Abstract

Building Fire Safety Audit at Faculty X, University of Indonesia, Year 2006. Fire may cause loss of life, material and valuable assets. The objective of this study is to conduct audit for fire safety and emergency response in the building at Faculty X, University of Indonesia, Depok. The audit results on the building fire safety facilities including emergency response and preparedness are then compared to the Building Code Australia (BCA) and Indonesian regulation on the building fire safety (Kep.MenPU.No 10 and 11/KPTS/2000). The building selected are Building A, B, C, D, F and G. Building classification for A, B, D, F and G are classified as Class 5, while Building C is classified as Class 9b. Variable which are evaluated including emergency exit, building structure, fire alarm and detector, communication and fire warning system, evacuation procedure, portable fire extinguishers, hydrant, sprinkler, and emergency response preparedness. Results suggested that emergency exit is locked, and this is not comply to the regulation. Building structure has been complied to the regulation since it was made of concrete. Fire detector and alarm only provided in Building G, while other building is not available. There is no evacuation procedure available. Portable fire extinguisher has been available in all the building. Hydrant an sprinkler only available in building G. There is no emergency response preparedness in this faculty. In conclusion, the fire safety facilities in this faculty need to be improved.

Abstract

Selama Pandemi COVID-19 di dunia, pemerintah membuat peraturan dalam rangka pencegahan dan penanggulangan COVID-19. Peraturan ini diadopsi oleh beberapa perusahaan untuk mengambil langkah-langkah pencegahan dan penanggulangan COVID-19 di tempat kerja. Perusahaan bisa melakukan penerapan sistem kerja work from home, physical distancing, dan menerapkan PHBS (Perilaku Hidup Bersih dan Sehat). Tujuan dari penelitian ini adalah untuk mengetahui tingkat efektivitas penerapan pencegahan dan penanggulangan COVID-19 di PT.XYZ. Jenis penelitian yang dilakukan adalah deskriptif kualitatif dengan instrumen penelitian panduan wawancara, lembar studi dokumen dan lembar observasi. Hasil penelitian menunjukkan bahwa dari 31 indikator Pencegahan dan Penanggulangan COVID-19 di PT.XYZ, indikator yang sudah diterapkan adalah sebanyak 29 indikator (93,6%), 1 indikator (3,2%) yang sudah diterapkan namun belum sesuai standar, dan 1 indikator (3,2%) yang belum diterapkan. Kesimpulan dalam penerapan pencegahan dan penanggulangan COVID-19 di PT.XYZ sudah sesuai dengan semua poin pada standar yang digunakan dalam penelitian ini.

Abstract

One challenge in managing fire hazards in an urban setting is how to optimize the fire service route, increase the response time, and increase service coverage. Recently, this challenge is becoming imminent due to road traffic congestion and insufficient road widths that are common in populated cities in the Southeast Asia regions. One of the urban fire hotspots in populated Jakarta City is Pekojan Urban Village, Tambora Subdistrict. This subdistrict is served by Angke Fire Station located in Pekojan’s southwestern parts. Then this research aims to evaluate and compare optimized routes for fire vehicle dispatched from Angke Fire Station to serve 12 neighborhood units (in Bahasa is RW) in Pekojan. The method used the route optimization and network analysis tools in Geographic Information System (GIS) and its related geospatial data including neighborhood units, road networks, traffic congestion, and fire station locations. Geospatial network analysis of data by GIS has an advantage as a method to design and analyze the routing strategy and determine the most optimized route for fire vehicles. Based on the results and with the fire vehicle speed of 40 km/h, the average optimized route distances to travel from the fire station to RWs were 1.092 km (95%CI: 0.888-1.3 km) with an average response time of 1.638 minutes (95%CI: 0.869-2.41 min.). According to the GIS, model, response time of 1 minute only covers 22.77% of Pekojan areas. By increasing response time to 2 minutes, then fire vehicle can cover 98.9% of Pekojan area (AIC= 0.06). Despite the fact that the fire vehicle routes and response times can be optimized, those routes are challenged by the road traffic congestion. This congestion limits the speeds of fire vehicles to less than 20 km/h, as observed in 11.59% of the optimized routes. The service coverages of fire vehicles was also limited due to the narrow street.

Abstract

Industri farmasi tidak lepas dari risiko kebakaran dan ledakan dikarenakan penggunaan berbagai bahan kimia berbahaya, baik dalam proses pembuatan obat maupun dalam menjaga kualitasnya. Salah satu bahan kimia yang mudah terbakar yang dipakai, yaitu penggunaan gas hidrogen yang dapat menyebabkan ledakan paling parah. Penelitian ini bertujuan untuk menganalisis klasifikasi area berbahaya di tempat penyimpanan gas hidrogen sehingga dapat dilakukan upaya mitigasi risiko untuk mengurangi peran sumber penyalaan di sekitarnya yang akan menjadi penyebab kebakaran dan ledakan. Penilaiaan klasifikasi area berbahaya menggunakan metode kuantitatif yang berpedoman pada standar International Electrotechnical Comission (IEC): IEC/EN 60079-10-1 untuk menentukan zona berbahaya pada area penyimpanan tabung gas hidrogen. Berdasarkan penilaian ini, zona penyimpanan tabung gas hidrogen termasuk ke dalam zona 2 dengan radius 2,5 meter dari sumber pelepasan. Oleh karena itu, sangat penting untuk mengontrol sumber penyalaan seperti penggunaan listrik di sekitarnya yang dapat menyebabkan insiden kebakaran dan ledakan pada area penyimpanan gas ini.Kata Kunci: hidrogem, IEC/EN 60079-10-1, klasifikasi area berbahaya

Abstract

The Acehnese have a long history of disaster preparedness due to their experience with natural disasters, including tsunamis and epidemics. During the COVID-19 outbreak, Aceh has benefited from many lessons from collaboration at the central, regional, and village/gampong levels by the government and PENTAHELIX actors such as communities, academics, religious leaders, mass media, entrepreneurs, philanthropy, and local wisdom combined with modern technology for cross-border mobility. Handling COVID-19 in Aceh has strengths in the form of unique local wisdom and privileges of Aceh Province. This paper provides the best lessons on readiness, response, recovery efforts, a new disaster risk reduction approach, and future recommendations from the Aceh Province during the COVID-19 pandemic in 2020. Acehnese’s local wisdom is salt, water in the jar (le lam guci), henna on fingers (pakek gaca), chewing betel leaf (pajoh ranup), burning rice (tuet leumang), isolation of the sick, and hold a prayer, is obtained from the plague experience in the past.

Abstract

COVID-19 Pandemic preparedness plans in mining companies are very important, so standards are needed as valuable input for all mining companies to make continuous improvements. preparedness plans, so that mining companies do not have to stop operating due to the impact of the COVID-19 pandemic. This study aims for a COVID-19 pandemic preparedness plan in mining companies. The methodology used in this study was to compare mining companies' COVID-19 preparedness plans with ISO/PAS 45005:2020 Standard General guidelines for working safely during the COVID-19 pandemic. The results The results suggest several elements for COVID-19 pandemic preparedness including leadership, risk management. , case management, health protocols, 3Ts (tracing, testing and treatment), emergency management, and case investigations have been identified as key elements for inclusion. The scoring system can be based on the level of implementation of each element. In conclusion, to be better prepared for future pandemics, several strategies have been identified to better manage the pandemic including worker and community participation, worker and public led crisis communication and the RCCE strategy.

Abstract

Latar belakang: Kegagalan teknologi dalam industri X tidak dapat dihindari terutama karena keadaan pabrik X dengan teknologi tua dan bahan kimia sebagai bahan baku produksi yang dapat menimbulkan berbagai bahaya seperti polusi industri hingga kebakaran sehingga diperlukan manajemen bencana teknologi yang strategis. Penelitian ini bertujuan untuk melakukan analisis kesiapsiagaan bencana teknologi dari pabrik X pada aspek proyeksi zona bahaya.Metode: Penelitian survei dengan rancangan cross-sectional. Sampel penelitian adalah 548 masyarakat yang termasuk dalam area risiko 0-2600 meter dari tangki penyimpanan amonia di sekitar pabrik X yang telah memenuhi kriteria inklusi dan eksklusi penelitian. Data sekunder dari Badan Meteorologi Klimatologi dan Geofisika Stasiun Meteorologi Sultan Mahmud Badaruddin II untuk data meteorologi periode Januari – Desember  digunakan untuk proyeksi zona bahaya. Analisis data menggunakan  ALOHA (Areal Locations of Hazardous Atmospheres) yang di plot ke Google Earth dan Peta Administrasi Kota Palembang.Hasil: Hasil penelitian disajikan dalam distribusi frekuensi dan proyeksi zona bahaya disajikan dalam gambar yang sudah dipetakan dengan Google Earth. Analisis konsekuensi dari 4 skenario kasus terburuk ketika terjadi rupture tangki amonia, menjelaskan bahwa area risiko rupture di bawah tangki (skenario 2) 3 kali lebih luas dibanding rupture di atas tangki (skenario 1) untuk ukuran lubang diameter 1 cm. Area risiko heavy gas (skenario 4) 2 kali lebih luas dibanding dengan hasil prediksi model gaussian (skenario 3).Simpulan: Penyusunan manajemen evakuasi berdasarkan hasil proyeksi zona bahaya dan upaya pelatihan tanggap darurat yang lebih luas akan meningkatkan tingkat kesiapsiagaan masyarakat dan manajemen bencana. ABSTRACT Title: Analysis of Technological Disaster Preparedness from Fertilizer Factory on Hazard Zone Projection AspectBackground: Technological failure in the fertilizer industry is unavoidable mainly because of the state of the fertilizer factory with old technology and hazardous chemicals as production raw materials, so strategic technological disaster management is needed. This study aims to describe public knowledge regarding the dangers of ammonia gas dispersion and the preparation of hazard zone projections as an important input in disaster management of the technology.Method: Survey research with cross-sectional design. The research sample was 548 people who had met the inclusion and exclusion criteria of the study. Secondary data from the Meteorology, Climatology and Geophysics Agency of the Sultan Mahmud Badaruddin II Meteorological Station for meteorological data for the January – December period is used for hazard zone projections.Result: Research results are presented in frequency distribution and hazard zone projections are presented in images that have been mapped with Google Earth. Consequence analysis of the 4 worst case scenarios when an ammonia tank ruptures, explains that the risk area for rupture under the tank (scenario 2) is 3 times larger than that of rupture above the tank (scenario 1) for a hole size of 1 cm diameter. The risk area for heavy gas (scenario 4) is 2 times wider than the predicted result of the gaussian model (scenario 3).Conclusion: Preparation of evacuation management based on the results of hazard zone projections and wider emergency response training efforts will increase the level of community preparedness and disaster management

Abstract

ABSTRAK Pembangunan di sektor konstruksi dalam beberapa studi dan penelitian mengandung risiko kecelakan yang lebih besar dibandingkan dengan pekerjaan di sektor lain. Angka kecelakaan secara global cukup mengkhawatirkan dan secara stastistik kematian akibat kerja pertahun sebesar >2,78 juta orang dan dua per tiga (2/3) terjadi di negara Asia. Menurut data ILO pada tahun 2018, lebih dari 1,8 juta kematian terjadi di kawasan Asia dan Pasifik dan tercacat 374 juta kejadian cedera dan penyakit akibat kerja setiap tahunnya yang mengakibatkan absensi kerja. Penelitian ini menggunakan metode literature review dengan menggunakan kata kunci faktor keselamatan dan kecelakaan kerja pada pekerja lapangan melalui database elektronik. Tujuan dari penelitian untuk menganalisis faktor dan penyebab kecelakaan kerja di perusahaan konstruksi. Dari jurnal yang diperoleh, faktor penyebab kecelakaan kerja pada pekerja terdiri dan faktor internal dan eksternal, faktor eksternal adalah dari faktor lingkungan sosial (social environment), dan faktor internal kesalahan manusia (fault of person), perilaku atau kondisi tidak aman (unsafe act or condition) yang dapat menyebabkan kecelakaan (accident), dan cidera (injury), dan kematian (Fatality). Sebagian besar kecelakaan terjadi akibat dari tindakan tidak aman dan kondisi tidak aman, karena semua bahaya di tempat kerja konstruksi tidak dapat dihilangkan, hanya dapat diidentifikasi dan dicegah, seperti teori penyebab kecelakaan dan kesalahan manusia, teori yang memberikan gambaran mengapa terjadi kecelakaan kerja.

Abstract

Introduction: Fire is a common risk in any industrial facility that uses combustible and flammable raw materials, products, or supporting materials. Among others, the pharmaceutical industry is exposed to such risk due to the application of flammable liquids including ethanol as a volatile solvent in production areas, which has the potential to form explosive atmospheres through evaporation from pools created by accidental releases. Therefore, this study aims to analyze the hazardous area classification (HAC) in ethanol storage areas to facilitate the execution of risk mitigation efforts for reducing the role of ignition sources that cause fire and explosion. Methods: The HAC assessment was carried out in December 2021 - January 2022 using the quantitative method outlined in the International Electrotechnical Commission (IEC) standard: IEC/EN 60079-10-1 for zone determination. During flash point analysis, the ASTM D-93 method was employed to define the class of ethanol as a flammable liquid. Results: The ethanol storage areas fell into the zone 2 category based on the secondary grade of release, as well as the areas' ventilation effectiveness with a medium dilution, and fair ventilation availability. The extent of zone 2 is up to 3 m from the release source. Conclusion: Ignition sources capable of leading to fire and explosion incidents in ethanol storage areas should be controlled.

Abstract

The Coronavirus Disease (COVID-19) pandemic has become a major ongoing global economic crisis, including in the construction sector. To recover the economy in line with Government Policy, PT. X implements the Management of COVID-19 Prevention and Control because Company realizes protecting workers' health is a top priority. This study aims to provide an overview of management COVID-19 prevention and control implementation and recommendations and effective strategies for improvement. The research design used was a cross-sectional study using an online interview and secondary data. Data will be analyzed using SWOT Analysis. The study only focused on activities and working conditions at PT. X. This study uses qualitative methods. The information was collected through in-depth interviews with key informants and supporting documents used in the data triangulation process—COVID-19 prevention and control measures implemented at PT. X refers to the company, local government, and central government regulations and policies. The company has implemented several programs during PPKM. In general, the implementation of the COVID-19 health protocol at PT X has been exemplary. Management always emphasizes the commitment of all levels to understand the COVID-19 pandemic, transmission routes, and control and prevention measures to minimize the significant impact on the company's business operations.
