Abstract

This research aims to analyze empowerment in the rural tourism sector which relies on local communities who do not have experience in the tourism sector. The concept used in this research is empowering local communities that rely on local knowledge and culture. The method used in this research is a qualitative case study, thus prioritizing the novelty of the case and in-depth interviews with several informants. Several previous studies in Indonesia show that rural communities have not been able to take advantage of local potential, so there is still little research that shows the success of independent villages. The results of this study describe the success of rural communities in empowering local-based communities in the tourism sector. This research is useful as a reference for the success of local community empowerment. The Pantai Indah Peunaga Pasi rural tourism development began at the end of 2018 and continues to this day. Rural tourism development is in accordance with the concept of empowering local communities, which prioritizes the independent learning process. The local community involved in it relies heavily on local potential, knowledge, and culture. As a result, local communities can improve welfare without trying to preserve the environment.Riset ini bertujuan untuk menganalisis pemberdayaan pada sektor desa wisata yang bertumpu pada komunitas lokal yang tidak memiliki pengalaman di bidang kepariwisataan. Konsep yang digunakan dalam riset ini adalah pemberdayaan komunitas lokal yang mengandalkan pengetahuan dan kebudayaan lokal. Metode yang digunakan dalam riset ini adalah kualitatif studi kasus, sehingga mengutamakan kebaruan kasus dan wawancara mendalam terhadap beberapa informan. Beberapa riset terdahulu di Indonesia menunjukkan bahwa masyarakat desa belum bisa memanfaatkan potensi lokal, sehingga masih sedikit riset yang menunjukkan keberhasilan desa mandiri. Hasil penelitian ini menguraikan tentang keberhasilan masyarakat pedesaan dalam pemberdayaan berbasis komunitas lokal pada sektor kepariwisataan. Penelitian ini bermanfaat untuk memperkaya referensi tentang keberhasilan penberdayaan komunitas lokal. Pengembangan desa wisata Pantai Indah Peunaga Pasi dimulai pada akhir 2018 dan masih berlangsung sampai saat ini. Pengembangan desa wisata tersebut sangat sesuai dengan konsep pemberdayaan komunitas lokal yang mengutamakan proses belajar secara mandiri. Komunitas lokal yang terlibat di dalamnya sangat mengandalkan potensi, pengetahuan, dan kebudayaan lokal. Komunitas lokal sebagai penyelenggara desa wisata mampu meningkatkan kesejahteraan tanpa mengesampingkan upaya pelestarian lingkungan.

Abstract

Tulisan ini merupakan kajian politik keamanan nontradisional yang berfokus kepada illegal fishing. Illegal fishing merupakan bentuk ancaman yang dapat merusak hubungan antar negara, lingkungan hidup, dan berdampak terhadap keamanan manusia. Tulisan ini berupaya menganalisis mengapa kasus illegal fishing oleh kapal ikan asing dan kapal ikan Indonesia di Provinsi Aceh sering kali terjadi. Kasus illegal fishing yang terjadi di Aceh dianalisis menggunakan pendekatan keamanan nontradisional dengan menggunakan Teori Sea Power Mahan. Metode penelitian yang digunakan adalah metode kualitatif dengan teknik pengumpulan data melalui wawancara mendalam dan studi pustaka. Penelitian dilaksanakan dari bulan Agustus hingga September 2022. Hasil dari penelitian ini adalah kasus illegal fishing terjadi disebabkan oleh faktor wilayah, masyarakat, dan pemerintah. Faktor wilayah seperti jauhnya Aceh dari pusat pemerintahan dan berada di wilayah perbatasan. Faktor dari masyarakat misalnya sedikitnya jumlah nelayan, adanya tradisi larangan melaut, dan masih menggunakan alat tangkap yang dilarang. Terakhir faktor pemerintah adalah rendahnya pengawasan, dan kebijakan yang tidak ramah illegal fishing. Title: Analysis Illegal Fishing in The Aceh WatersThis paper studies non-traditional security politics that focus on illegal fishing. Illegal fishing is a form of threat that can damage relations between countries and the environment and have an impact on human security. This paper analyses why illegal fishing by foreign and Indonesian fishing boats often occurs in Aceh Province. Cases of illegal fishing that occurred in Aceh were analyzed using a nontraditional security approach using Mahan’s Sea Power Theory. The research method used is qualitative, with data collection techniques through in-depth interviews and literature study. The research was conducted from August to September 2022. The results of this study are cases of illegal fishing that occur due to regional, community, and government factors. Regional factors include Aceh’s distance from the central government, and being in a border area. Aspects from the community, for example, the small number of fishermen, the tradition of prohibiting going to sea, and still using prohibited fishing gear. Finally, the government factor is the low level of supervision and policies that could be more friendly to illegal fishing.

Abstract

Increasing interest in lectures through outreach activities and providing motivation to students is an important thing to do. This activity is an important part of one of the obligations of lecturers who must carry out community service. The implementation of this activity is very much in line with the national development agenda in improving the quality of human resources through the education sector. The method of implementing this activity begins with observation and surveys to determine the condition of the school and the potential of students at SMAN 1 Woyla Barat, West Aceh District. The team conducted a pre test and post test to measure the accuracy and usefulness of the activity. The presenters explained material about tertiary institutions, selection pathways, scholarship information, inspirational stories, and motivation to increase students' insight and interest in continuing their education to tertiary institutions. The success of this activity was marked by the enthusiasm and positive response of the students who gave very good scores in the evaluation questionnaire. Activities like this need to be carried out in several underdeveloped areas so that students in those areas receive information about tertiary institutions and are motivated to continue their education at tertiary institutions.

Abstract

The potential of adolescents in education has a huge influence on the development of a better social life, especially in the order of interaction in their daily lives. However, the problem of education equality is still a trigger for high levels of youth unemployment, including one of them in Gampong Suak Bilie. Different reasons for the problem of dropping out of school can be directed by empowering teenagers who drop out of school, this is due to the habits of teenagers who spend more time playing. The method of implementing youth empowerment is through socialization and mentoring adolescents who drop out of school. The results of this service found that adolescents in Gampong Suak Bilie have the potential to develop their interests, but the lack of resources and motivation that support to develop the potential of adolescents results in not accommodating the interests of adolescents.

Abstract

Political reform in Indonesia has produced a paradox within the country’s political dynamics. While the reforms were intended to strengthen democracy, they have instead contributed to its weakening and facilitated the rise of political cartel practices. These practices are marked by the consolidation of opposition parties, the erosion of party ideologies, and the prioritization of ruling elite interests through unfettered access to state resources. The decline of ideological commitment among political parties has led to the emergence of cartelized party coalitions, which in turn promote political corruption, weaken mechanisms of checks and balances, and undermine the overall quality of democracy. This article employs a qualitative research methodology, focusing on literature reviews of scholarly books and academic articles related to political corruption and cartel politics in Indonesia. The findings indicate that the entrenchment of political cartels is a major driver behind the increasing incidence of political corruption in Indonesia. The dismantling of political cartel structures is therefore essential to curbing corruption. The shift away from ideological politics towards opportunistic alliances aimed at extracting benefits from state resources has exacerbated corrupt practices. Reforming Indonesia's party system is thus imperative to breaking the cycle of political cartelization and reducing the pervasive corruption among political elites. The novelty of this study lies in its in-depth analysis of how political parties, once vehicles of democratic expression, have transformed into instruments of collusion and corruption. This transformation has led to new configurations of power relations and the unequal distribution of state resources. The implications of this study underscore the urgent need for party system reform and the reinforcement of democratic institutions as essential strategies for effectively combating political corruption in Indonesia moving forward.

Abstract

This study examines the role of the Pulo Sarok Village Government in Aceh Singkil Regency in managing village funds to support fishermen's empowerment from a public policy perspective. The main focus is to analyze the effectiveness of implemented policies and the challenges encountered in the allocation and utilization of village funds, including limitations in human resources, constrained budgets, and low technological literacy among local fishermen. Using a qualitative approach, data were collected through in-depth interviews, field observations, and documentation of relevant policies. The findings indicate that although village funds are distributed regularly, their implementation remains suboptimal due to weak inter-agency coordination, limited oversight from the regency government, and low levels of community participation. Economic empowerment efforts have yet to show a significant impact on improving the fishermens welfare. This study highlights the importance of transparency in fund management, the strengthening of local human resource capacity, and synergy between village and regency governments to create sustainable policies that support the fisheries sector and the livelihoods of fishermen in Pulo Sarok Village.

Abstract

This article is titled Creating an Environmentally Friendly School for Students, particularly within the environment of SMA Negeri 1 Kuala, Nagan Raya Regency, Aceh Province. The purpose of this community service is to realize an environmentally friendly school for students, especially within the environment of SMA Negeri 1 Kuala, Nagan Raya Regency, Aceh Province.The approach method used in this community service is the Focus Group Discussion (FGD) through socialization with 21 (twenty-one) students from Class XI Science at SMA Negeri 1 Kuala, Nagan Raya Regency, Aceh Province. The planned activity is in the form of a socialization session, which will be followed by a question-and-answer session, discussions, and writing practices for the participants. At the beginning of the socialization, the team presented the material using a PowerPoint presentation for 20 minutes, followed by a Q&A session and discussion for 90 minutes, and concluded with a 10-minute summary. This community service aims to create an environmentally friendly school, particularly in environmental management, to support the Go Green School program. Students, educational staff, the school committee, teachers, and the principal play an active role in each stage of the activities, including classroom explanations, planning environmentally friendly school activities such as Go Green School, and implementing the LISA (Lihat Sampah Ambil — See Trash, Pick It Up) program. All participants felt that activities like this are important and requested continuous guidance in the future due to their many benefits. Environmental management, cleanliness, and greening activities within the Go Green School program, along with their practical implementation in schools, can provide insights to students to enhance their skills and behavior in implementing environmentally friendly schools. This includes social friendliness, physical environmental friendliness, Go Green School, and Adiwiyata schools.

Abstract

The Regional Head Election (Pemilukada) in Indonesia, particularly in Aceh, has undergone significant changes with the emergence of independent candidates who are not affiliated with political parties. This study aims to analyze the existence of independent candidates in the Aceh Besar Pemilukada of 2024, focusing on the victory of the independent candidate pair, Muharram Idris and Syukri, who successfully garnered 33.8% of the votes, using social capital theory for analysis. This victory raises questions about the factors influencing their success amid fierce competition from candidates representing major political parties. Through a qualitative approach and case study method, this research collects primary data through interviews and observations, as well as secondary data from literature and media sources. The findings indicate that social capital, which includes networks, trust, and cooperation, plays a crucial role in supporting independent candidates. This study also highlights how the emergence of independent candidates reflects public dissatisfaction with nominations put forth by political parties, while providing an opportunity for the community to engage directly in the democratic process. These findings are expected to offer new insights into the dynamics of Pemilukada in Aceh and the contributions of independent candidates to the development of local democracy.

Abstract

This community service program in Drien Rampak Village, Johan Pahlawan Aceh Barat, aimed to establish a sustainable waste management system through the "Branding Desa Mandiri Sampah" approach. Initial assessments revealed low community awareness and participation in waste management, with only 40% of households aware of its importance and 30% practicing waste separation. Through a series of educational outreach and training sessions on waste separation and composting techniques, the program significantly improved these figures. Post-program evaluations showed a remarkable increase in awareness to 85% and household participation in waste separation rose to 70%. Additionally, 50% of households adopted composting practices, with 40% successfully producing stable compost for domestic use. Despite these achievements, challenges such as technical difficulties in composting remain, highlighting the need for ongoing support and education. This initiative demonstrated that community-based approaches can foster substantial behavioral changes, making Drien Rampak Village a model for sustainable waste management that can be replicated in other rural areas.

Abstract

The number of political elites who hold positions both in parliamentary institutions and regional heads and ministers has influenced the increase in the number of political corruption in Indonesia. However, until now there has been no regulation that is able to reduce the number of political corruption, both to corruptors and to improve the legal system. One of the impacts of the increasing political corruption in Indonesia is expanding human rights violations. The purpose of this study is to describe the impact of political corruption on human rights violations. This study uses descriptive qualitative research method through literature study. The results found that political corruption leads to misappropriation of the country's economy, a tyrannical system of government, the increasing practice of collusion between rulers and businessmen, the bluntness of laws and regulations and the death of the country's democracy.
