Abstract

This study aims to analyze the role of motivation in mediating the influence of work culture on employee performance. In public organizations, particularly in government institutions, optimal performance is strongly influenced by a consistently applied work culture and motivation that arises both internally and externally. A positive work culture fosters enthusiasm, responsibility, and discipline among employees, while motivation reinforces these elements to significantly impact performance. This research is grounded in Herzberg’s two-factor theory, which distinguishes between motivators and hygiene factors as determinants of job satisfaction and productivity. The study was conducted at the Badung Regency Agency for Personnel and Human Resources Development (BKPSDM), involving a total population of 92 employees through a census sampling method. Data were collected using interviews and questionnaires, then analyzed using Structural Equation Modeling with the Partial Least Squares (SEM-PLS) approach through the SmartPLS 4.1 software. The results indicate that work culture has a positive and significant effect on both motivation and performance, while motivation itself significantly influences performance. Moreover, motivation is proven to significantly mediate the effect of work culture on employee performance. These findings offer important implications for improving human resource management within the public sector.
