Abstract

The tourism sector is one of the drivers of economic growth in Banyuwangi Regency. This study aims to determine the priority of the cluster on the development of healthy tourism in Banyuwangi Regency. This study uses a mixed qualitative and quantitative method approach through interviews and distributing questionnaires to experts from the health office, culture and tourism office, and the Banyuwangi Regency Regional Development Planning Agency. The analysis technique uses the Analytic Network Process (ANP). The results of the analysis show that the priority of developing healthy tourism clusters in Banyuwangi Regency is Objects and Tourist Attractions by occupying the first position which indicates that DTW is a priority to be developed into healthy tourism with a percentage of 33%. Abstract

Community economic empowerment in this study is an effort to optimize the function of Islamic boarding schools to increase the economic income of the community around the pesantren. The purpose of this study was to analyze the economic empowerment factors of the community around the Darussalam Blokagung Banyuwangi Islamic Boarding School. This study uses a quantitative approach with the data used are primary and secondary data. The research sampling technique was randomized to 108 research respondents. Analysis using path analysis with the help of IBM SPSS software. The results of the analysis show that the variable that has the dominant influence value between strength, weakness, opportunity, and threat to people's income is the strength variable with a contribution of 19.18%, the second is the contribution of the Threat variable of 1.02%, the magnitude of the Weakness contribution of 0.9%, and finally the opportunity contribution of 0.1%. The overall contribution is 22.2%. the remaining 77.8% was influenced by other factors that could not be explained in the study. Abstract

Tourism is one sector that can contribute to certain regional incomes. Healthy tourism must be accompanied by facilities that support tourist needs. This research aims to analyze the priorities for healthy tourism development based on the main indicators of facilities in Banyuwangi Regency. The research method uses quantitative research by distributing questionnaires to expert respondents. Analysis uses an Analytic Network Process (ANP). The results of the research show that the value of Kendall's coefficient of concordance W (rater agreement) is 0.85. The diversity of scores given by each respondent contributed to the rater agreement figure of 85%. This shows that the level of agreement of respondents regarding the priority order in the tourism facilities sub-criteria is high, referring to facilities as an important indicator in serving tourists. Keywords: Tourism, Facilities, Analytical Network Process (ANP). Abstrak: Pariwisata menjadi salah satu sektor yang dapat memberikan kontribusi untuk pendapatan daerah tertentu. Pariwisata yang sehat harus disertai dengan sarana yang mendukung kebutuhan wisatawan. Tujuan penelitian ini adalah menganalisis prioritas pengembangan pariwisata sehat berdasarkan indikator pokok sarana di Kabupaten Banyuwangi. Metode penelitian menggunakan penelitian kuantitatif dengan penyebaran kuesioner ke responden expert. Analisis menggunakan Analytic Network Process (ANP). Hasil penelitian menunjukkan bahwa nilai kendall’s coefficient of concordance W (rater agreement) sebesar 0,85. Keragaman nilai yang diberikan oleh masing-masing responden turut menyumbang perolehan angka rater agreement sebesar 85% hal ini menunjukkan bahwa tingkat kesepakatan responden atas urutan prioritis pada sub kriteria sarana pariwisata adalah tinggi, mengacu sarana merupakan salah satu indikator penting dalam melayani wisatawan. Abstract

The Human Development Index (HDI) measures human development achievements based on a number of basic components of quality of life. The aim of this research is to analyze the human development index in Banyuwangi Regency to determine the influence of life expectancy, expected length of schooling, and average length of schooling on the human development index in Banyuwangi Regency for 2015-2022. The method used is a quantitative approach by analyzing secondary data sourced from the Banyuwangi Regency Central Statistics Agency. Data analysis used Multiple Regression with the IBM SPSS analysis tool. The research results show that the Life Expectancy variable (X1) and the Expected Years of Schooling variable (X2) have a significant influence on the human development index in Banyuwangi Regency (Y), while the Average length of schooling variable (X3) is not significant. Simultaneously, the coefficient of determination value is 99%. Tujuan penelitian ini adalah untuk menganalisis indeks pembangunan manusia di Kabupaten Banyuwangi untuk mengetahui pengaruh umur harapan hidup, harapan lama sekolah, dan rata-rata lama sekolah terhadap indeks pembangunan manusia di Kabupaten Banyuwangi Tahun 2015-2022. Metode yang digunakan dengan pendekatan kuantitatif dengan menganalisis data sekunder yang bersumber dari Badan Pusat Statistik Kabupaten Banyuwangi. Analisis data menggunakan Regresi Berganda dengan alat analisis IBM SPSS. Hasil penelitian menunjukkan bahwa variabel Umur Harapan Hidup (X1) dan variabel Harapan Lama Sekolah (X2) memiliki pengaruh signifikan terhadap indeks pembangunan manusia di Kabupaten Banyuwangi (Y), sedangkan variabel Rata-rata lama sekolah (X3) tidak signifikan. Adapun secara simultan nilai Koefisien Determinasi sebesar 99%. Abstract

ABSTRACT Education financing policies face a dilemma between accessibility and quality. Affordable education increases accessibility but often compromises quality, while high-quality education requires significant investment that is less accessible. This study examines the dynamics of education financing policies at MTs YPI Darul Huda, Palembang, using a qualitative case study approach. Data were collected through interviews and participatory observation. The results show that programs like BOS and scholarships enhance educational access, yet challenges such as misallocation of funds and lack of transparency hinder their effectiveness. Effective policies should integrate accessibility and quality through needs-based allocation, transparency, and efficient management. Such policies can enhance students' motivation, participation, and contribute to the development of competitive human resources. Keywords: Accessibility, Quality, Financing of Education

Abstract

This research aims to analyze the implementation of the principles of transparency, accountability, efficiency and effectiveness in strengthening the governance of education costs at SMP Plus Darussalam and identify the obstacles faced. Using qualitative research methods, data was collected through interviews with the Deputy Head of Curriculum and related literature studies. The research results show that the implementation of accountability principles at SMP Plus Darussalam focuses on financial transparency, routine audits and a clear reporting system, thereby minimizing the risk of misuse of funds. Efficiency in allocating funds is implemented through a cashless payment system, which increases transaction transparency, reduces waste, and supports the development of facilities and improving the quality of learning. Obstacles in managing education costs still include a lack of transparency, limited resources, an administrative system that is not yet optimal, and low financial management capacity. To overcome this, strengthening the monitoring system, increasing capacity through training, and optimizing supporting technology are needed to ensure effective budget management. This research confirms that strengthening education cost governance through transparency, accountability, efficiency and effectiveness can increase stakeholder trust, optimize budget use, and support the achievement of sustainable and quality education goals.

Abstract

This study analyzes how the controversy over the determination of tuition fees, including the amount, the mechanism of relief/scholarships, and its impact on accessibility, affects the achievement of BEP. A qualitative case study was conducted at a Madrasah Tsanawiyah (MTs) in Banyuwangi, East Java, affiliated with the Ma'arif educational organization. Data were collected through non-participatory observation, semi-structured and in-depth interviews using the snowball sampling technique, and document analysis. The results show that the amount of tuition fees that are too high or too low both hinder BEP. Non-transparent relief/scholarship mechanisms reduce public trust, while effective mechanisms increase accessibility without disrupting the institution's income. This study also identifies alternative financing models such as diversifying revenue sources through facility rentals, optimizing operational efficiency, and partnering with the private sector as potential solutions. Factors for the successful implementation of alternative models include leadership commitment, transparency, community participation, policy support, and management capacity. This study provides recommendations for educational institutions and the government in formulating fair, effective, and sustainable financing policies.

Abstract

Scholarships in Islamic educational institutions play a crucial role in supporting access to education and shaping an excellent generation. This study employs a literature review approach. However, a lack of transparency in management, such as insufficient financial reporting and unclear selection processes, reduces public trust. This issue can decrease donor participation, open opportunities for unethical practices, and hinder program effectiveness. The findings propose solutions, including detailed financial reporting, independent audits, the use of digital technologies like blockchain, and fostering a culture of transparency. Abstract

Digital transformation in the education sector has changed the education financing landscape by introducing innovative technologies such as blockchain, crowdfunding, and digital financial management systems. While offering great opportunities in increasing transparency, efficiency, and accessibility of financing, this transformation also presents challenges, including the digital divide, infrastructure limitations, and data security risks. This study focuses on the implementation of digitalization in education financing at the Yayasan Pondok Pesantren Darussalam Blokagung Banyuwangi, using a qualitative approach and case studies. The findings show that digitalization facilitates more efficient and transparent education financial management, opens access to alternative financing sources, and increases community participation through crowdfunding. However, data security and privacy challenges need to be addressed to ensure the success of this transformation. This study emphasizes the importance of collaboration between the government, educational institutions, and the private sector in optimizing the use of digital technology while minimizing its risks, thus creating an inclusive, efficient, and sustainable education financing system.

Abstract

This study aims to describe and analyze several aspects of the implementation of financing management, namely: (a) transparency, (b) accountability, (c) effectiveness, and (d) efficiency in improving academic quality at Babussalam Blimbingsari Junior High School. This research was conducted with a qualitative approach, using interview, observation, and documentation methods as data collection techniques. The validity of the data was tested through source triangulation. The results of the study show that the implementation of financing management at Babussalam Blimbingsari Junior High School to support the improvement of education quality is carried out based on the principles of transparency, accountability, effectiveness, and efficiency. These principles are realized through providing access to information related to school financial management, involvement of related parties in decision-making, open budget reporting, forming a financial management team, and implementing education quality improvement programs. This success is supported by competent human resources, good coordination skills, budgeting according to needs, and proper program planning. The management of education financing management at Babussalam Blimbingsari Junior High School is carried out in a structured and professional manner. The use of the right budget is a key factor in the success of the educational process in schools. In addition, the analysis of education quality showed that there was a positive relationship between financing management and improving the quality of education. Financing management has proven to be able to answer the needs of programs and policies that support quality improvement at Babussalam Blimbingsari Junior High School.
