Abstract

Regional regulations (Perda) have a very strategic role in the implementation of regional governance. Various efforts to improve the quality of the Perda continue, including through Law Number 12 of 2011 concerning the Formation of Laws and Regulations which require the preparation of Academic Texts (NA). This study aims to identify and analyze the urgency and implementation of NA drafting in the formation of regional regulations based on legislation. The research method used is normative juridical research, by examining the prevailing norms in the preparation of a guideline in the form of a text with a statutory and historical approach. The results showed that NA has a very important urgency to create a good and quality regional regulation. NA is very important in the process of forming laws and regulations when faced with statutory problems that are considered unresponsive, egalitarian, futuristic, and unqualified. Through NA, each Raperda that gets a scientific touch can produce a higher quality Regional Regulation and can be categorized as good legislation. Given its very vital urgency, it is hoped that the drafters of Perda (Regional Government and DPRD) formulate NA first before compiling the Regional Regulation Draft and provide legal standing for NA compilers in the formation of Perda which need to be regulated in Legislation.

Abstract

Obesity is a growing global nutrition problem, including in productive age groups such as college students. Female students, especially in the Faculty of Public Health (FKM), have a higher susceptibility to obesity due to lifestyle, hormonal and dietary factors. This study aims to analyze factors related to the incidence of obesity in FKM students of the Islamic University of Kalimantan MAB Banjarmasin. This study uses an analytical survey method with a cross sectional design. The study population was 1,370 FKM students, with a sample of 94 respondents determined using the Slovin formula (90% confidence level) and accidental sampling techniques. The variables studied included knowledge, frequency of Fast Food  consumption, and genetik factors, with data collection through questionnaires and Body Mass Index (BMI) measurements. Data analysis was carried out using the Chi Square test. The results showed the prevalence of obesity at 48.9%. Most of the respondents had sufficient knowledge (43.6%), often consumed Fast Food  (58.5%), and had a genetik history of obesity (55.3%). Bivariate analysis showed a significant relationship between knowledge (p=0.032), frequency of Fast Food  consumption (p=0.027), and genetiks (p=0.000) and the incidence of obesity in female students. The discussion of this study emphasizes that obesity in female students is not only influenced by lifestyle such as Fast Food  consumption, but also nutritional knowledge factors and genetik predisposition. College students with low knowledge are more prone to choosing high-calorie foods, while frequent consumption of Fast Food  contributes to excess energy. Genetik factors further strengthen the risk of obesity if it is not balanced with a healthy lifestyle. It is recommended that female students limit Fast Food  consumption and increase nutritional knowledge through health counseling. Further research is expected to add other variables, such as physical activity and stress, to enrich the analysis of obesity risk factors

Abstract

Fasting is practiced by Muslims, especially during the month of Ramadan. Fasting is believed tohave numerous benefits and is a form of therapy (fasting therapy) for curing several degenerativediseases. People in Banjarmasin City often eat foods high in fat and sugar during fasting, andmany use excessive amounts of food coloring and flavoring. Lack of knowledge about healthyeating habits during fasting is a factor that can affect health. This has resulted in an increase indegenerative diseases such as hypertension, cholesterol, heart disease, and diabetes mellitus. Thiscommunity service program aims to improve the knowledge and skills of mothers, who play a rolein providing food for their families and developing nutritious diets, based on the awareness of theimportance of balanced nutrition according to the "isi piringku" guidelines established to reducethe morbidity rate of degenerative diseases. The implementation method includes a pretest, nutrition education, and training in developing balanced nutritional menus during fasting, followed by a posttest to measure the success of the activity. The community service programinvolved mothers from the Mutiara Ceria Integrated Health Post (Posyandu) and several elderlypeople at risk of developing degenerative diseases. The results showed an increase in knowledgeabout balanced nutrition, from 17% to 82%. The skills of cadres can be improved through trainingin preparing balanced nutritional meals during fasting. Optimizing health and nutrition education, especially regarding food menus during fasting, thereby increasing public understanding andawareness in preventing degenerative diseases and improving public health status.

Abstract

Increasing potato seed production requires implementing appropriate cultivation technologies, particularly in plant spacing management and the use of biological agents such as Plant Growth-Promoting Rhizobacteria (PGPR). This study aimed to analyze the interaction effect between plant spacing and PGPR application on the growth and yield of CP3 potato seed under field conditions and to determine the optimal treatment combination for producing small-sized tubers suitable for seed purposes. The research was conducted from August to December at P4S Bulu Ballea, Gowa Regency, located at an altitude of approximately 1,200 m above sea level, using a two-factor Randomized Block Design (RBD) with three replications. The first factor consisted of plant spacing (40 cm × 30 cm, 40 cm × 20 cm, and 40 cm × 10 cm), while the second factor was PGPR concentration (20, 30, and 40 ml l⁻¹). The observed parameters included plant height, number of leaves, stem diameter, number of branches, tuber diameter, number of tubers per plant, tuber weight per plant, tuber weight per plot, and productivity per hectare. Data were analyzed using analysis of variance (ANOVA) followed by the Honestly Significant Difference (HSD) test at the 5% significance level. The results showed that PGPR application significantly affected plant height (92.04 cm) and tuber diameter (7.74 mm), whereas plant spacing significantly influenced the number of branches (3.29 branches), tuber length (7.03 cm), tuber diameter (53.30 mm), tuber weight per plant (99.81 g), tuber weight per plot (1,083.00 g), and yield (10.83 t ha⁻¹). The closest spacing (40 cm × 10 cm) produced tuber sizes suitable for seed production. These findings indicate that optimizing plant spacing and PGPR application synergistically enhances CP3 potato seed production under field conditions.
