<![CDATA[This study aims to describe and analyze what has been done by the Solok City Police as a Pilot Project in the implementation of public services within government agencies in West Sumatra Province. This is because the Solok City Police Station as the only police station that has received the best service award in West Sumatra, then added by the end of 2019 the Solok City Police Station again won the highest predicate in an agency given by Keempan RB as a Free Area for Clean Serving (WBBM) . This study uses qualitative research methods with data collection techniques through interviews, observation and documentation. The informants came from the Solok City Police, the Sector Police and the community in the Solok City Police area. The results of this study indicate that the performance of the Solok City Police Station has exceeded the targets made previously with the realization of performance almost reaching 100%.]]>

<![CDATA[The campaign finance report regulation aims to realize the principle of "honest" elections, namely by implementing transparency in the use of campaign funds for Regional Head Elections reported to the public through the KPU. Campaign finance arrangements have been revised several times by the KPU as the organizer of elections in order to realize transparency in the use of campaign funds. But in reality, the transparency of election campaign finance reports has not been fully realized and is only a formality as one of the administrative requirements of election participants. The problem of transparency in reporting campaign funds was found in the 2020 West Sumatra Governor and Deputy Governor Elections for LADK, LPSDK and LPPDK which were submitted to the KPU to be announced to the public as transparency in the use of campaign funds. The purpose of this research article is as input to the KPU in making improvements to the PKPU regarding the Election Campaign Fund Report in the future in realizing transparency in the use of campaign funds. This study uses a literature review analyzed by researchers during the 2020 West Sumatra Governor and Deputy Governor Elections that have been held. The results showed that the Candidate Pair reported LADK campaign funds, LPSDK was not transparent and the last session of LPPDK was announced to the public after the election voting was held so that it could not be input for the public in making choices on polling day.]]>

<![CDATA[The flea market constituted a specific phenomenon in the context of market formation. Some social, cultural, and structural backgrounds trigger the formation of a flea market. This research aimed to uncover the processes of forming the flea market in Bukitinggi as a part of the Minangkabau community, in West Sumatra, Indonesia. By applying the qualitative method, data were collected from observations and in-depth interviews with informants from the Bukittinggi flea market. The 14 informants participating in this research were the flea market’s managers, sellers, and buyers. The thematic observations were carried out regularly to capture the real conditions and the discussions among the community members. The data analysis and triangulation refer to Miles and Huberman’s model. The findings confirm Aspers’ approach to market formation. The flea market was formed through three simultaneous processes: spontaneous, autonomous, and state-governed market creation. The stages of the flea market formation were orientation, contraction, and cohesion involving state actors, sellers, and buyers. The cultural barriers in the orientation process were removed during the contraction stage through various social constructions and the state’s involvement in market relocation. The cohesion was formed by upholding the community’s cultural traditions.]]>

<![CDATA[This study aims to find out how the implementation of strategies for dealing with slums in the Seberang Pagars Village, South Padang District, Padang City. The method used is descriptive qualitative. The data obtained is based on the results of interviews, literature studies, and also direct observation. Based on the results of the analysis and research in the field, it can be concluded that the implementation of the strategy for handling slum areas in the Village of Seberang Pagargam, South Padang District, Padang City has not run optimally because in carrying out the procedures that have been established in handling slum areas there are still some that have not been carried out according to the stipulated procedures. Even though the fulfillment of the characteristics for the development program and budget has been made properly according to the specified characteristics. The suggestions given regarding this research are The Padang City Cipta Karya and Housing Office should add competent human resources; The Padang Cipta Karya Public Works and Housing Service should conduct outreach to the public about area management programs destruction equipment to be implemented; The Public Works and Housing Office of the City of Padang should make a Standard Operational Procedure for dealing with slum areas; The Padang City Public Works and Housing Office must reactivate the website as a media for publication of activities; The Padang City Human Settlement and Housing Office must carry out close coordination with related government agencies and agencies in the City Padang; The Public Works and Housing Office of the City of Padang needs to provide facilities and infrastructure so that mobility access can run smoothly.]]>

<![CDATA[Even though the SSGI stunting rate decreased from 24.4% in 2021 to 21.6% in 2022, West Sumatra province is one of the provinces in Indonesia with a fairly high stunting rate. One of the cities in West Sumatra which is the largest producer of animal and vegetable food is the city of Padang Panjang. The potential of Padang Panjang City is expected to be able to support the development of the younger generation optimally. However, ironically, around 19% of teenagers still suffered from malnutrition and stunting in Padang Panjang City in 2018. Apart from that, the third area in West Sumatra Province that was designated by Bappenas as a place to care for stunted children, namely Solok Regency. This research uses the concept/theory of good governance according to Ali Farazmand. This research uses a literature review method. This research produces an analysis of the existence of inclusive policies to support the accessibility of district/city areas which have an impact on the potential for economic prosperity. Furthermore, this becomes the axis of health and nutrition development. Finally, there should be policies that produce international synergy in the use of agricultural and fisheries resources which have an influence on the development of health and nutrition in the region.]]>

<![CDATA[Penelitian ini bertujuan untuk menganalisis bagaimana penerapan fungsi lembaga adat dalam pemerintahan nagari Kecamatan Lubuk Basuang. Serta melihat bagaimana upaya yang seharusnya dilakukan oleh Pemerintahan Kecamatan Lubuk Basung dalam meningkatkan fungsi lembaga Adat dalam tatakelola pemerintahan di Kecamatan Lubuk Basuang. Desain penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif yang dikumpulkan melalui wawancara terhadap responden dengan menggunakan teknik analisis data sistematis yang diperoleh melalui hasil wawancara, catatan lapangan, dan bahan-bahan lain, Hasil penelitian menunjukkan bahwa fungsi Lembaga Adat dalam tatakeloa pemerintah di Kecamatan Lubuk basung telah beransur meningkat. Lembaga Adat juga telah menjalankan fungsinya sebagai pemberi pedoman, penjaga keutuhan masyarakat serta telah melakukan pengontrolan sosial terhadap masyarakat, walaupun hal itu harus dilaksanakan secara konsisten dan ditingkatkan. Pemerintahan Kecamatan Lubuk Basung harus melakukan upaya yang ekstra dalam pengupayaan peningkatan fungsi lembaga adat. Serta didapati bahwa walaupun masih banyak kekurangan, tetapi Pemerintahan Kecamatan Lubuk Basung telah melakukan berbagai upaya dalam meningkatkan fungsi lembaga adat nagari dalam tatakelola pemerintahan di kecamatan Lubuk Basung. <![CDATA[Padang Pariaman Regency has 103 nagari spread and has access to different geographical conditions. So that this affects services in population administration and civil registration which makes people reluctant to take care of it for reasons that access is quite difficult to reach. As one of the efforts to improve public services, the Population and Civil Registration Office of Padang Pariaman Regency created an innovation Nagari Go Digital. This research was designed using qualitative methods with a descriptive approach. The purpose of this study is to analyze the Nagari Go Digital program in improving public services in Padang Pariaman Regency. The results of this study show that the innovation of the Nagari Go Digital program can increase the effectiveness of the implementation of population document services held in the Nagari government with the support of digital services. So that it has benefits for the community in obtaining services without having to come to the office of the Population and Civil Registration Office. However, there are still some obstacles that occur in Nagari as an implementing organization so that it needs to be improved again in its implementation]]>

<![CDATA[Penelitian ini membahas upaya pengurangan risiko bencana di Nagari Tapakih melalui implementasi program Desa Tangguh Bencana. Pelaksanaan program ini telah mengikuti pedoman yang ditetapkan oleh Peraturan Kepala BNPB Nomor 1 Tahun 2012 tentang Pedoman Desa Tangguh Bencana. Salah satu langkah signifikan dalam upaya ini adalah pembentukan Kelompok Siaga Bencana Nagari Tapakih yang melibatkan berbagai elemen seperti perangkat Nagari, perangkat kesehatan nagari, Babinsa dan Bhabinkamtibmas, alim ulama, dan karang taruna. Kolaborasi antara BPBD Padang Pariaman dan KSB Nagari dalam edukasi serta penyebarluasan informasi mitigasi bencana telah berhasil meningkatkan pemahaman dan kesadaran masyarakat dalam menghadapi bencana. Meskipun demikian, penelitian ini mengidentifikasi kebutuhan untuk meningkatkan aspek legislasi dalam pengembangan program Desa Tangguh Bencana di Nagari Tapakih. Diharapkan adanya pengembangan Peraturan Nagari yang khusus mencakup aspek penanggulangan bencana, sehingga dapat memberikan landasan hukum yang kuat untuk setiap kegiatan di Nagari. Langkah ini akan semakin mengokohkan kerangka kerja penanggulangan bencana di tingkat lokal dan membantu melindungi komunitas dari dampak bencana yang potensial terjadi.]]>

<![CDATA[Kantor Badan Pertanahan Nasional Kota Padang merupakan instansi yang bergerak pada bidang pertanahan yang sesuai dengan ketentuan peraturan perundang-undangan. Terdapat adanya masalah pada Kantor Badan Pertanahan Kota Padang terhadap pegawai yang menjadi penyebab rendahnya nilai kualitas dalam pelayanan dan mutu sumber daya manusia. Berdasarkan permasalahan tersebut, maka tesis ini bertujuan untuk menguji dan menganalisis pengaruh budaya kerja, motivasi kerja dan kepuasan kerja terhadap kinerja pegawai Kantor Badan Pertanahan Kota Padang. Dalam penelitian ini seluruh populasi dijadikan sebagai sampel, sehingga jumlah sampel pada penelitian ini sebanyak 44 orang responden dan teknik pengambilan sampel ini menggunakan Total Sampling. Jenis dan sumber data yang digunakan peneliti yaitu data primer dan sekunder, sedangkan untuk teknik analisis menggunakan analisis deskriptif, uji kelayakan angket dan uji asumsi klasik dengan model regresi ganda. Hasil penelitian menunjukan bahwa budaya kerja berpengaruh terhadap tingkat kinerja pegawai Kantor Badan Pertanahan Kota Padang, motivasi kerja berpengaruh pada tingkat kinerja pegawai Kantor Badan Pertanahan Kota Padang, dan kepuasan kerja berpengaruh terhadap tingkat kinerja pegawai Kantor Badan Pertanahan Kota Padang Kata Kunci: Budaya Kerja, Motivasi Kerja, Kepuasan Kerja, Kinerja.]]>

<![CDATA[This research aims to describe the form of digital divide that occurs in the utilization of electronic tickets of mass transportation Trans Padang. This research used the main traditional theory of digital divide according to Spark Collin 2013, which is to identify the digital divide than can be seen from the access, skills & cultural competence, and internet use & social reproduction. Using a qualitative approach with a descriptive type. Data collection techniques used are interviews, observation, and documentation. Furthermore, for data validation of the data, researchers used source triangulation. The results of this study indicate that there is a digital divide that still existed in the utilization of electronic tickets of mass transportation Trans Padang, The digital divide can be seen in the material indicators of access and usage patterns. Still, experience obstacles such as the lack of affordability of the purchasing price Brizzi cards are unaffordable for some passengers and limited literacy about digital finance from passengers who only use Brizzi for Trans Padang.Besides material and usage patterns, age and education factors also affect the ability of passengers to use electronic tickets.Divide still existed for older passengers and passengers with low education who are less familiar with technology so they still experience difficulties in paying Trans Padang payments. However, when seen as a whole, the overall level of digital divide in the use of Trans Padang electronic tickets Has decreased compared to the beginning of cashless payments implementation. This is also showing a change in the habit of using digital technology that is caused by the Covid-19 pandemic.]]>
