Abstract

This research highlights the concept of preventing early marriage through the Adolescent Information and Counseling Center (PIK-R) program at the Karawang Regency Population Control and Family Planning Office. This research uses qualitative research methods with case study design and data analysis using the Miles and Huberman model. The theory that researchers use in this study is the prevention of early marriage according to Noorkasiani, et al (Ulfah, 2018). Based on the findings in the field, the four dimensions have not gone well. First, in the dimension of directing adolescents who are not married, it was found that there was no formation of the PIK-R group and the absence of supporting facilities and infrastructure. Second, the education dimension of adolescents who are married was found that adolescents who are married have not received PAP (First Child Delay) education from ppkb Pedes and KUA districts and lack of budget to implement the PAP program. Third, regarding the dimension of counseling families who have adolescents, the findings of researchers in the field, namely the establishment of Adolescent Family Development (BKR) in Pedes District have not been evenly distributed and there are only two groups that get a District Decree and the absence of regeneration of BKR members which causes the education provided unevenly to other communities. Fourth, namely in the dimension of socialization of young marriage culture, it was found that there was no socialization provided by related agencies that socialize the culture of marrying young in society so that the culture of marrying young would continue to develop. The non-running of these four dimensions in preventing early marriage causes the spread of reproductive education and early marriage to adolescents not to run. So that this is one of the factors causing free behavior in adolescents who end up in early marriage.

Abstract

The revitalization of youth centers in East Jakarta has been hampered from 2019 to 2024. This study aims to analyze the role of the Jakarta Provincial Youth and Sports Agency (Dispora) in revitalizing the youth centers in East Jakarta. The study focuses on three dimensions of government roles according to Pitana and Gayatri's theory: motivator, facilitator, and dynamic agent. This study uses a qualitative descriptive approach with data collection techniques including in-depth interviews, field observations, and documentation. The results show that Dispora also motivates the community to participate in using youth centers as public spaces that support sports, social, and educational activities. As a facilitator, Dispora provides representative facilities and infrastructure and manages fees to support health facilities. As a dynamic agent, Dispora builds cross-sector collaboration, including local community involvement and joint monitoring with relevant institutions. Although the revitalization has shown significant achievements, several obstacles remain, such as delays in project implementation in several sub-districts. This study recommends increasing the effectiveness of coordination, mapping community needs, and conducting regular evaluations of youth center management so that the benefits of revitalization can be felt evenly.

Abstract

This study aims to analyze the implementation of communication by the Karawang City Government in utilizing the TANGKAR application as an e-government–based public complaint system. The research employs a qualitative approach using in-depth interviews, observation, and documentation involving ten informants, consisting of officials from the Department of Communication and Informatics (Diskominfo), sub-district and village administrators, and members of the public who use the application. The findings indicate that government communication in the socialization and management of the TANGKAR application has been conducted through various digital channels; however, it still faces challenges related to message consistency, public digital literacy, and inter-agency responsiveness. The novelty of this study lies in positioning strategic communication as the primary variable in analyzing the effectiveness of a digital public complaint system, rather than focusing solely on the technical or policy aspects of e-government implementation. Therefore, this study provides a conceptual contribution by expanding the discourse on local-level e-government through a strategic communication perspective, while also offering empirical recommendations to strengthen public participation and improve the quality of digital-based public services.

Abstract

Regional head elections in Indonesia are regulated through Law No. 7 of 2017, PKPU No. 3 of 2022, and Bawaslu Regulation No. 6 of 2024 which is the legal basis for Bawaslu supervision at various levels. This study uses a qualitative approach with a case study method to explore in depth the role of Bawaslu in the Regional Elections, especially in Karawang Regency. Bawaslu together with the District Supervisory Committee supervise all stages, from voter data collection, campaigns, voting, to recapitulation of results. Supervision is carried out through two dimensions: direct and indirect. Direct supervision includes vulnerability mapping, early detection of violations, and field monitoring to ensure the integrity of the election process. Meanwhile, indirect supervision is carried out by public education, inter-institutional coordination, and encouraging community participation. Based on Imron's supervision theory, the role of direct supervision of the Karawang Bawaslu has proven to be crucial in maintaining the credibility, transparency, and integrity of local democracy. On the other hand, indirect supervision strengthens the synergy between Bawaslu, stakeholders, and the community in creating honest, fair, and accountable elections. The combination of these two strategies not only suppresses potential violations, but also strengthens the legitimacy and trust of the public in the results of the 2024 Regional Elections in Karawang.
