Abstract

Performance is the most important aspect of hospital operations. Bed Occupancy Rate (BOR) shows the productivity of using inpatient beds and can also show the performance of the hospital staff. The BOR rate in the inpatient unit of RS X in 2020-2022 was below the ideal rate of 60-85%. This study aims to measure the performance of the inpatient unit of RS X based on the seven Malcolm Baldrige criteria. This type of research is descriptive research with a cross-sectional approach. The population in this research is all nurses of the inpatient unit of X Hospital which amounted to 201 people. The sample was taken using simple random sampling method and calculated the proportion of each room with a sample size of 138 people. Data were collected using a questionnaire consisting of 49 statements. The results of the study obtained a percentage of achievement based on the Malcolm Baldrige score on leadership criteria of 85.25%, strategic planning criteria of 84.0%, customer focus criteria of 86.94%, PAMP criteria of 82.89%, human resource focus criteria of 84.94%, operational focus criteria of 85.88%, and results criteria of 83.58%. Overall performance achievements based on the seven Malcolm Baldrige criteria are in the excellent level 2 category, except for the measurement, analysis, and knowledge management criteria which are in the excellent level 1 category. So, efforts still need to be made to improve performance in the inpatient unit, especially in the measurement, analysis, and knowledge management categories.

Abstract

Numerous studies have explored various aspects of performance in healthcare services, including patient satisfaction, staff well-being, and resource capacity. However, research addressing these gaps using the Malcolm Baldrige Performance Criteria framework remains limited. This study aims to evaluate and enhance the inpatient service performance at Mabarrot Gresik Islamic Hospital using the Malcolm Baldrige Performance Criteria model. An analytical observational study with a cross-sectional approach was conducted to analyze the relationships and correlations among eight Malcolm Baldrige criteria: Organizational Profile, Leadership, Strategic Planning, Customer Focus, Measurement, Analysis, and Knowledge Management, Human Resources, Operational Activity Focus, and Results. Data were collected from 34 respondents, comprising medical and non-medical staff, using a validated (CVI = 0.77) and reliable (α = 0.986) questionnaire. The analysis revealed that Human Resources (r = 0.993), Results (r = 0.837), and Strategic Planning (r = 0.758) demonstrated very strong relationships with Customer Focus, indicating these areas significantly impact inpatient service performance. Furthermore, a strong correlation was found between Customer Focus and Results (r = 0.837), emphasizing the importance of prioritizing patient satisfaction to achieve better outcomes. However, the study identified a weak relationship between the Organizational Profile and Measurement, Analysis, and Knowledge Management criteria, indicating a misalignment that requires attention. The findings suggest that improving human resource performance and addressing customer needs are critical strategies for enhancing inpatient services.

Abstract

Background: Human resource management plays a vital role in achieving hospital goals, including improving service quality by optimizing human resource talent efficiently. The quality of work significantly affects employee performance. Employees who experience a supportive and conducive work environment are more motivated, engaged, and likely to provide optimal results, contributing to organizational success. This study aims to analyze the influence of employee characteristics and quality of work life on employee performance at RSIA Glamour Husada Kebun Bangkalan. Methods: A quantitative research method with a cross-sectional approach was employed. The study involved all employees of RSIA Glamour Husada Kebun Bangkalan, with a sample of 74 respondents selected through total sampling. Data were collected via questionnaires covering employee characteristics, quality of work life, and employee performance. Binary logistic regression was used for data analysis. Results: Employee characteristics (p = 0.265) did not have a significant influence on performance simultaneously. However, the quality of work life (p = 0.000) significantly influenced performance simultaneously. Among the employee characteristics, the length of service (p = 0.008) had a significant effect on performance. All dimensions of quality of work life were proven to partially affect employee performance. Conclusion: Employee performance is significantly influenced by the length of service and various dimensions of quality of work life. These findings highlight the importance of fostering a supportive work environment and recognizing the critical role of tenure in enhancing the performance of hospital employees.

Abstract

Coordination in a hospital is a necessary process needed to reach the organization’s goals. One of the processes that need coordination among cross-functional units is the essential drug procurement. The essential drug in Karsa Husada Batu Public Hospital (RSU Karsa Husada Batu) was often out of stock condition in some specific kinds of drugs. The average of the essential drug out of stock between the year of 2017 until the first semester of 2018 reached 33,73%. This number was far from the ideal standard of 0% out of stock condition. This research was aimed to recommend better coordination of essential drug management. The study used quantitative research and the data is collected using a questionnaire. The population in this research was all hospital staff who participate in essential drug procurement in RSU Karsa Husada Batu. There were 29 samples as the respondents in this research, which used purposive sampling, and the data collection took place in January until February 2019. The data is analyzed based on distribution analysis. Some communication aspects that has reached good results are intensity (69,00%), timing (65,50 %), accuracy (79,30%), and problem-solving (69,00%). However, mutual respect (58,60%), knowledge sharing (58,62%), and goal coordination (65,52%) had not reached the targeted result. Mutual respect and goal coordination should be the focus of hospital management to reach the goal of essential drug availability

Abstract

The high degree of dependence on imported medical devices in Indonesia poses challenges to national resilience in the healthcare sector. Fiscal policies, including taxation regulations, fiscal incentives, and import substitution strategies, play a significant role in enhancing the competitiveness of the domestic medical device industry. This study employs a normative method with a legislative approach to analyse the impact of taxation regulations on the competitiveness of the medical device industry. The findings indicate that 1) import duties regulated under PMK No. 26/PMK.010/2022 provide protection for local products but require synergy with fiscal incentives, as outlined in PP No. 45 Tahun 2019; 2) import substitution policies have successfully increased local production but are still constrained by dependence on imported raw materials; 3) tax regulations, such as Article 22 of Law No. 36/2008 and the imposition of a 10% VAT, contribute to protecting the domestic market, but the tax burden on end consumers remains a challenge; and 4) a more integrated and sustainable fiscal policy framework is needed to foster innovation, efficiency, and acceleration of the independence of the medical device industry in Indonesia. This study highlights the importance of strengthening fiscal regulations to support the resilience of the national healthcare sector.

Abstract

Public Safety Center berfungsi sebagai pemberi layanan korban/pasien gawat darurat dituntut untuk mampu memberikan pelayanan yang bermutu sesuai dengan standar yang ditetapkan. Untuk meningkatkan mutu dan mempertahankan standar pelayanan maka perlu sebuah penilaian sistem manajemen mutu terpadu. Penelitian ini bertujuan untuk mendapatkan gambaran kinerja Public Safety Center pada Dinas Kesehatan Kota Pasuruan dengan menggunakan metode Malcolm Baldrig. Penelitian ini menggunakan pendekatan deskriptif. Pengumpulan data dilakukan melalui pengisian kuesioner, wawancara mendalam dan observasi dokumen dengan menggunakan total populasi yaitu 21 orang petugas Public Safety Center. Evaluasi terhadap kinerja berdasarkan 7 kriteria yang terdapat di dalam Malcolm Baldrige, yang memiliki 2 dimensi penilaian, yaitu proses dan hasil. Hasil penelitian menunjukkan bahwa kriteria dengan persentase skor tertinggi adalah tenaga kerja (66,85%) dan yang terendah adalah kategori strategi (41.71%). Total skor yang didapat adalah sebesar 538.33 poin dari skor maksimal 1000 poin. Hal ini menunjukkan kinerja Public Safety Center Dinas Kesehatan Kota Pasuruan berada di level good performance (skala poin 476-575).Kata kunci: malcolm baldrige; public safety center; kinerja

Abstract

Indonesia mencatat 5.402 bencana alam pada tahun 2012, menurun menjadi 3.522 bencana alam pada tahun 2022. Selain bencana alam, bencana non alam seperti kegagalan modernisasi, kegagalan teknologi, wabah penyakit, dan epidemi juga terjadi. Bencana teknologi industri telah menjadi ancaman serius karena kurangnya tanggung jawab industri dalam pencegahan, yang seringkali mengakibatkan kerugian yang signifikan. Bencana industri yang umum terjadi antara lain kebakaran, pencemaran limbah B3, gangguan operasional, polusi asap, kegagalan fungsi teknologi, kebocoran gas beracun, ledakan, dan risiko yang berkaitan dengan penggunaan bahan kimia berbahaya. Insiden-insiden ini menyoroti kebutuhan mendesak akan perencanaan mitigasi bencana dan kesiapsiagaan darurat yang tepat, terutama di kawasan industri. Penelitian ini bertujuan untuk mempublikasikan rencana kontinjensi darurat untuk memitigasi kegagalan teknologi industri di PT. Kawasan Industri Gresik (KIG) pada tahun 2023 dengan menggunakan metode evaluasi CIPP (Context, Input, Process, Product). Penelitian ini menggunakan desain observasional deskriptif dengan pendekatan kuantitatif dan menggunakan sistem penilaian skala Likert. Penelitian ini menghasilkan variabel Context dengan total rata-rata sebesar 67,20 dan dikategorikan sangat baik. Variabel Input rata-rata sebesar 68,80 dan dikategorikan baik. Variabel Process rata-rata sebesar 61,23 dan dikategorikan baik. Variabel Product memperoleh total rata-rata 64,75 dan dikategorikan baik.  Berdasarkan penelitian yang telah dilakukan, dapat disimpulkan bahwa contingency plan pada industri KIG tahun 2023 dalam keseluruhan bernilai 65,49 pada kategori baik dan terlaksana sebagai pedoman bencana industri dan apabila terjadi bencana contingency plan kegagalan teknologi industri menjadi rencana operasional diterapkan sebagai acuan tanggap darurat.

Abstract

Dalam upaya meningkatkan kualitas SDM maka diperlukannya Knowledge Management pada setiap karyawan dalam organisasi untuk menciptakan kinerja yang optimal. Knowlеdgе managеmеnt ialah suatu fungsi yang mеmbеntuk, mеngidеntifikasi dan mеngеlola pеngеtahuan organisasi untuk kеuntungan jangka panjang. Untuk mеndapatkan Knowlеdgе Managеmеnt yang maksimal tidak hanya cukup mеngеlola pеngеtahuan organisasi saja, mеlainkan mеngеmbangkan pеngеtahuan yang dimiliki sеtiap individu yang bеrada didalam organisasi. Kinеrja karyawan mеrupakan salah satu faktor yang pеnting dalam pеncapaian tujuan organisasi. Systematic review ini bertujuan untuk mengevaluasi pengaruh manajemen pengetahuan (knowledgemanagement) terhadap kinerja karyawan Puskesmas, dengan fokus pada praktik berbagi pengetahuan, penciptaan, dan penerapan pengetahuan. Berdasarkan analisis lima artikel penelitian, ditemukan bahwa knowledge management memiliki kontribusi signifikan dalam meningkatkan perencanaan, pelaksanaan, pengawasan, dan kolaborasi di antara tenaga kesehatan. Penelitian ini menggunakan kerangka PICOTS untuk mengidentifikasi populasi, intervensi, dan hasil yang relevan, menunjukkan bahwa knowledge management dapat meningkatkan efisiensi operasional dan kualitas pelayanan kesehatan. Namun, terdapat beberapa keterbatasan dalam penelitian ini, seperti desain cross-sectional, ketergantungan pada data self-reported, serta keterbatasan infrastruktur dan budaya organisasi. Untuk penelitian masa depan, direkomendasikan studi longitudinal yang lebih komprehensif, eksplorasi teknologi untuk mendukung knowledge management, dan pendekatan yang lebih kontekstual terhadap adopsi knowledge management di berbagai lingkungan kerja. hasil ini menekankan pentingnya knowledge management sebagai alat strategis untuk mengoptimalkan kinerja dan kualitas pelayanan di Puskesmas.

Abstract

Medical disputes often arise from disagreements in healthcare services involving medical personnel, such as doctors and nurses, which may lead to patient injuries or death. Article 87 of Law No. 30 of 2014 provides a legal basis for courts to annul administrative decisions that are legally flawed or involve abuse of authority, thereby protecting medical personnel from unfair sanctions. This study employs a normative method with a statutory approach and finds that: 1) Article 87 offers significant legal protection for medical personnel; 2) This article promotes transparency and accountability in administrative decisions within the healthcare sector; 3) The implementation of Article 87 also safeguards patients' rights by ensuring decisions are examined fairly and transparently; 4) The application of Article 87 principles contributes to improving the quality of healthcare services by encouraging objective and professional administrative decisions.

Abstract

Background: Heart disease remains a leading cause of death globally and is increasingly prevalent in Indonesia. Preventive behavior plays a crucial role in reducing the burden of this disease, especially among populations with limited healthcare access. This study aims to develop a Perceived Behavior Model based on the Health Belief Model combined with WHO's STEPWise approach to enhance health quality related to heart disease prevention behaviors. Methods: This observational cross-sectional study examined demographic factors, perceived susceptibility, seriousness, barriers, benefits, self-efficacy, and cues to action regarding heart disease preventive behavior. Participants adopted preventive measures such as maintaining a healthy diet, refraining from smoking, avoiding alcohol consumption, and staying physically active. The study surveyed 435 individuals from the total 82,232 BPJS Mandiri (self-paying participants of Indonesia’s National Health Insurance system) members in Banjarmasin, Indonesia, without any intervention. Data analysis was conducted using the Partial Least Square (PLS) method with SmartPLS software version 3.29. The full model of structural equation modeling and theory confirmation also examined the presence or absence of relationships between latent variables. Result: The study found a direct and positive effect of demographic factors on perceived susceptibility, perceived seriousness, perceived benefits, perceived barriers, and self-efficacy, as well as on perceived susceptibility and seriousness regarding heart disease preventive behaviour. Conclusions: Understanding these cultural influences can guide policymakers in strengthening prevention strategies within Indonesia’s Social Security Agency of Health system, reducing financial burdens, and improving public health outcomes. These insights may also inform global discussions on culturally tailored health interventions.
