Abstract

The purpose of this study was to determine, analyze the socialization of the continuous voter data updating program of the General Election Commission of Sidoarjo Regency. Qualitative descriptive research methods and data collection techniques through interviews, observation and documentation. Determination of informants is done by purposive sampling method. Data analysis techniques through data collection, data reduction, data presentation, drawing conclusions. The results of this study indicate that the socialization of the continuous voter data updating program of the General Election Commission of Sidoarjo Regency is by direct and indirect socialization. Direct socialization was carried out with the OPD regarding the ongoing voter data updating program of the General Election Commission of Sidoarjo Regency and carried out socialization in high schools (SMA) in Sidoarjo Regency. Meanwhile, indirect socialization is carried out using social media owned by the General Election Commission of Sidoarjo Regency.

Abstract

Implementation of Waste Management Policy at TPA Jabon District, Sidoarjo Regency. Garbage is something that is not used, not used, unpleasant or something that is thrown away that comes from human activities and does not happen by itself. The sources of waste include waste originating from settlements, waste originating from public places, waste originating from offices, waste originating from highways, waste originating from industry (industrial waste), waste originating from/plantations, Garbage originating from mining, waste originating from agriculture and fisheries. Therefore, management is needed to control it so that it does not have a negative impact on public health.This research is a qualitative descriptive approach, with two research locations, the first is the Sidoarjo Environmental and Hygiene Service, and the second is the Final Disposal Site (TPA) in Jabon. The focus of this research is based on the theory of implementation of Edward III with resource persons who can explain the conditions in the field. Data collection techniques were carried out by means of interviews, observation and documentation. The analytical techniques used in this study were collecting data, reducing data, and drawing conclusions.The results showed that the implementation of the Waste Policy at the TPA, Jabon District, Sidoarjo Regency in terms of communication between governments was not optimal due to the lack of commitment from the parties, lack of human resources, optimal disposition and optimal bureaucratic structure.

Abstract

BUMDes is an institution or organization formed by the community and for the community without interference from the village government, therefore it is necessary for the management of the BUMDes to run optimally. The management of BUMDes in Trosobo Village, Taman District, Sidoarjo Regency is quite good because it already has a vision, mission, work program but there are still obstacles, namely lack of organization and lack of movement, direction in managing BUMDes in Trosobo Village. The method used in this study is a qualitative method. The results of the study indicate that the control or supervision of the management of BUMDes Trosobo has been going well because there are 3 supervisors who have been assigned to supervise and evaluate all ongoing BUMDes programs while this report is carried out every month which will then be held discussions about the ongoing BUMDes program. and not whether it has been maximized or not.

Abstract

Lusi Island is one of the tourist destinations in Sidoarjo which is expected to become an environmentally friendly tourist destination with the theme of utilization, research, and conservation of mangroves. Lusi Island is not widely known by the public because visitors are still dominated by the Jabon sub-district and the surrounding area. This study aims to analyze and describe the management and constraints in the Management of Tourism Destinations on Lusi Island in Sidoarjo Regency. The research method used is a qualitative approach, data collected through observation, interviews and documentation, while the data sources are primary and secondary data. Informants who were determined by interview, the informants were UPT BPSPL Wilker staff, East Java Directorate General of PRL, Lusi Island Guard and Head of the Sidoarjo Regency Tourism Office, data analysis derived from Miles and Huberman data, namely through data collection, data, data presentation and conclusions. The results of this study indicate that the process of managing Lusi Island has not been maximized because there are several inhibiting factors. As for some of these factors, there is no government intervention in the process of maintaining and developing the island and there is no legality on the island of Lusi in Sidoarjo Regency.

Abstract

The purpose of this study was to describe and analyze the performance of employees in the administrative services of Kejapanan Village, Gempol District, Pasuruan Regency and to analyze and describe the inhibiting factors and supporting factors of employee performance in Kejapanan village administration services. The research method used is descriptive research with a qualitative approach. The data collection techniques used were interviews, observation and documentation with one key informant including the Kejapanan Village Secretary and four informants including the Head of Service Section, Head of Planning Affairs, one head of Kejapanan Village RT, and one community leader. The data analysis technique in this research is data collection, data reduction, data presentation and conclusion drawing. The results of this study seen from the service quality indicators of the speed of service are quite good and in terms of politeness and friendliness of employees in providing services is quite good. It can be explained that some of these informants can be seen from several service quality indicators that are only partially fulfilled, that the quality of services in Kejapanan Village, Gempol District is quite good and quite maximal.

Abstract

The purpose of this study is to determine and describe the Customer-Driven Service Standards of Citizen Charter in Badan Kepegawaian Daerah Kabupaten Sidoarjo. This research is a qualitative descriptive study located Badan Kepegawaian Daerah Kabupaten Sidoarjo. The technique of determining informants using purposive sampling. The informants in this study were the Head of Badan Kepegawaian Daerah Kabupaten Sidoarjo, Head of Planning and Reporting, Planning and Reporting Staff, Civil Servants in Kabupaten Sidoarjo Government. Data collection techniques through interviews, observation, and documentation. The technique of analyzing data uses an interactive model consisting of data collection, data reduction, data presentation, and conclusion drawing. The results of this study indicate that customer-driven service standards are indicated by the formulation of service standards in accordance with the vision and mission of Badan Kepegawaian Daerah Kabupaten Sidoarjo and informed through the official website of the Badan Kepegawaian Daerah Kabupaten Sidoarjo.

Abstract

This research aims to analyze the effectiveness of conditional cash transfer programs in reducing poverty and hunger. This qualitative descriptive research is located in Kabupaten Temanggung, Central Java. Data obtained from interviews, observation and documentation. The selection of informants was done by purposive sampling technique. Informants in this research is the head of social assistance of Dinas Sosial Kabupaten Temanggung as the head of UPPKH Kabupaten Temanggung. Data analysis technique using Miles & Huberman’s interactive model. The results of this research indicate that after 2 years implementation of Program Keluarga Harapan (PKH) as conditional cash transfer program in Kabupaten Temanggung, the output has not been achieved. Seen from before and after implementation of PKH, there is no different in nutrition status of infants and toddlers as well as the family welfare. The progress is almost the same, still in a constant state before and after PKH implemented. The condition show that the conditional cash transfer program in Kabupaten Temanggung has not been effective in eradicate poverty and hunger.

Abstract

This research aims to know the effectiveness of Posyandu Lansia Program in Sidoarjo and to know the supporting and constraining factors in implementation of Posyandu Lansia Program. This descriptive qualitative research located in Sawotratap Village, Gedangan, Sidoarjo. This research focus on four of effectiveness indicators that is understanding of program, on time, on target, and in real change. The informants determination technique using purposive sampling that is the service officer of Lansia, midwife of the village, and elderly. The results showed that not all of elderly know the benefits and objectives of the Posyandu Program, the implementation schedule of Posyandu is not on time and often change. In terms of accuracy of the target already meet the health needs of the elderly and provide changes to improve the health of the elderly. The obstacles are the awareness of the elderly, the schedule changes and lack of maintenance the facilities so the elderly lazy to follow the activities. Meanwhile, the supporting factor is the funds from local budget to cover the needs of Posyandu activities, the number of officers is enough and assisted by the village midwife assistant

Abstract

The implementation of the urban farming program is a form of the Sidoarjo regency government's efforts to support food security and improve the quality of life of people in densely populated areas and on the other hand Sidoarjo has experienced a conversion of agricultural land to housing and factories. This program aims to enable people to meet their food needs independently and improve the economy and motivate them to form farmer groups to build themselves to be more independent and develop. The background of this study is based on the results of the researcher's initial observations looking at the problem of agricultural land conversion due to the high population surge and infrastructure development in Sidoarjo Regency which interferes with food conditions and the quality of life of the community. Therefore, this study wants to know how the implementation of the urban farming program in supporting food security and improving the quality of life of the people in Sidoarjo regency. In this study, researchers used qualitative methods with a descriptive approach. Data collection is carried out with interview techniques, observation, and documentation. Drawing conclusions related to the reality in the field regarding the implementation process of the urban farming program in Taman Pinang Housing, Lemahputro Village, Sidoarjo Regency.

Abstract

The purpose of this research is to find out how well oil and gas management policies comply with applicable regulations. The research location is in Jambe Bay, Kedungbanteng Village, Tanggulangin District, Sidoarjo Regency. Interviews, observations, and written notes were used as data collection methods in this qualitative research. As well as primary and secondary data are used as data sources. The research findings show that PT. MinarakBrantas Gas in managing the gas mine in TelukJambe, Kedungbanteng village, tends to ignore the applicable regulations as stipulated in Law No. 22 of 2001 concerning Oil and Gas and Regional Regulation No. 6 of 2009 concerning spatial planning for the Sidoarjo Regency area in 2009-2029. It can be seen as follows: (1) In terms of policy effectiveness, mining business actors have not been effective in providing employment opportunities for local communities and have not been effective in developing village territories (2) In terms of policy responsiveness, it can be seen from the rejection of the community which has an impact on gas mining activities (3) In terms of policy smoothing, with the existence of a mining licensing policy, mine managers will benefit more than the affected communities. (4) Regarding the accuracy of the policy, the management of the gas mine in the village of Kedungbanteng is dominated by negative impacts such as damaged roads and land subsidence which causes flooding in settlements and rice fields belonging to the people of Kedungbanteng village
