Abstract

Purpose: This study aims to analyze the management of the community-based pring sewu cultural market through a Community Based Management (CBM) approach in Binangun Hamlet as part of the development of a tourist village in Plintahan Village, Pandaan District, Pasuruan Regency. Design: This study uses a qualitative approach through interviews, observations, and documentation to understand the management of the community-based pring sewu cultural market. Findings: The results of the study show that the management of the pring sewu cultural market is carried out in a participatory manner by the Binangun Hamlet Community through mutual agreement, the application of local norms, and flexible division of roles. The initiative to use bamboo coins as a transaction tool is a form of local ownership and innovation that supports the economic sustainability of MSME actors while strengthening the identity of culture-based tourism villages. Practical Implication: The findings of this study show that community-based market management can be a model for strengthening tourism villages that rely on the participation and independence of local communities. Originality: This research provides an empirical contribution to the application of Community Based Management (CBM) theory through community participation, local ownership and initiatives, local rules and norms, division of roles and responsibilities, and economic sustainability in the management of cultural markets as part of the development of community-based tourism villages.

Abstract

The purpose of this study was to examine how Posyandu cadres contribute to improving maternal health services in Kupang Village, Sidoarjo Regency. The qualitative approach used included observation, interviews, and documentation with purposively selected informants. Soekanto's (2001) Role Theory, which encompasses active, passive, and participatory roles, served as the basis for this analysis. The results indicate that cadres have actively participated in data collection and mentoring pregnant women, but they have failed to master 25 basic skills, resulting in an ineffective rotation system. While participatory roles emerged in collaboration with the village government through the "bantras" program, this has not been optimal due to a lack of active cadres and training, and senior cadres are reluctant to be replaced. The novelty of this study suggests that cadres' social roles can be hampered by technical limitations and institutional support. Therefore, role theory must be adapted to community-based social health organizations. Practically, this study proposes regular training, cadre regeneration, and policy support to make cadre roles more effective and sustainable.

Abstract

Penelitian ini bertujuan untuk mengetahui kualitas pelayanan umum di Puskesmas Prambon, Kabupaten Sidoarjo melalui kerangka kerja SERVQUAL yang meliputi lima dimensi pokok: bukti fisik (tangibles), keandalan (reliability), daya tanggap (responsiveness), jaminan (assurance), dan empati (empathy). Metodologi penelitian yang dipakai adalah kualitatif deskriptif, dengan data diperoleh melalui wawancara, observasi, serta dokumentasi. Informan yang terlibat pada penelitian ini mencakup kepala puskesmas, perekam medis, dan pasien yang sebelumnya telah menerima pelayanan. Hasil penelitian dari setiap indikator yaitu: Dimensi Tangible (bukti fisik) masih memiliki kelemahan pada sarana dan prasarana, seperti kabel tidak tertata dan wastafel rusak, meski fasilitas lain seperti toilet bersih dan kursi tunggu memadai menunjukkan adanya perbaikan. Dimensi Reliability (keandalan) menunjukkan tenaga kesehatan telah melayani sesuai prosedur, namun waktu tunggu dan alur antrean yang membingungkan masih menjadi kendala utama. Dimensi Responsiveness (daya tanggap) mengalami peningkatan melalui sikap ramah, sabar, dan kesediaan petugas membantu pasien yang diapresiasi positif. Dimensi Assurance (jaminan) membaik dengan adanya kotak pengaduan, namun mekanisme tindak lanjut dan identitas penanggung jawab masih perlu diperjelas agar kepercayaan masyarakat meningkat. Dimensi Empathy (empati) menunjukkan perbaikan melalui komunikasi yang lebih baik pasien kini mendapat penjelasan tentang kondisi kesehatannya, bukan hanya resep.

Specific Background Indonesian educational institutions are transitioning toward digital frameworks, yet schools frequently encounter operational barriers such as limited specialized personnel and unstable internet connectivity. Knowledge Gap Although theoretical models suggest digitalization guarantees administrative efficiency, practical implementation frequently stalls due to inadequate infrastructure and personnel capability shortages. Aims This study analyzes the adoption of a Dynamic Archiving Information System at a public secondary school to evaluate its operational outcomes. Results Findings reveal that the digital platform significantly accelerates document accessibility, fortifies data security, and reduces operational costs; however, dual-role teaching staff and unstable network connections severely disrupt optimal utilization. Novelty This research distinctly isolates the operational friction caused by assigning complex digital archiving responsibilities to non-specialized teaching personnel within resource-constrained educational environments. Implications Sustaining digital administrative transitions requires immediate strategic investments in specialized technical staff, robust network infrastructure, and clear digital records management protocols. Specific Background Within Indonesia, numerous secondary learners lack adequate technological capabilities, creating a severe disparity between educational outputs and global market necessities. Knowledge Gap Although human capital theories emphasize active technological learning, there is limited understanding regarding how practical software instruction resolves this regional capability shortage for high school learners. Aims This study analyzes the digital proficiency of learners at SMA Negeri 1 Wonoayu following a targeted Microsoft Word initiative. Results The qualitative case study demonstrates that project-based instruction focusing on toolbar navigation and shortcut application significantly refines document processing and digital administration abilities. General Background A healthy and sustainable environment serves as the fundamental foundation for human civilization and ecological continuity. Specific Background In Indonesia, environmental education is mainstreamed through the Adiwiyata program to foster ecological care and sustainable practices within educational institutions. Knowledge Gap Although the program aims to cultivate ecological awareness, practical implementation frequently encounters severe constraints regarding limited financial resources, insufficient infrastructure, and inadequate socialization or technical training for new organizational teams. Aims This qualitative case study analyzes the implementation of the Adiwiyata program at SMAN 1 Wonoayu to evaluate governance, accountability, and operational challenges. Results Findings reveal that while the program operates effectively through structured organizational units and diverse environmental activities, financial limitations restrict facility provisioning and plant breeding socialization remains insufficient. Novelty This research specifically identifies the operational friction caused by self-funded plant sales and decentralized seedling practices within resource-constrained secondary school environments. Implications Educational authorities must increase budget allocations and strengthen technical training workshops to optimize environmental conservation participation among all school residents. Abstract

General Background Global competition and rapid technological advancements render bureaucratic reform an imperative for government agencies in Indonesia. Specific Background E-government implementation utilizes information technology to achieve efficient, effective, and transparent governance while measuring civil apparatus performance. Knowledge Gap Despite reform efforts, apparatus comprehension varies, technological infrastructure remains uneven, and cultural adaptation requires time, often resulting in high workloads and reporting challenges. Aims This qualitative case study analyzes the implementation of the electronic performance appraisal system at MAN Sidoarjo using George C. Edwards III's theoretical framework. Results Findings demonstrate that successful system execution is supported by comprehensive communication through socialization and training, adequate infrastructure resources, positive apparatus dispositions, and supportive bureaucratic structures, though high workloads persist. Novelty This research specifically evaluates how the multidimensional synergy among communication, resource availability, staff disposition, and bureaucratic procedures governs electronic performance management execution within Islamic educational institutions. Implications Government and educational institutions must continuously enhance socialization effectiveness, provide ongoing training, and reinforce leadership support to optimize digital performance management. Highlights: Comprehensive socialization and training initiatives establish robust communication channels that facilitate independent system operation among personnel. Adequate technological infrastructure and supportive administrative server capacities provide the necessary foundation for routine reporting. Positive staff dispositions and supportive bureaucratic structures drive transparency and accountability despite heavy administrative workloads.
