<![CDATA[The aim of this paper is to assess the effectiveness of the public service provided to the community by the Department of Population and Civil Registry of West Aceh Regency. Department of Population and Civil Registry of West Aceh Regency is one of the elements of the implementation of the Local Government based on the Qanun above which is a regional technical institution that performs duties and functions of a corresponding authority which has already been established, namely by helping the Regent to carry out certain tasks in the field of administration. The qualitative method used in this research is the case study approach. The findings of this study are that the Western Aceh Disdukcapil government apparatus has been able to provide services to people in need of their services. This can be seen from the level of achievement of good results from the services provided to the community, which has saved time in the service delivery process and saved the cost of managing the community, Responding to needs and satisfaction, providing fair services without discrimination or discrimination on the basis of the principle of justice, maintaining good responsiveness to the community and providing services and completing services on time as promised by Disdukcapil officers.]]>

<![CDATA[This article is about the Allocation of the Special Autonomy Fund's efforts to combat poverty in Aceh. The Special Autonomy Fund began in 2008 and will continue until 2027, with the goal of achieving the highest level of peace in Aceh. Data is derived from interviews and supporting documents from the Bappeda Aceh and the Indonesian Ministry of Finance, as well as a quantitative method based on case studies. Following that, data is analyzed through the methods of display, reduction, and data analysis. The findings indicate that the Aceh Special Autonomy Fund is unable to significantly reduce poverty levels in Aceh. The key point is that the Special Autonomy Fund is not pro-poor budgeting and is failing to address the poverty problem in Aceh.]]>

<![CDATA[This article examines why and how the people of Simeulue realize food security during the COVID-19 pandemic. This research is important to reveal how the people of Simeulue can realize food security during the COVID-19 pandemic during a global community experiencing a crisis in various aspects. The author uses Max Weber's theory of social action to explain why the people of Simeulue have the motivation to achieve food security. In contrast, the Joined-up Government concept explains the synergy between stakeholders in realizing food security. This study uses qualitative research methods with data collection techniques through interviews with research informants. The study results indicate that the motivation for realizing food security for the Simeulue community is common. There are three social actions in realizing food security, namely traditional actions, value rationality actions and instrumental actions, while synergy between institutions is built through horizontal communication and coordination without elite domination by reproducing the local wisdom "Humasa Sebbel/Khumaha Heba" (planting rice at the same time).]]>

<![CDATA[This article aims to find out the apparatus resource development strategy implemented by the Agency for Personnel and Human Resources Development in Simeulue Regency. The problem is focused on development strategies in the form of education and training (PIM), study permits and TPP grants. In this study, the theoretical reference is from Sondang P. Siagian which states that there are steps that must be taken to find out the benefits of developing human resources. The data were collected through interviews with the Secretary of BKPSDM Simeulue Regency, Head of HR Development, Head of Subsection and several apparatuses at BKPSDM Simeulue Regency and analyzed qualitatively. This study concludes that the implementation of the development strategy at the Simeulue Regency BKPSDM Office has been effective because it has been able to minimize the problems that existed previously.]]>

<![CDATA[Program Bina Keluarga Remaja (BKR) dianggap sebagai kegiatan yang strategis dalam mengusahakan agar terwujudnya sumber daya manusia potensial melalui beberapa upaya dalam meningkatkan pemahaman, pengetahuan dan keterampilan keluarga dengan memperhatikan peran orang tua dalam memperhatikan, mengasuh dan membina setiap tumbuh kembang remaja di dalam sebuah keluarga. Penulisan ini bertujuan untuk mengetahui efektivitas program Bina Keluarga Remaja (BKR) di Gampong Pasi Pinang Kabupaten Aceh Barat khususnya pada kenakalan remaja. Untuk melihat hal tersebut maka digunakan acuan teori dari Budiani yang berpendapat bahwa ada beberapa hal yang menjadi tolok ukur efektivitas, maka untuk melihat efektivitas suatu program jika telah memenuhi beberapa hal tersebut. Metode yang digunakan pada penelitian ini adalah metode kualitatif yang bersifat studi kasus. Teknik pengumpulan data yang dilakukan melalui observasi dan wawancara dengan para informan penelitian. Berdasarkan penelitian yang telah dilakukan dilapangan dapat disimpulkan bahwa pelaksanaan program BKR dengan melakukan pembinaan terhadap orangtua dan remaja sudah sepenuhnya berjalan dengan efektif.]]>

<![CDATA[This study discusses the budget for handling COVID-19 in Aceh Province with a Social Safety Net approach. Through this Social Safety Network approach, the Aceh Government has allocated a budget for handling COVID-19 is intended to be given to acehnese people who are directly affected from COVID-19. While the purpose of this study is to find out the extent of the success of the budget for handling COVID-19 is realized to the public to rise from the crisis during the COVID-19 pandemic. This research is an exploratory descriptive qualitative method research to explain and dig up information about the budget for handling COVID-19 by answering various types of questions and problems that occur and are identified and analyzed based on the results of readings and interpretation data related to the research theme. The results showed that the budget for handling COVID-19 in Aceh Province in the Social Safety Net sector was already running and the affected Acehnese people had received social assistance provided by the Aceh Government. However, there needs to be supervision from the people of Aceh in order for transparency in the management of the COVID-19 budget. In addition, in anticipation that the practice of corruption in handling the COVID-19 budget in the Aceh Government environment can be prevented.]]>

<![CDATA[This study aims to analyze the performance of employees of the community and village empowerment offices of Simeulue Regency in distributing direct cash assistance for village funds (BLT-DD). The method used in this research is descriptive qualitative with the acquisition of data sources through observation methods, interviews, and documentation. The results of the research obtained based on aspects of productivity, service quality, responsiveness, responsibility, and accountability, show that the performance of the Community and Village Empowerment Office in Distributing Village Fund Cash Direct Assistance to Village Governments in Simeulue Regency shows maximum results. . This is based on the five aspects of standards that are indicators of the performance of government agencies that can be fully met. Although there are still some things that need to be addressed. However, overall, the performance of the Simeulue Regency Community and Village Empowerment Office (DPMD) can be said to be optimal.]]>

<![CDATA[Penelitian ini bertujuan untuk mengetahui efektivitas penerapan website SIAP Mobile dalam pengelolaan surat berbasis e-government di PT. Jasa Raharja Perwakilan Meulaboh, serta mengetahui kendala dalam penerapannya. Metode dalam penelitian ini menggunakan metode kualitatif dengan pendekatan Deskriptif. Pengumpulan data dalam Penelitian ini dilakukan dengan mempelajari langsung sistem pengelolaan surat berbasis digital melalui penggunaan SIAP Mobile, yang kemudian dijadikan sebagai data primer, sementara untuk data sekunder didapatkan melalui media internet, buku bacaan berupa e-book dan jurnal yang berkaitan dengan penelitian penulis. Data dianalisis mulai dari proses pengumpulan data, reduksi, penyajian, dan penarikan kesimpulan. hasil penelitian menunjukkan bahwa tingkat efektivitas penerapan program SIAP Mobile dalam pengelolaan surat berbasis e-government di PT. Jasa Raharja Perwakilan Meulaboh sudah cukup baik dan efektif, dimana penerapan SIAP Mobile telah memberikan dampak yang signifikan terhadap pengelolaan administrasi seperi mempermudah dan mempercepat kinerja pegawai maupun petugas samsat dalam melakukan kegiatan administrasi melalui SIAP Mobile. Kendala yaitu masih terdapat beberapa kegiatan administrasi yang dilakukan secara manual oleh beberapa petugas dikarenakan belum mendapatkan akun untuk login dan mengakses website SIAP Mobile dikarenakan masih berstatus Langka Bakti Jasa Raharja (LBJR). Disimpulkan walaupun dalam penerapan SIAP Mobile masih terdapat kendala, akan tetapi tidak terlalu berdampak besar terhadap efektivitas penerapan SIAP Mobile.]]>

<![CDATA[Online single submission diterapkan pada Dinas Penanaman Modal Terpadu Satu Pintu untuk mempercepat serta mempermudah masyarakat dalam pembuatan surat izin usaha yang dilakukan secara online. tujuan dari penelitian ini untuk melihat bagaimana kualitas pelayanan perizinan dalam sistem online single submission dan hambatan serta masalah yang terjadi pada sistem online single submission di DPMPTSP Kabupaten Aceh Barat yang menyebabkan sistem belum sepenuhnya berjalan dengan efektif. Metode yang digunakan pada penelitian ini yaitu metode kualitatif yang bersifat deskriptif. Teknik pengumpulan data dilakukan melalui observasi dan wawancara dengan para informan penelitian. Sumber penelitian ini menggunakan data primer sdan data sekunder. Untuk melihat kualitas pelayanan perizinan online single submission maka digunakan acuan dari teori zeithml et. el yang berpendapat bahwa kualitas pelayanan dapat diukur melalui lima dimensi dimensi yaitu tangible, reliability, resposivines, assurance dan emphaty. Dari kelima aspek tersebut dapat dilihat berbagai hambatan dan permasalahan yang terjadi sehingga dapat mengganggu sistem online single submission dalam proses pembuatan surat izin usaha. Selain itu, perlunya komunikasi yang baik antara petugas pelayanan dan masyarakat juga sangat berpengaruh terhadap kualiatas pelayanannya. Berdasarkan penelitian yang telah dilakukan dilapangan dapat disimpulkan bahwa online single submission memerlukan pembaharuan agar kualitas pelayanan perizinan pada online single submission lebih efektif dan berjalan lebih optimal. Dikarenakan permasalahan seperti gangguan jaringan dan down server terjadi secara tiba-tiba membuat pemohon merasa tidak nyaman saat melakukan proses perizinan online single submission. DPMPTSP Kabupaten Aceh Barat selalu berupaya untuk memberikan pelayanan yang baik bagi bagi masyarakat serta terus berusaha melakukan sosialisai mengenai online single submission agar masyarakat bisa mudah memahami mengenai mekanisme pembuatan surat izin usaha melalui sistem online.]]>

<![CDATA[This research was conducted to find out the local government's strategy in implementing the Economic pillars of SDGs in the agro and marine area of the Simeulue district. Simeulue Regency is one of the agriculture and fisheries-based areas to be precise in the West Teupah and East Simeulue Districts as very strategic locations for superior agro and marine areas to realize SDGs development indicators which have experienced obstacles in achieving them. Farmer groups have achieved very high productivity but marketing is very low and cannot be controlled properly by the government. Likewise, with fishermen groups in the region, the productivity of the fishermen's catches is very large. However, these results are only used by certain groups with marketing prices that do not achieve stability. The research method uses descriptive qualitative. Data analysis was carried out starting from the time of field data collection, data was reduced, presented ,and verified then conclusions were drawn. and the role of BUMDes in advancing superior village products is still weak]]>
