Abstract

Partnership in disaster mitigation is important considering that disaster risk reduction efforts are the responsibility of all parties. This study aims to analyze and describe the partnerships of government, NGOs, and Non-Government organization in disaster smart schools in improving earthquake and tsunami disaster preparedness in school located in the red zone in Padang City. This research is motivated by the city of Padang which is a disaster-prone area. Therefore, the municipal government of Padang has the responsibility to protect its citizens from the threat of disaster. The research design used is a descriptive method with a qualitative approach. This research design is considered capable of explaining this research in depth. The results showed that overall the partnership between BPBD Padang and its partners namely Kogami, Jemari Sakato, POF BPBD West Sumatra, and DRRI, in an effort to improve preparedness in schools has gone quite well. The partnership in this study uses a mutualistic partnership models because the partners are aware of the important aspects of partnership, namely providing mutual benefit and getting more benefits so that they are able to optimally achieve the goals of Disaster Smart Schools.

Abstract

Penelitian ini dilator belakangi oleh pelaksanaan komunikasi KPU Sumatera Barat dalam sosialisasi Pilgub Sumatera Barat Tahun 2015 yang tidak mencapai target partisipasi pemilih sebesar 77,5 %. Penelitian ini dilakukan untuk mendeskripsikan dan menganalisis proses penyusunan, penyampaian serta penerimaan pesan sosialisasi, menemukan hambatan dan mengusulkan model proses komunikasi dalam sosialisasi. Penelitian ini menggunakan metode kualitatif dan dianalisis menggunakan model Boove dan Thil serta glamour theory. Hasil penelitian menunjukkan bahwa pelaksanaan komunikasi dalam sosialisasi belum maksimal dan pesan tidak tersebar merata diterima khalayak. Proses komunikasi dalam Pilgub Sumbar 2015 terdiri dari 8  (delapan) tahap. Hambatan yang ditemukan selama proses komunikasi yakni hambatan dalam proses, semantik, fisik dan psikologis. Hambatan lain yang ditemukan yaitu keterlambatan regulasi dan perencanaan yang tidak maksimal. Model proses komunikasi yang ditambahkan dalam tahapan komunikasi KPU Sumbar adalah tahap evaluasi. Saran dalam penelitian ini yaitu KPU Provinsi Sumbar perlu membuat perencanaan dengan baik, menggandeng relawan demokrasi yang dibekali dengan informasi pemilihan yang lengkap serta evaluasi sebaiknya dilakukan dalam setiap proses komunikasi. Kata Kunci: Proses Komunikasi, Sosialisasi. Tatap Muka.  This research motivate by the implementation of KPU West Sumatra communication in the 2015 West Sumatra Pilgub socialization which did not reach the voter participation target of 77,5%. The research objective are to describe and analyze arrangement process, delivery and acceptance the socialization message, found obstacles and model of communication process in socialization. This research used a qualitative metho, analyze by Boove and Thil Model with the glamour theory. The research found that communication activities in socialization not maximal yet because the message not distribute broadly and accepted by public. The communication process on  the 2015 West Sumatera Governor and Vice Governor Election consist of 8 (eight) phase. There are some obstacles found within communication process; obstacles in the process, semantic, physical and psychological. The others are delays in regulation and improper planning. Evaluation phase is model of communication process which is added on communication phase of West Sumatera Election Commission. The research propose that West Sumatera Election Commission have to plan qualified arrangement, cooperate with democratic volunteers which are provided with proper electoral information, then the evaluation should be performed in every process of communication. Abstract

This study aims to explain service innovations in the health sector that have been carried out by the Pariaman District General Hospital so that the services provided to the community are better. So far what has happened in the city is the presence of bad services performed by various existing hospitals in the regions so that there are people who complain about these health services. This study uses qualitative research methods with data collection techniques through interviews, observation and documentation. The informants came from the hospital and the community who performed the service. The results of this study indicate that the Pariaman Regional General Hospital has been innovating as a form of effort of the Pariaman Regional General Hospital in facilitating matters of service to the community, with the existence of innovations in the Pariaman Regional General Hospital since 2018, the quality of services has increased, things this is proven by the Community Satisfaction Index (IKM) in 2018 which is outstanding value. Penelitian ini bertujuan untuk menjelaskan inovasi–inovasi pelayanan di bidang kesehatan yang telah dilakukan oleh Rumah Sakit Umum Daerah Pariaman sehingga pelayanan yang diberikan kepada masyarakat menjadi lebih baik. Selama ini yang terjadi di masyarakat adalah terdapatnya pelayanan buruk yang dilakukan oleh berbagai rumah sakit yang ada di daerah. Sehingga dengan demikian ada masyarakat yang mengeluhkan pelayanan kesehatan tersebut. Penelitian ini menggunakan metode penelitian kualitatif dengan Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Informan berasal dari pihak rumah sakit dan masyarakat yang melakukan layanan. Adapun hasil dari penelitian ini menunjukkan bahwa Rumah Sakit Umum Daerah Pariaman telah melakukan inovasi sebagai bentuk upaya Rumah Sakit Umum Daerah Pariaman dalam mempermudah urusan pelayanan kepada masyarakat. Dengan adanya inovasi di Rumah Sakit Umum Daerah Pariaman tersebut semenjak tahun 2018, kualitas pelayanan semakin meningkat, hal ini dibuktikan dengan Indek Kepuasan Masyarakat (IKM) pada tahun 2018 yang bernilai sangat baik.

Abstract

 Salah satu slogan atau tagline sosialisasi yang dikampanyekan KPU dalam mensukseskan Pemilu 2019 adalah “Pemilih Berdaulat Negara Kuat”. Slogan tersebut dapat diartikan arti bahwa KPU mendorong peningkatan kualitas partisipasi masyarakat dalam pemilihan. Slogan tersebut menunjukkan kesadaran KPU bahwa pemilih memiliki peran strategis dan fundamental dalam membentuk lembaga eksekutif dan legislatif yang kapabel, kredibel, dan berintegritas. Karena itu pemilih dalam melaksanakan hak konstitusionalnya harus berdasarkan pada rasionalitas dan kesukarelaan. Pemilih harus berdaulat atas pilihannya dan tidak boleh tercederai oleh aspek-aspek primordialisme, pragmatis dan politik transaksional. Rasionalitas, kecerdasan, dan kemandirian pemilih menjadi sangat penting dalam peningkatan kualitas partisipasi masyarakat serta kualitas hasil pemilu. Dalam hal ini apakah regulasi yang ditetapkan dalam mengatur program kerja KPU sudah mencerminkan tujuannya dan bagaimana efektifitas program yang sedang dilaksanakan sehingga percepatan pencapaian tujuan tersebut dapat terealisasi dalam pelaksanaan pilkada serentak 2018 dan Pemilu 2019. Kata Kunci : KPU, Pendidikan, Partisipasi

Abstract

Penelitian ini membahas tentang faktor-faktor yang mempengaruhi efektivitas organisasi Sekretariat KPU Kabupaten Kepulauan Meranti pada pelaksanaan tahapan dan kegiatan Pemilu Legislatif Tahun 2014. Penelitian ini dilakukan dengan pendekatan kualitatif dengan tipe penelitian deskriptif. Teori yang digunakan pada penelitian ini adalah teori yang dikemukan oleh Steers tentang faktor-faktor yang mempengaruhi efektivitas organisasi. Hasil penelitian menunjukkan bahwa, situasi pergantian ataupun kekosongan komisioner KPU Kabupaten Kepulauan Meranti pada saat pelaksanaan tahapan dan kegiatan Pemilu Legislatif Tahun 2014 dapat diatasi oleh Sekretariat KPU Kabupaten Kepulauan Meranti dengan memanfaatkan faktor karakteristik organisasi yang solid, karakteristik lingkungan yang kondusif di dalam Sekretariat, karakteristik pekerja yang mempunyai pengalaman dalam dunia organisasi, serta penerapan praktek manajemen organisasi melalui kedekatan secara emosional yang menimbulkan kerja sama dan tanggung jawab didalam organisasi Sekretariat sehingga seluruh tahapan dan kegiatan Pemilu Legislatif Tahun 2014 terlaksana dengan baik sesuai dengan jadwal yang telah ditetapkan. Kata kunci : Efektivitas Organisasi, Sekretariat KPU Kabupaten Kepulauan Meranti, dan Pemilu Legislatif Tahun 2014.

Abstract

H.S. Dt. Kayo Nan Kuniang telah memimpin Nagari Pakan Sinayan selama dua periode. Pada periode pertama, Wali Nagari Pakan Sinayan memenangkan lomba kompetensi Wali Nagari tingkat Provinsi Sumatera Barat. Sedangkan pada periode kedua, Wali Nagari Pakan Sinayan kembali berhasil membawa Nagari Pakan Sinayan meraih prestasi sebagai Nagari Rancak Tingkat Provinsi Sumatera Barat Tahun 2018. Artikel ini bertujuan untuk mendeskripsikan dan menganalisis Kepemimpinan Transformatif Wali Nagari Pakan Sinayan Dalam Meraih Prestasi Nagari Rancak Tingkat Provinsi Sumatera Barat Tahun 2018. Analisis menggunakan empat komponen kepemimpinan transformatif menurut Robbins dan Judge. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan analisis deskriptif. Hasil penelitian menunjukkan bahwa Wali Nagari Pakan Sinayan Kecamatan Banuhampu Kabupaten Agam telah menerapkan model kepemimpinan transformatif. Wali Nagari Pakan Sinayan memberikan perhatian kepada masyarakat dan mendekatkan diri melalui duduk bersama dengan masyarakat tidak hanya di forum resmi. Selanjutnya Wali Nagari  Pakan Sinayan juga menerapkan perencanaan partisipatif untuk menstimulasi masyarakat mengeluarkan ide dalam pembangunan. Selanjutnya, Wali Nagari merupakan sosok yang memotivasi dan memberikan pengaruh kepada semua masyarakat nagari. Wali Nagari memberikan perhatian tanpa membedakan jorong yang mendukungnya atau tidak dalam Pemilihan Wali Nagari

Abstract

Law number 7 of 2017 has given a mandate to the Election Organizing Honorary Council (DKPP) as the body tasked with assessing and deciding the code of ethics for election organizers with a "Final and Binding" nature as stated in article 458 paragraph (13) meaning that there is no further effort other laws that can be taken, the implementation of the phrase "final and binding" is considered contrary to the Constitution because it can harm the constitutional rights of the organizers when the decision is wrong and cannot be corrected which can lead to disruption of the independence of the organizers as well as legal certainty and can disrupt the organizers' fair principle, then the judicial review was submitted to the Constitutional Court where the Constitutional Court decided that the phrase "Final and Binding" was contrary to the 1945 Constitution because DKPP was part of the general election organizing body and not other general judicial institutions. Continuing to the Administrative Court of course the decision has an impact on the ethics of the organizers, the formulation of the problem in this paper is how the impact of the decision of the Constitutional Court Number: 32/PUU/-XIX/2021 on the ethics of the organizers. This research is a descriptive qualitative research with a case study approach. The data used is secondary data, namely laws, decisions, regulations, books, journals and literature. The results of the study conclude that the decision of the Constitutional Court can have an impact on upholding the principles of Independent, Fair and Legal Certainty but also can not have any impact because 1. The nature of the decision of the Constitutional Court which is Declaratoir Constitutief 2. There is no norm in Law No. 7 of 2017 which regulates the obligation of the DKPP to implement the PTUN decision. 3. The ethical sanctions sentence in Law number 7 of 2017 is only directed at two organizing institutions, namely the KPU and Bawaslu.

Abstract

E-government is a milestone for the government's use of information technology, requiring bureaucrats to shift from a bureaucratic paradigm to an e-government paradigm in order to   effectively utilize information technology. This study intends to describe the implementation of the e-government paradigm at the Pesisir Selatan District Department of Communication and Information Office. Observation, interviews, qualitative documentation materials with personnel and stakeholders of the Communication and Information Office of Pesisir Selatan District are utilized to collect descriptive qualitative data. Several research indicators, including orientation, organizational processes, management principles, leadership style, internal communication, external communication, and the service delivery, indicate that the implementation of an electronic-based government system by the Department of Communication and Information Office of Pesisir Selatan District has utilized the e-government paradigm. This study concludes that the implementation of the e-government paradigm in the implementation of an electronic-based government system by the Communication and Information Office Pesisir Selatan District has a positive effect on government-held public services, the process of completing tasks through the use of technology, and the relationship between stakeholders and the Communication and Information Office Pesisir Selatan District.

Abstract

The Covid-19 pandemic has caused changes in various lives, including the administration of government as a policymaker and public service. Changes and developments in policies issued or made by the government during a pandemic need to be seen from the perspective of dynamic governance. The concept of dynamic governance is defined as how various policies, institutions, and organizational structures are selected to be able to adapt to conditions that indicate uncertainty and rapid environmental change. It is hoped that these policies, institutions, and structures will be able to be relevant and effective in meeting the needs of the community in emergency and long-term conditions. The focus of the dynamic governance concept is the uncertain future factors (uncertain conditions) that affect decision-making components such as thinking again, thinking ahead, and thinking across. In addition, there is also a lever factor in the form of able people who are capable of human resources in developing the concept of dynamic governance. Where the existence of able people in the administration of the state, especially during times of a disaster, is very influential and must be considered. This study aims to describe how the application of the concept of dynamic governance in dealing with COVID-19 in the city of Padang. This study uses qualitative methods with data collection techniques through interviews and literature study. With the results of the research, there are still variables and indicators of dynamic governance theory that have not been fulfilled, namely coordination between institutions that collaborate. So it can be concluded that it is necessary to make improvements in coordination activities to achieve a dynamic government in solving the problems of the COVID-19 pandemic in the city of Padang.

Abstract

Implementation of Public Information Disclosure in Creating Good Governance at Andalas University. In line with the demands for reform, good governance comes in the form of a new transplant which is expected to be able to take care of the bureaucracy which has been represented as a bureaucracy full of acts of corruption and abuse of power. Transparency is an important aspect of governance that demands an increasingly open and transparent government system. The enactment of the Information Disclosure Act is one aspect to increase public oversight of the government system. Writing this journal is intended to be able to provide an overview by analyzing the implementation of public information disclosure in realizing good governance at Andalas University as a government institution that is to provide the information needed in the implementation of higher education. This study uses descriptive qualitative methods, while for data collection techniques in this research study the authors conducted interviews, and documentation. The results of the study indicate that the implementation of Public Information Disclosure in Creating Good Governance at Andalas University is still not running optimally, this is caused by communication that does not go well, inadequate resources.
