Abstract

The general background while community empowerment is widely studied, the specific contributions of PKK remain underexplored. Specific background this study focuses on PKK's role in Tambak Kalisogo Village, particularly within sustainable community empowerment programs. Knowledge Gap Existing literature lacks a comprehensive analysis of PKK's multifaceted role in community development initiatives. Aims this research aims to elucidate the various roles of PKK, including its functions as a motivator, facilitator, mobilizer, and regulator in community empowerment. Results the findings reveal that PKK effectively organizes activities, provides guidance in food processing, ensures quality in production, and complies with governmental regulations, thus significantly impacting community welfare. Novelty this research contributes to the field by presenting a detailed examination of PKK's diverse functions in fostering community development and enhancing the economic capabilities of women. Implications Strengthening PKK's initiatives can further improve community welfare, encouraging women's participation in economic activities, and leading to more prosperous and resilient families. Abstract

General Background: The effectiveness of public administration services in Indonesia is crucial as the country transitions to digital platforms. Specific Background: This study examines the online services of Plavon Dukcapil in Rangkah Kidul Village, Sidoarjo Subdistrict, highlighting challenges faced by elderly users in navigating these services. Knowledge Gap: While existing research addresses the advantages of e-government, few studies focus on user satisfaction and effectiveness in rural areas, particularly regarding Plavon Dukcapil. Aims: This research aims to assess the effectiveness of Plavon Dukcapil's online services, focusing on community satisfaction related to service quality, speed, and accessibility. Results: Findings indicate that although service productivity aligns with regulations, efficiency is hindered by incomplete documentation and delays. Community satisfaction is compromised as many residents prefer in-person services over online options. Novelty: This study offers new insights into the operational challenges of e-government in rural Indonesia and highlights the need for improved community engagement. Implications: Enhancing communication and technical support for users, especially the elderly, could significantly improve the effectiveness and satisfaction of Plavon Dukcapil services, fostering better public service delivery in the digital era. Abstract

The general background of this research highlights the increasing importance of e-government services in enhancing administrative efficiency and accessibility for citizens. The specific background focuses on the implementation of the PLAVON Dukcapil program, which is an online service initiative aimed at improving population administration services in a local government setting. The knowledge gap identified in this study pertains to the lack of comprehensive evaluation regarding the effectiveness of communication, resources, disposition, and bureaucratic structure in this program’s implementation. The aims of the research are to assess the operational aspects of the PLAVON Dukcapil program and to provide recommendations for improvement. The results reveal four key aspects affecting implementation: communication has not been optimized, resource placement needs attention, the village head's commitment is lacking, and while the bureaucratic structure follows established SOPs, continuous evaluation is necessary. The novelty of this study lies in its focus on qualitative descriptive analysis, providing insights into practical challenges faced by local administrators. The implications suggest that improvements in communication strategies, proper resource allocation, enhanced commitment from leadership, and ongoing evaluation of procedures are essential for the successful implementation of e-government services, ultimately leading to better community engagement and service delivery in population administration. Abstract

General Background: Employee performance in public administration is crucial for service quality. Specific Background: This study examines employee performance in population administration services at Kupang Village, Jabon District, Sidoarjo Regency, focusing on community needs and technological adaptation. Knowledge Gap: While prior research has addressed public service performance, gaps exist regarding specific performance indicators in local contexts. Aims: This study aims to analyze performance using five indicators: Work Quality, Timeliness, Initiative, Ability, and Communication. Results: Findings show optimal work quality and initiative, yet timeliness and ability are partially lacking due to attendance issues and varying technological skills. Novelty: This research highlights the interplay between employee competencies and community demographics. Implications: Enhancing training in technology and establishing clear protocols could significantly improve service delivery and community satisfaction, fostering better governance and public trust. Abstract

Abstract. The success of national development is often reflected in infrastructure improvements at the village level, particularly in promoting community welfare. In the specific context, Wunut Village in Porong District, Sidoarjo Regency, faces challenges in infrastructure planning, including transparency issues and limited community participation. The knowledge gap lies in the need for effective infrastructure planning to optimize the use of available resources and to identify obstacles in rural development. This study aims to analyze the village's development planning and identify barriers using a qualitative approach. Based on Syaodih's theory, focusing on achieving better goals, optimizing resources, addressing limitations, and ensuring efficiency, the results show a lack of transparency in the village work plan and passive community participation. This research's novelty highlights the critical role of transparency and engagement in successful infrastructure planning. The implications suggest enhancing community involvement and transparency for more effective rural development. Highlights: Transparency in village government work plans is essential for effective infrastructure development. Abstract

The general background of this research highlights the importance of village apparatus performance in population administration services as a key factor in enhancing efficiency and accessibility of services for the community. The specific background focuses on the analysis of the performance of the Sumberejo Village apparatus in Sidoarjo, selected for its relevance as a representation in assessing service quality. The knowledge gap identified in this study pertains to the lack of comprehensive evaluation regarding productivity, service quality, and accountability in the context of administrative services. The aims of the research are to evaluate the performance of village apparatus in providing services and to offer recommendations for improvement. The results reveal that the performance of the village apparatus is inadequate, with productivity indicators showing good mental attitudes but lacking in technological understanding and work discipline. Service quality is also assessed as insufficient, as indicated by lengthy and complicated service times, resulting in criticism from the community. The novelty of this study lies in its qualitative descriptive analysis that explores practical challenges faced by local administrators. The implications of these findings suggest that improving technological understanding, work discipline, and streamlining service processes are essential for enhancing the quality of administrative services and meeting community expectations. Abstract

General background: Public service is an essential function of government, aimed at fulfilling citizen needs through the provision of goods, services, and administrative support in accordance with regulations. Effective public service requires continuous bureaucratic reforms. Specific background: Lemujut Village, in collaboration with the Population and Civil Registration Service of Sidoarjo Regency, introduced the Online Service (Plavon) application to improve population administration and civil registration services. However, the effectiveness of the Plavon application remains underexplored. Knowledge gap: There is limited research on the effectiveness of digital public service platforms like Plavon in rural Indonesian settings, particularly in terms of productivity, efficiency, satisfaction, and adaptability. Aims: This study aims to evaluate the effectiveness of the Plavon application in improving public service quality in Lemujut Village by analyzing five key elements: productivity, efficiency, satisfaction, adaptation, and development. Results: Findings indicate that productivity is high, with Plavon operators following procedures and maintaining public trust. However, efficiency is lacking, as some administrative processes fail to meet service time standards. Community satisfaction is notably high at 98.98%, but adaptation to digital services remains suboptimal due to inadequate socialization. Development efforts, such as coordinating via WhatsApp and establishing a call center, show significant progress. Novelty: This study provides a detailed evaluation of the Plavon application’s impact on village-level public services, highlighting the role of digitalization in improving service delivery while identifying challenges in community adaptation and efficiency. Implications: The findings suggest the need for enhanced socialization of digital services and continued development of digital infrastructure to ensure equitable access and efficiency in rural public services. Abstract

The general background stunting is a major health issue that threatens the quality of human resources in Indonesia. Specific background posyandu cadres play a crucial role in disseminating health information and educating mothers to prevent and reduce stunting in communities. Knowledge Gap: While previous research has focused on general health initiatives, there is limited evidence on the specific role of posyandu cadres in reducing stunting in rural areas. Aims this study to examine the role of posyandu cadres in reducing stunting rates in the local community. Results the findings demonstrate that posyandu cadres have successfully carried out their role by conducting regular health programs such as providing supplementary food, vitamin A, blood supplements for pregnant women, and monitoring child growth. These efforts have contributed to a steady decrease in stunting rates. Factors influencing the success of the programs include the knowledge and active participation of trained cadres, high community involvement, and support from local health workers and officials. Novelty this study highlights the importance of community-based health initiatives and posyandu programs in addressing stunting, emphasizing the need for well-trained cadres in achieving long-term health outcomes. Implication the research underscores the importance of continuing support for posyandu cadres through training and resources to further improve public health and reduce stunting rates in other regions. Abstract

Background: The integration of information systems into social welfare initiatives is increasingly important in rural areas. Specific Background: This study examines the effectiveness of the Next-Generation Social Welfare Information System (SIKS-NG) in a specific village, highlighting the role of human resources and supporting infrastructure. Knowledge Gap: Previous research emphasizes the need for trained personnel but lacks comprehensive analysis of resource adequacy. Aims: The research assesses the effectiveness of SIKS-NG in updating social assistance data, focusing on operators and available resources. Results: Findings reveal that effective implementation relies on competent operators and sufficient technological resources, such as computers and smartphones. Novelty: This study offers a comparative analysis with prior research, highlighting improved resource provision. Implications: The results emphasize the need for local governments to invest in human capital and technology to enhance social welfare outcomes and address poverty effectively.
