Abstract

Abstrak Penyebaran ajaran radikalisme menjadi isu yang terus menarik diperbincangkan terlebih dengan adanya data yang menyebut bahwa sebesar 3% prajurit TNI terpapar paham radikalisme. Sebuah kajian dalam tulisan ini menyoroti bagaimana radikalisme dapat merambah ke lingkungan aparat Negara termasuk Paspampres melalui berbagai saluran termasuk media sosial. Penelitian ini menggunakan metode kualitatif dan bertujuan untuk menganalisis pentingnya pengamanan personel Paspampres dalam menghadapi potensi ancaman radikalisme terhadap prajurit. Hasil penelitian mengungkapkan bahwa Paspampres memiliki resiko terpapar ideologi radikal karena faktor internal maupun eksternal. Kondisi ini semakin beresiko apabila prajurit Paspampres menggunakan keterampilan militer untuk mendukung paham radikal. Untuk itu, dibutuhkan strategi pengamanan yang komprehensif dan terintegrasi dalam menghadapi potensi ancaman radikalisme di lingkungan Paspampres melalui tiga pendekatan utama yaitu preventif, edukatif, dan responsif. Pencegahan menjadi fokus utama dengan pendidikan dan pelatihan untuk meningkatkan kesadaran serta respons yang cepat terhadap situasi yang muncul. Abstract

Abstrak Sejarah politik bangsa menghadapi konflik internal dengan keragaman etnis, agama, ras, dan SARA yang dapat mengarah pada disintegrasi. Indonesia berhasil mengatasi pemberontakan GAM, tetapi konflik terus berlanjut di Papua. Strategi kontrainsurgensi yang melibatkan masyarakat secara lebih aktif diperlukan untuk melindungi dari pemberontakan. Tujuan dari penelitian ini adalah menganalisa peran intelijen dan model counterinsurgency dalam menghadapi ancaman insurgensi di Papua melalui mystic diamond. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Hasil penelitian menunjukkan bahwa dalam konflik Papua, dimensi internasional menjadi penting karena dukungan dari komunitas internasional terhadap gerakan separatisme Papua. ULMWP menjadi fokus utama dalam mendukung pemberontakan, dengan dukungan dari negara-negara Melanesia seperti Vanuatu. Konflik ini juga memicu perhatian internasional terutama dalam forum seperti Majelis Umum PBB, di mana isu-isu seperti pelanggaran HAM di Papua dibahas. Pemerintah Indonesia dihadapkan pada tantangan diplomasi dan tindakan keamanan terhadap gerakan separatisme. Peran intelijen menjadi krusial dalam mendeteksi dan menganalisis ancaman, sementara model Mystic Diamond digunakan untuk menghadapi konflik ini dengan pendekatan multi-dimensional, termasuk dialog, kontrol keamanan, dan upaya internasionalisasi Papua. Upaya memperbaiki akar permasalahan sosial, ekonomi, dan politik di Papua juga penting dalam menyelesaikan konflik ini secara komprehensif. Abstract

Abstrak Dengan dasar filosofi yang berkaitan dengan aspek ilmu pertahanan, maka filsafat ilmu pertahanan akan menjadi sangat penting bagi untuk diteliti dan dipahami oleh para intelektual bela negara. Filsafat ilmu pertahanan adalah suatu cara berpikir ilmiah untuk memikirkan negara ini aman sejahterah dan menyenangkan. Etika adalah filsafat moral, atau ilmu yang membahas dan mengkaji secara kritis persoalan benar dan salah secara moral, tentang bagaimana harus bertindak dalam situasi konkret. Penerapan teknologi untuk digunakan dalam peperangan. Ini terdiri dari jenis teknologi yang jelas-jelas bersifat militer dan bukan sipil dalam penerapannya, umumnya karena tidak memiliki aplikasi sipil yang berguna atau legal, atau berbahaya untuk digunakan tanpa pelatih militer yang sesuai. Penelitian ini menggunakan metodologi penelitian satu studi kasus (Single case study) dengan jenis penelitian kualitatif. Studi kasus adalah penelitian terhadap suatu fenomena/kejadian yang telah terjadi (historis) pada konteks yang spesifik. Penelitian ini menggunakan sumber-sumber data sekunder yang didapatkan dari berbagai buku, artikel pada jurnal ilmiah, artikel pada koran/majalah, dan juga situs-situs internet yang berkaitan dengan permasalahan penelitian yang dibahas. Kata Kunci: Etika, Filsafat Ilmu Pertahanan, Teknologi Militer Abstract With a philosophical basis related to aspects of defense science, the philosophy of defense science will be very important for research and understanding by state defense intellectuals. The philosophy of defense science is a scientific way of thinking to think about this country being safe, prosperous and enjoyable. Ethics is a moral philosophy, or science that discusses and critically examines issues of moral right and wrong, about how to act in concrete situations. Application of technology for use in warfare. It consists of types of technology that are clearly military rather than civilian in their application, generally because they have no useful or legal civilian application, or are dangerous to use without appropriate military training. This research uses a single case study research methodology with a qualitative research type. A case study is research into a phenomenon/event that has occurred (historically) in a specific context. This research uses secondary data sources obtained from various books, articles in scientific journals, articles in newspapers/magazines, and also internet sites related to the research problems discussed. Abstract

This study investigates the implementation of the obligation to allocate 20% of plantation land to farmers from a jurisdictional perspective by using a case study of PT. Wanasari Nusantara in Kuantan Singingi Regency, Riau Province. The obligation, stipulated under the Regulation of the Minister of Agrarian Affairs and Spatial Planning/National Land Agency Number 26 of 2007, aims to empower local communities and foster regional economic development. Employing an empirical legal research methodology, this study analyzes legal frameworks and qualitative data gathered through stakeholder interviews. The findings indicate that the company has not fully complied with its obligations, largely due to inadequate oversight and a lack of transparency in the management and expansion of Land Use Rights (Hak Guna Usaha or HGU). From the perspective of spatial planning law, land allocation policies are vital to ensure equitable access to land resources. However, these policies require stronger regulatory frameworks and enforcement mechanisms to achieve their objectives. The study concludes by recommending a comprehensive revision of supervision mechanisms and an enhanced governmental role to ensure effective implementation of land allocation policies. This approach is essential for achieving distributive justice and promoting sustainable social and economic development.

Abstract

Military law enforcement is a fundamental element in maintaining the discipline and integrity of Indonesian Army (TNI AD) soldiers. This study aims to analyze military law enforcement strategies at Denpom I/6 Batam to support the primary tasks of TNI AD, particularly in addressing challenges such as high rates of desertion, drug abuse, and misuse of authority. Using a descriptive qualitative method, the study identifies various internal and external factors influencing the effectiveness of law enforcement. The findings reveal that key challenges include limited resources, suboptimal supervision, and the impact of interactions with civilian communities. To address these challenges, the study formulates strategies based on the use of information technology, specialized military law training, and cross-agency collaboration. The implementation of these strategies not only improves soldier discipline but also strengthens public trust in the TNI AD institution. The study recommends enhancing personnel capacity, modernizing support facilities, and establishing cross-sectoral collaboration mechanisms to achieve more adaptive and responsive military law enforcement

Abstract

Although maritime chokepoints have received substantial attention in research on maritime security, energy security, and military power, limited scholarship has examined how multi-domain intelligence is converted into decision superiority and applied across distinct chokepoint environments. This study investigated the intelligence-to-decision mechanisms demonstrated in the Strait of Hormuz and assessed their conditional relevance to the strategic security of the Strait of Malacca. It employed a qualitative, theory-guided case study design integrating process tracing, structured, focused comparison, and source triangulation. The analysis covered the period from 2019 to August 2026, treating the Strait of Hormuz as the primary critical case and the Strait of Malacca as the application case. Data were drawn from peer-reviewed literature, official documents, international organizations, reputable news agencies, strategic and defense research institutions, and open-source intelligence. The findings reveal that maritime strategic effects emerge through an interconnected sequence comprising multi-domain intelligence, surveillance, and reconnaissance (ISR), intelligence fusion, decision superiority, operational conversion, and strategic effects. Intelligence superiority alone does not guarantee strategic success; its effectiveness depends on converting integrated intelligence into timely, accurate, coordinated, and contextually appropriate decisions. The study contributes to maritime security scholarship by conceptualizing decision superiority as the mechanism linking intelligence architecture to strategic effects and demonstrating that lessons from the Strait of Hormuz should be transferred as adaptable mechanisms rather than replicated as military doctrines. For Indonesia, securing the Strait of Malacca requires prioritizing persistent ISR, multi-sensor intelligence fusion, interorganizational interoperability, rapid decision-making, and resilient surveillance instead of unilateral sea-denial strategies. These findings advance an intelligence-centric approach to maritime security and provide practical guidance for strengthening Indonesia’s maritime intelligence architecture while preserving freedom of navigation and regional cooperation. Further research should test the proposed intelligence-to-decision mechanism using additional primary sources and comparative evidence from other strategic maritime chokepoints.

Abstract

The relationship between radicalization and asymmetric warfare remains insufficiently explained in historically grounded analyses of non-state armed groups. This study examines radicalization as a pathway to asymmetric warfare through a historical analysis of the Abu Sayyaf Group (ASG) in the Southern Philippines. Employing a qualitative literature-based approach, the study draws on academic books, peer-reviewed journal articles, research reports, and official documents addressing the Moro conflict, ASG’s historical development, radicalization, terrorism, and asymmetric warfare. The data were examined through qualitative content analysis and historical process tracing, with Moghaddam’s Staircase to Terrorism serving as the primary analytical framework. The findings demonstrate that ASG’s development was embedded in a protracted historical context characterized by colonial legacies, political marginalization, socioeconomic disparities, land disputes, and perceived injustice. These conditions facilitated the emergence of radical narratives that were subsequently reinforced by Salafi-jihadist ideology, organizational recruitment, military training, and transnational connections. Radicalization also coincided with organizational and strategic transformation, as reflected in the increasing use of kidnapping, hostage-taking, bombing, ship hijacking, and criminal financing. Amid substantial military and organizational asymmetries between ASG and the Philippine state, these unconventional forms of violence provided the group with alternative means of confrontation. The study concludes that radicalization does not automatically produce asymmetric warfare; rather, it constitutes a pathway through which grievances are ideologically reframed, violence is legitimized, organizational capacity is developed, and unconventional strategies become viable for a weaker non-state actor. These findings contribute a historically grounded explanation of how radicalization processes can enable non-state armed groups to adopt asymmetric modes of warfare.
