Abstract

Indonesia memiliki jumlah desa yang sangat besar, yaitu sebanyak 83.794 desa, sehingga transformasi digital memegang peranan penting dalam meningkatkan kesejahteraan masyarakat pedesaan. Desa digital adalah desa yang menerapkan teknologi informasi untuk mendorong efisiensi pelayanan publik, penguatan ekonomi masyarakat desa, serta peningkatan kualitas hidup masyarakat desa. Namun, rendahnya literasi digital dan terbatasnya kapasitas sumber daya manusia masih menjadi kendala dalam implementasi desa digital. Penelitian sebelumnya yang bekerja sama dengan FAO pada program Digital Village Initiative (2023) telah menghimpun data melalui pendekatan etnografi terhadap 160 desa digital dan 100 inovasi digital yang dikategorikan dalam 10 kelompok, seperti Agri-Food Marketing and E-commerce, E-Government, Smart Farming, dan Social Service. Sayangnya, informasi desa digital saat ini tersebar secara tidak terstruktur sehingga sulit diakses dan dimanfaatkan oleh desa lain. Penelitian ini bertujuan mengembangkan platform Knowledge Management System (KMS) desa digital menggunakan pendekatan Prototyping melalui tahapan komunikasi, perencanaan cepat, desain, pembuatan prototipe, dan evaluasi. KMS ini ditujukan bagi inovator, perangkat desa, dan masyarakat desa, serta dapat diakses secara publik. Modul yang dikembangkan memuat informasi inovasi digital dalam 10 kategori beserta deskripsinya, profil inovator, profil desa digital, serta fitur asesmen kesiapan digital desa. Hasil ini diharapkan dapat mempercepat diseminasi pengetahuan dan adopsi inovasi digital antar desa di Indonesia.

Abstract

Pembangunan desa dapat meningkatkan kesejahteraan masyarakat pedesaan, strategi pembangunan perlu dibangun berdasarkan analisis data, yang membutuhkan tingkat digitalisasi tertentu. Tidak dapat dihindari, Kepala Desa Dayeuhkolot di Kabupaten Subang menyatakan mereka berjuang untuk memenuhi beberapa situs web atau aplikasi untuk menyelesaikan permintaan data dari banyak kementerian. Oleh karena itu, literasi digitalisasi data diperlukan agar mereka dapat secara efisien memenuhi tuntutan pemerintah. Selain itu, masyarakat desa memiliki sifat yang menarik yaitu kesenjangan digital. Mereka memiliki kesenjangan yang cukup besar dalam keterampilan digital antara individu karena berbagai tingkat pendidikan, pekerjaan, dan akses ke komputer. Oleh karena itu, penelitian ini berkontribusi untuk mengeksplorasi penerimaan pelatihan digitalisasi data untuk masyarakat pedesaan melalui dua metode pembelajaran yaitu pelatihan tradisional dengan ceramah dan pelatihan langsung dengan tutorial komputer. Ada 24 peserta di Desa Dayeuhkolot, yang terdiri dari aparat pemerintah desa dan agen. Metode analisis dengan dua rata-rata sampel yang saling bebas digunakan untuk melihat kelompok mana yang terbaik. Hasilnya menunjukkan bahwa pelatihan langsung lebih baik daripada ceramah tradisional dalam pelatihan digitalisasi data untuk masyarakat pedesaan. Dari variansnya, terlihat bahwa pelatihan langsung membantu mengatasi masalah kesenjangan digital dibandingkan dengan pelatihan tradisional.

Abstract

A comprehensive planning document that is written in the IT Master Plan has the purpose of addressing the company's need and guiding the implementation process to minimize failure. But many IT master plan was not based on integrated and best practice adoption using ERP. The development of the IT master plan also does not use the proper enterprise architecture (EA) method. This research designed an IT master plan based on ERP using Enterprise Architecture approachment for water utility companies and adopt ERP best practice references model. The Enterprise Architecture's method was TOGAF ADM from a prelim phase, requirement management phase, vision architecture phase, business architecture phase, and information system architecture phase. This research gave the results of 23 system recommendations named IT Integrated Solution for water utility companies which consist of 10 integrated applications, 8 ERP modules, and 5 ERP Industry Solution-Utility (IS-U) modules. To get a comprehensive IT Master Plan based on ERP, the water company needs to pay attention to other stages of TOGAF ADM. There needs to be a study to be able to validate the IT Master Plan, which has been developed.

Abstract

This study aims to evaluate digital literacy guidelines based on blended learning using the CIPP model (Contexts, Inputs, Processes, Products). The research method is simple experimental, namely by distributing questionnaires to users who have carried out trials on the system. The source of research data is librarians in the Center for Scientific Documentation and Information. Evaluation is measured by looking at the agreement and disagreement of users regarding the topic of training, completeness of the material, training time, and system quality. The results of the study show that the guidelines and e-learning are declared quite effective. However, there are still some disadvantages, among others, that there is still a small format of teaching material in applications, such as visual content, namely images, videos and audio to be used as reference for learning. In addition, an evaluation of the timing of training is needed.

Abstract

This research aims to analyze of archive process and to create prototype of digital archive repository system which can give easy in retrieval archive process. The method used in systems development using the prototyping model cosists of communication, quick plan, modeling quick design, construction of prototype, deployment delivery and feedback. The results show that the business process of archiving in Department of Population and Civil Registration of DKI Jakarta Province covers the creation, dissemination, arrangement, filing, retention, and reporting. The development of digital archive repository system in Department of Population and Civil Registration of DKI Jakarta Province was successfully done by prototyping method as iteration twice. The main function of this system is the processing of digital archives, export/import, archive circulation, archive retrieval system, and archive data reporting. This system has changed business processes that were previously done manually into digital. Test results distributed to 10 respondents that average value show that the system is made good and useful for users.

Abstract

The purpose of this study was to analyze the satisfaction of service quality in the E-KTP service of the Bogor District Population and Civil Registration Service. The design of this study was a cross-sectional study at Disdukcapil Bogor District. The method used in this study is Servqual, importance performance analysis (IPA), and customer satisfaction index (CSI) with 100 respondents selected using a convenience technique. The result of customer satisfaction index analysis shows that the community has been "quite satisfied" with a value of 61%, and is more inclined towards dissatisfaction. This is in accordance with the results of satisfaction using Servqual analysis (service quality), Disdukcapil's performance has not been able to meet the expectations of the community in almost all indicators, except the indicator "costs to be incurred". The indicator has a positive value, but is still small and close to zero, which is only 0.01. The results of importance performance analysis (IPA) indicate that there is a need to improve the indicators of ease of handling requirements, speed of service processes and facilities and physical condition of service office buildings.

Abstract

Meningkatnya jumlah populasi penduduk di Indonesia berdampak pada terbatasnya luas wilayah pertanian di Kota Bogor yang mengakibatkan ancaman produksi pertanian karena konversi lahan persawahan sebesar 88,12% menjadi perumahan dan kebun. Solusi sistem produksi pertanian dengan terbatasnya lahan salah satunya adalah hidroponik. Untuk meningkatkan pengetahuan budidaya hidroponik dan memudahkan akses fasilitas belajar digital sebagai bagian penting dari rencana pemerintah Kota Bogor yaitu smart society diperlukan dukungan teknologi informasi. Penelitian ini bertujuan mengembangkan Knowledge Management System (KMS) budidaya hidroponik dengan mengadopsi metode Knowledge Management Life Cycle melalui identifikasi pengetahuan tacit maupun explicit dari komunitas hidroponik. Proses menangkap pengetahuan berorientasi pada seluruh proses budidaya sayuran hidroponik dengan menggunakan bibit yang siap tanam. Knowledge map digunakan untuk kodifikasi pengetahuan menghasilkan 34 pengetahuan explicit berupa media interaktif video maupun dokumen yang dapat digunakan oleh pengguna. Implementasi sistem menggunakan aplikasi berbasis Web dengan pendekatan object oriented yang sudah diuji oleh pakar dan semua fungsi berjalan dengan baik. Sistem ini memiliki fitur klasifikasi KMS yaitu knowledge capture, knowledge sharing, serta knowledge discovery. AbstractThe increasing number of populations in Indonesia has an impact on the limited area in Bogor, which has resulted in the threat of agricultural production because of the conversion of 88.12% of paddy fields to housing and gardens. A solution to agricultural production systems with limited land, one of which is hydroponics. Facilitate access to digital learning facilities as an essential part of the plan of the Bogor City government, namely smart society, information technology support is needed as a means of sharing hydroponic cultivation knowledge. Based on this, we developed a knowledge management system (KMS) adopting the Knowledge Management Life Cycle method by identifying tacit and explicit knowledge from the hydroponic community. The process of capturing knowledge is oriented to the whole process of hydroponic vegetable cultivation by using seeds that are ready for planting. Knowledge map is used for codification of knowledge that produces 34 explicit knowledge in the form of interactive media in the form of videos and documents that can be used by user. The output generated from this study is KMS was implemented using Web-based applications with an object-oriented approach that has been tested by experts with system functions is working and has KMS classification features, namely knowledge capture, knowledge sharing, and knowledge discovery.

Abstract

Kinerja Pemerintah merupakan output kinerja kementerian/lembaga yang diimplementasikan dalam Perjanjian Kinerja. Laporan Kinerja adalah bentuk pertanggungjawaban kementerian terhadap Perjanjian Kinerja yang disusun secara bertahap dari unit kerja, unit organisasi, dan kementerian. Capaian kinerja aggaran tingkat Kementerian Pertanian tahun 2019 sebesar 94.56% (kategori sangat baik) namun nilai efisiensi anggaran tingkat kementerian sebesar 71,89% yang disebabkan oleh belum efisiennya penggunaan anggaran terhadap capain target. Penelitian ini menggunakan fuzzy inference system  Mamdani untuk menentukan status capaian kinerja di unit kerja Balai Pengkajian Teknologi Pertanian (BPTP) Jawa Tengah berdasarkan Peraturan Menteri Keuangan nomor 214 tahun 2017. Aspek penilaian terdiri dari aspek manfaat dan aspek implementasi. Hasil penelitian ini adalah monitoring dan evaluasi kinerja tingkat unit kerja berupa status capaian kinerja berdasarkan realisasi anggaran riil dengan kriteria sangat kurang, kurang, cukup, baik, dan baik sekali. Implementasi sistem  berbasis web  dengan nilai evaluasi usability menggunakan use questionnaire untuk masing-masing kategori yaitu US sebesar 5.98, EU sebesar 5.25, EL sebesar 5.75, dan SC sebesar 5.17. Pengujian status capaian kinerja unit kerja than 2019 dengan penilaian pakar menujukkan hasil yang sama yaitu kategori sangat baik. AbtractGovernment performance was the output of the performance of the ministry/agency implemented in the performance agreement. Performance report was a form of ministerial accountability to performance agreements that were arranged in stages from work units, organizational units, and ministries.  The achievement of the budget performance at the ministry of agriculture in 2019 was 94.56% (very good category) but the efficiency value of the ministry leveled budget was 71.89% due to the inefficient used of the budget towards target achievement, it is necessary to monitoring and evaluate budget performace.  Measurement and assesment of the achievement of budget execution performance based on PMK Number 214 of 2017 consists of implementation aspects (budget absorption, consistency between planning and implementation, achievement of outputs, and efficiency). The studied objective was to facilitate works units in monitoring and evaluate budget performance by presenting accurate and actual performance information as a function of internal control using  the mamdani fuzzy inference system to determine the status of performance achievements. Mamdan’s model can describe skills for intuitive problems that have an output in the form of values in the domain of fuzzy sets categorized under the linguistic component. The results of this studied are monitoring and evaluation of the web-based work unit in the form of real performance status as a basis for preparing recommendations in  order to improve budget performance.  The usability evaluation of the system used a use questionnaire for each category, namely US 5.98, EU 5.25, EL 5.75, and SC 5.17.  Whitebox testing against 25 rule bases shows the results as expected. Testing the status of work unit performance achievements in 2019 with expert assessments shows the same results, namely the very good category.

Abstract

Jumlah opini di media sosial seperti Twitter tersebar luas sehingga tidak mungkin membaca semua opini untuk mendapatkan seluruh sentimen. Analisis sentimen merupakan salah satu metode untuk mengatasi masalah tersebut. Salah satu pendekatan dalam analisis sentimen adalah berbasis leksikon. Pendekatan berbasis leksikon dapat menghasilkan performa yang baik pada lintas topik pembicaraan tanpa memerlukan pelatihan data. Namun, pendekatan berbasis leksikon sangat bergantung pada kelengkapan dan keragaman sentimen leksikon. Selain itu, hubungan antarkata sangat penting untuk diperhatikan karena dapat mengubah polaritas sentimen pada teks. Hubungan antarkata dapat direpresentasikan dengan baik menggunakan struktur tree. Penelitian ini menggunakan struktur tree sebagai interpretasi hubungan antarkata dalam pembentukan kalimat dengan menambahan kata ke dalam sentimen leksikon. Metode berbasis tree diujikan pada data dengan lintas topik seperti data twit Pilgub Jabar 2018, Pilpres 2019, dan pandemik COVID-19. Ketiga data uji memiliki proporsi kelas yang tidak seimbang, dengan kelas terbanyak merupakan kelas positif. Metode berbasis tree menghasilkan akurasi sebesar 64,97% (meningkat 1,26%) pada data Pilgub Jabar 2018, 64,33% (meningkat 11,41%) pada data Pilpres 2019, dan 66,24% (meningkat 7,61%) pada data pandemik COVID-19. Metode berbasis tree dapat menghasilkan akurasi yang stabil pada beberapa lintas topik dibuktikan dengan standar deviasi akurasi yang kecil (0,97%) bahkan lebih kecil dari metode tanpa tree (5,4%). Metode berbasis tree dapat meningkatkan weighted f1-measure pada data Pilpres 2019 sebesar 10,45% dan data pandemik COVID-19 sebesar 8,1%, sedangkan hasil pada data Pilgub 2018 tidak berbeda secara signifikan. Hasil akurasi dan weighted f1-measure memiliki selisih yang kecil sehingga pengukuran akurasi valid dan tidak bias terhadap data tidak seimbang. AbstractThe number of opinions on social media like Twitter is so widespread that it's impossible to read all those opinions to get all the sentiments. Sentiment analysis is one of the methods that could overcome this problem. The lexicon-based approach is one of the sentiment analysis approaches which perform well across data topics without training. However, the lexicon-based approach relies heavily on the completeness and diversity of sentiment lexicons. The relationship between words is important because it could change the sentiment polarity in the text. The tree structure could represent the relationship between words well. This study uses a tree structure as an interpretation of the relationship between words in a sentence. The tree structure is constructed by adding words to the lexicon sentiment. The tree-based method is tested on cross-topic data such as the tweet data of the 2018 West Java Governor Election, the 2019 Presidential Election, and the COVID-19 pandemic. All data used has an unbalanced class proportion, with the positive class being dominant. The accuracy results of the tree-based method on all data consecutively are 64.97% (increased by 1.26%), 64.33% (increased by 11.41%), and 66.24% (increased by 7.61%). The tree-based method produce stable accuracy on several topics proved by the small accuracies standard deviation (0.97%) that even smaller than the non-tree method (5.4%). The weighted f1-measure increases of the tree-based method on all data consecutively are 0% (equal), 10.45%, and 8.1%. The small difference between the weighted f1-measure and accuracy concludes that the accuracy resulted is valid.

Abstract

E-government adalah penggunaan dan pemanfaatan teknologi informasi dalam pengelolaan ketatanegaraan untuk mempercepat pengintegrasian alur dan proses kerja, serta peningkatan pelayanan publik.  Salah satu tujuan Dinas Pertanian Gianyar adalah untuk meningkatkan pelayanan di bidang pertanian dan sasaran yang ingin dicapai adalah meningkatkan kapasitas kinerja dan akuntabilitas kinerja birokrasi. Tata kelola yang baik dalam penggunaan layanan TI akan meningkatkan proses pengelolaan informasi, pelayanan publik, efisiensi, dan akuntabilitas serta dipercaya dapat mempengaruhi seluruh kinerja organisasi. Penerapan TI di satu sisi memberikan manfaat yang luar biasa bagi organisasi namun juga dapat menimbulkan risiko-risiko yang merugikan organisasi. Jika risiko TI tidak dikelola dengan baik, TI dapat mengakibatkan terganggunya operasional organisasi menjadi tidak optimal. Evaluasi tata kelola TI bertujuan untuk meningkatkan keuntungan penggunaan TI secara optimal dan dapat mampu mengelola resikonya. COBIT 2019 merupakan standar framework yang dinilai lengkap dan komprehensif dalam melakukan evaluasi tata kelola TI suatu organisasi. Berdasarkan analisis faktor desain, proses yang menjadi prioritas tertinggi atau memiliki skor ≥ 75 adalah MEA03 (Managed Compliance with External Requirements), BAI04 (Managed Availability & Capacity), dan EDM03 (Ensured Risk Optimization).  Hasil penilaian tingkat kapabilitas pada proses MEA03, BAI04 dan EDM03 baru mencapai tingkat kapabilitas level 1 dan Dinas Pertanian Gianyar mengharapkan tercapainya tingkat kapabilitas level 2, sehingga terdapat gap sebesar 1 pada setiap proses tersebut. Hasil rekomendasi dapat dimanfaatkan oleh organisasi agar setiap proses yang dievaluasi dapat mencapai tingkat kapabilitas level 2. AbctractE-government is the use and utilization of information technology in state administration management to accelerate the integration of work flows and processes, as well as improve public services. One of the goals of the Gianyar Agriculture Office is to improve services in the agricultural sector and the target to be achieved is to increase performance capacity and accountability for bureaucratic performance. Good governance in the use of IT services will improve the process of managing information, public services, efficiency and accountability and is believed to affect all organizational performance. The application of IT on the one hand provides extraordinary benefits for the organization but can also pose risks that are detrimental to the organization. If IT risks are not managed properly, IT can result in disrupted organizational operations that are not optimal. Evaluation of IT governance aims to increase the benefits of optimal use of IT and be able to manage the risks. COBIT 2019 is a standard framework that is considered complete and comprehensive in evaluating an organization's IT governance. Based on the design factor analysis, the processes that are the highest priority or have a score ≥ 75 are MEA03 (Managed Compliance with External Requirements), BAI04 (Managed Availability & Capacity), and EDM03 (Ensured Risk Optimization). The results of the capability level assessment in the MEA03, BAI04, and EDM03 processes have only reached capability level 1 and the Gianyar Agriculture Office expects to achieve a capability level 2, so that there is a gap of 1 in each of these processes. The results of the recommendations can be utilized by the organization so that each evaluated process can reach the capability level  2.
