Abstract

This research evaluates the effectiveness of SIPRAJA in Porong Village, Indonesia, aiming to enhance public service quality. Despite challenges like low community participation, the study identifies factors hindering and supporting SIPRAJA and assesses its impact using qualitative methods. Results show strategic planning, policy coordination, and effective monitoring as key to its success, emphasizing the importance of improved socialization for community engagement. Abstract

This qualitative study examines the quality of population administration services in Bluru Kidul Village, Indonesia, aligning with the government's mandate to provide essential services as per Law Number 25 of 2009. Through interviews, observations, and document analysis, the research evaluates service quality dimensions including tangibles, reliability, responsiveness, assurance, and empathy. Findings indicate a favorable service environment, prompt and accurate service provision, swift handling of requests, caring employee attitudes, and friendly, non-discriminatory treatment of service users. These insights offer valuable guidance for policymakers and administrators to enhance service quality, thereby fostering greater citizen satisfaction and trust in government institutions. Abstract

General Background: Economic development in developing countries aims to enhance economic growth, job opportunities, income distribution, and balance the economic structure. Specific Background: Indonesia, known as an agrarian country due to its fertile land, still relies on rice imports despite its agricultural potential. Knowledge Gap: The effectiveness of government roles in increasing rice production remains unclear, especially at the local level, where farmers face challenges with seed and fertilizer assistance. Aims: This study examines the government's role in increasing rice yields in Karangtanjung Village, Candi District, Sidoarjo Regency, focusing on its function as a stabilizer, innovator, pioneer, and implementer. Results: The findings reveal that the government’s role has been implemented but not fully effective. Farmers perceive challenges with assistance, notably in obtaining superior seeds and affordable, environmentally friendly fertilizers. Moreover, government efforts to enhance production through agricultural support face obstacles, including irrigation issues and limited farmer participation in training programs. Novelty: This study highlights the gaps in the current government interventions, emphasizing the need for improved policies to provide superior seeds and sustainable farming practices tailored to the specific conditions of Karangtanjung Village. Implications: For the government to enhance rice production effectively, there must be efforts to address the supply of superior seeds and environmentally friendly fertilizers, tailored training programs, and better irrigation systems to meet the needs of local farmers. This study underscores the importance of a more targeted approach in agricultural policy to ensure sustainable and increased crop yields. Abstract

General background disaster management requires active community participation to reduce disaster risks. Specific background this study focuses on community participation in flood disaster management in Balonggabus Village, Candi. Knowledge Gap Although many studies discuss community participation in disaster management, research examining local context and specific community participation is still limited. Aims this research to analyze the role and participation of the community in flood disaster management. Results show active participation from the community in cleaning drainage and awareness to engage in disaster management efforts. The community actively participates from the planning stage to the evaluation of disaster management programs. Novelty this study highlights the importance of involving various actors, including the government and the community, in disaster management and strengthens the concept of participation in the local context. Implications these findings can serve as a reference for government policies and related organizations to enhance disaster management programs by more effectively involving the community in the decision-making process. Abstract

General background however, the effective management of these funds remains a significant challenge, particularly in certain regions. Specific background this study focuses on evaluating the management policy of BOS funds at an elementary school, highlighting the need for systematic assessment criteria that align with established standards. Knowledge gap despite the existence of frameworks for evaluating fund management, there is limited research on their practical application in specific educational contexts. The aim is to analyze the BOS fund management by employing evaluation indicators based on Wirawan's framework, which includes input, process, output, and impact assessments. The results reveal that while the school’s facilities and infrastructure are generally in good condition, delays in fund distribution have adversely affected maintenance efforts. Key factors influencing successful fund management include meticulous planning, effective coordination, and accurate reporting. Furthermore, the study finds that BOS funds significantly reduce operational costs, benefiting both educators and students. Novelty this research contributes novel insights into the evaluation process of educational funding, illustrating how structured assessments can improve management practices. The implications of this study suggest that better fund management can lead to enhanced educational outcomes and resource allocation, ultimately fostering an environment conducive to learning. Abstract

The general background while community empowerment is widely studied, the specific contributions of PKK remain underexplored. Specific background this study focuses on PKK's role in Tambak Kalisogo Village, particularly within sustainable community empowerment programs. Knowledge Gap Existing literature lacks a comprehensive analysis of PKK's multifaceted role in community development initiatives. Aims this research aims to elucidate the various roles of PKK, including its functions as a motivator, facilitator, mobilizer, and regulator in community empowerment. Results the findings reveal that PKK effectively organizes activities, provides guidance in food processing, ensures quality in production, and complies with governmental regulations, thus significantly impacting community welfare. Abstract

General Background: The effectiveness of public administration services in Indonesia is crucial as the country transitions to digital platforms. Specific Background: This study examines the online services of Plavon Dukcapil in Rangkah Kidul Village, Sidoarjo Subdistrict, highlighting challenges faced by elderly users in navigating these services. Knowledge Gap: While existing research addresses the advantages of e-government, few studies focus on user satisfaction and effectiveness in rural areas, particularly regarding Plavon Dukcapil. Aims: This research aims to assess the effectiveness of Plavon Dukcapil's online services, focusing on community satisfaction related to service quality, speed, and accessibility. Results: Findings indicate that although service productivity aligns with regulations, efficiency is hindered by incomplete documentation and delays. Community satisfaction is compromised as many residents prefer in-person services over online options. Novelty: This study offers new insights into the operational challenges of e-government in rural Indonesia and highlights the need for improved community engagement. Abstract

The general background of this research highlights the increasing importance of e-government services in enhancing administrative efficiency and accessibility for citizens. The specific background focuses on the implementation of the PLAVON Dukcapil program, which is an online service initiative aimed at improving population administration services in a local government setting. The knowledge gap identified in this study pertains to the lack of comprehensive evaluation regarding the effectiveness of communication, resources, disposition, and bureaucratic structure in this program’s implementation. The aims of the research are to assess the operational aspects of the PLAVON Dukcapil program and to provide recommendations for improvement. The results reveal four key aspects affecting implementation: communication has not been optimized, resource placement needs attention, the village head's commitment is lacking, and while the bureaucratic structure follows established SOPs, continuous evaluation is necessary. The novelty of this study lies in its focus on qualitative descriptive analysis, providing insights into practical challenges faced by local administrators. The implications suggest that improvements in communication strategies, proper resource allocation, enhanced commitment from leadership, and ongoing evaluation of procedures are essential for the successful implementation of e-government services, ultimately leading to better community engagement and service delivery in population administration. Abstract

General Background: Employee performance in public administration is crucial for service quality. Specific Background: This study examines employee performance in population administration services at Kupang Village, Jabon District, Sidoarjo Regency, focusing on community needs and technological adaptation. Knowledge Gap: While prior research has addressed public service performance, gaps exist regarding specific performance indicators in local contexts. Aims: This study aims to analyze performance using five indicators: Work Quality, Timeliness, Initiative, Ability, and Communication. Results: Findings show optimal work quality and initiative, yet timeliness and ability are partially lacking due to attendance issues and varying technological skills. Novelty: This research highlights the interplay between employee competencies and community demographics. Abstract

Abstract. The success of national development is often reflected in infrastructure improvements at the village level, particularly in promoting community welfare. In the specific context, Wunut Village in Porong District, Sidoarjo Regency, faces challenges in infrastructure planning, including transparency issues and limited community participation. The knowledge gap lies in the need for effective infrastructure planning to optimize the use of available resources and to identify obstacles in rural development. This study aims to analyze the village's development planning and identify barriers using a qualitative approach. Based on Syaodih's theory, focusing on achieving better goals, optimizing resources, addressing limitations, and ensuring efficiency, the results show a lack of transparency in the village work plan and passive community participation. This research's novelty highlights the critical role of transparency and engagement in successful infrastructure planning. The implications suggest enhancing community involvement and transparency for more effective rural development.
