Abstract

This study presents a comprehensive review of literature on green growth strategy and environmental policy integration in sustainable economic development, utilizing bibliometric analysis as a methodological approach. Over four decades of scholarly contributions were examined, revealing a substantial body of literature with significant scholarly impact. Through citation metrics and network visualizations, key thematic clusters emerged, highlighting discussions on sustainable economic development, firm strategies for sustainability, green job markets, and technological innovations for environmental purposes. The analysis underscores the importance of integrating environmental considerations into economic decision-making processes and offers insights for policymakers, researchers, and practitioners to inform evidence-based decision-making and guide future research agendas. The findings contribute to advancing theoretical understanding and empirical insights into the interplay between green growth, environmental policy integration, and sustainable economic development, thereby facilitating progress towards a more equitable and environmentally resilient future.

Abstract

Grant aid expenditure is one of the expenditure accounts in the Regional Revenue and Expenditure Budget (APBD) which attracts public attention and often becomes the headline in the mass media. This is because there are many parties who need this grant assistance and there are many interests that can be accommodated, both for the welfare of society and certain political interests. Based on the principle of decentralization, regional governments regulate and manage government affairs which fall under regional authority in the system of the Unitary State of the Republic of Indonesia. Regional governments, to be able to carry out government affairs which fall under their authority, are given financial powers in the context of funding government affairs which fall under regional authority (Law No. 32 of 2004). Presidential Decree No. 74 of 2001 concerning Procedures for Supervising the Implementation of Regional Government, Article (16) states that regional government supervision is an activity process aimed at ensuring that regional government runs in accordance with plans and provisions of applicable laws and regulations. The aim of providing grants is to maintain public security and order; enforce the law; as well as providing protection, guidance and services to the community in order to maintain domestic security and order.

Abstract

Tujuan dari penelitian ini adalah untuk menganalisis hubungan kepemimpinan Kepala Desa, sumber daya manusia, kerjasama Perangkat Desa, partisipasi masyarakat, Peraturan Pemerintah, dukungan pemerintah, dan Budaya terhadap pengelolaan Alokasi Dana Desa di desa Mandopi, Bremi, Inoduas, Pami, dan Yoom I pada Distrik Manokwari Utara. Pengujian pada sampel sebanyak 150 responden. Metode sampel yang digunakan adalah purposive sampling. Pengumpulan data dilakukan dengan wawancara langsung. Pengujian hipotesis diuji secara empiris menggunakan Analisis Regresi Logistik Multinomial. Hasil penelitian menunjukkan bahwa faktor yang mempengaruhi pengelolaan Alokasi Dana Desa pada desa Mandopi, Bremi, Inoduas, Pami, dan Yoom I adalah bervariasi. Artinya bahwa permasalahan yang terjadi dalam proses Pengelolaan ADD pada kelima desa tersebut berbeda – beda. Kepemimpinan Kepala Desa berpengaruh terhadap proses pengelolaan Alokasi Dana Desa pada desa Mandopi, Bremi, Inoduas, dan Yoom I. Kapasitas sumber daya manusia berpengaruh terhadap proses pengelolaan Alokasi Dana Desa di desa Mandopi dan Pami. Kerjasama Perangkat Desa berpengaruh terhadap proses pengelolaan Alokasi Dana Desa di desa Mandopi, Bremi, Pami, dan Yoom I. Partisipasi masyarakat berpengaruh terhadap proses pengelolaan Alokasi Dana Desa di desa Bremi dan Pami. Peraturan Pemerintah berpengaruh terhadap proses pengelolaan Alokasi Dana Desa di desa Mandopi, Inoduas, dan Pami. Dukungan pemerintah berpengaruh terhadap proses pengelolaan Alokasi Dana Desa di desa Mandopi dan Inoduas.

Certification programs such as RSPO, ISPO, and MSPO play a crucial role in sustainability efforts, though challenges remain in ensuring equitable access for smallholders. The international co-authorship network suggests limited collaboration between palm oil-producing and consumer nations, underscoring the need for interdisciplinary and cross-national research. The study underscores emerging trends in supply chain transparency and policy interventions as crucial aspects of future sustainable palm oil research. The insights gained from this bibliometric analysis can aid policymakers, researchers, and industry stakeholders in shaping more effective and inclusive sustainability strategies.

Abstract

Pembangunan ekonomi berperan penting dalam meningkatkan kesejahteraan masyarakat, salah satunya melalui pertumbuhan sektor perikanan. Papua menyumbang 4% (49.464 Ton) dari total produksi perikanan tangkap TCT nasional, dengan Kota Jayapura sebagai penyumbang utama (48% atau 24.771 Ton). Nilai ekonomi produksi Kota Jayapura mencapai 49% (Rp. 1,08 triliun) dari total ekonomi perikanan TCT di Papua. Penelitian ini bertujuan menganalisis pengelolaan perikanan tangkap skala kecil di Kampung Hamadi, Jayapura Selatan, pada Juli-Agustus 2024. Data primer diperoleh melalui survei dan wawancara dengan nelayan terkait karakteristik sosial-ekonomi, aktivitas penangkapan, sarana prasarana, distribusi hasil tangkapan, regulasi, serta dukungan pemerintah. Data sekunder mencakup statistik perikanan 2019-2023, kebijakan pengelolaan perikanan, dan program pemerintah. Pengambilan sampel menggunakan metode purposive sampling, dengan total 75 KK (18%) dari 420 nelayan TCT. Hasil penelitian menunjukkan bahwa pengelolaan perikanan di Kota Jayapura menghadapi tantangan utama, termasuk keterbatasan produktivitas tenaga kerja, tingginya biaya operasional, akses terbatas ke sumber daya, serta kurangnya infrastruktur pendukung. Selain itu, nelayan mengalami kendala permodalan dan fluktuasi harga ikan. Oleh karena itu, diperlukan kebijakan strategis berbasis ilmiah, seperti peningkatan kapasitas SDM melalui pelatihan, penguatan infrastruktur perikanan, dukungan permodalan, serta efisiensi pengelolaan biaya operasional guna meningkatkan produktivitas dan keberlanjutan sektor perikanan di Kota Jayapura.

Abstract

The blue economy has emerged as a crucial framework for balancing economic development and marine sustainability. This study employs a bibliometric analysis using data from Scopus and VOSviewer to examine global research trends in the blue economy and ocean sustainability. The findings reveal a rapid increase in scholarly interest, particularly in governance, marine policy, environmental economics, and climate change adaptation. Key contributing countries include the United States, United Kingdom, and Australia, while financial instruments such as blue bonds and sustainable investment funds are gaining prominence as emerging research themes. The study also highlights a shift towards equity and inclusivity in blue economy discussions, addressing socio-economic challenges in marine industries. Despite significant advancements, knowledge gaps persist regarding the effectiveness of governance frameworks, accessibility of financial mechanisms, and social equity. This study contributes to the literature by providing a comprehensive analysis of research trajectories, identifying future research directions, and emphasizing the need for interdisciplinary approaches in achieving a sustainable and inclusive blue economy.

Abstract

This study analyzes the financial performance of the Jayawijaya Regency Government from 2013 to 2023 using key financial ratios: autonomy, effectiveness, growth, and efficiency. The research employs a mixed-method approach, combining quantitative analysis of budget realization data with qualitative insights from key informants. The results show that while the effectiveness of locally generated revenue (PAD) was high—averaging 166.38%—the autonomy ratio remained critically low at 6.44%, reflecting substantial dependence on central transfers. Growth in revenue and expenditure was also suboptimal, falling below 30%, while efficiency ratios hovered around 99%, indicating limited fiscal flexibility. Strategic responses identified include digital tax reform, diversification of PAD sources, and creation of local enterprises. Despite promising policy directions, structural limitations such as geographic isolation and administrative capacity remain major obstacles. The study concludes that sustainable fiscal management in special autonomy regions requires not only technical effectiveness but also systemic reforms in institutional governance and local economic empowerment. The findings offer a valuable reference for policymakers seeking to enhance regional financial resilience in Indonesia's decentralized governance framework.

Abstract

Kegiatan pengabdian ini bertujuan untuk menyusun database jemaat HKBP Rogate Ressort Papua yang dipimpin oleh Pdt. Wilson Panangian Saragih, S.Th., secara sistematis, sehingga seluruh data kepala keluarga jemaat dapat terdokumentasi dengan baik. Database yang dihasilkan mencatat sebanyak 105 kepala keluarga yang terdaftar. Proses penyusunan dilakukan oleh panitia transformasi yang diketuai oleh Dr. Halomoan Hutajulu, S.E., M.Si., dengan pelaporan akhir ke situs database pusat HKBP di huria.databasehkbp.org. Kegiatan ini diharapkan dapat meningkatkan efektivitas pelayanan dan tata kelola administrasi gereja.
