Abstract

This study aims to determine the application of the Progressive Tax on Land and Building Tax type is already in line with the principles of fair tax collection and to identify and find the concept of applying Progressive Tax on Land and Building Tax types.  This research is a normative law by using the approach of legislation, and conceptual approaches. Primary and secondary legal materials were used in this study were collected through literature, which is seeking and legal material to browse the inventory of documents, literature books, law journals, and legislation related to the object of research. Legal materials that have been obtained are described and presented descriptively and analytically deduced by using the deductive method.  The results showed that the application of progressive tax types Land Tax Building Rural and Urban (PBB-P2), it must be stated in the form of local regulation as the legal basis for implementation, the era of regional autonomy open areas can expand the tax base and its authority in the determination of tariffs under the Act No. 28 Year 2009 on Regional Taxes and Levies. The ability to fund their spending needs even greater because the area can easily adjust earnings in line with an increase in the local tax base and discretion in setting the rates. where the application of a progressive tax on the kind of property taxes on the one hand can potentially increase revenue which are levied in accordance with the principles of justice and on the other hand at the same moment also has the potential burden on society that allows the collection do not meet the principles of justice. This progressive tax in addition to increasing revenue (budgetary function), can also limit and maintain the balance of land ownership and utilization (function regurelend) for the greatest welfare of the community.

Abstract

There are lot of research done to develop a patrol boat, from the modification of hull model until propulsion system equipment. For example the model ship type AMV (Advanced Marine Vehicle) was developed starting from the Catamaran, Trimaran and  Pentamaran model. Everything is aimed at obtaining the ship design that has the speed and stability. In addition to achieving high-speed vessel must be equipped with propulsion (Main Power) is great, that means the main engine dimensions, auxiliary equipments and fuel tanks is too large. Many Limitations of space on the ship's engine room trimaran vessel is the main obstacle in designing propulsion system. Beside that Patrol boat should have many missions speed, so propulsion system should be designed at that conditions.   Hybrid propulsion is a combination of Diesel Mechanical Propulsion (DMP) with Diesel Electric Propulsion (DEP). DMP system is connected directly to the propeller shaft (or through a reduction-gear). DMP has provide more efficiency rate of 95%. While DEP is only able to provide efficiency by 85% - 89% is slightly lower than DMP, but the DEP offers many advantages such as simplicity and suitability in the rotational speed settings, control systems, engine power production Redundancy, Flexibility in the design of equipments layout in engine rooms, noise, vibration and fuel consumption efficiency which affects the lower pollution.   Design of Hybrid Propulsion system can be satisfied and achieved the Power requirements and optimally at all speed condition of patrol boat. Therefore the author made using modeling Maxsurf-11.12 software and carried out various optimization of the choice of main engine, propeller and system conditions for fast patrol boat cruise.

Abstract

The limitedness number of teaching media such as projector and networking hardware in SMK N 2 of padang causes the learning activities especially WAN (Wide Area Network) Technology to be not optimal. Therefore, the material learning activities become one-way and unattractive. The school prohibit students to borrow networking hardware, so that the process of recognizing the physical form of network devices occurs only during laboratory activities. These learning causes inefficient use of study time. Students often abuse the use of smartphones in school as entertainment media. ARSchool networking Hardware Learning Media was developed to overcome this problem. The Marker Based Tracking Method of Augmented Reality technology was utilized to display three-dimensional objects (3D) on an Android Smartphone. The 3D objects of network devices was designed by using the Blender application. The making of media was based on WAN Technology syllabus used by school. The design of media used Unity and Vuforia application as database of image target or marker. With this learning, students could easily learn the networking hardware of WAN Technology anywhere and anytime. The feasibility test shows that this learning media is very practical (95,45%) and very valid (94,47%). This media is equipped with the explanation of parts of the devices that is displayed in the form of text, image and audioKeywords: Learning Media, Augmented Reality, Android, Network Hardware.

Abstract

Trafficking of human organs is one of the most rapidly evolving crimes in Indonesia. This crime is for the purpose of organ transplant effort. Transplantation is a noble undertaking where a donor gives a part of his body or his organs to help patients who have malfunction of certain organs. In Indonesia the criminal act of trafficking human organs by regulation. While the criminal acts of trafficking of human organs are extraordinary crimes that should be regulated more specifically in legislation such as laws on the trade of human organs. Based on this understanding, the writer of this thesis formulates two formulation of the problem, namely: First, How to regulate the criminal trafficking of human organs according to Indonesian criminal law? Second, What is the criminal liability for the crime of trafficking of human organs in Indonesian criminal law? The regulation of the crime of trafficking of human organs based on positive law in Indonesia. Sanctions against criminals shall be subject to special sanctions that may be deterrent such as imprisonment or fines. Based on this, Indonesia should make further rules on the criminal act of trafficking human organs into a form of legislation such as laws on the trading of human organs and penalties by imposing appropriate sanctions on such crimes.Based on this, Indonesia should make further rules on the criminal act of trafficking human organs into a form of legislation such as laws on the trading of human organs and penalties by imposing appropriate sanctions on such crimes. Keywords : Transplantation, Crime, Trafficking of Human Body Organs

Abstract

This study aims to identify the diversity of flies that were caught and interacted with carcasses at the day and night. Each of the three rat carcasses (Rattus norvegicus) was placed outdoor and indoor within the campus of IPB Dramaga. The carcasses were put into a screen cage. Observation of flies was begun at 06:00 am and so on every four hours until the skeletal stage of the carcasses reached. The flies that come to the carcasses and into the screen cage were collected and identified. The decomposition of the indoor carcasses is slower than at outdoor, with the longer fresh stage. Meanwhile, post-decay stage and skeletal stage were achieved at the same time at each location. Nine spesies captured flies which are forensic indicator were Chrysomya megacephala (Fabricius), Chrysomya bezziana Villeneuve, Chrysomya rufifacies (Macquart), Chrysomya saffranea, Chrysomya spp, Lucilia spp, Sarcophaga spp, Calliphora spp and Musca domestica. C. bezziana Villeneuve and C. megacephala (Fabricius) were the dominant flies at outdoor carcasses. Meanwhile, the indoor carcasses was dominated by Lucilia spp.
