Abstract

Tujuan dari penelitian ini adalah untuk mengidentifikasi dan menganalisis inovasi pelayanan administrasi kependudukan berbasis e-government serta mendeskripsikan kendala dalam inovasi pelayanan administrasi kependudukan berbasis e-government di Desa Karangsono. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Teknik pengumpulan data dalam penelitian ini diperoleh dari data primer dan data sekunder melalui wawancara, observasi, dan dokumentasi. Sedangkan analisis data menggunakan model analisis interaktif Miles dan Huberman yang terdiri dari reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan, pertama, Desa Karangosono telah mengimplementasikan inovasi pelayanan administrasi kependudukan berbasis e-government melalui E-Pak Ladi dengan menerapkan tingkat persiapan, tingkat pemantapan, tingkat pematangan, dan tingkat pemanfaatan. Tata cara penyerahan dokumen melalui E-Pak Ladi, warga datang ke balai desa, petugas administrasi E-Pak Ladi akan menginput ke Dinas, kemudian Dinas melakukan verifikasi dan menyerahkan permohonan tanda tangan elektronik kepada Kepala Dinas, setelah pemerintah desa mengembalikannya kepada warga. Kedua, kendala dalam pelaksanaan E-Pak Ladi terkait jaringan, sarana dan prasarana, kualitas SDM, dana yang belum turun, dan perbedaan pelaksanaan program antar desa.

Abstract

Penulisan ini bertujuan untuk menganalisis dan mendeskripsikan efektivitas dari aplikasi Elektronik Kinerja (e-Kinerja) pada Badan Kepegawaian Daerah Kabupaten Sidoarjo. Penulisan ini menggunakan jenis penulisan kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi untuk mendapatkan sumber data, dengan teknik penentuan informan menggunakan teknik purposive sampling. Teknik analisis data dilakukan mengunakan teori Miles dan Huberman yaitu pengumpulan data, reduksi data, penyajian data, dan kesimpulan. Hasil penulisan efektivitas aplikasi Elektronik Kinerja (e-Kinerja) Badan Kepegawaian Daerah (BKD) Kabupaten Sidoarjo yang dianalisis menggunakan teori Richard M. Steers dalam Tangkilisan (2005) menunjukkan bahwa yaitu pada indikator Pencapaian Tujuan, masih belum memenuhi faktor sasaran dimanan terdapat data-data yang masih belum akurat sesuai dengan data yang tertuang dalam Sistem Informasi Manajemen Kepegawaian. Pada indikator integrasi, sosialisasi masih dilakukan secara bertahap dan berkala. Pada indikator adaptasi, sarana dan prasarana serta kemampuan petugas pelaksansa sudah mumpuni sesuai dengan standar kebutuhan.

Abstract

. Lemujut Sejahtera Village Owned Enterprise (BUMDesa) is a business entity owned by the Lemujut Village Government, Krembung District, Sidoarjo Regency which was established on the basis of village consultations between the village government, the community and the Village Consultative Body (BPD) as outlined in the Village Regulation (Perdes). This village regulation has become legal standing, meaning that it is the legal basis for the establishment of BUMDes, so since then BUMDes have had the status as legal subjects: legal entities (rechpersoon). This study aims to determine whether the BUMDes of Lemujut Sejahtera is a legal entity according to the laws and regulations in Indonesia? The method used in the research is legislation (statute approach). The results of this study conclude that the BUMDes of Lemujut Sejahtera is a legal entity according to the laws and regulations in Indonesia, especially as a private legal entity in terms of civil purposes. The implication of BUMDes as a legal entity is that it can carry out certain legal actions that give rise to legal relations between BUMDes and parties in the civil field or the business world.

Abstract

The recent development of Village-Owned Enterprises (BUMDesa) along with their business units must entail separation, which means that the business units of BUMDesa have their own legal entity as separate subjects of law from the main legal entity of BUMDesa. The purpose of the study is to determine the appropriate legal form for the business units of BUMDesa. The research method used in this study is the statutory approach, linking the regulations concerning BUMDesa with relevant legal theories. The findings of the study conclude that the legal standing of BUMDesa as a legal entity is established based on Village Regulations, both from the perspective of public and private law. The differentiation of BUMDesa's legal status from the perspective of public law is largely determined by the law, while from the perspective of private law, registration is required to fulfill the principle of publicity. The legal form of the business units of BUMDesa can be established as either a Cooperative or a Limited Liability Company (PT). The choice between a Cooperative or Limited Liability Company is based on the governance characteristics of the BUMDesa business units. The consequence of this independent legal status for the business units of BUMDesa allows them to effectively carry out their business activities to achieve profits as commercial enterprises, prioritizing the primary goal of optimizing the welfare of the village community.

Abstract

This qualitative research study explores the role of the Ketapang Village Government in fostering the development of Village-Owned Enterprises (BUMDes) in the Tanggulangin subdistrict of Sidoarjo Regency, Indonesia. Employing a triangulation data collection method and utilizing Miles and Huberman's interactive analysis technique, the study identifies four key roles played by the Ketapang Village Government: regulator, dynamizer, facilitator, and catalyst. The results highlight the government's efforts in providing guidance, encouraging community participation, offering support through supervision and financing, and accelerating the village's potential development. The study reveals that supportive factors include the availability of facilities, specific policies on management, and guidance and supervision mechanisms, while a lack of environmental awareness, particularly in maintaining the cleanliness of the Affaour River, emerged as a significant challenge. These findings contribute to the understanding of effective governance in rural areas and hold implications for policymakers, researchers, and practitioners involved in rural development and community empowerment initiatives. Abstract

This qualitative study investigated the quality of administrative services in Desa Popoh, Wonoayu District, Sidoarjo Regency, Indonesia, addressing prevalent issues such as slow service delivery, uncertainty in completion timelines, unfamiliarity with procedural mechanisms, and perceived inadequacies in employee attitudes. Employing descriptive qualitative research methods, data were collected through interviews, observations, and documentation involving a service head and two service users. Findings revealed a relatively favorable assessment across indicators: Reliability, Responsiveness, Assurance, Empathy, and Tangibles, suggesting a reasonably good quality of service provision in the studied rural community. This study contributes insights into the factors influencing and hindering public service delivery, indicating a need for sustained efforts to enhance service efficiency and user satisfaction in similar settings. Highlights: Service Quality Evaluation: Investigated multiple indicators—Reliability, Responsiveness, Assurance, Empathy, and Tangibles—to assess the quality of administrative services. Abstract

This research investigates the complexities within public service delivery at the Buduran Sub-District Office in Sidoarjo Regency, identifying issues arising from intricate procedures and demanding requirements. The study aims to uncover and analyze factors impacting the improvement of public service performance, employing a SWOT analysis to identify internal and external environmental factors. The strategic identification of five critical issues emerges, including inadequate infrastructure, public unfamiliarity with service procedures, limited service personnel, suboptimal workforce competencies, and administrative disorder at the village level. Corresponding strategic responses are proposed, such as infrastructure enhancement, intensified public education on service procedures, capacity building for civil servants, specialized recruitment in service areas, and fortified coordination with village administrations. The implications suggest targeted strategies for policymakers and public service administrators to address these challenges, thereby elevating service quality and responsiveness to societal needs. Abstract

This study investigates the quality of Integrated Administrative Services (PATEN) in the Dlanggu sub-district office, Mojokerto Regency. Utilizing a descriptive research design with a qualitative approach, the performance of administrative service employees is analyzed. Data collected through interviews, observation, and documentation reveal that service speed is commendable, and employee politeness and friendliness are satisfactory. While some service quality indicators are met, the overall service quality in Dlanggu District is deemed good and reasonably optimal. The study identifies both supporting factors and constraints affecting employee performance. This research contributes to the understanding of integrated administrative services and suggests potential areas for improvement in Dlanggu District, providing insights applicable to similar contexts globally. Highlight : Performance Assessment: Utilizing a qualitative approach, this study evaluates the performance of employees providing Integrated Administrative Services (PATEN) in Dlanggu Sub-District, offering insights into service quality indicators and efficiency. Abstract

This qualitative study employs a descriptive approach and purposive sampling to investigate the effectiveness of village funds in Bluru Kidul Village, Sidoarjo District, Indonesia, utilizing Martani and Lubis' Effectiveness Theory. Despite positive strides in infrastructure development, challenges persist, particularly in the delayed repair of damaged roads leading to flood-related disruptions in community mobility. The village head plays a crucial role in fund management, and this research aims to shed light on the existing constraints. By exploring the gap between expectations and reality, our findings contribute to a better understanding of the complexities surrounding village fund utilization Highlight : Challenges in Road Maintenance: Despite successful infrastructure development, delayed repairs of damaged roads in Bluru Kidul Village contribute to flood-related disruptions, impacting community mobility. Village Head's Role: Effective village fund management hinges on the leadership of the village head, emphasizing the pivotal role they play in ensuring the funds align with community needs. Abstract

This research employs a descriptive qualitative method to analyze the government's role in promoting gender perspective in development within Sidoarjo Regency, Indonesia. Utilizing purposive sampling, the study draws upon role theory by Soerjono Soekanto, focusing on active, participatory, and passive roles. Findings reveal that the Sidoarjo Regency Government effectively advocates and socializes gender mainstreaming, demonstrating an active role. The government engages in education and motivation, encouraging broad societal participation, exemplifying a participatory role. However, a passive role is observed in limited active involvement in socialization activities. This research underscores the importance of government initiatives in fostering gender equality, offering insights applicable to global development discourse Highlight : Government Advocacy and Socialization: The study reveals the Sidoarjo Regency Government's effective advocacy and socialization efforts in promoting gender mainstreaming, reflecting an active role.
