Abstract

Arrests related to drug abuse continue to occur; however, the rate of abuse has never shown a significant decline. Drug-related issues remain a serious concern not only in urban areas but also increasingly in rural villages. This study aims to analyze the effectiveness of the BERSINAR (Bersih Narkoba/Clean from Drugs) Village Program implemented by the National Narcotics Agency (BNN) of Karawang Regency in Sirnabaya Village. The analysis is based on Sutrisno's theory of program effectiveness, which includes five main dimensions: program understanding, target accuracy, timeliness, goal achievement, and real change. This research employs a descriptive qualitative method, using data collection techniques such as interviews, observations, and documentation. The results indicate that the program's implementation cannot yet be considered optimal, as none of the dimensions have been fully achieved effectively.

Abstract

Public services are a fundamental necessity that cannot be separated from the lives of society, from the highest level, namely the central government, to the lowest level, namely the village government. This study aims to examine and analyze the quality of public services in Cengkong Village, Purwasari Subdistrict, Karawang Regency. The method used in this study is qualitative with a case study design, focusing on public services at the village level, which still face many challenges, particularly in Karawang Regency. To assess the quality of public services in Cengkong Village, the researcher applies Edward III’s service quality theory as the analytical framework, which consists of the dimensions of tangibles, reliability, responsiveness, assurance, and empathy. The results of this study indicate that the quality of public services in Cengkong Village can be considered quite good in supporting services provided to the community. However, the quality of public services in Cengkong Village still needs further improvement, particularly in the tangible dimension facilities and infrastructure and the reliability dimension the dependability of Cengkong Village officials.

Abstract

The decline of public trust in the police institution has become a serious issue in the governance of democratic systems, particularly in urban areas such as Bekasi Regency. This study aims to understand how the community experiences, interprets, and responds to distrust toward the police, as well as its impact on legal participation and social relations. The author argues that distrust is not a form of resistance, but rather a reflective response to emotional experiences, unequal access to justice, and symbolic social legacies. This research fills a gap in academic literature, which has largely focused on quantitative performance evaluations of institutions, by employing a qualitative phenomenological approach within an interpretive paradigm to deeply explore citizens’ subjective experiences. The study was conducted in Bekasi Regency, involving five participants from diverse social backgrounds who were purposively selected. Data collection techniques included in-depth interviews, participatory observation, and contextual documentation. The findings reveal that distrust arises from convoluted bureaucratic procedures, inequality in legal treatment, as well as anxiety and insecurity within the legal process. Nevertheless, the community still holds hope for institutional change in the police through a more responsive, transparent, and humanistic service approach. These findings highlight the importance of public service reform based on social justice and participatory dialogue as strategies to sustainably rebuild public trust.

Abstract

The purpose of this research is to find out how the participation of the Kondang Jaya Village head in implementing the Village Community Empowerment Program, especially in increasing village income and taking advantage of opportunities and aspects that exist in Kondang Jaya Village, East Karawang District, Karawang Regency. The research method used is descriptive qualitative method. With techniques in analyzing data in depth through interviews, observation and document review. While the number of respondents who are taken is 3 people. Based on the results of the study, it shows that the efforts made by the village head of Kondang Jaya in implementing the existing community empowerment program are quite good, but there needs to be an increase in the quality and capacity of the human resources themselves, providing assistance and monitoring of the ongoing program. running or still in the planning process, the evaluation process of existing and running programs and so on. Not only that, the village government is also faced with several obstacles, including the lack of time for the community to participate in village government activities because they are busy working in the fields, and the lack of cooperation between the village government and the community. Therefore, the importance of the participation of the village head is very influential on the success of development, especially in empowering the community in the village, and support from the community must really exist so that all village government activities can be carried out properly.

Abstract

This study aims to determine the relationship between the effectiveness of the simple rental apartment (Rusunawa) development program and the suitability of housing for low-income communities (MBR) in East Jakarta. The method used in this study is quantitative with an explanatory approach, as there are two variables used, namely independent and dependent variables. This is seen through the independent variable indicators (program effectiveness), namely program understanding, targeting, timeliness, achievement of objectives, and tangible changes. In addition, it is also seen through dependent variable indicators (housing affordability), namely building durability, living space, and access to clean water and sanitation. The results of the study, based on questionnaires filled out by respondents who are residents of the Rawabebek Rusunawa in East Jakarta, show that the Rusunawa development program has been implemented quite well and has met the expectations of the beneficiary community. Respondents also felt that the Rusunawa development program has not only succeeded in providing affordable housing, but also pays attention to the physical quality and comfort of housing for low-income communities. These findings provide an overview of the strategic policy implications for local governments to adopt the Sustainable Development Goals (SDGs) eligibility standards as the main parameters in evaluating vertical housing programs.

Abstract

This study aims to analyze the implementation of policies on the provision of incentives and investment facilitation in the industrial sector of Karawang Regency. The main focus of this research is to assess the extent to which these policies have been effectively implemented based on Merilee S. Grindle’s theory of successful policy implementation (as cited in Subarsono, 2011), which encompasses two main dimensions: the content of policy and the context of implementation.This study employs a qualitative approach using a case study method. Data were collected through in-depth interviews with informants from government institutions and industrial stakeholders, field observations, and documentation. Data analysis was conducted using a pattern-matching technique that compares empirical findings with theoretical patterns.The findings indicate that policies on investment incentives and facilitation in Karawang have a clear regulatory framework; however, their implementation has not yet been fully optimal. Several constraints were identified, including limited technical understanding of the OSS system among business actors, insufficient dissemination of information regarding investment incentives, unequal access to investment facilitation facilities, and inadequate supporting infrastructure in industrial areas. Nevertheless, the high level of investment realization demonstrates that Karawang remains a strategic destination for industrial development. Therefore, improvements in implementer capacity, infrastructure development, and periodic policy evaluation are required to ensure more effective and equitable implementation in the future.

Abstract

This study aims to analyze the effectiveness of the Jakarta Kini (JAKI) application program in providing public information in the DKI Jakarta area. JAKI was developed by the Provincial Government of DKI Jakarta through the Jakarta Smart City Management Unit as part of the city’s transformation toward a smart city focused on transparency, efficiency, and accessibility of public services. This research employs a qualitative descriptive approach to gain an in- depth understanding of the program’s effectiveness using four indicators of effectiveness proposed by Budiani (2007): target accuracy, socialization, objectives, and monitoring. The results show that in terms of target accuracy, JAKI has successfully reached tech-savvy productive groups such as students and office workers, but remains less effective among the elderly and those with low digital literacy. In the aspect of socialization, the government has conducted promotions through social media and public events, yet these efforts have not been fully effective due to the lack of practical guides and direct education for the general public.Regarding program objectives, JAKI has facilitated easier digital access to public services, but still faces technical challenges such as system errors and delayed responses to user reports. For the monitoring aspect, although systems such as Citizen Relation Management (CRM) and JakRespons have been implemented, their execution remains inconsistent and lacks transparency in reporting follow-up actions. Overall, this study concludes that the effectiveness of the JAKI application in providing public information has shown positive progress but is not yet optimal, particularly in terms of equal access, service quality, and sustainable monitoring. It is recommended that the government strengthen socialization efforts, improve technological infrastructure, and conduct regular evaluations to ensure that JAKI becomes an inclusive and reliable public service platform for all citizens in DKI Jakarta.

Abstract

This study analyzes the implementation of the zoning system policy in the New Student Admission (PPDB) for junior high schools in East Jakarta. The study aims to examine the extent to which the zoning system policy is applied in the PPDB process. The study uses a qualitative approach with a case study method and is analyzed using Van Meter and Van Horn's policy implementation theory, which includes six indicators, namely (1) policy standards and objectives, (2) resources, (3) characteristics of implementing agents, (4) implementers' dispositions, (5) interorganizational communication, and (6) social, economic, and political environments. The results show that the implementation of the zoning system policy has generally been able to expand spatial and social equity in access to education. However, in its implementation, a number of obstacles were still found, such as disparities in academic quality between schools, limited PPDB implementing human resources, low digital literacy among the community, and the practice of manipulating domicile data. These findings imply the need to strengthen policies by improving population administration supervision, equalizing educational resources, and increasing the capacity of implementers and the digital literacy of the community so that the objectives of the zoning system can be optimally achieved.
