Abstract

The Village Government is one part of the state administrators who have the task of providing good quality public services to the community based on five indicators of public services, namely tangible, reliability, responsiveness, assurance and empathy. The analysis technique in this study uses the service quality (Servqual) technique or a technique that produces a gap score derived from the results of service performance to the community with the expectation of service quality expected by the community. The results of this study indicate that the quality of administrative services for the Banjarbendo Village Government, Sidoarjo District, Sidoarjo Regency can be categorized as poor administrative service quality because it produces an overall average gap score (-0.3400) and a gap score on the five dimensions 1) Physical Evidence/ Tangible (-0,13809) with bad category, 2) Reliability (-0.3728) with bad category, 3) Responsiveness (-0.3356) with bad category, 4) Assurance (-0.3587) with bad category, and 5) Caring/Empathy (-0.2548) with bad category.

Abstract

Etymologically, the role means someone who performs an action where the action is expected by other people. This means that every action that each individual has has an important meaning for some people. The agency has several programs to increase rice production, starting from carrying out activities to control OPT (Plant Destruction Organisms), providing pesticide assistance, coordinating with related parties for irrigation arrangements and optimizing the use of water pumps. However, in carrying out its role, the Food and Agriculture Service has several obstacles encountered in the field, including the Service has not been able to ensure the availability of fertilizers, limitations in human resources and budgets that have caused rice production in Sidoarjo Regency to decline. This study used descriptive qualitative methods. The data were obtained through observation, documentation, and interviews with the Head of Facilities and Infrastructure, the Head of Planning, and a combination of farmer groups. Data analysis techniques in this study are data collection, data reduction, data presentation and drawing conclusions. The results of this study indicate that the government's role as a direct provision of goods and services cannot be carried out optimally by the Food and Agriculture Service, especially in providing fertilizer according to the request of the farmers because the subsidized fertilizer stock provided by the Service is still incomplete. In addition, the Department of Food and Agriculture has not been able to provide a complete machine tool for farmer groups in Sidoarjo Regency.

Abstract

This study aims to identify and analyze the application of population administration service SOPs for making E-KTP in Candi District. This research is a qualitative descriptive study using purposive sampling technique. In this study, the informant was the head of the public service section as key informants, sub-district staff and the community as informants. Data collection techniques by observation, interviews and documentation. Analyzing techniques of data collection, data reduction, data presentation, drawing conclusions. The results of research in the field of implementing SOPs for population administration services for making E-KTP in Candi District are consistently carried out by service officers to the community as service recipients that carry out the appropriate SOP. Commitment that the awareness of service personnel is running, continuous improvement of SOPs every year. The application of SOPs is not binding, but is carried out properly and is flexible. All important elements in the implementation of SOPs that are carried out All officers who run SOPs are in accordance with and never violate the SOPs that are made and mutually agreed upon, Good documentation. The existence of supporting and inhibiting factors in the implementation of SOPs. Highlights: Consistent application of SOPs: The research findings indicate that the implementation of SOPs for population administration services in Candi District is consistently carried out by service officers, ensuring the appropriate procedures are followed. Commitment to continuous improvement: The study highlights the commitment of service personnel in continuously improving SOPs for population administration services, reflecting their awareness and dedication to providing quality service. Supporting and inhibiting factors: The research identifies the presence of both supporting and inhibiting factors in the implementation of SOPs, emphasizing the importance of understanding and addressing these factors to ensure effective service delivery. Abstract

In order to minimize the amount of violence in Pasuruan Regency, the Office of Family Planning and Women's Empowerment created an innovation that was realized in a program. The program is the Sakera Thumb program (Aware of Violence against Women and Children by Picking Up the Ball). The purpose of this study is to describe and analyze the innovation of the Sakera Thumb program in Pasuruan Regency. In this study, the research method used by the researcher is descriptive qualitative. In collecting data the researchers used interviews, observation, documentation. The results show that the innovation of the Sakera Thumb program has several unique features, namely the Sakera Thumb page, electronic thumb hotline card, thumb card, women and children protection car, and so on. Some of these unique features have made the Sakera Thumb program a top 99 public service innovation in 2017 and a participant in the united nations public service awards in 2018. In addition, the Sakera Thumb program innovation has become the answer to the problem of violence in Pasuruan Regency.

Abstract

This study aims to analyze and describe the effectiveness of population administration services through the e-PAK LADI Kiosk in Jatiarjo Village, Prigen District, Pasuruan Regency. This research is a qualitative descriptive study using purposive sampling informant determination technique. Techniques for collecting data are interviews, observations, documentation and literature studies. The data analysis technique uses Miles and Huberman which consists of four components, namely data collection, data reduction, data presentation and drawing conclusions. The results of this study indicate that there is a need for an increase in the number of service operators, a positive response from the community towards the e-PAK LADI Kiosk service, an increase in the number of issuance of documents such as KK, KIA and others without any fees to the community. And there are facilities and infrastructure that support the service activities of the e-PAK LADI Kiosk such as printing, paper drives, wifi and so on.

Abstract

The purpose of this study was to determine, analyze the socialization of the continuous voter data updating program of the General Election Commission of Sidoarjo Regency. Qualitative descriptive research methods and data collection techniques through interviews, observation and documentation. Determination of informants is done by purposive sampling method. Data analysis techniques through data collection, data reduction, data presentation, drawing conclusions. The results of this study indicate that the socialization of the continuous voter data updating program of the General Election Commission of Sidoarjo Regency is by direct and indirect socialization. Direct socialization was carried out with the OPD regarding the ongoing voter data updating program of the General Election Commission of Sidoarjo Regency and carried out socialization in high schools (SMA) in Sidoarjo Regency. Meanwhile, indirect socialization is carried out using social media owned by the General Election Commission of Sidoarjo Regency.

Abstract

Implementation of Waste Management Policy at TPA Jabon District, Sidoarjo Regency. Garbage is something that is not used, not used, unpleasant or something that is thrown away that comes from human activities and does not happen by itself. The sources of waste include waste originating from settlements, waste originating from public places, waste originating from offices, waste originating from highways, waste originating from industry (industrial waste), waste originating from/plantations, Garbage originating from mining, waste originating from agriculture and fisheries. Therefore, management is needed to control it so that it does not have a negative impact on public health.This research is a qualitative descriptive approach, with two research locations, the first is the Sidoarjo Environmental and Hygiene Service, and the second is the Final Disposal Site (TPA) in Jabon. The focus of this research is based on the theory of implementation of Edward III with resource persons who can explain the conditions in the field. Data collection techniques were carried out by means of interviews, observation and documentation. The analytical techniques used in this study were collecting data, reducing data, and drawing conclusions.The results showed that the implementation of the Waste Policy at the TPA, Jabon District, Sidoarjo Regency in terms of communication between governments was not optimal due to the lack of commitment from the parties, lack of human resources, optimal disposition and optimal bureaucratic structure.

Abstract

BUMDes is an institution or organization formed by the community and for the community without interference from the village government, therefore it is necessary for the management of the BUMDes to run optimally. The management of BUMDes in Trosobo Village, Taman District, Sidoarjo Regency is quite good because it already has a vision, mission, work program but there are still obstacles, namely lack of organization and lack of movement, direction in managing BUMDes in Trosobo Village. The method used in this study is a qualitative method. The results of the study indicate that the control or supervision of the management of BUMDes Trosobo has been going well because there are 3 supervisors who have been assigned to supervise and evaluate all ongoing BUMDes programs while this report is carried out every month which will then be held discussions about the ongoing BUMDes program. and not whether it has been maximized or not.

Abstract

Lusi Island is one of the tourist destinations in Sidoarjo which is expected to become an environmentally friendly tourist destination with the theme of utilization, research, and conservation of mangroves. Lusi Island is not widely known by the public because visitors are still dominated by the Jabon sub-district and the surrounding area. This study aims to analyze and describe the management and constraints in the Management of Tourism Destinations on Lusi Island in Sidoarjo Regency. The research method used is a qualitative approach, data collected through observation, interviews and documentation, while the data sources are primary and secondary data. Informants who were determined by interview, the informants were UPT BPSPL Wilker staff, East Java Directorate General of PRL, Lusi Island Guard and Head of the Sidoarjo Regency Tourism Office, data analysis derived from Miles and Huberman data, namely through data collection, data, data presentation and conclusions. The results of this study indicate that the process of managing Lusi Island has not been maximized because there are several inhibiting factors. As for some of these factors, there is no government intervention in the process of maintaining and developing the island and there is no legality on the island of Lusi in Sidoarjo Regency.

Abstract

The purpose of this study was to describe and analyze the performance of employees in the administrative services of Kejapanan Village, Gempol District, Pasuruan Regency and to analyze and describe the inhibiting factors and supporting factors of employee performance in Kejapanan village administration services. The research method used is descriptive research with a qualitative approach. The data collection techniques used were interviews, observation and documentation with one key informant including the Kejapanan Village Secretary and four informants including the Head of Service Section, Head of Planning Affairs, one head of Kejapanan Village RT, and one community leader. The data analysis technique in this research is data collection, data reduction, data presentation and conclusion drawing. The results of this study seen from the service quality indicators of the speed of service are quite good and in terms of politeness and friendliness of employees in providing services is quite good. It can be explained that some of these informants can be seen from several service quality indicators that are only partially fulfilled, that the quality of services in Kejapanan Village, Gempol District is quite good and quite maximal.
