Abstract

Purpose: This study aims to analyse the development of human resources (HR) in improving employee performance productivity at the Regional Financial and Asset Management Agency (BPKAD) of Papua Province. Research methodology: This research uses a mixed-method approach: quantitatively through questionnaires distributed to 45 respondents, and qualitatively through in-depth interviews with BPKAD employees. Data were analysed using simple linear regression and supported by SWOT analysis. Results: The study found that HR development significantly influences the improvement of employee performance productivity. The simple linear regression analysis showed that the HR development variable (X) contributed 73.5% to the regional financial performance variable (Y), with a significance value of <0.001. Qualitative data revealed that training and technical guidance are the primary HR development strategies, despite challenges such as budget constraints, limited access to training, and a lack of field-specific experts. Conclusions: Planned HR development supported by training and continuous evaluation improves employee efficiency and accountability. Strategic HR improvement should focus on optimising internal strengths and leveraging external opportunities in a collaborative and sustainable way. Limitations: The study is limited by the small sample size (45 respondents) and potential constraints in qualitative generalisation due to context-specific findings at BPKAD Papua Province. Contribution: This research contributes to the literature on public sector HR development by highlighting the measurable impact of HR strategies on performance outcomes and identifying actionable improvement areas through SWOT-based analysis.

Abstract

Purpose: This study examines the influence of wages and allowances on productive working hours and business income at PT Hai Wah Talbuk, a medium-sized enterprise in Mimika, Papua. It identifies which compensation component—wages or allowances—most affects productivity and how productive hours impact revenue. Methodology: A quantitative approach using 2017–2024 time-series secondary data was applied. Variables included wages, allowances, productive working hours, and company income. Multiple linear regression analyzed the effect of wages and allowances on working hours, while simple linear regression assessed the impact of productive hours on income. Classical assumption tests validated the model. Results: Wages had a significant positive effect on productive working hours (p < 0.05), while allowances were positive but insignificant. Productive working hours strongly influenced business income (R² = 0.966; p < 0.01), confirming a direct link between productivity and financial performance. Conclusions: Wages significantly boost productive working hours and, in turn, company income, while allowances have a weaker effect. Productive hours are a key driver of revenue, emphasizing the role of effective wage policies. Limitations: The study focuses on one company, excluding qualitative factors like leadership or organizational culture. Contribution: Provides empirical evidence for SMEs and policymakers to prioritize monetary compensation over non-cash benefits to improve labor productivity and revenue in remote, resource-limited regions.

Abstract

The development of industrial estates plays a strategic role in supporting economic growth and industrial competitiveness in emerging economies, including Indonesia. However, increasing environmental pressures and sustainability demands require industrial estate development to be supported by effective governance, innovative public policies, and environmentally oriented investment. This study aims to examine the effect of environmental governance, public policy innovation, and green investment on the performance of industrial estate development in Indonesia. A quantitative research approach was employed using primary data collected from 85 respondents involved in industrial estate management, regulation, and development. Data were gathered through a structured questionnaire measured on a Likert scale and analyzed using multiple linear regression with SPSS version 25. The results indicate that environmental governance has a positive and significant effect on industrial estate development performance, followed by public policy innovation and green investment. The regression model explains 54.9% of the variance in development performance, indicating a substantial explanatory power. These findings demonstrate that strong environmental governance, adaptive policy frameworks, and strategic green investment are critical drivers of sustainable and high-performing industrial estate development. This study provides empirical evidence to support sustainability-oriented industrial policies and offers practical implications for policymakers, industrial estate developers, and investors in promoting green and competitive industrial growth in Indonesia.

Abstract

West Papua's forests are the lungs of the world, because it has the largest remaining forest and it is hoped that its sustainability will be maintained. Community life in the forest has become part of people's lives in South Sorong Regency, West Papua, which is very dependent on natural forests. Forest management activities by local communities are still dominated by men, this is in accordance with the local cultural system which recognizes the patrilineal system which prioritizes men who are more powerful and traditional leadership and village administration than women. Therefore, the issue of gender is very appropriate to be raised and discussed in this research in order to realize equality in adat and leadership in government. In addition, gender issues are linked to the anti-corruption context in the forestry sector in South Sorong Regency. The data used is primary data including data on 1) identity, 2) characteristics of household members, 3) household understanding of forests, 4) gender and forest utilization activities, 5) gender participation in forest management, 6) gender and corruption in forestry sector, and 7) understanding of and participation in the anti-corruption program, while secondary data is in the form of forest area data, Forest Management Units, Forest Farmers Groups, Forest Management Institutions; number of households in forest area, forestry profile of south sorong district, forestry statistics, forestry service annual report. The results of the study show that in terms of gender, men play a greater role in forest management, but also more involved in committing acts of corruption in the forestry sector. Keywords: gender, anticorruption, forest, participation

Abstract

This study aims to analyze the impact of renewable energy development, supporting infrastructure, and policy support on the sustainability of rural areas in Papua. A quantitative approach was applied using survey data collected from 140 respondents through structured questionnaires measured on a five-point Likert scale. Data analysis was conducted using Structural Equation Modeling–Partial Least Squares (SEM-PLS 3) to evaluate the measurement model and structural relationships among variables. The results indicate that renewable energy development and supporting infrastructure have a positive and significant influence on rural sustainability, highlighting the importance of energy access and infrastructure readiness in improving socio-economic and environmental conditions in rural communities. Supporting infrastructure emerges as the strongest predictor, suggesting that connectivity and operational support systems play a crucial role in ensuring long-term development outcomes. Meanwhile, policy support shows a positive but statistically insignificant effect, indicating that existing policies may require stronger implementation and alignment with local needs. The model demonstrates adequate validity, reliability, and predictive relevance, confirming its robustness in explaining sustainability outcomes. This study contributes to sustainable rural development literature by integrating technological, structural, and institutional perspectives, and provides practical implications for policymakers and stakeholders in designing more effective strategies to strengthen rural resilience and sustainability in Papua.
