Abstract

The implementation of E-government evaluation is already a necessity to know the level of process of governance and management of service and provide improvement suggestions for quality improvement. Evaluation of the governance and management of services at the Directorate Institutional, Directorate General of Higher Education using the COBIT 2019, by measuring the capability process level based on the design factor which recommends improvement priorities in the 11 domain COBIT 2019 and the level of user satisfaction of service applications using the E-govqual model. IT capability level assessment results have 3 levels 0 processes or no existing approaches, 6 levels 1 processes or incomplete approaches, 1 level 2 process or initial approach fulfils the intent of the practice area and 1 Process level 3 or achievement of objectives is much more organized. Service Satisfaction rate measurement get 3 criteria in Quadrant A or priority improvement, 13 criteria in quadrant B or maintained, 12 criteria in quadrant C or less priority and 3 criteria in Quadrant D or less expected. Repair recommendations are compiled based on the SWOT model, referring to COBIT 2019 and ITIL 4. The results of the recommendation include increased competency of human resources and integrate services with PDDIKTI.

Abstract

Software cost estimation is important for information systems management and is generally taught in software engineering courses especially to terms of the ever-increasing development of E-Government. A significant challenge for Software Sizing (SS) is to determine cost estimates based on TOR documents that do not yet contain complete Software Requirements Specifications (SRS). This study uses Function Points as one of the measurement methods that can make cost estimates and expert needs based on the desired functional system. On the other hand, there are cases where estimation needs after the SRS document have been made. Thus in this study, the authors discuss the implementation of SS based on TOR and SRS documents for E-Government. The results of this study indicate the closeness of the actual and estimated values of 81.9% for TOR and 93.4% for SRS.

Abstract

As a part of the food insecurity early warning system based on local participation, a robust and scalable database service is required. This necessity caused by the large area of services which include 34 provinces, 416 districts, 7,215 sub-districts and 80,534 villages in Indonesia. The abundant number of the expected daily transaction might not be handled properly using the traditional model. In this research, we design, implement, and optimize the NoSQL database to create scalable, dynamic, and flexible database service for the early warning system. The cohesion of the model is then measured, resulting in 5 entities with high cohesion, 16 with moderate cohesion, and 3 with low cohesion. After refactoring, we reduced the number of the low-cohesion entity into one and increased the average cohesion from 0.62 to 0.67. An empirical experiment was conducted to compare the response time before and after the refactoring. As the results, the average response time is decreased from 11.0 ms to 7.99 ms or equal to 1.38 in speedup. The experiment results suggest there is an impact of the logical data model improvement, by increasing their cohesion, to the performance of the NoSQL database.

Abstract

Digital services at universities have become necessary, especially after the Covid-19 pandemic disrupted universities. The transformation of the teaching and learning process and its supporting activities from face-to-face to online requires a support system that is inclusive and accessible to the entire higher education community. In 2020, Bogor Agricultural University launched the IPB Mobile for Students application which provides services for students digitally. This research was conducted to conduct an initial investigation of the use of the application. The investigation was carried out using a survey of 198 student respondents from the Bogor Agricultural University in February - March 2022. The questionnaire consisted of two parts: context questions to explore the use of IPB Mobile for Students by students and open questions to seek feedback from students. In general, the results of this initial investigation have insights regarding the use of digital services at IPB, especially in the IPB Mobile for Students application. It can be seen that digital services play an essential role in the teaching and learning process. Student engagement with digital services Reflects a changing pattern or transformation of the standard process for academic services in higher education. This study recommends further studies to examine the use of higher education digital services.

Abstract

Good University Governance (GUG) is a college management concept that can improve the college quality in order to increase the public’s satisfaction and trust. The availability of academic, student data, as well inefficient business processes become issues in supporting quality improvement at Health Polytechnic Ministry of Health Palu. The study aimed to analyze the condition of GUG application in academic and student administration services at Health Polytechnic Ministry of Health Palu using The Open Group Architecture Framework Architecture Development Method (TOGAF ADM) stages. Identification of architectural principles and GUG principles are indicators of architectural goals to be achieved. The result indicated that there was a commitment related to the vision and mission of GUG, but the implementation of GUG principles could not be fulfilled. Inadequate use of application, report data which does not meet the needs of SPI and quality assurance, as well the elaboration of SOPs and authorities specifically are problems that make the objectives of transparency, accountability, quality assurance, and responsibility unfulfilled. Abstract

Over the last two decades, significant advances have been made in the development of techniques for evaluating the performance, availability, and reliability of computer and communication systems in integration [11]. The reliability of the network is an important parameter in network [4]. Reliability is the performance, availability and security is a factors most important in a network . A distributed system is a system architecture in which computers can communicate and share resources [8]. This research applies a distributed system with load balancing and multimaster replication techniques in database. Abstract

Teknologi imersif seperti augmented reality, virtual reality, media sosial, avatar virtual, dan game online telah mendukung pendidikan. Pertanian, sebagai salah satu proses penting untuk kesejahteraan manusia, menuntut teknologi pendidikan yang kaya interaksi dan konten untuk meningkatkan pemahaman siswa tentang lingkungan pertanian yang kompleks. Tren teknologi pendidikan saat ini mulai bergeser ke metaverse. Namun, ada kesenjangan antara penerapan teknologi imersif saat ini dan metaverse yang matang. Selain itu, penelitian sebelumnya menunjukkan kurangnya penekanan pada teori pembelajaran, konten pembelajaran, dan elemen desain untuk aplikasi imersif dalam pendidikan. Penelitian ini dilakukan untuk mengidentifikasi kesenjangan tersebut, khususnya dalam pendidikan pertanian. Kami secara sistematis menganalisis publikasi sebelumnya yang mengembangkan aplikasi mendalam untuk pendidikan pertanian di pendidikan tinggi. Kami menyimpulkan bahwa (1) sebagian besar konten pembelajaran dan elemen desain teknologi metaverse kurang dimanfaatkan; (2) ada banyak kesenjangan implementasi antara implementasi saat ini dengan metaverse yang matang; dan (3) Pendidikan metaverse yang matang adalah kompleks dan mahal, sehingga perencanaan jangka panjang yang cermat dan mengidentifikasi kasus penggunaan dianjurkan. Kesenjangan ini penting untuk penelitian selanjutnya tentang pengembangan metaverse untuk pendidikan, terutama di bidang pertanian. Kami berharap hasil penelitian ini akan memberi pendidik pengetahuan dasar tentang teknologi metaverse untuk membuat keputusan yang lebih baik dalam memanfaatkan metaverse di lembaga pendidikan.

Abstract

The overcapacity of vehicle numbers is one of the significant causes of the traffic congestion problem on Indonesia roadways. The government applies a One-way system (SSA) as one proposed solution to unravel the congestion. However, several congestion points are still found during the SSA implementation. Thus, this research offers an alternative method to detect congestion using IoT technology. The system automatically enumerates the number, classifies the type, and computes the speed averages of vehicles to identify the severity of congestion based on the Indonesian Highway Capacity Manual (IHCM) published by the Ministry of Public Works 2014. We utilize ultrasonic sensors to detect the vehicles and send the data to the server in real time. The research successfully develops an IoT system for traffic congestion detection. Communication between nodes and API can be done well. Data exchange involving encryption and decryption with AES-256 is successfully done. The website application developed in this research successfully show the severity level of the congestion and their vehicle numbers. The average accuracy of the system is 78,97%. The system detected more vehicles than actual numbers due to the misreading value of the sensors.

Abstract

In this paper, we focus on speech recognition where speakers used text-dependent which means the text is agreed in advance and will be used next. This system uses MFCC as feature extraction and SVM as pattern recognition. Data were taken from 10 adult speakers with differences in gender, age, and ethnicity. Each speaker provides 50 ballots "computer" and its pronunciation is not controlled resulting in 500 data. Some data training is contaminated with gaussian noise with levels 80dB, 70dB, 60dB, 50dB, 40dB, 30dB, 20dB, 10dB, and 0 dB. The research uses a frame length: of 40 ms, overlapping frames: of 50%, and a coefficient me: of 13. Noise Cancelling was also tested in this research, although not getting optimal results. Pattern recognition SVM with RBF kernel functions produce 100% accurate results. The time process of the Sequential Minimal Optimization algorithm is better than Quadratic Programming algorithms. Increasing the number of speakers to see the performance of the system with a greater amount of data can be made for further research.
