Abstract

Based on the evaluation report from the Ministry of Administrative and Bureaucratic Reform, the quality of the Indonesian government organisation’s performance accountability is still deficient. Therefore, several Indonesian government institutions have practised the Balanced Scorecard (BSC), a perspective-based performance management tool, to improve their performance accountability. This paper analyses how the Indonesian central government employs BSC and strategy maps to improve its performance accountability systems. A descriptive qualitative study concluded that Indonesian government agencies use different approaches to implement perspectives in the BSC, which they think are best suited to the characteristics of each government organisation. Indonesian government institutions generally implement BSC as a strategy execution tool, a measurement tool, and a performance accountability report. Therefore, these roles of BSC lead to an improved performance accountability system. The essential factors in developing BSC implementation are explained as well. However, this paper only primarily uses data from the Ministry of Finance and focuses only on the central government due to data limitations and time constraints. Therefore, future research is suggested.

Abstract

This research aims to describe collaborative information disclosure in managing the COVID-19 pandemic archives in the Malang city government. Public information disclosure is a means of optimizing public oversight of state administration. Information Disclosure is critical to realize Good Governance in encouraging good governance. This study uses a descriptive qualitative approach. Data collection techniques were carried out using in-depth and structured interviews, non-participatory observation and documentation. Selection of informants using purposive sampling with certain considerations that are relevant to the research topic. The results of this study describe the collaboration concept of information disclosure in the management of the COVID-19 pandemic archives at the City Government of Malang with an analysis using the collaboration concept framework of Ansell and Gash. Information disclosure collaboration in the management of the COVID-19 pandemic archives at the Malang city government has not gone well. The stakeholders involved in the management of the COVID-19 pandemic archives are only limited to government stakeholders.

Abstract

The study aims to: determine the effect of the teacher’s professional allowance on junior high school teachers performance mediated by competence. This research uses a quantitative approach with explanatory research. A total of 68 respondents was chosen at random from a pool of 85 teachers. Data were collected using a previously validated authoritative questionnaire. Hypothesis testing using variance-based SEM is called Partial Least Square (PLS). The results showed that: the teacher professional allowance has a significant and positive effect on the performance of 0,584 the teacher's professional allowance has a significant and positive effect on the competence of 0.369. the competence has a significant and positive effect on the teacher's performance of 0.446. there is an effect of the teacher's professional allowance on competency-mediated performance of 0.261. As expected, the Jayapura Regency Education Department will collaborate with professional organizations to develop innovative programs that can encourage teacher competency development and increase the role of subject teachers' deliberation and teacher working groups.

Abstract

As an organization that provides services to the community, it is often found that the performance of Regional Government-Owned Company has not been able to meet their objectives. At PDAM Tirta Tampanama, indications of the problem can be seen from the financial losses suffered in the last two years. These problems need to be explored with comprehensive performance measurement. By using the Balanced Scorecard, measurements are carried out in four perspectives, including finance, customers, internal business processes, and learning and growth. The results showed that it’s the performance in 2021 was categorized as unhealthy with a performance value of 2,250.

Abstract

Bali Regional Government intervenes tour guides profession by implementing the licensing policy. This phenomenon is associated with the increasing number of tourist visits to Bali and the important role of tour guides in maintaining tourism quality. This research aimed to analyze the implementation of the licensing policy for tour guides in Bali. Practically, this research can provide an understanding of policy implementers to pay attention to aspects of implementation in tour guide licensing policies in Bali. Then academically, this research can be a reference for tourism policy research related to implementation theory. A qualitative approach with the case-study analysis applied to this study. The research conducted semi-structured interviews, observations, and documentation studies in gaining insights from research data. In this research, we found that licensing policy for tour guides in the process of implementation found deficiencies in aspects of policy objectives and standards, policy resources, communication, socio-economic and political environments, and characteristics and disposition implementers. Abstract

Pemerataan perkembangan pembangunan sebagai upaya merealisasikan amanah pembukaan UU 1945 dalam konteks pembangunan nasional. Indikator suksesnya pembangunan didasari model perkembangan pembangunan untuk mengatasi permasalahan yang terjadi pada kesenjangan sosial akibat pengembangan pembangunan yang tidak tepat sasaran. Penelitian ini memberikan titik fokus sebagai bentuk alternatif dari paradigma terhadap model-model pembangunan didaerah sebagai bentuk kontribusi pembangunan nasional. Peneliti melakukan eksplorasi terhadap model-model pembangunan pada teori-teori terdahulu dengan pendekatan studi kepustakaan yang relevan mengunakan teknik analisis data yaitu analisis kepustakaan. Hasil penelitian menunjukan bahwasanya ada 4 (empat) fokus alternatif sebagai konstribusi pembangunan nasional pada pengembangan model pembangunan. Pertama, model pembangunan nasional berorientasi pertumbuhan yang mengarah kepada peningkatan perekonomian masyarakat melalui pengembangan sumber daya manusia. Kedua, model pembangunan kebutuhan dasar yang berfokus kepada kebutuhan pokok sehari-hari masyarakat sebagai bentuk pengetasan kemiskinan serta karakteristik yang harus diterapkan dalam model pembangunan kebutuhan dasar. Ketiga model pembangunan berbasis masyakarat yang artinya pengawasan oleh masyarakat serta proses pembangunan dikehidupan masyarakat yang ada dilingkungannya yang mana setiap individu manusia dan kelompok harus meningkatkan kualitas dalam proses pembangunan.  Model terakhir, atau keempat yaitu model pembangunan kedaerahan yang bertujuan untuk merealisasikan program bersifat otonomi daerah yang berkaitan dengan hak serta kewenangan daerah sesuai kebutuhannya. Kata Kunci : Paradigma, Pembangunan Nasional, Model Pembangunan, Indonesia

Abstract

Bawean Island is located 130 kilometers north of Java Island with an area of 200 square kilometers and a population of around 107,000. One aspect that needs to be considered on the Bawean island is the welfare of the community. The condition of human resources in Bawean Island is on average uneducated to a high level and with middle to lower economic conditions. Most of the livelihoods of the people of Bawean Island are farming, fishing or migrating abroad. Bawean Island has abundant natural resources, there are beaches, lakes, waterfalls, mountains and small islands, all of these natural objects can be developed into tourist locations. Tourism encourages economic growth in an area because it opens up many business opportunities and jobs that empower people.  Tourism potential can be seen as a solution to improve the welfare communities  on Bawean Island. This research focuses on extracting data and analyzing how the tourism sector is able to be a solution for increasing welfare in Bawean Island. The object observed was the development of a tourism village and the parties involved, namely the government and tourism-conscious community groups including empowered communities. This research provides information on the impact of tourism on increasing welfare by looking at the number of creative industry communities and empowered communities.

Abstract

Agroforestry is designed to offer benefits to communities and improve community welfare. This research focuses on collaborative governance theory that intends to understand the history and management of agroforestry systems in UB Forest and related issues during the transition from Perhutani management to Universitas Brawijaya. The purpose is to understand issues related to agroforestry policies and regulations from the central/local government. This research adopts and confirms the theory developed by Ansell and Gash regarding collaborative governance. Case studies, including interviews, observations, and documentation were used in this research. The Mcnabb model technique was used in data analysis. The results show that the natural conversion of forests into agricultural land causes many problems, such as decreased soil fertility, erosion, extinction of flora and fauna, floods, droughts, and even changes in the global environment. It can be concluded that there are still some issues related to communication and commitment to the process. UB Forest adheres to the ministerial decree and the three pillars of higher education, but other actors have not committed because there is no written regulation.

Abstract

This study is aimed to evaluate the role of crisis leadership within the public-private partnership of tourism collaborative governance. This study employs a cross-sectional study involving 304 respondents from various stakeholder from Bromo-Tengger-Semeru National park (BTSNP). The study employs the SEM-PLS data analysis to evaluate the measurement model and structural model. The results of the study indicates that the important role of Public-Private partnership on collaborative governance is only indicated by several dimension, especially those of Governance, Mutuality, and Administration. However, the interaction moderation indicates that crisis leadership is only able to enhance the Mutuality and Norm and Trust. The further discussion related to the finding is elaborated within the papers. The originality of this paper is by presenting a picture of ecological tourism management in Indonesia through the lens of public-private-partnership.
