Abstract

The purpose of this study to discribe the quality of health care at Sidoarjo Hospitals, exactly outpatient of iclinic executives and to determines the factors that inhibiting the implementation of health care for outpatient of clinic executive. This study used a Descriptive Qualitative Method. Technique of deciding informant by snowball sampling. Primary data were obtained by in-depth interviews with key informants head room of installation pavilion Sidoarjo Hospital, two nurse of executive polyclinic Sidoarjo hospital and 12 patient and patient's family of polyclinic executive Sidoarjo hospital are as informants. The results showed that the quality of health care at policlinic executives by perseption of respondents in terms of five dimensions of service quality models ServQual include dimensional visibility physical (tangibles), reliability (reliability), responsiveness (responsiveness), assurance (assurance), empathy (empathy) overall get a positive response from community. Factor that inhibiting implementation of service quality are a lack of medical personnel (nurses) at the policlinic executives, so they have to do multi task at a same time. There are unavailable fix doctor schedule and medical facilities not integrated yet has been the factors that inhibit the implementation of health care of clinic executives too.

Abstract

MSMEs in Indonesia play a role as a trigger for economic growth in developing and developed countries. MSMEs also have a crucial function in overcoming problems in a region or region. When the economic situation slumps due to the Covid-19 Pandemic, business people must be really observant in making decisions. The Sidoarjo government has again taken steps as a form of controlling the economic sector during the pandemic. The purpose of this study is to identify the implementation of policies to strengthen micro, small and medium enterprises during the Covid-19 pandemic in Sidoarjo. The research method used is a literature review using 25 journal articles. The results of the study show there are several MSME protection schemes carried out by the government in Sidoarjo, namely as follows: First, there is financial assistance and social assistance for MSME actors affected by Covid-19, especially those who are vulnerable and classified as very poor. Second, tax incentives for MSMEs. Third, relaxation and restructuring of credit for MSMEs through the KurdaSayang program. Fourth, expansion of MSME working capital financing. Fifth, synergistic cooperation between local governments and related stakeholders as a buffer for MSME products. Sixth, training on the use of e-learning digital platforms. Meanwhile, the implementation of policies to strengthen micro, small and medium enterprises during the pandemic in Sidoarjo, can be seen from the communication, bureaucratic structure, resources and attitude of the implementers.

Abstract

The Community-Based Drinking Water and Sanitation Provision Program (PAMSIMAS) is a program of the Central Government and Local Governments with support from the World Bank, with the aim of increasing the supply of drinking water and sanitation and improving healthy living behavior among the community. In the implementation of the PAMSIMAS program in Tanjekwagir Village, there are several obstacles including the lack of supporting facilities, especially pipe connections and lack of budget funds. This study aims to analyze and describe the implementation of the PAMSIMAS program and the obstacles in implementing the PAMSIMAS program in Tanjekwagir Village. This type of qualitative descriptive research with the technique of determining the informant using purposive sampling. Research informants were the Head of Tanjekwagir Village, Head of BUMDes, Head of BPSPAM, and community users of the PAMSIMAS program. The research location is in Tanjekwagir Village, Krembung District, Sidoarjo Regency. The data collection techniques are observation, interviews, and documentation. Data analysis techniques from Miles da Huberman (2011: 247) are data collection, data reduction, data presentation, and drawing conclusions. The results of the research on the implementation of the PAMSIMAS program in Tanjekwagir Village are reviewed using communication indicators that have several dimensions. First, tansimisi in the implementation of the PAMSIMAS program uses socialization media directly to the community and utilizes technology by creating a website so that it is easier for people to get information about the PAMSIMAS program in Tanjekwagir Village. Second, clarity in the implementation of the PAMSIMAS program is the target of this program, the PAMSIMAS program was created to provide access to clean water to the community so that people's clean and healthy living behavior can be improved for the better. Third, consistency in the implementation of the PAMSIMAS program is carried out by the Drinking Water Supply Facility Management Agency (BPSPAM) in accordance with PP No. 16 of 2005

Abstract

BUMDes is a village business institution that is managed by the community and village government in an effort to strengthen the village economy and is formed based on the needs and potential of the village. BUMDes savings and loans is a type of business that is engaged in the association and distribution of funds to the public. This study aims to describe and analyze the role of BUMDes as a regulator in the community's economy and to describe and analyze the constraints in the role of BUMDes for Savings and Loans Mekar Sewu in Kendalsewu Village, Tarik District, Sidoarjo Regency. This type of qualitative descriptive research with the technique of determining the informant using purposive sampling. Research informants were the Kendalsewu Village, the Kendalsewu Village secretary, the chief executive of the Mekar Sewu Savings and Loans BUMDes, the Mekar Sewu Savings and Loans BUMDes treasurer, and the borrowing community of the Mekar Sewu BUMDes Savings and Loans. The location of this research is in Kendalsewu Village, Tarik District, Sidoarjo Regency. Data collection techniques are observation, interviews, and documentation. Abstract

This study aims to analyze and describe the coordination of actors in the implementation of Lusi Island tourism development in Kedungpandan Village, Jabon District, Sidoarjo Regency. Data collection techniques were conducted by interview, observation, and documentation. The data analysis technique uses an interactive analysis model proposed by Miles and Huberman, consisting of four components, namely data collection, data reduction, data presentation, and drawing conclusions. The results showed that the coordination of actors in the implementation of Lusi Island tourism development in Kedungpan Village and Jabon District, Sidoarjo Regency was carried out by interactive dialogue communication between actors, communication via WhatsApp, and holding exhibitions. Coordination and promotion are also carried out online. Comprehensive information on the leadership in the development of Lusi Island tourism is shown by the party who scheduled the meeting, namely Pokdarwis through public relations.

Abstract

The Office of Family Planning and Women's Empowerment created an innovation to reduce the number of women's violence in Pasuruan Regency. The program is the Thumb Sakera program (Aware of the Violence of Women and Children by Picking Up Balls). The purpose of this study was to describe and analyze the innovation of the Thumb Sakera program (Aware of the Violence of Women and Children by Picking Up Balls) in Pasuruan Regency. This study uses a quantitative descriptive. The sample of this research is 32 people. Data processing techniques use statistical analysis which consists of grouping data based on respondents, tabulating data based on all respondents, presenting data according to research results, and carrying out calculations to answer the problem formulation. The analysis technique used is the Likert scale technique. The results of the validity test of this study showed that Cronbach's Alpha was above 0.6 which means that each item was declared valid. In addition, the reliability test of 12 items shows a strong reliability with Cronbach's Alpha 0.764. It can be identified that the results of the research on the effectiveness of the Thumb Sakera program in Pasuruan Regency are in the "Effective" category. The average value is 78.59% which is obtained from the determination indicator; program target of 82.29%; program socialization of 75.84%; program objectives of 79.59; and program monitoring of 76.67%.

Abstract

The purpose of this study is to describe social policy strategies that can be applied in an effort to minimize the crime rate in East Java and to describe obstacles in implementing social policy strategies in an effort to minimize crime rates in East Java. Data analysis was carried out by analyzing the Miles and Huberman model data which consisted of three stages, namely data reduction, data presentation (data display), and drawing or verifying conclusions. The results showed that the social policy strategy in minimizing the crime rate in East Java is to create a labor-intensive housing program and increase the expansion of higher education services so that it can produce graduates who are in accordance with the needs of the labor market, especially in remote rural areas. Obstacles that are considered to be able to interfere with the implementation of social policy strategies in an effort to minimize the crime rate in East Java include: social conflicts that cannot be estimated when and where they occur, conflicts and competition in the community, the number of people in East Java which is relatively high and there are economic inequalities in several areas of East Javanese society.

Abstract

Quality public services are one of the benchmarks for the success of government implementation. One of the public services which is a basic service for the community is population administration services. To ensure the implementation of improvements in the quality of population administration services efficiently and effectively, orderly population administration and increasing the scope of ownership of population documents as well as improving service performance, the Sidoarjo Regency Population and Civil Registration Service has carried out various innovations in services. The method used in this article is through literature study by exploring various sources including journals, books, official documents, digital data and official news limited by the author from 2018 to 2024. Transformation of population administration services carried out by the Population and Registration Service Sidoarjo Regency's civil services include the Peduli Dilan program in 2019, Plavon (Online Service) Dukcapil in 2021, and Integrated Ball Pick-up in 2022. The transformation of population administration services carried out by the Sidoarjo Regency Population and Civil Registration Service is able to create effective and effective services. Efficient and increasing ownership of population administration documents for the people of Sidoarjo Regency.

Abstract

The aim of this study is to examine and evaluate the phases, procedures, and challenges associated with the implementation of e-government through digital archives in the village's neighborhood unit (RT) 47 in Larangan Village. Employing a qualitative methodology with a descriptive research design, the findings indicate that the e-government implementation process via the village digital archives is currently in the preparatory phase. Second, the procedure for implementing e-government through the village digital archives in Larangan Village involves recording all residents’ information, such as Head of Family, Address, Telephone, House Status, Number of family members, as well as Family Card number and National Identification Number (NIK), which are replaced with house numbers to ensure data security. This data is then inputted by the person in charge into the neighborhood unit (RT) 47 residents’ database application. The obstacles in implementing e-government through the village digital archives include human resources as successors of the application operator, application interoperability with the government, and the absence of village regulations to mandate digitization in each RT.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi Kebijakan Kurikulum Merdeka di Madrasah Aliyah Negeri (MAN) Sidoarjo dengan menggunakan pendekatan kualitatif dan metode deskriptif. MAN Sidoarjo dipilih sebagai lokasi penelitian karena belum terdapat studi sebelumnya yang membahas topik serupa. Teknik pengambilan sampel dilakukan secara purposive sampling, dengan memilih informan yang memiliki keterkaitan langsung dengan implementasi Kurikulum Merdeka. Penelitian ini berfokus pada empat indikator implementasi kebijakan berdasarkan model George C. Edwards III, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Data yang digunakan meliputi data primer yang diperoleh melalui observasi, wawancara, dan dokumentasi, serta data sekunder yang mendukung analisis. Hasil penelitian ini menunjukkan kurangnya koordinasi antar pihak terkait, minimnya pelatihan menyebabkan tidak meratanya penyampaian juknis dan SOP, kurangnya pusat informasi terpusat, Selain itu, rendahnya partisipasi guru dalam pelatihan, yang disebabkan oleh kurangnya sosialisasi, jadwal yang tidak terorganisasi, dan keterbatasan sumber daya semakin memperparah masalah, sehingga pemahaman terhadap Kurikulum Merdeka menjadi tidak merata.
