuk prinsip responsibilitas, indepedensi serta keadilan belum dapat dijalankan dengan baik.

Abstract

This study aims to explain service innovations in the field of Administration that have been carried out through the Public Service Mall by the Payakumbuh City government so that the services provided to the public are better. So far, what has happened in the community is the existence of bad services carried out by various agencies or local government organizations. This study uses qualitative research methods with data collection techniques through interviews, observation and documentation. The informant came from the Payakumbuh City Disdukcapil. The results of this study indicate that the Payakumbuh City Civil Registry Office has succeeded in becoming the best City Civil Registry Officer in the Population Administration Implementation (Adminduk) assessment. This can be seen in 2022 Payakumbuh City Dukcapil won 1st place in public service delivery at the West Sumatra Province level.

Abstract

This study aims to show how electoral governance in verification and the efforts of political parties is carried out by the General Election Commission of the City of Padang. One part of the stages of organizing elections is verification. Verification is a very important stage, considering that at this stage political parties are determined to be participants of the 2019 election. The governance of elections in the registration and verification of political parties by the General Election Commission of Padang City as the election organizer has done its job in verifying political parties, but still far from ideal, both at the level of rule-making and application level. However, at the level of adjudication, the General Election Commission of Padang City has seen several steps taken. The efforts made by the General Election Commission of the City of Padang are the dissemination and technical guidance on regulations regarding the registration process and verification of electoral political parties and making a political party verification assistance desk.

Abstract

This Research of district election committee secretariat as work principle in the regent and vice-regent election of Agam 2015. District Election Committee (DEC) Secretariat for the Agam Regent and Vice-Regent Election 2015 was appointed by the current Agam Regent. The regent who appointed the DEC Secretariat for the election of Agam Regent and Vice-Regent 2015 nominated himself to be the Agam Regent for the 2016-2021 period. This research uses the qualitative descriptive method and is intended to describe and analyze the principles of the electoral management bodies which apply to the DEC Secretariat in carrying out the Agam Regent and Vice-Regent Election 2015. This research uses 7 (seven) core principles of electoral management bodies, which are independent, impartial, integrity, transparent, efficient, professional, and willingness to serve. The result of this research shows that (1) District Election Committee (DEC) Secretariat for the election of Agam Regent and Vice-Regent 2015 could not fully exercise the principles of organizing election and (2) there are 3 factors that influence the DEC Secretariat in carrying out the Agam Regent and Vice-Regent Election 2015, which are regulation, communication, and competence. The appointment of district election committee secretariat by regent or mayor can affect of district election committee secretariat in carrying out the principle.

Abstract

This research aims to improve employee performance in the Financial Administration Reporting Section (Public Works and Spatial Planning Department of Agam Regency). The employee placement system at the Agam Regency Public Works and Spatial Planning Service is based on competency, education, training, and skills. The research was conducted using qualitative methods with a sample of informants consisting of revenue treasurers, computer operators, financial treasurers, and financial staff at the public works and spatial planning departments of Agam Regency. This research uses interview analysis techniques with stages, namely data reduction, data presentation, and conclusion drawing. The research results show that the third indicator used is education and training. Competency and skills have not become a priority. Then, related to the process of achieving employee work targets at the Public Works and Spatial Planning Department of Agam Regency, it is influenced by three main factors, namely employee ability, work motivation, and rewards. The most basic issue is the ability of employees. Whereas there are many programs carried out by the Public Works and Spatial Planning Department of Agam Regency in order to stimulate employees and encourage their performance, employee limitations are the main obstacle. Work motivation activities range from leadership roles to providing rewards for employees who have achieved significant contributions.
