Abstract

Abstract Employee performance is a very important aspect in terms of implementation and service in the government environment. Employee performance will greatly affect the good or bad processes in it. This study aims to determine and identify the factors that cause employee performance at the Ciamis Regency DPRD Secretariat that need to be continuously improved to be better, and to formulate steps to optimize employee performance at the DPRD Secretariat. This study uses a qualitative descriptive approach. Data collection methods in this study are interviews, documentation, analysis and observation. The results of the study indicate that when viewed from the measuring instrument in assessing employee performance, it turns out that there are several indicators that must be identified, these indicators include work performance, expertise/creativity, behavior and leadership. (Fachreza, Musnadi, & Majid, 2018). This aims to determine the factors that need to be optimized at the Ciamis Regency DPRD Secretariat, some of these factors such as the limited number of employees and not directly proportional to their workload, employee discipline is not evenly distributed so that some employee attendance is still decreasing. For this reason, it is necessary to make efforts to optimize employee performance in order to achieve the mission of the Ciamis DPRD Secretariat, namely to increase professionalism in supporting the realization of the role, duties and functions of the Ciamis Regency DPRD. Abstract

This research was motivated by the suboptimal youth empowerment efforts of the Karang Taruna organization in Kertasari Village, Ciamis District, Ciamis Regency. During fieldwork, the researcher identified a lack of organized activities by the Karang Taruna and low youth participation in Kertasari Village. This study used a qualitative descriptive method. Data was collected through observation, interviews, and documentation. Data processing and analysis involved three steps: data reduction, data presentation, and conclusion drawing. A total of six informants were included in the study. The research aimed to determine the level of youth participation in the Karang Taruna organization in Kertasari Village, Ciamis District, Ciamis Regency. Based on the findings, the youth empowerment efforts of the Karang Taruna organization have shown some progress but are not yet optimal when measured against the stages of empowerment theory by Ambar T. (2017). This is supported by indicators like a growing sense of awareness, increased community consciousness, and creativity all of which show development. However, several obstacles were identified, including low interest and participation from youth, as well as limited facilities and resources like training equipment and funding. The Karang Taruna's efforts to overcome these challenges include personal outreach to youth, using social media to share information and improve communication, and adjusting activity schedules to be more flexible and not conflict with young people's daily routines.

Abstract

This research is motivated by the suboptimal role of the Padaherang Village government in providing equitable access to education and training for the community. Skills training such as culinary arts, sewing, or organic farming is still rare and limited to specific groups such as the Family Welfare Movement (PKK) or the Youth Organization (Karang Taruna). Non-formal learning programs that can reach all ages are also underdeveloped, for example, there are no evening classes for illiterate adults or group learning activities at the village hall. Furthermore, the community's use of technology has not been directed towards productive activities. Although many residents own Android phones, their use is limited to basic communication and entertainment. Training to improve digital literacy, such as promoting MSME products or accessing online services, has never been conducted. The purpose of this study is to analyze the role of the village government in human resource development. Using a qualitative descriptive method, the results show that of the five government roles according to P. Siagian's theory, the roles as stabilizer and innovator have not been optimally implemented. The main obstacles include limited funds, training personnel, internet infrastructure, and low community literacy. However, the role as a modernizer is beginning to be seen through the active involvement of residents. Efforts include collaborating with training institutions, submitting programs through village meetings, involving volunteers, and planning basic technology training for youth. The village government has also begun promoting the benefits of technology through community forums as part of its official work program.

Abstract

Abstract This research is motivated by an analysis of the post-expansion impact of Pangandaran Regency on improving community welfare in Pangandaran Regency. However, current problems persist. The purpose of this study is to determine the post-expansion impact of Pangandaran Regency on improving community welfare in Pangandaran Regency. The method used in this study is descriptive analysis. Seven informants were interviewed. Data collection techniques included literature review, fieldwork (observation and interviews), and documentation. The author used qualitative data analysis techniques through processing interview and observation data to draw conclusions that can answer the research questions. Based on the research results, it is known that: the expansion of Pangandaran Regency has provided broader institutional space for local governments to formulate development policies and programs focused on local needs. However, in its implementation, disparities persist between regions, both in terms of access to education, health, social facilities, and economic opportunities. The education aspect has not shown significant improvement. Access to schools, affordability, and the quality of teaching staff remain issues, particularly in villages far from service centers. Similarly, in the health sector, the availability of community health centers and medical personnel has increased, but is not yet fully equitable and accessible to all levels of society. Similarly, in the social sector, community involvement in social activities is still limited by a lack of facilities and infrastructure supporting social interaction. Meanwhile, in the economic sector, the development of leading sectors such as tourism and MSMEs has shown potential, but has not been accompanied by equitable distribution of benefits and expanded access to economic resources for communities across the region. Unemployment and poverty rates continue to indicate that improvements in welfare are not evenly distributed. Abstract

ABSTRAKDi era modern dengan banyaknya pengguna internet merupakan suatu peluang tersendiri bagi pemerintah dalam meningkatkan pelayanan yang efektif dan efisien. Berdasarkan hasil observasi awal yang dilakukan, didapatkan permasalahan yaitu belum adanya operator khusus sehingga informasi yang ditampilkan di website kurang update selain itu masyarakat juga belum banyak yang mengetahui aplikasi Sistem Informasi Desa Melek IT (SIDEMIT). Metode yang digunakan meliputi survey atau observasi, Focus Group Discussion (FGD), ceramah dan pendampingan. Kegiatan ini bertujuan untuk membantu desa dalam pendigitalisasian pelayanan publik . Hasil dari kegiatan ini yaitu terbentuknya operator untuk website desa yang berasal dari karang taruna yang sebelumnya telah mendapat pelatihan, sehingga dari hal tersebut informasi yang ditampilkan di website desa dapat terupdate, selain itu adanya  video tutorial pelayanan pada aplikasi SIDEMIT, dan sosialisasi juga dilakukan kepada kepada masyarakat Desa Mangkubumi sehingga perwakilan dari beberapa elemen masyarakat yang hadir dapat mengetahui dan menyebarluaskan informasi terkait dengan website dan aplikasi SIDEMIT.  ABSTRACTIn the modern era with the large number of internet users, it is an opportunity for the government to improve services that are effective and efficient. Based on the results of initial observations made, it was found that the problem was that there was no special operator so that the information displayed on the website was not updated. In addition, not many people knew about the IT Literacy Village Information System (SIDEMIT) application. The methods used include surveys or observations, Focus Group Discussions (FGD), lectures and mentoring. This activity aims to assist villages in digitizing public services. The result of this activity is the formation of operators for village websites who come from youth organizations who have previously received training, so that from this the information displayed on the village website can be updated, besides that there are video tutorials on services on the SIDEMIT application, and socialization is also carried out to Mangkubumi Village community so that representatives from several elements of the community present can find out and disseminate information related to the SIDEMIT website and application.

Abstract

This research was motivated by the lack of optimal implementation of Community Empowerment in Karangkamiri Village, Langkaplancar District, Pangandaran Regency, as well as the leadership of the village head in implementing community empowerment in Karangkamiri Village, Langkaplancar District, Pangandaran Regency. The role of a leader is very necessary in setting goals, allocating scarce resources, focusing training on organizational goals, coordinating changes that occur, building interpersonal contact with followers, and determining the right or best direction if failure occurs. The research method used in this research is qualitative. The qualitative method is a research method based on the philosophy of postpotivism, used to research the conditions of natural objects, as opposed to experiments where the researcher is the key instrument, data collection techniques are carried out in a triangulated/combined manner, data analysis is inductive/qualitative, and the research results are qualitative. emphasizes meaning rather than generalization. This research aims to determine the level of success of the village head's leadership as the leader of the village government in implementing community empowerment. Based on research results, the Village Head's Leadership in Implementing Community Empowerment in Karangkamiri Village, Langkaplancar District, Pangandaran Regency has generally not been implemented optimally because there are obstacles, such as: Lack of utilization of existing potential resulting in a lack of harmony and balance for community empowerment in Karangkamiri Village, Langkaplancar District, Pangandaran Regency. , Lack of adequate budget provision to carry out community empowerment, this is hampered by budget arrangements so that it influences the implementation of community empowerment, Lack of communicators to increase knowledge and skills in community empowerment activities so that people are not creative, for example there is a lack of socialization and counseling in all areas of empowerment on an ongoing basis. routinely to the community

Abstract

This research is motivated by the lack of optimal improvement in the service process which is thought to be due to the performance of the Wonoharjo Village Officials, Pangandaran District, Pangandaran Regency which is still not optimal, such as the low level of discipline of village officials, the village officials not being optimal in carrying out work quickly, precisely and deftly and the low level of knowledge possessed by village officials. in carrying out services, lack communication skills and are less open to suggestions and criticism of their work. The formulation of the problem is 1) How is the performance of village officials in Wonoharjo Village, Pangandaran District, Pangandaran Regency?, 2) What is the quality of public services in Wonoharjo Village, Pangandaran District, Pangandaran Regency? and 3) How much big influence performance village officials to quality services in Wonoharjo Village, Pangandaran District, Pangandaran Regency?. The research method used in this research is a descriptive analysis method with a quantitative approach. The number of samples in this study was 100 people. In this research, researchers used quantitative data analysis techniques such as determining ranges, determining assessment categories, percentages, coefficient analysis, determination correlation and t test. The research results show that: 1) Performance of Village Officials in Wonoharjo Village, Pangandaran District, Pangandaran Regency has been implemented quite well, 2) The quality of public services in villages in Wonoharjo Village, Pangandaran District, Pangandaran Regency has been implemented quite well, 3) There is an influence of the performance of village officials on improving the quality of public services in Wonoharjo Village, Pangandaran District, Pangandaran Regency by 34.59% . From the results of the hypothesis test, it was obtained that the t count was 7.1999 > from the t table of 1.66055 so that the hypothesis that the author put forward was that there was an influence on the performance of village officials on improving the quality of public services at the Wonoharjo Village office, Pangandaran District, Pangandaran Regency, which could be accepted and had its validity tested.

Abstract

Collaboration between central and regional leadership is important to achieve common goals and improve the quality of life of the community. The purpose of this study is to find out how leadership is implemented in the regions. The method used is the study of literature from various sources, such as books and scientific journal articles. The results of the discussion are as follows: Some of the advantages of collaboration between central and regional leadership Better use of resources: With collaboration between the center and the regions, existing resources can be better utilized to achieve common goals. The two can support each other in terms of financing, human resources, and technology. Government performance improvement: Collaboration between the center and the regions can help improve government performance in terms of public services and better decision making. Both can learn from each other and exchange experiences to improve overall government performance. Increasing community participation: With collaboration between the center and the regions, community participation can increase. Communities are becoming more involved in decision-making processes and implementing programs implemented by the government. Improved coordination and synergy: Collaboration between the center and regions can improve coordination and synergy between various government agencies. This can help accelerate the implementation of programs and policies taken. Improving development equity: Collaboration between the center and the regions can help increase the distribution of development in all regions of Indonesia. With good coordination, programs and policies can be implemented more evenly and reach all regions in Indonesia.

Abstract

The aim of this research is to find out the strategy of the Banjar City Government in setting regional boundaries. This study used qualitative research methods with seven informants. Data collection techniques were carried out through observation, interviews, documentation and literature study. Meanwhile, data analysis techniques were carried out through three stages, namely in the form of data reduction, data presentation, and conclusions. Based on the research results, it was concluded that the Banjar City Government's strategy in setting regional boundaries was carried out through a) Corporate Strategy; b) Program Strategy; c) Resource Support Strategy; and d) Institutional Strategy.

Abstract

The results of the author's observations indicate that the implementation of the Policy on the Elderly Family Development Program by Family Planning Extension Workers in Cikukulu Village, Karangnunggal District, Tasikmalaya Regency is still not optimal. The purpose of this study was to determine the Implementation of Policies on the Elderly Family Development Program by Family Planning Extension Workers. The method used in this research is descriptive analysis. Informants as many as 10 people. Data collection techniques are library research, field studies (observations and interviews) and documentation. The author uses qualitative data analysis techniques through data processing from interviews and observations to draw conclusions so that they can answer problems in research. Based on the results of the study that: 1) Policy Implementation regarding the Elderly Family Development Program has not been carried out in accordance with several stages that must be carried out, which include the lack of availability of resources, both budgets, implementing resources and facilities and infrastructure. Likewise with the results of observations made it is known that Policy Implementation is not supported by an adequate budget, besides that officers have difficulty because not all facilities and infrastructure can be equipped. 2) There are obstacles, including the lack of availability of resources, both budgets, implementing resources and supporting facilities and infrastructure, besides that program socialization to the community is still lacking. Likewise, the observation results show that budget support is still lacking, besides that the existing facilities and infrastructure are inadequate to be able to implement the program as expected. 3) There are efforts to overcome obstacles, including providing resources, both budgets, implementing resources and supporting facilities and infrastructure besides conducting outreach to elderly families. Likewise, from the results of observations, it is known that there are efforts, including involving cadres in village deliberation activities, completing facilities and infrastructure in stages so that the program can be implemented according to expectation.
