Abstract

The Women are often used as political objects throughout the country to gain advantage in getting voice support to advance as representatives of the people or other political officials. This research is to analyze the culture of women as political object and want to know the factors that cause the influence of women is bigger when compared to men in West Aceh and Nagan Raya district. This research uses qualitative approach with descriptive type. The analysis is done by relying on the findings of data that have been collected and relevant information from the bibliography (secondary data). This study uses the theory of Gabriel A. Almond and Malinowsky theory. The results of the study found that in Aceh Barat District and Nagan Raya District, the perpetrators were always used as political objects in seeking support to gain power based on the parameters of Political Socialization, Political Recruitment, Political Communication and Political Culture. Factors that cause women as a political object are: Money Politic and Poverty, Lack of Political Education, Women as the Majority as well as the Conditions of a Patriarchal Society. Keywords: Aceh Barat dan Nagan Raya, Budaya, Perempuan, Politik.

Abstract

This study aims to determine how public perceptions are and the factors that influence community perceptions in the service of obtaining birth certificates and death certificates at the Department of Population and Civil Registry of West Aceh Regency. The method used in this research is quantitative with data sources from 81 respondents who administer birth certificates and death certificates directly at Disdukcapil and the analysis technique used is correlation testing. The results of the study were carried out by testing the correlation between perceptual indicators and service indicators, it was known from the 9 tested service indicators, which obtained a correlation only on education indicators with personal service indicators which had test results of -0.270> 0.181 with a sig value of 0.015 and other supporting attributes. with age has a test result of 0.211> 0.181 with a sig value of 0.059. Disdukcapil in community service is good, provides comfort for the community, services are quite friendly and polite in providing, officers are responsible for receiving and solving problems from the community, getting convenience in administering birth and death certificates. So that it can be said that the factors that influence the service for obtaining birth certificates and death certificates are education for personal services and age for other supporting attributes.

Abstract

This study discusses about implementation of the KUSUKA card policy in West Aceh Regency. KUSUKA Card is one of the mainstay service programs of the Ministry of Maritime Affairs and Fisheries to provide effective, efficient and targeted services to all members of the community who work in the marine and fisheries sector. This research uses qualitative method with a descriptive approach. The theory used in this research is the theory of the successful implementation of policy by Edward III. The result showed that the implementation of the KUSUKA card policy in West Aceh Regency was still not good because each indicator: Resources,  Communication, Bureaucratic Structure and Disposition had not been fulfilled had not been fulfilled.

Abstract

Research on the application of marine and fisheries minister regulation (PERMEN-KP) number 12 of 2013 on supervision of coastal area management aims to find out how far the implementation of the regulation is implemented. The method used in this research is descriptive qualitative with data retrieval technique that is observation, interview and documentation. The results of the research indicate that the interpretation of the Department of Marine and Fisheries on marine and fisheries ministerial regulation number 12 of 2013 in Aceh Jaya Regency is already understand the regulation of the minister of marine and fisheries well and in Aceh Jaya Regency also has a special police (POLSUS) which duty to carry out supervision on PWP3K, while its implementation in Aceh Jaya Regency can not be implemented properly, it can be known from the number of personnel POLSUS which is still lacking, the area of assignment, the lack of transportation means to patrol/ patrolling, the process of action by POLSUS still have constraints that is the lack of understanding of the main tasks and functions that have been determined, but the flow of implementation of action has been appropriate/ follow the flow of the process, while the process of guidance against communities that do the violations also not running well, whereas in terms of extrapolation Dinas Marine and Fisheries to the regulation of the minister of maritime and fishery number 12 of 2013 looks able to understand if marine and fishery ministerial regulations can be implemented properly and correctly it will give positive value to the region, especially the Department of Marine and Fisheries Aceh Jaya DistrictKeywords: DKP Aceh Jaya District, PERMEN-KP Number 12 of 2013, Supervision.

Abstract

The aim of this paper is to assess the effectiveness of the public service provided to the community by the Department of Population and Civil Registry of West Aceh Regency. Department of Population and Civil Registry of West Aceh Regency is one of the elements of the implementation of the Local Government based on the Qanun above which is a regional technical institution that performs duties and functions of a corresponding authority which has already been established, namely by helping the Regent to carry out certain tasks in the field of administration. The qualitative method used in this research is the case study approach. The findings of this study are that the Western Aceh Disdukcapil government apparatus has been able to provide services to people in need of their services. This can be seen from the level of achievement of good results from the services provided to the community, which has saved time in the service delivery process and saved the cost of managing the community, Responding to needs and satisfaction, providing fair services without discrimination or discrimination on the basis of the principle of justice, maintaining good responsiveness to the community and providing services and completing services on time as promised by Disdukcapil officers.

Abstract

This article is about the Allocation of the Special Autonomy Fund's efforts to combat poverty in Aceh. The Special Autonomy Fund began in 2008 and will continue until 2027, with the goal of achieving the highest level of peace in Aceh. Data is derived from interviews and supporting documents from the Bappeda Aceh and the Indonesian Ministry of Finance, as well as a quantitative method based on case studies. Following that, data is analyzed through the methods of display, reduction, and data analysis. The findings indicate that the Aceh Special Autonomy Fund is unable to significantly reduce poverty levels in Aceh. The key point is that the Special Autonomy Fund is not pro-poor budgeting and is failing to address the poverty problem in Aceh.

Abstract

This article examines why and how the people of Simeulue realize food security during the COVID-19 pandemic. This research is important to reveal how the people of Simeulue can realize food security during the COVID-19 pandemic during a global community experiencing a crisis in various aspects. The author uses Max Weber's theory of social action to explain why the people of Simeulue have the motivation to achieve food security. In contrast, the Joined-up Government concept explains the synergy between stakeholders in realizing food security. This study uses qualitative research methods with data collection techniques through interviews with research informants. The study results indicate that the motivation for realizing food security for the Simeulue community is common. There are three social actions in realizing food security, namely traditional actions, value rationality actions and instrumental actions, while synergy between institutions is built through horizontal communication and coordination without elite domination by reproducing the local wisdom "Humasa Sebbel/Khumaha Heba" (planting rice at the same time).

Abstract

This article aims to find out the apparatus resource development strategy implemented by the Agency for Personnel and Human Resources Development in Simeulue Regency. The problem is focused on development strategies in the form of education and training (PIM), study permits and TPP grants. In this study, the theoretical reference is from Sondang P. Siagian which states that there are steps that must be taken to find out the benefits of developing human resources. The data were collected through interviews with the Secretary of BKPSDM Simeulue Regency, Head of HR Development, Head of Subsection and several apparatuses at BKPSDM Simeulue Regency and analyzed qualitatively. This study concludes that the implementation of the development strategy at the Simeulue Regency BKPSDM Office has been effective because it has been able to minimize the problems that existed previously.

Abstract

Program Bina Keluarga Remaja (BKR) dianggap sebagai kegiatan yang strategis dalam mengusahakan agar terwujudnya sumber daya manusia potensial melalui beberapa upaya dalam meningkatkan pemahaman, pengetahuan dan keterampilan keluarga dengan memperhatikan peran orang tua dalam memperhatikan, mengasuh dan membina setiap tumbuh kembang remaja di dalam sebuah keluarga. Penulisan ini bertujuan untuk mengetahui efektivitas program Bina Keluarga Remaja (BKR) di Gampong Pasi Pinang Kabupaten Aceh Barat khususnya pada kenakalan remaja. Untuk melihat hal tersebut maka digunakan acuan teori dari Budiani yang berpendapat bahwa ada beberapa hal yang menjadi tolok ukur efektivitas, maka untuk melihat efektivitas suatu program jika telah memenuhi beberapa hal tersebut. Metode yang digunakan pada penelitian ini adalah metode kualitatif yang bersifat studi kasus. Teknik pengumpulan data yang dilakukan melalui observasi dan wawancara dengan para informan penelitian. Berdasarkan penelitian yang telah dilakukan dilapangan dapat disimpulkan bahwa pelaksanaan program BKR dengan melakukan pembinaan terhadap orangtua dan remaja sudah sepenuhnya berjalan dengan efektif.

Abstract

This study discusses the budget for handling COVID-19 in Aceh Province with a Social Safety Net approach. Through this Social Safety Network approach, the Aceh Government has allocated a budget for handling COVID-19 is intended to be given to acehnese people who are directly affected from COVID-19. While the purpose of this study is to find out the extent of the success of the budget for handling COVID-19 is realized to the public to rise from the crisis during the COVID-19 pandemic. This research is an exploratory descriptive qualitative method research to explain and dig up information about the budget for handling COVID-19 by answering various types of questions and problems that occur and are identified and analyzed based on the results of readings and interpretation data related to the research theme. The results showed that the budget for handling COVID-19 in Aceh Province in the Social Safety Net sector was already running and the affected Acehnese people had received social assistance provided by the Aceh Government. However, there needs to be supervision from the people of Aceh in order for transparency in the management of the COVID-19 budget. In addition, in anticipation that the practice of corruption in handling the COVID-19 budget in the Aceh Government environment can be prevented.
