Abstract

The Tax Object Information Management System (SISMIOP) is an innovation in the digitization of tax administration that aims to increase the efficiency, transparency, and accuracy of the management of Rural and Urban Land and Building Tax (PBB-P2). This study aims to analyze the implementation of the SISMIOP policy in the Regional Revenue Agency (Bapenda) of Lalat Regency, identify the factors that affect its success, and evaluate its impact on the improvement of tax services. The research method used is a qualitative approach with data collection techniques through interviews, observations, and documentation. The results of the study show that the implementation of SISMIOP has increased efficiency in collecting data on tax objects, accelerated the payment process, and increased transparency in tax administration. However, there are still several obstacles, such as limited technological infrastructure, resistance from taxpayers, and lack of socialization related to the use of this system. Factors that affect the success of SISMIOP implementation include local government support, human resource readiness, and integration with digital payment services. The impact of the implementation of SISMIOP can be seen from increasing taxpayer compliance, accelerating tax services, and increasing regional tax revenues. This study concludes that although SISMIOP has had a positive impact on improving PBB-P2 services, it is still necessary to strengthen technological infrastructure, increase people's digital literacy, and optimize tax digitization policies to increase the effectiveness of the system in a sustainable manner.

Abstract

The low parking revenue in Mandailing Natal Regency over the past two years has hurt Regional Original Revenue (PAD). Observations show that this problem is caused by a lack of public awareness of paying parking fees and a lack of knowledge about parking services. This study aims to analyze the role of the Mandailing Natal Regency Transportation Office in increasing PAD through parking management in Panyabungan City. The approach used is qualitative with descriptive type, and data is collected through observation, interviews, and documentation conducted at the Transportation Agency office. The results showed that the agency has three leading roles in parking management to increase PAD: planning, mobilizing, and supervising. However, internal and external obstacles complicate parking management, such as the lack of parking lots in Panyabungan City that could disrupt nearby shops and the unavailability of terminals for rural transportation and buses. Therefore, although the role of the Transportation Agency is already underway, further optimization is needed to increase PAD through better parking management in Panyabungan City.

Abstract

This study aims to analyze strategies to improve the quality of health human resources (HR) in supporting the effectiveness of elderly health programs at the North Sumatra Provincial Health Office. The primary focus of the research is to evaluate the planning, organization, implementation, and control strategies implemented, as well as identify the factors that hinder the smooth running of the program. This study uses a qualitative descriptive method with the approach of Gary Dessler's HR management theory. The study results show that health human resource planning is focused on the availability of health workers in terms of the number and qualifications needed. This process involves performance evaluation, work plan preparation, and cross-sector coordination. Organizing is carried out in stages, starting from the Provincial Health Office, Regency/City Health Office, to Puskesmas and Posyandu for older people. In its implementation, the Health Office coordinates with various parties to ensure the involvement of key and supporting health workers in the Ministry of Health's policies. Effective leadership from the Head of Public Health plays a vital role in monitoring and evaluating programs through coaching and direction, and motivating health workers to improve performance and resolve emerging obstacles. However, this study found several obstacles, including a lack of coordination across programs, delayed response of human resources to information updates, and suboptimal communication.

Abstract

Leadership plays a crucial role in enhancing employee performance, particularly in government environments such as the Mandailing Natal Regency Inspectorate. This study aims to analyze the role of leaders in enhancing employee performance, describe the level of employee performance, and identify factors that act as obstacles to this process. This study employs a descriptive qualitative approach, utilizing data collection techniques that include observation, interviews, and documentation. The informants in this study include the Regional Inspector, the Assistant Inspector, the Head of the General and Personnel Subdivision, and several employees of the Mandailing Natal Regency Inspectorate. The results of the study show that leaders have three leading roles in improving employee performance, namely personal roles, decision-maker roles, and roles as sources of information. Inspectors play an active role in motivating, making strategic and participatory decisions, and filtering and conveying relevant information to employees. In addition, employee performance has generally improved, but there are still obstacles, including low work discipline, a lack of firmness in enforcing rules, and limited human resources and employee training.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh signifikan loyalitas dan kepuasan kerja terhadap kinerja karyawan PT. Samudera Lautan Luas dan untuk menganalisis pengaruh signifikan disiplin kerja dalam memediasi loyalitas dan kepuasan kerja terhadap kinerja karyawan PT. Samudera Lautan Luas. Jumlah populasi dalam penelitian ini adalah berjumlah 108 orang, dan dengan menggunakan teknik penarikan sampel jenuh diperoleh sampel sebanyak 108 orang. Teknik analisis yang digunakan adalah path analysis. Hasil penelitian menunjukkan bahwa loyalitas dan kepuasan kerja berpengaruh signifikan terhadap kinerja karyawan pada PT. Samudera Lautan Luas Medan. Disiplin kerja memediasi pengaruh loyalitas dan kepuasan kerja terhadap kinerja karyawan di PT. Samudera Lautan Luas Medan.

Abstract

This study analyzes the determinants of patient satisfaction at Bangun Purba Regional General Hospital, Deli Serdang Regency through the image of the hospital destination. The determinants themselves consist of reliability, responsiveness, assurance, empathy and physical evidence. This study uses a quantitative approach through an explanatory survey to analyze one or more variables that influence other variables and the causal relationship between variables is explained by the hypothesis. This study uses primary data with a questionnaire as a research medium with 90 respondents as patient respondents at Bangun Purba Regional General Hospital, Deli Serdang Regency. The sampling technique uses purposive random sampling. The validity test shows that each variable is greater than 0.192, indicating validity. The reliability test shows reliable results with values greater than 0.60. The hypothesis test shows that each variable is greater than 0.1986. The results of the study indicate that the determinants of Service Quality variable, namely the variables of Reliability, Responsiveness, Assurance, Empathy, and Physical Evidence, have a positive and significant impact on Patient Satisfaction through the Image of the Hospital.

Abstract

This study aims to analyze the implementation of the policy of changing the map of apparatus positions at the Regional Research and Innovation Agency (BRIDA) of Medan City, identify supporting and inhibiting factors, and provide recommendations for improvement. The research method used is qualitative descriptive with a case study approach. Primary data was obtained through in-depth interviews and observations, while secondary data was obtained from official documents and related regulations. The results of the study show that the implementation of the policy is carried out through position mapping, cross-agency coordination, socialization, and improving the competence of ASN. The change in the position map shifted the orientation from structural to functional in accordance with the national bureaucratic reform policy. Supporting factors include a clear legal basis, support from regional leaders, effective coordination, and the readiness of some ASN. The obstacles found include limited understanding of ASN, resistance to old work culture, limited competent human resources, and a performance appraisal system that is not optimal. The conclusion of this study shows that the implementation is quite effective, but it requires strengthening competency aspects, fostering a new work culture, adding qualified human resources, and improving the performance appraisal system.

Abstract

This community service activity is in the form of education to increase the knowledge of corn farmers regarding the importance of building business networks to increase the business potential of corn farmers in Limang Village, Tiga Binanga District, Karo Regency. Submission of material is done using power point software, infocus and LCD. From the results of the pre-test and post-test questionnaire data analysis, it is known that the understanding of corn farmers in Desa Limang Kecamatan Tiga Binanga Kabupaten Karo has increased from before being given educational activities. The renewal of knowledge and innovation of corn farmers for the adoption of various knowledge, technology and various other managerial activities must be carried out continuously in developing corn farmers' crops, especially in Desa Limang Kecamatan Tiga Binanga Kabupaten Karo

Abstract

This Community Service Activity (PKM) aims to disseminate useful knowledge regarding the usefulness of Classroom Action Research to improve the professional competence of teachers at the Saifullah An-Nadliyah Modern Islamic Boarding School. The PKM method takes the form of lectures, simulations and discussions. The results of activities measured using the oral question and answer method prove that there is an increase in the knowledge and understanding of participants (Islamic boarding school teachers) regarding the use of Classroom Action Research in Islamic boarding schools. The participants were motivated to apply the Classroom Action Research method in real terms in various aspects of the learning process. The realization of PKM activities is expected to increase quality learning output and outcomes, teacher professional competence, as well as the quality of Islamic boarding school institutions as a choice of place to study that is increasingly in demand by society today.

Abstract

This research was conducted to explore the organizational learning culture in banking and its effect on customer satisfaction with the employee’s attitude as the intervening variable. The re-search was performed in Bank Syariah Mandiri’s business unit of Medan Region. The research design used hypothesis testing. The samples of this research were 52 frontline employees and 140 customers of Bank Syariah Mandiri in Medan Region. Primary data was collected by using a questionnaire. The data were analyzed using path analysis. Results support that Bank Syariah Mandiri as State-owned enterprises in the field of financial services has implemented good or-ganizational learning culture. Organizational learning culture has significant effect to customer satisfaction through employee’s job satisfaction and organizational commitment. The attitudes of employees are integrated important intervening variables in mediating the relationship be-tween organizational learning culture and customer satisfaction. The role of attitude in medi-ating the influence of organizational learning culture to worker’s service behavior, in order to create consumer satisfaction in the banking sector, proven empirically.
