Abstract

This community service program was conducted as part of the implementation of the Tri Dharma of Higher Education, focusing on strengthening the digital capacity of members of the Family Empowerment and Welfare Movement (Pemberdayaan dan Kesejahteraan Keluarga or PKK) in Turusgede Village, Rembang District, Rembang Regency. The activity stemmed from the existing condition in which PKK data collection was still performed manually, leading to inefficiency, inaccuracies, and difficulties in archiving. To address these challenges, training on the use of Google Forms was introduced as a practical information technology solution to support the digitalization of PKK’s organizational management. The program employed a participatory and hands-on training approach, consisting of several stages: needs assessment, training module development, theoretical and practical sessions, as well as post-training monitoring and evaluation. The evaluation results showed that the training effectively improved participants’ digital literacy and technical skills, as evidenced by their ability to independently create and manage digital forms. Participants responded very positively, showing high enthusiasm and a strong commitment to applying the newly acquired skills in PKK administrative and data collection activities. Despite challenges such as limited access to digital devices and varying levels of digital literacy, the program successfully fostered awareness and confidence among PKK members in utilizing technology. Sustainability efforts include continuous mentoring, the development of practical user guides, and the establishment of local digital cadres within the village. Overall, this program made a tangible contribution to strengthening data-based organizational governance, improving the effectiveness of family empowerment programs, and accelerating digital transformation at the community level.

Abstract

This study analyzes the implementation of the policy regarding the supervision of illegal cigarette circulation in Kudus Regency, utilizing Grindle's Implementation Model. Using a descriptive qualitative method, data were collected through in-depth interviews, observations, and document analysis. The findings reveal a significant discrepancy between the normative content of policy and the actual implementation context in the field. Specifically, the policy implementation is constrained by limited enforcement resources and economic resistance from small business actors. Although intelligence mapping has improved, the lack of a participatory approach hinders Small and Medium Enterprises (SMEs) from competing effectively. Consequently, this study recommends optimizing resource allocation and fostering cross-sector collaboration better aligned with Kudus's local economic ecosystem.

Abstract

Urban waste management remains a persistent governance challenge in rapidly developing cities, particularly those with tourism-driven economies. This study examines municipal solid waste management in Batu City, Indonesia, focusing on how local governance arrangements shape policy performance. The findings show that, despite the existence of local regulations aligned with national waste policy, implementation remains predominantly disposal-oriented and highly dependent on the Tlekung landfill. Upstream strategies, including waste reduction, segregation, and community-based waste banks, are weakly institutionalized, fragmented, and largely dependent on short-term projects rather than embedded governance mechanisms. These limitations are reinforced by constrained municipal budgets, uneven administrative capacity across governance levels, and the absence of stable coordination between government agencies, community groups, and private waste actors. Seasonal waste surges associated with tourism further strain existing service capacity and expose systemic vulnerabilities in local waste governance. This study highlights that the core challenge lies not in regulatory absence but in fragmented governance and limited cross-sectoral integration. Strengthening collaborative governance arrangements and institutionalizing community participation are essential to shift urban waste management in Batu City from disposal-centered practices toward more sustainable and resilient governance outcomes.
