Abstract

South Tangerang City is one of the areas prone to flooding, with various influencing factors, such as a lack of communication between local government organizations and weak spatial planning supervision. Uncontrolled development by several large developers has constricted river flows, while suboptimal drainage and water absorption systems have exacerbated the situation. In flood mitigation efforts, coordination between the Regional Disaster Management Agency, the Public Works Agency and the Environment Agency is necessary to ensure anticipatory efforts and sustainable solutions. Existing Regional Regulations and Governor Regulations, including regional spatial plans and technical guidelines for flood control, are an important foundation for flood management in the region. The purpose of this research is to find out and analyze how the implementation of flood disaster mitigation policies in Regional Regulation Number 2 of 2012 concerning Disaster Management. This research uses the theory of George C. Edward III. with 4 indicators, namely communication, resources, disposition, and bureaucratic structure. The results showed that the unity of action in handling floods still faced obstacles, where the Environmental Agency had not fully carried out its responsibilities in maintaining waste in drainage channels and rivers.

Abstract

This study aims to assess the effectiveness of the Jakpreneur program in reducing unemployment in South Jakarta. Jakpreneur is a strategic initiative launched by the Jakarta Provincial Government as a concrete effort to empower Micro, Small, and Medium Enterprises (MSMEs). This program is designed with various forms of support, such as skills training, business mentoring, legal licensing facilitation, product marketing support, and easy access to capital. This aims to create an inclusive and sustainable entrepreneurial ecosystem, especially amidst the complex challenges of the urban economy and the ongoing unemployment rate. However, in its implementation on the ground, the program's effectiveness still faces several obstacles. One of the main problems identified is the suboptimality of information technology-based training. Many participants have not yet mastered basic digital skills, making it difficult to keep up with developments in training methods that rely on technology. In addition, the low level of responsiveness of program facilitators to participant needs, as well as the limited digital literacy of MSMEs, also hinders maximizing the benefits of this program. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, participant observation, and documentation studies. The findings indicate that, despite some shortcomings, the Jakpreneur program has been generally successful in improving participants' entrepreneurial knowledge and skills, reaching the right target audience, and having a tangible impact on increasing business capacity and reducing unemployment. Therefore, strengthening outreach, improving the quality of digital training, and providing more active and responsive mentoring is necessary to further enhance the program's effectiveness.

Abstract

Penelitian ini dilatarbelakangi dengan masih banyaknya jumlah anak-anak yang sampai saat ini belum sepenuhnya mempunyai Kartu Identitas Anak (KIA) di Dinas Kependudukan dan Pencatatan Sipil Kota Bogor. Tujuan penelitian ini dilakukan agar mengetahui bagaimana implementasi kebijakan program Kartu Identitas anak (KIA) di Kota Bogor. Teori yang digunakan yaitu menurut Edward III dengan empat indikator, komunikasi, sumber daya, disposisi, dan struktur birokrasi. Metode penelitian yang digunakan yaitu metode deskriptif dengan adanya pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi. Uji keabsahan data menggunakan teknik triangulasi. Hasil penelitian menunjukan bahwasannya indikator komunikasi, yaitu dalam pelaksanaan implementasi kebijakan program Kartu Identitas Anak (KIA) di Kota Bogor belum berjalan secara optimal, karena sosialisasi yang belum maksimal sehingga membuat masyarakat menjadi tidak bisa peduli akan identitas tersebut. Indikator sumber daya, yaitu belum cukup memadai, terlihat bahwa sumber daya manusia dengan pegawai yang masih minim, dan kurangnya fasilitas seperti alat printer KIA. Indikator disposisi yaitu petugas Disdukcapil Kota Bogor sudah menunjukan komitmen yang tinggi dalam melayani masyarakat dengan baik dan proaktif dalam mensosialisasian KIA, dan adanya layanan inovasi seperti pendaftaran KIA secara online sehingga menunujukan inisiatif dari pelaksana kebijakan untuk meningkatkan effisiensi. Indikator struktur birokrasi yaitu belum berjalan baik karena tidak terdapat papan informasi mengenai KIA di lingkungan Disdukcapil Kota Bogor. Sarannya yaitu agar bisa lebih ditingkatkan lagi mengenai sosialisasi terhadap program KIA, perbanyak papan informasi mengenai KIA.
